Consent agenda is presented. 00:00:37
Second move, seconded discussion. 00:00:40
All in favor. 00:00:42
Aye, 10. 00:00:45
Public forum. Anyone that's not on the agenda would like to make a comment. 00:00:47
If you'll step up to the dais and tell us who you are and. 00:00:52
What you gonna do? 00:00:55
Mr. Mayor, Council members, I'm Shay Kelly. I'm the Board President, Puerto Rico Safe Harbor. 00:00:59
I just wanted to drop in today to say thank you. 00:01:05
For helping with our overnight emergency shelters at Puerto Seguro. 00:01:07
We have been full. 00:01:13
Full every night. 00:01:15
We've been open. 00:01:17
34 Ninth so far. 00:01:18
This winter we open anytime the temperature drops below 32°. 00:01:20
And we had a record last Monday of 33 people, including nine women staying with us. 00:01:25
We only have 12. 00:01:33
Cots for fire safety. 00:01:34
So folks are actually. 00:01:36
Rotating. They're taking turns, like somebody will come in, get warm, sleep for three or four hours. 00:01:38
Go back out and let somebody else take their caught. 00:01:43
So like we've had 33. 00:01:45
People on Monday and over 20. 00:01:48
Anywhere from 20 to. 00:01:51
27 every single night that we've been open, so it's definitely providing. 00:01:52
Service. Umm. 00:01:57
And I was, we were just talking about that. Hopefully there's been an impact in the community with police and fire as far as 00:01:58
calls. 00:02:02
I know that we still have some issues with that, but. 00:02:06
Hopefully at least for the regulars, people being inside and I is making a difference. I just wanted to say thank you very much 00:02:09
for. 00:02:13
Helping support that. 00:02:16
Program. 00:02:17
So tell me a little bit about the people. Well, they're from here. Are they? 00:02:19
They're locals. They're one of those tests of coral. We do a level of data collection, so people, we have a sign in sheet for 00:02:23
people. So we do have. 00:02:27
Different data that we collect, like demographic data, whether or not people are. 00:02:32
Sheltered or not, not everybody is. 00:02:37
Homeless. Some folks are sheltered, but they don't have heat. 00:02:39
So a lot of folks here are living. 00:02:43
Inside of a home. But they don't have utilities, They don't have heat. Some folks don't have water. So like, I just looked at the 00:02:46
demographic data for a night when we had 27 people. 00:02:51
And nine of those people have homes. 00:02:57
But they don't have heat in those homes. 00:03:00
So. 00:03:02
There's a there's a lot of like, interesting demographics. 00:03:04
We have, like I said, on the night, we have 33 people. Nine of them were women. 00:03:07
So we definitely have women. Sometimes they have women with children. 00:03:11
So, but they mostly are local to Socorro, yes? So how can we help them? 00:03:15
We're the ones who do have homes. 00:03:20
How can we? 00:03:23
Get them to stay in their homes and help them with their eating. 00:03:25
So we had a program a Puerto Rico for many years that was a rent and utility assistance program. 00:03:28
And we would help people with one time assistance or renting utilities so folks got behind on an electric bill. 00:03:35
Or a water bill or something like that. We could help them pay that just one time in an emergency that was covered through a grant 00:03:43
from the Catholic Foundation for many years. 00:03:48
That grant expired in September and they decided not to renew it going forward. They dropped the grant amount. 00:03:53
By less than half. So it no longer covers the program. So we have not been able to provide renter utility assistance since 00:04:01
September of last year. 00:04:05
And actually for the entire program, which includes. 00:04:10
All sorts of various financial assistance. It was 22,500 a year. 00:04:14
We could do rent and utility assistance though for 12,000 a year in which is. 00:04:18
That helps 5 or 6 people a month with like. 00:04:23
Because it's sometimes it's just $80.00 or $65 is the difference between someone having heat. 00:04:26
And someone not having heat, so and another thing that we would really like to do is do propane because a lot of people are using 00:04:33
propane. So we're working right now on like writing some. 00:04:39
Grants to try to reinstate that program. 00:04:45
But it would it's. 00:04:48
It seems relatively feasible $12,000. 00:04:49
Might not seem like a lot of money, but it makes a big impact in the community. For example, I'm going to. 00:04:52
