This is the Grove City Council meeting was then June 24, 2025. Mayor Baskar. 00:00:00
Councillor Travis Lopez. Yeah, Councillor Dean. 00:00:07
Councillor Fleming. 00:00:11
Councillor Ocampo. 00:00:13
Councillor Ogin. 00:00:15
Councillor Partridge. 00:00:18
Councillor Romero here. Councillor Solomon. 00:00:20
Yeah, on the phone we do have a quorum. 00:00:23
Allegiance to the flag of the United States of America and to the Republic for which it stands. 00:00:29
Under the end of the school. 00:00:35
Of the scrum, all right. 00:00:38
We have. 00:00:47
Nothing but the agenda being approved. 00:00:49
Mr. I move that we approve the agenda for today. 00:00:52
I second. 00:00:57
Looking second all in favor. 00:00:59
All right, OK, The first thing is, and this is my fault. 00:01:01
The memorandum of agreement with the county. 00:01:06
Is not as clean as I thought it was going to be. 00:01:09
There is a clause in there that. 00:01:13
Was added and I missed it. 00:01:16
That says that the ambulance crew. 00:01:19
Can be called to the jail. 00:01:22
For different reasons, and the main reason is to administer medicine. 00:01:25
To the end match. 00:01:29
So apologize. 00:01:39
So. 00:01:42
Chief came up to me after the meeting. 00:01:43
And like I said on me. 00:01:46
Tell me what you think that that. 00:01:49
Within your mind as the Fire Chief with that. 00:01:52
Ambulance service agreement said. 00:01:55
Well from what I read it sound like they they can call us every day, every morning that inmates scheduled to take his prescribed 00:01:58
medications. 00:02:02
So that's you think specifically? 00:02:07
So so. 00:02:09
My concern number one is I would like to help the county do that. 00:02:11
Maybe do it under a separate memorandum of understanding, but that's not what we really are doing the EMT for. It's for the 00:02:16
service to the outlying area, not. 00:02:21
Including, you know, if they need somebody at the jail, need to be transported, we'll do that, but we're not there to administer. 00:02:26
A medic, you know, medication. 00:02:35
Because the ramifications of that. 00:02:38
Are if let's say we administer the medication that they tell us the the that the enemy takes. What if it's a wrong medicine? 00:02:41
What does the patient has a reaction to it? 00:02:49
And #3 we're just not there to be. 00:02:52
Administering. They need to. 00:02:56
Handle it now. 00:02:58
How did they have an hour? Yeah, that's the issue. They don't, I don't think they have a certified person, medically certified 00:02:59
person to do that. 00:03:03
They should have a medical staff is what they should have. That could be a violation of HIPAA as well. 00:03:06
I just, I'm just, I just think it just. 00:03:13
We were talking about a nice clean and and we appreciate them agreeing with that. 00:03:17
I'm not saying we shouldn't. 00:03:22
But I'm just saying that if we are going to make an agreement. 00:03:23
That and maybe we can do a separate agreement with them. 00:03:26
And, and we can get the EMT's that work at the assume we have a license to be able to get minister medicine. But let's send the 00:03:30
ambulance. There's another thing, I mean one, we're an emergency service, so. 00:03:36
We're taking one of our ambulance service. 00:03:42
Through that of out of service to. 00:03:45
To be up there administering. 00:03:48
Medications. 00:03:50
In case you know what if somebody else needs a, needs that ambulance and an emergency, you know, setting 2, there's a liability. I 00:03:52
mean, we can't just go up there and give medication. We have a. 00:03:57
We got to make sure it's in our scope of practice, all that stuff too. You know, we're, we're at a certain license where we can't 00:04:02
just give any medication we have. 00:04:06
I have to be on the premises if they're going to be. 00:04:11
Doing stuff. 00:04:14
So I'm just saying that. 00:04:16
I would like to amend that agreement to eliminate that clause. 00:04:19
And if the county still wants to argue about it, we can and I I would propose we do a separate memorandum of agreement. 00:04:23
About this, if there's some way we can get personnel, we will, but that should not be in this. 00:04:31
Main body of this contract, Mr. Partridge. 00:04:36
Well, I'm asking the Council to amend it. 00:04:43
Don't angry. 00:04:47
Yes, Sir. 00:04:50
The city attorney made some changes to it and I made a couple changes. I sent it to them. 00:04:52
For their approval so. 00:04:57
Make sure we're all in agreement. I haven't heard back from them. That's been two weeks. 00:04:59
But I will edit this and remove that there is a certain verbiage, right? 00:05:03