I didn't bring enough copies to everyone, I'm sorry, but I did bring copies of our annual impact statement. So I'm going to leave 00:04:57
this for you guys, but it talks about. 00:05:01
Not just the material assistance we provide like the hot meals served. 00:05:06
Cold meals served, things like that which is. 00:05:10
8006 thousand, I mean it's a lot, it's high numbers. We're doing a lot of work there, but it also talks about that financial 00:05:13
assistance and for example, even though the program ended in September, we still helped 41 people. 00:05:19
Last year. 00:05:25
With rent and utility assistance before that grant ran out. 00:05:26
It's a LIHEAP program is no longer. 00:05:30
They do right hips still helps I think to agree and Midwest cap. 00:05:32
So we do refer to other organizations where they can get some help there. 00:05:36
But there's there's just a huge need and support for folks who are kind of falling behind on those bills. 00:05:41
How much money do you have left now? 00:05:47
For the overnight program. 00:05:50
So we've spent. 00:05:52
Just around half of what we have. 00:05:54
And that's we're going to probably run out of that funding. I mean, I know we're going to run out. We've been open 33 nights. 00:05:57
And the proposal that you. 00:06:04
Approved here was for 49th. 00:06:05
And we're really just starting to get look down a barrel with a really cold nights. So I know that it's going to. 00:06:08
So we're going to need to. 00:06:15
Try to come up with something to open some more but. 00:06:16
Yeah. I just wanted to really express that we appreciate being able to provide that service. 00:06:20
Well, we're happy to help, I think. 00:06:25
Well, you know, you're, you are kind of the answer for us to be able to manage some of that. 00:06:27
And maybe at the next budget we can talk about. 00:06:32
Help with their. 00:06:35
Utilities. 00:06:36
That would be fantastic. Yeah, we. 00:06:37
We keep looking for. 00:06:39
Grants that would help us cover that the Catholic Foundation. 00:06:41
Open up a new grant for 10,000 that would be open in April. 00:06:45
We're constantly, you know, trying and writing more grants and trying to come up with different ways to cover it, but in the 00:06:50
immediate there is no solution to that. So as of right now, we're not providing that service, unfortunately. 00:06:56
There yet? Do you guys have any way for? 00:07:02
Just the public to be able to donate. 00:07:05
Like and if so. 00:07:06
Is there a way we can do it online or maybe have it attached to the city? 00:07:09
Web page? Absolutely yes. 00:07:13
PSI safe harbor org we have an online program where you can. 00:07:16
Just one click donate. You can also sign up for recurring donations. 00:07:21
We did a big push in August of last year because. 00:07:25
Our fiscal situation last August was very precarious. We were not sure actually if we would be able to continue to. 00:07:29
Provide services at all and the community really responded and signed up for recurrent donations. Right now we get about 800 a 00:07:34
month from the community and recurrent donations, which really helps. 00:07:40
We're really stretching our dollars there. As you can imagine, we have a fairly low budget for what we're providing. 00:07:46
But people can donate online at PSI Safe Harbor org. 00:07:51
But really we have. 00:07:55
We have the ability on our. 00:07:57
On our utility bills. 00:07:59
To be able to. 00:08:02
Donate a dollar or two dollars. 00:08:03
For a specific cause. 00:08:06
Oh, and we do that for basically we do that for the animal shelter. 00:08:08
Oh, so that's something you might want to. We might want to. 00:08:13
Discuss to try to get that get that looked at maybe. 00:08:16
We can try to get something like that on the. 00:08:21
And then, then, Marianne, is there any specific programs for housing? 00:08:24
Have you talked to NFA at all? 00:08:29
Is your phone number no. 00:08:34
Sorry, what was that? Have you talked to housing in Mexico? 00:08:37
Now I heard that there's funding available or? 00:08:40
The funding was just distributed through Housing New Mexico Correct or warming centers. 00:08:43
And that they distributed $820,000 throughout the state for warming centers. But somehow or another we. 00:08:49
Didn't get on the lead serve or no one knew to inform us, but we missed out on that. 00:08:54
Opportunity. 00:09:00
And they were giving out $20,000 at a time. 00:09:01
When we found out about it after the fact, we thought, well, that would have really we could have like doubled the amount. 00:09:04
Of days that we were open for warming and cooling centers with that money. 00:09:10
So we've connected with them and made sure that we're on the list serve in the future so that we get that information. 00:09:14
But all of that money? 00:09:21
Had already been distributed by the time it hit the news. 00:09:23
OK. And then let me talk to MFA because I know they have. 00:09:25
A split program. 00:09:29
And and that can help with maybe. 00:09:30
Rent and utilities but I have to talk to. 00:09:33
The lady and then I can get back to you. 00:09:37
Fantastic. Thank you, Mr. 00:09:39
You mentioned that you're. 00:09:42
Encouraging propane, what's the reasoning behind that I guess? 00:09:44
It's just there's something that we could ask for a lot we need. It's not that we're encouraging propane, it's just that normally 00:09:48
when we are doing rent and utility assistance very like. 00:09:52
Electric bill heavy or water bill heavy like that's 10 or even like rent? 00:09:57
Rent assistance so that people don't get evicted. 00:10:02
But propane has come up recently as a big need. I mean, we've been asked for it, I think at least. 00:10:04
10 times in the last three weeks. So we're not encouraging, no. 00:10:10
Space use, any of that type of stuff. No, we're not. We're not encouraging anyone form of. 00:10:13
Of staying warm over another necessarily in the past we've had. 00:10:19
Organizations donate like. 00:10:22
Palettes or palette stoves and things like that, or we even had an organization. 00:10:24
Want to donate? 00:10:31
Firewood for people who have wood stoves and so there's been some collaborative effort in that direction over the years, but the. 00:10:32
The program has typically focused on. 00:10:39
Electric and water and night. 00:10:41
Well maybe we can talk to the coop to see if. 00:10:44
There's some program that can be instituted for them if they have. 00:10:47
Electric heat. 00:10:50
You know that can. 00:10:52
Maybe it'll opt and help us subsidized that there's a problem. 00:10:54
This is a solution. I mean you got the solution. 00:10:58
We need to see if we can find some. 00:11:01
Awesome. Thank you. 00:11:03
And we're also in the process of. 00:11:05
Talking to our board and stuff to donate some sleeping bags and stuff for you as well. 00:11:08
Thank you. Yes, we use those sleeping bags at the overnight center too, for everybody who stays there. Everybody gets a cut in a 00:11:13
sleeping bag. I mean, it's pretty meager what we're doing, but it is working and obviously people are using this service. 00:11:19
I wish it was that we had like more space or a better space for it, but they're making it work and I'm super impressed by the 00:11:27
number of people who are utilizing it. 00:11:32
Did you give Jessica a sleeping bag? 00:11:36
Because you get 1. 00:11:40
So how was your experience? 00:11:42
It was really I. 00:11:44
Well, that's great. That's great. You did that. I saw your article. I just. 00:11:48
I think that, yeah. 00:11:53
Ohh that's that's good though. That's great that you did that. 00:11:55
Mr. Partners. 00:12:02
Sir, nothing there. 00:12:03
All right, thank. Thank you for the president. Thank you. Thank you for your work. Get off the chair and make copies of that. We 00:12:06
could have it for everybody. 00:12:09
Awesome. Yeah, that's our annual impact student. You can really see the the good work that y'all are helping accomplish here 00:12:13
because it's a it's a lot and it really breaks down everything that we've done over 2025. 00:12:18
So thank you so much for your time. 00:12:23
Thank you. 00:12:25
I see Mr. Zimmerly in the crowd. 00:12:26
Chuck, come come up there to the desktop. 00:12:29
Damian is going to do the presentation, but I just wanted to congratulate you. 00:12:33
We'll start off by saying these guys were giving me head because I wear shorts all the time, even in freezing cold weather, but 00:12:44
you taught me that. 00:12:47
Every time has he ever coached me, we were. 00:12:50
We had probably the coldest game I ever played in Z was in. 00:12:52
Shorts and. 00:12:55
The coldest game we ever coached together. 00:12:57
Was down in Cobra and we were both in shorts. 00:12:59
I was frozen but. 00:13:01
He taught me that. 00:13:03
So code Z here we go. 00:13:05
Well, first of all, I'm just going to say Coach Z is not just like one of my mentors, but. 00:13:07