And again, the chairman, I think Joe is the chairman, Joe Gonzalez, he wanted that in there. 00:05:08
But like I said, I didn't. I didn't catch it. 00:05:14
And I I would not sign. I would not go along with that. 00:05:18
I just, I can't go. It could be a liability to the city. I cannot go along with it. Yeah. 00:05:21
Now if they want to, if they want to seek another. 00:05:26
Agreement. 00:05:29
Since we have personnel, I mean we can try to work something out. 00:05:30
But that's going to have to be looked at under HIPAA, under malpractice, under all kinds of. 00:05:34
We're an emergency service, We're not a caregiving service, We're not a home health service. 00:05:40
So I'm just asking the council to amend it. 00:05:45
2nd. 00:05:51
The smoke consecutive that we. 00:05:53
Eliminate that clause of fleet. 00:05:57
Firefighters, EMT is going to. 00:05:59
Administer or just that they're on call over there at the jail. 00:06:02
Out of the initial agreement that the EMT's. 00:06:07
3 empties are being provided over and above what we already have. 00:06:11
Is that pretty clear? 00:06:15
All in favor, aye aye. 00:06:17
Hi, Anton. 00:06:20
Hi. OK. Thank you very much. 00:06:22
The next thing I had a meeting with the I added. I added a couple of things. 00:06:25
I had a meeting with the Shay Kelly. 00:06:30
She's a nice lady running the Puerto Sigurds. Don't. 00:06:34
Doing work that's very difficult. 00:06:38
Chris and. 00:06:41
Caro and Chief Garcia and Lloyd. 00:06:43
And his group, we've been trying to clean up some of the. 00:06:46
That have been being built especially in vacant rooms of vacant houses. 00:06:50
Some of those vacant houses have caught fire. 00:06:55
So we're going to be still going to continue being aggressive. 00:06:58
I am going to ask the Budget Committee. 00:07:02
To maybe look at. 00:07:04
Supplying Puerto Seguro. 00:07:05
Some extra funds. 00:07:08
To house people in the summer. 00:07:10
And the winter. 00:07:13
When the conditions are so bad. 00:07:15
And so they don't have to. 00:07:18
And I'm, I mean not a tenant. 00:07:20
Homeless, but the people who actually live here in the city. 00:07:22
Have lived here forever and I know a couple of I can. Won't say the names. 00:07:25
But there people are, if they can stay overnight at the Porto Seguro. 00:07:29
And you will have to provide for somebody to supervise. 00:07:34
At least Mamaka. 00:07:38
Proactive way of trying to stop this problem. 00:07:41
We're not going to stop enforcing the we're not going to let them have encampments, no. 00:07:44
But maybe we can do something to help them have a place to shelter. 00:07:49
So I just, I just bring that up as a discussion, so. 00:07:53
If the Council has any. 00:07:57
Agreement or not, a disagreement that would be. 00:08:00
Mr. Partridge. 00:08:03
They have just a room that they put cots in. 00:08:06
And they said in the winter they were. 00:08:09
Maybe 6 to 8 people. 00:08:11
And, and so I just thought maybe in the summer when the heat is really bad. 00:08:13
You know, but there there's people that are addicted. 00:08:18
There are people that are. 00:08:21
Rowdy and aggressive. 00:08:24
They've been told they can't even get come to Puerto Seguro. 00:08:27
And some of those people are some of the ones that are causing some of the trouble. 00:08:30
And Chief, I, I gave you a name and I'm not sure what's going on with that, but there's that guy. Has he been arrested by the Esso 00:08:34
or by us or? 00:08:37
Yeah, he was arrested. It was witnessed in front of the Sheriff's Office and he was arrested and charged for the aggravated 00:08:43
battery. He was over at Finley. At Finley, yes, so. 00:08:49
So, you know, the chief was at the meeting also with Jay. 00:08:54
And so we're well, I think she appreciated that we're on the same wave wavelength and that. 00:08:58
We will try to work together on this, this problem because it didn't work cooling centers or so many hours of where they can go 00:09:05
out. 00:09:09
In and cool get cool. So if I can, we'll try to get her maybe and I won't say the number, but 2030 thousand. 00:09:13
But we'll try to get him some more funds to see if they can. I didn't say that number, Paula, but but, but we can help them. 00:09:20
With the with some personnel. 00:09:28
But but I am, I did tell her that we're going to be aggressive in enforcing the. 00:09:32
The tinting and all that, we can't have that in people's. 00:09:37
Private property. 00:09:40
And then this is not on the agenda, but. 00:09:42
The fireworks that can't do much about it until the governor declares a. 00:09:46
Emergency A drought emergency. 00:09:51
So. 00:09:53
If there's any indication of the. 00:09:54
Torrential rain we had last night. 00:09:56
There was number transferring, not here anyway. I heard there was an avatar. 00:10:00
But sometimes that that's what happens before July 4th just starts raining, you know? 00:10:05
Mr. Mr. Mr. Mayor, I believe the state statute. 00:10:09
Limits when municipalities can restrict fireworks. 00:10:15
And it has to be before June 20th, if I remember Chris. 00:10:18
You know, and you know what happened in Los Lunas. I don't know if it was started by fireworks. 00:10:22
But Lawrence, do you know what they say? Arson or? 00:10:26
That cotton fire is. 00:10:30
Lady said she went to the store and came back and the house was on fire. 00:10:32
The former, I actually was with the former county manager yesterday and he said that they believed it was arson. 00:10:36
Gosh. Anyway, so then the resolution, the municipal election, Councillor Shalomi. 00:10:42
Asked me if we could put in. 00:10:50
The old structure. 00:10:52
In November. 00:10:54
And I'm informed by. 00:10:56
Legal and and from Donald, who knows the. 00:10:58
The legal pretty well. 00:11:02
We have to go according to what the state tells us to do. 00:11:04
In November, if we've done it in March, it would have been different, but now in November? 00:11:07
We have to go through the format that they. 00:11:12
We have. 00:11:14
And since we're not districted. 00:11:15
We can't do that. 00:11:17
So we at this point, Councillor Salami, we're not able to. 00:11:19
Put in the ward structure so we have to. 00:11:24
Leave that out and go with this municipal election, as Paulo, you described it. 00:11:27
Yeah, even if we went back to the old format, we can't go by wards. That law was changed in 2018, where at large you have to run 00:11:33
at large if we're above that. 00:11:38
Limit of a. 00:11:44
Was it 10,000 then? Then they would split the city. 00:11:46
Can we put in a request to the county? 00:11:51
To maybe put some. 00:11:54
Lettering in there that says that they get like for example in the case of counselors, they get 4 votes. 00:11:57
Because I think that was overlooked last election but it was on there but it was tiny. But it needs to be bold otherwise people 00:12:03
don't know that they get 4 votes. 00:12:07
Guess who's? Ask him. Yes, county clerk responsible for that. 00:12:11
Yeah, so pay a little extra for the. 00:12:16
They'll probably say it costs too much. No, when I take him the resolution, I'll ask him. Yeah. So. OK. 00:12:20
So we need a motion to do the resolution for Polar to send it in. I still move in a second a discussion. 00:12:27
All in favor, aye? 00:12:34
I'm sorry, Mr. Salome, did you have a comment? 00:12:37
Superstitions. There was 7418 votes cast for those 12 candidates. 00:12:53
Is in 2018 when it was a ward by ward thing in 2023. 00:13:00
There were 7 candidates and there were 5659 votes cast from those 7 candidates. 00:13:06
So there was a 24% decrease in voter participation for the counselor seats. 00:13:13
Going from a world by war to an at large. 00:13:21
Process and there was a 41% increase in number of candidates. So, you know, I, I just think that moves in the wrong, moves us in 00:13:26
the wrong direction. I think we want more participation. I think we want more candidates seeking positions with their ideas. 00:13:35
So that that's my only statement, but I do understand that what's this process and and we have to remove this process for time 00:13:45
being and. 00:13:49
I guess that's all I have to say. 00:13:55
All right, all in favor. 00:13:58
And we have no business. 00:14:01
Olgas. Hey, Lloyd. 00:14:04
Did you remember there was a gentleman that came and talked about the problems over on Coulson? 00:14:08
And the Harami Oh Pond, were you going to clean that out? 00:14:13
And what was the other problem with the copper pipes that Mister Partridge is? 00:14:17
Project. 00:14:38
And maybe 2012, all those lines are brand new, brand new lines. So we have a few problems with service lines. There's about 6 00:14:39
houses in that area. 00:14:44
That we have problems with the service line that mainline is just the service lines. So I ordered some copper tubing and we're 00:14:49
going to replace some of those with coppers and cereal holes but. 00:14:54
That whole area has been redone with PVC so that yeah, but we were concerned about the problems that we're actually seeing. The 00:14:59
water crew there this morning, they were fixing the water leak and they had mentioned that Lloyd had already ordered. I just 00:15:05