He's probably one of my dearest friends I've ever had. 00:13:13
For sure and. 00:13:15
He knows how much I love him and how much time we spent together. 00:13:16
I could tell you stories and stories, but my. 00:13:19
I'll just share this. My favorite thing was. 00:13:22
Back in. 00:13:24
Way back when I first started coaching, we still had to trade film. 00:13:25
And I remember telling him, like, man, we gotta drive hours and hours to go. I think we played gratone. 00:13:28
We had to beat him north of a. 00:13:33
Las Vegas to trade film on a Saturday morning and drive all the way back home before we broke it down. 00:13:35
And I was sitting there thinking, man, there's got to be a better way. 00:13:40
We're driving all over the place and he looked at me and he said. 00:13:43
I used to drive halfway across the state to trade for the. 00:13:46
The Miller the What is it? 00:13:49
The film and the. 00:13:50
Yeah, what's that called? 00:13:52
Will be real the 8mm film, he says. Where I'm doing this a quick complain. 00:13:53
He's been around for a while. 00:13:59
But Coach Z. 00:14:00
I loved all of our times together, where we drove and. 00:14:02
For hours upon hours and. 00:14:06
He knows everything about. 00:14:07
Everything. 00:14:09
He's like the Renaissance man. 00:14:10
You guys all know him. If I asked anybody in here, hey, stand up if you work for him, if he coached your kids or he coached you. 00:14:13
Everybody in here would probably stand. I mean, he's just such a. 00:14:19
He's just such a role model. He's he's. 00:14:22
So much of why I do what I do. 00:14:25
So go see, here we go. 00:14:27
This this plaque this award is awarded to. 00:14:31
Charles. 00:14:34
The city of Sakura would like to recognize. 00:14:37
Cozy, the New Mexico high school track and cross country. 00:14:41
Coaching Association. 00:14:45
Is inducting him into the Hall of Fame. 00:14:46
He's a Hall of Fame recipient. 00:14:49
Charles, Coach, Zimmermann. 00:14:51
With sincere gratitude. 00:14:53
For his many years of service. 00:14:56
Dedication. 00:14:57
Tireless commitment to the youth of Socorro. 00:14:59
His invaluable impact. 00:15:01
Has touched many generations of athletes. 00:15:04
Students and families in our community. 00:15:06
From mayor. 00:15:10
From this City Council and all past city councils. 00:15:12
Past and present. 00:15:15
And all the residents of. 00:15:17
The city of Socorro, we wanted to award you this plaque and. 00:15:19
I don't know if it does much justice, but you surely deserve it, Z. 00:15:23
And you've always been Hall of Fame forever in my heart. 00:15:26
Congrats. 00:15:30
Before we get a picture with. 00:15:41
Well, this. 00:15:47
It's something. 00:15:50
I do look out and see a. 00:15:52
Awful lot of student. 00:15:54
That's students, athletes. 00:15:57
People unknown. 00:15:59
For a long time. 00:16:01
But it was. 00:16:04
Exactly guys like this. 00:16:06
Has sure made it worthwhile. 00:16:09
Damian, one of the. 00:16:12
Finest young man ever come through Score high school. 00:16:13
We know it then and we know it now. 00:16:17
And I'm real proud of him. 00:16:20
Glad to see him. 00:16:24
Doing so much for the city. 00:16:27
It just makes my heart feel good. 00:16:29
See another generation coming? 00:16:32
And doing. 00:16:34
Athletes like him. 00:16:40
The reason I'm here? 00:16:45
I came back in 1960 or 1970. 00:16:47
Thinking I was going to get my degree from tech and get the hell out of support. 00:16:52
I thought. 00:16:59
But I got started. 00:17:01
With Eddie Castaneda and Dave Matthews. 00:17:02
Ask me to help coach. 00:17:06
And started substitute teaching. 00:17:09
And never gave it up. 00:17:12
I thought I had a degree in petroleum engineering. I thought I was going to go just get to Texas. 00:17:16
Make some bucks and. 00:17:22
You know, just roll. 00:17:24
But I ended up. 00:17:26
Starting here. 00:17:28
Never left. 00:17:32
But I think. 00:17:34
Thank you for this. 00:17:37
Thank goodness for Socorro. 00:17:39
Sure, Mr. Partridge. 00:18:20
First of all, congratulations. 00:18:24
You coached all of us, so my coach, Coach Ocampo said. You coached all of us. 00:18:29
You've inspired a younger generation to continue coaching. 00:18:34
I know what it's I know exactly what you're feeling like. There's money to be made, but there's kids to coach and the money 00:18:37
doesn't seem to be that important. 00:18:41