wanted to break this. I think it's just that the main is good and then I think to the meter is just the areas. That's just a few 00:15:11
of them. It's just there's six of them that constantly we have problems. Jody Marshall. There's a few of them, but. 00:15:17
We're going to replace all those before they do a chip still, I hope because on whole area. 00:15:24
That whole area is going to be chips though once those two project is done. 00:15:27
And that's going to be by the end of the year. 00:15:31
They'll be like the end of October. So the chip sale they might do, it might not all get chip sell this year because you know at a 00:15:33
certain time they can't do chip sales anymore. But the the main part of evergreens will be chip sale this year. 00:15:39
OK. Thank you. Thank you. 00:15:46
Yeah, the Project CDBG project is still online, but the product won't be started until September, October. 00:15:49
We don't have. We won't get state appropriations or. 00:15:55
Bond funds of Donald until. 00:15:59
September. 00:16:01
That's usually when we get the grant agreements. They'll sell the bonds in the first part of July and then it takes them a while 00:16:03
to process the grant agreements and we'll sign it, send it back. They have to sign it, send it back. So we'll probably get the 00:16:08
funding around September up. 00:16:12
October. 00:16:16
So, so police cars, we won't be able to get them until. 00:16:18
September. October. 00:16:22
I talked to Rebecca yesterday now. 00:16:25
So that will be available in. 00:16:31
So maybe you can get. 00:16:34
Some of the vehicle. 00:16:36
And then what about your age, Master? These guys are still burning up over there. 00:16:38
Is that a state appropriation too? 00:16:44
Yes, Sir. 00:16:46
Lloyd, are we? 00:16:47
Are we ready to pull the trigger on that? 00:16:49
The first thing we're going to do, yeah. 00:16:55
And our HVAC down at the police departments down for the last two weeks. 00:17:04
So we've been trying to get somebody to go there and nobody so far, so TLC is. 00:17:08
Should be there tomorrow, hopefully. What about your friend Donald, Mr. Maldonado? 00:17:14
Father. No, not your friend anymore. Not at this time. 00:17:20
There's another one. Oh, it's a mess. How about you call Robert Hotmail? 00:17:26
I mean, Chief. 00:17:31
Robert Aramio, junior. 00:17:33
There's an there's one out of Valencia County too. 00:17:37
There's another one out of Valencia. It's Tony. 00:17:41
I don't know his last name, but he's out of Valencia and he. 00:17:45
'S I'm sorry. 00:17:50
Okay, okay, okay, okay, number if you ever want it, Yeah, definitely do please. And then July 4th is on on track. 00:17:55
I don't know what's going to happen, tell you the truth. 00:18:04
I don't know about the fireworks, Mr. Partners. 00:18:07
That wrestling, do you see that out in the on the streets? 00:18:10
What about how? 00:18:15
Don't ask me on that one. 00:18:19
I'll talk to him. You want you want to do that. He wants to wrestle out there on mountain there at the street. We just. 00:18:21
Fixed up. 00:18:27
I do. He wants to do a stuff up. I think it's pretty neat, like to put 5 or 6 Mets out on the street. 00:18:28
And we have a hot August nights on the Plaza, right? Yeah. 00:18:40
They are together. 00:18:44
Maybe. Maybe down here by the. 00:18:46
Well, you know, we used to have, we used to have like a Gus maker when we had hot August nights. So basketball, but wrestling 00:18:48
would be great right here on the street. Maybe look around and see what you can do. 00:18:55
I don't mind doing that. 00:19:01
Yeah, they just strong, like lights over the top of it and it was outdoors. And yeah, this might be a good idea. 00:19:04
It's blocked anyway. 00:19:12
Mr. Mayor, I just wanted to let the council know and the public that the county assessor contacted me yesterday. 00:19:15
Excuse me? And they're having an event for veterans to. 00:19:23
Make sure they're getting all of their claims in. 00:19:28
And if they're, if they're. 00:19:31
Qualified to receive property tax relief. 00:19:33
They'll get them that two it's July 22nd from 9:00 to 3:00 at Forgive me not. 00:19:35
OK, next meeting is July 15th, 2025. 00:19:42
I don't think we. 00:19:47
We have a personnel. 00:19:48
One business. Oh, business. I'm sorry. 00:19:50
Trying to get this done. 00:19:53
We have Brenda May lemonade. 00:19:56
Transit vendor. 00:19:59
1105 Fairgrounds Rd. 00:20:01
Mr. Brokerage. 00:20:04
I second. 00:20:08
Aye, and opposed. 00:20:10
Case closed. Thank you very much for attending. 00:20:14
Go have your pizza now. 00:20:17
Everyone. Perhaps they make them swear that they're not able. 00:20:27