When you make an impact on kids lives so. 00:18:45
You have done that. 00:18:47
That is a tremendous job and congratulations and thank you for inspiring next generations of us to coach. 00:18:48
Work with kids in a community, you've done a fantastic job. 00:18:54
Congratulations. 00:18:58
Thank you, Mr. Mayor. 00:19:03
Check. We probably go back. 00:19:06
Close to 40 years. 00:19:12
Yes, this gentleman who just gave you that planet. 00:19:15
If you remember, you and myself and three other individuals were on the table. 00:19:20
When we hired his daddy. 00:19:27
Be the footnote coach here. 00:19:29
And his father used to hang. 00:19:32
Strain my heads. 00:19:35
Over the top of the entrance into the football field. 00:19:38
After a real victory. 00:19:43
Check. I feel very honored. 00:19:46
To be setting. 00:19:49
In your seat. 00:19:50
Because. 00:19:56
You have been. 00:19:57
The leader of athletes. 00:20:00
Also your days in the classroom. 00:20:05
And as an administrator. 00:20:08
You have done. 00:20:11
A great deal. 00:20:12
Of leadership. 00:20:14
To the youth in. 00:20:16
Tomorrow and I want to thank you. 00:20:18
People don't remember how. 00:20:22
You were a member of the brown water native. 00:20:24
Many years ago. 00:20:28
And how you navigated that boat? 00:20:31
You used to tell me the stories about it. 00:20:34
But thank you, Chuck. 00:20:39
It's been an honor to call you a friend. 00:20:41
Chuck, Mr. Zimmerly, I want to thank you for all your. 00:20:52
Great years of everything you've done in the community. 00:20:56
And I especially want to thank you for. 00:20:58
Your service time. 00:21:01
You've served. 00:21:03
During the some of the toughest years in in Vietnam as a. 00:21:05
As a serviceman there and. 00:21:09
We owe you all a. 00:21:12
A great deal. 00:21:14
God bless you, Mr. Emily. 00:21:16
Coach, I just wanted to. 00:21:22
Say thank you so much for what you. 00:21:24
Done for all of us and all of our children and all of the kids in Socorro. I remember you coming. 00:21:27
Back from Texas when you're working as a petroleum engineer. 00:21:33
You're driving a little beige. 00:21:37
Corvette beautiful little car. 00:21:39
And more. Things were looking real good. 00:21:42
He came to become a teacher here in Socorro and. 00:21:45
You quit the enrichment of yourself to enrich all of us. 00:21:48
And your, your inspiration, your motivation, your quick wit. 00:21:52
To get to all of the students. 00:21:58
The ones that were the high achievers and the high motivators. 00:22:00
The students that needed a kick in the ****. 00:22:03
You were there for him and you. 00:22:06
Gave us your ear. 00:22:09
You listen to us. 00:22:10
You engaged with us. 00:22:12
You were the the mediator between. 00:22:13
Coach Castaneda and all the players. 00:22:19
Coach Gonzalez and all the players. 00:22:21
I knew you was. 00:22:24
I thought you were my biggest fan coach. I knew you were my biggest fan. And then I kind of. 00:22:25
Kind of got let down when. 00:22:30
You're you're everybody's biggest fan. 00:22:33
I thought I was the only one. 00:22:35
But it's, it's great to know you, great to learn from you, great to work with you and great to see you here tonight, Sir. 00:22:37
Chuck OK, so I first met Chuck. 00:22:48
I was 14. 00:22:51
I guess it has been a while. 00:22:53
Back then, I was Little Joe. 00:22:56
Now we can, Daddy. 00:22:58
And now I'm grandpa. I guess it's been it's been a long time. 00:23:00
But he did all the he does all the little things for the kids. 00:23:04
And we'll talk about that next week sometime, Chuck. 00:23:08
But uh. 00:23:11
All the little things I think are. 00:23:12
Corn, New York. 00:23:14
What the hell is wrong with these kids? 00:23:15
Recognize that and the kids respond to it. 00:23:18
Me included, a lot of what I do is because of. 00:23:20
And. 00:23:25
What of my heart? Thank you. 00:23:28
Yeah, I already got to say a lot, but Z. 00:23:36
This world be a better place if we had more servants like you. 00:23:38
And uh. 00:23:41
I remember when I got a call asking if I could step in for. 00:23:42
Council member that was gone here. The first one I always called. 00:23:46
And you've always been the first one. I've always called, I think. 00:23:49
But. 00:23:54
You're a great Manzy. 00:23:56
You're great man, keep it up dude. 00:23:58
Love you. 00:24:00
Chuckle said. 00:24:06
You're still you're still coaching, right? 00:24:08
Yeah, so that's the important thing. 00:24:10
So we're sure grateful for your service. 00:24:14
And I know as the city Councilor, you're the best. 00:24:16
So I know I'm not. 00:24:18
Don't know much about the coaching part of the. 00:24:20
You've always been there for the kids. 00:24:23
And so that's. 00:24:25
Really important and. 00:24:26
I think you just got to keep going. We'll have you get another award here in five years. 00:24:28
If you if you were like. 00:24:32
But again, thank you for your service. 00:24:33
Play the song one thing you're you're the only one that can win these elections without buying a. 00:24:38
Campaign card up until next. Until, I mean, until Peter. 00:24:43
He finally did it, but she did it all the time. He didn't buy anything, win the election and letting anybody know. So he's going 00:24:48
to be actually. 00:24:53
Officially. 00:24:58
Inducted into the Hall of Fame. 00:24:59
This Saturday at 11 right? 00:25:01
Coach Beth. 00:25:04
And I want to thank Coach Matthews. She has such a good heart. 00:25:05
And she's the one that steps back and notices everything. 00:25:09
And she notices what an Angel we have. 00:25:12
And she's the one that got the the the paperwork started and. 00:25:14
That's all she had to do. 00:25:18
Because everybody's got nothing but great things to say about these, not just here. 00:25:19
Across the state you would. 00:25:22
You wouldn't believe how many people call me, and that's a hey, how's Chuck doing? 00:25:24
You know so. 00:25:27
That's this Saturday. 00:25:29
It's at a. 00:25:31
The Crowne Plaza. 00:25:32
Yeah, Hotel at 11 AM. 00:25:33
Congratulations. 00:25:36
Thanks again. 00:25:37
Tired of clapping? 00:25:43
Stay healthy. 00:25:46
Alrighty. 00:25:48
And Chuck, you're dismissed. 00:25:49
Thank you, Beth. 00:25:59
Thank you, Beth. 00:26:00
Anybody else that we? 00:26:08
Have. 00:26:10
Today wants to be on the public forum. 00:26:10
All right, here we go. 00:26:14
This is the RFQ. 00:26:16
Request for qualifications. 00:26:17
For the compressed natural gas facility upgrade, that's about a. 00:26:19
$2 million project and polo or who's going to give me the. 00:26:23
Yes, Sir. Well. 00:26:28
Went out for an RFQ. 00:26:30
And we received them and opened them on January. 00:26:32
2026. 00:26:36
3:00 PM And we received one proposal and it was from clean energy. 00:26:37
But clean energy has a big background out there already. They service the. 00:26:42
Station that we have now so. 00:26:48
I think we're. 00:26:51
It'd be a good choice. Clean air energy. 00:26:52
Is already familiar with. 00:26:56
Our procedures and. 00:26:59
And our station out there so. 00:27:00
So we'd like to get that approved. 00:27:04
Mr. Romano. 00:27:06
I move that we approve the award to clean energy. 00:27:09
I second. 00:27:12
Second discussion. 00:27:13
Unfair, aye? 00:27:15
CDBG, federal requirements. We have to do this. Resolution 20601-20. 00:27:18
Yes Sir, it's just a yearly. 00:27:24
Resolution that we need for our CDBG project. 00:27:26
Make the motion to approve resolution #26-01-20. 00:27:29
OK, moved and seconded discussion. 00:27:35
All in favor. 00:27:39
Aye. 00:27:40
We have got a boat. 00:27:41
Load of committees. 00:27:43
Don't miss anymore meetings. 00:27:46
Is that a hand? 00:27:51
I will take. 00:27:53
Nominations for municipal league. 00:27:55
Representative this. 00:27:58
Somebody wants. 00:28:00
To be the municipal league represent. 00:28:01
That's a counselor position. 00:28:04
I can't jump up and. 00:28:09
Marianne Chavez Lopez. 00:28:12
What about that? How about that? 00:28:15
So would everybody. 00:28:17
All in favor. 00:28:21
Aye. 00:28:22
We have economic development. 00:28:23
Job creation Industrial park committee. 00:28:25
That was, uh. 00:28:29
Council game. 00:28:31
I don't know if Councillor Gonzalez, if you want to be on that. 00:28:33
Sure for that. 00:28:36
Can I support that? That would be. 00:28:39
Helpful. 00:28:40
And I'm going to. 00:28:45
Keep. I don't know if he has to be a counselor to be on the WIOA. 00:28:46
I wasn't sure Mr. Mayor, and that's why I left it in red. I didn't know if any of the other members. Councillor Salome. 00:28:51
Or Councillor Chavez Opus, I didn't know if they know that, but I think Councillor Salome has been there since he worked for the 00:28:57
school. 00:28:59
Yeah, and Alonzo, you know. 00:29:03
You know, I don't think you have to be, you don't have to be a counselor. 00:29:04
So I'll just have to be appointed by the mayor. 00:29:07
So I'll contact him. If I would, I would reappoint him. 00:29:09
OK. And Alistair Gonzalez is not capable of being on that? 00:29:12
Committee. 00:29:16
So we're going to have to have vacancy there. 00:29:18
So if anybody on the Council wants that. 00:29:21
That's the workforce. That's the workforce. 00:29:24
Investment opportunity, and that's Southwest. 00:29:27
Workforce. So if somebody wants to be on that, I'm not sure. 00:29:30
But I think Mr. Gonzalez won't be able to. 00:29:34
You do that. 00:29:36
I'll take that one, Mr. Mayor. 00:29:37
Mr. Romero. 00:29:38
Well, Mr. Romero? 00:29:39
Mr. Monet. 00:29:42
Mr. Romero would take Mr. 00:29:43
Gonzalez's place. 00:29:44
OK. 00:29:46
Then we are planning and zoning. We've got 3 vacancies. That's always a difficult. 00:29:48
Oh, that's a. 00:29:54
Which 1? 00:29:55
Well, there will be only two because. 00:29:59
Michael Walker. 00:30:01
Michael, that's right. 00:30:02
They don't show up. 00:30:06
Are you sending a message to Councillor Gonzalez that you wanted Michael to be? 00:30:08
Is that a subconscious thing? No. 00:30:13
No, he's not. He's not a counselor. 00:30:15
That's right, yeah. 00:30:17
Mr. Mayor, thank you for pointing it out. 00:30:18
For the remainder of the. 00:30:21
Committees that have terms. 00:30:23
What I've put in parentheses where if. 00:30:25
These volunteers are approved tonight. Those will be the new expiration dates. 00:30:27
OK, now we've got 3 vacancies on the PNZ and that's always the hardest to. 00:30:32
OK, so if you have people that you know. 00:30:38
Would like to be on PNG. 00:30:40
Please tell Christy. 00:30:43
I'll I'll certainly take your recommendations. 00:30:45
Your beautification committee is. 00:30:51
I'm not sure about that one anyway. 00:30:56
Animal shelter, we'd like to have a counselor on that. 00:30:59
Marianne Travis Lopez is already on it. 00:31:03
I fear that one also. Mr. Romero would be on that. 00:31:06
Dog and then code enforcement that's been. 00:31:10
Pretty active. You guys are doing a new. 00:31:15
PNG map I guess. 00:31:18
That's only on this revitalized Sauron code enforcement. 00:31:20
Oh, you're on the planning zoning? 00:31:25
So there's a counselor vacancy on that to. 00:31:28
Code enforcement. 00:31:31
Mr. Shu. 00:31:32
That was our committee, wasn't it? Yeah, yeah. 00:31:36
Can you say one more person? 00:31:39
Another counselor. 00:31:42
Mr. Partridge, you'll be on that one. 00:31:45
So if that's acceptable, then we can maybe get the. 00:31:49
Council to approve. 00:31:53
All the appointments. 00:31:54
And the committees. 00:31:57
Second discussion. 00:32:01
All in favor, aye? 00:32:04
Got that taken care of. 00:32:08
Motion and 2nd. 00:32:11
You requested and. 00:32:13
Mr. Monette complied. 00:32:15
And see if you can. 00:32:19
If you can keep up with all these projects. 00:32:20
Interesting he gave you. 00:32:24
Page 1. 00:32:27
Two a little bit of Page 3. 00:32:31
These are our active. 00:32:36
Project so if you have questions or. 00:32:38
Would like some information. 00:32:41
About any specific one? 00:32:44
I can go over each one if you'd like. 00:32:48
Mr. I was just curious, how long have you been working on Cuba Road now? 00:32:52
Road is longer than I've been there. 00:32:57
We have had problems with the Department of Transportation. We were ready to go. 00:33:00
We've got the money finally together. 00:33:04
And they keep coming up with. 00:33:07
Requirement for us to. 00:33:09
Get stamped and there. 00:33:11
They don't have as many people that. 00:33:13
At District 1 as they used to I guess. 00:33:15
They've had our requests sitting in their. 00:33:17
Inbox for three months at a time. 00:33:20
So I think Bob Pollock, tell us what the. 00:33:22
Next step is going to be. 00:33:25
That's that's the last step and that that'll finish the environmental. 00:33:28
And we can. 00:33:33
So it's been five years. 00:33:34
We did one section. 00:33:36
And then we're waiting about two years. 00:33:38
To just finish it. 00:33:40
And the biggest problem has been the Department of Transportation has a Trinity Road. 00:33:42
That drains right into Cuba. 00:33:46
And that's their problem, but it's on. 00:33:49
But anyway, thank you. 00:33:54
That's where we're at. 00:33:55
Mr. Mayor. 00:33:56
In the bigger picture of things, that project actually started probably. 00:33:58
28 years ago. 00:34:01
Building the holding funds up by the high School and high School Rd. 00:34:03
Because all of that water was flooding southeastern Socorro. 00:34:06
So we've just moved from the western part of the city over the years. 00:34:09
To the Eastern. 00:34:13
And another thing about that list is to keep in mind. 00:34:15
Those are the projects. 00:34:18
We know we're working on every day something pops up that that's a sinkhole on our peril. There's always help. 00:34:19
So we stayed pretty busy. 00:34:25
Mr. Mayor, thank you guys for compiling the list I asked for. Thank you, Mr. 00:34:28
Did you put the gas gas thing on there? Yeah. 00:34:34
What's the Ed vision? 00:34:41
80. 00:34:44
There's we have. That's a long story, but I'll. 00:34:46
Make it longer. 00:34:49
So so the city of Socorro. 00:34:52
I received $700,000. 00:34:55
For a building. 00:34:58
A spec building to be built at Eagle Fisher. 00:34:59
That was three years ago. 00:35:04
We thought we could build a building out there. It's right at the intersection. 00:35:05
The dot has in the next 5 year plan. 00:35:10
To redo that. 00:35:12
Intersection. 00:35:14
So we thought. 00:35:15
The environmental department, they're doing the Superfund cleanup. 00:35:17
They would release that building to us. 00:35:20
It can be used for warehouses and just can't be used for residential. 00:35:22
They have yet to release the. 00:35:26
Lot. So then we went back to the legislature. 00:35:29
And said well. 00:35:33
Can we use that 700,000? 00:35:34
To build it on the industrial part. 00:35:36
To build spec build up there. 00:35:38
So that's what we're working on. 00:35:40
Now I can't really talk about that. 00:35:43
There's there's another twist. 00:35:48
Which is a good twist. 00:35:51
And on low by Friday, where it's going. 00:35:53
But that's. 00:35:56
The CD and I don't know what Ed stands for. 00:35:57
I wondered if that question, but it's economic development. 00:36:00
I know what it stands for in medicine. 00:36:04
I won't say that in public. 00:36:13
But that's OK, there's nothing wrong with it. 00:36:15
No, you can say you can say it. I suffer from only one person to say that. You. 00:36:18
Anyway, so that's what that is. 00:36:23
And there's a lot, there's a lot of project these guys out here. 00:36:26
They're all. 00:36:29
Do it. 00:36:31
We have, yes. 00:36:34
We have actually. 00:36:36
Some inquiries. 00:36:38
About a manufacturer. 00:36:40
Who wanted a certain type of building? 00:36:44
And so we're kind of building it for that. 00:36:47
Then something else has come up, and I'll tell you that at the next meeting. 00:36:50
After the 29th. 00:36:55
And don't forget on the 29th. 00:36:57
And it's that La Posada at 6:00. 00:37:00
Which is across from the old. 00:37:03
It's a Drury Inn now, but it's the old hospital. It's in that area. 00:37:06
On the other side of the street, it's a little very nice little. 00:37:09
Hotel Motel complex. 00:37:12
La Posada at six. 00:37:15
OK, so that's the projects. 00:37:18
You have the project. 00:37:21
You got me on. 00:37:23
What I do with my? 00:37:25
Mr. 00:37:28
What's my agenda? 00:37:30
OK. And. 00:37:32
New business. 00:37:35
Our new business 1 here. 00:37:39
No, no, no. This is just new business for the, for the. 00:37:42
Oh, uh. 00:37:45
Well, and anything you want to ask, Sir? 00:37:47
Esteemed directors, we see Mr. Pacheco out there. 00:37:50
For your filler with Lauren's already on vacation? 00:37:53
Mr. Slummy, I just like to thank. 00:37:59
The article in the paper about the. 00:38:01
The the library and the adult. 00:38:04
Ed classes that they're. 00:38:06
Putting on for our community, which is definitely needed. 00:38:08
I went and saw them there and thanked them for providing us with that service. 00:38:12
I mentioned that. 00:38:17
Bobby Romero. 00:38:18
Peters. 00:38:20
In 1974 was our first. 00:38:21
Adult basic Ed teacher he was a music teacher and then he. 00:38:24
Did that after hours. 00:38:28
And the schools had the adult Basic Ed program. 00:38:29
All the way up until about. 00:38:33
20/15/2016. 00:38:35
And it was the only school district in the state that had adult basic head. 00:38:39
As all the other adult. 00:38:43
Programs went to higher Ed. 00:38:46
So we did what we could to hold on to that adult basic ad. But you and NBC was. 00:38:48
Pulling at it, needed it, wanted it, got and finally got it. 00:38:54
But for. 00:38:57
The library and their staff and their volunteers. 00:38:58
To provide that service. 00:39:02
It's amazing. 00:39:04
Because this this state. 00:39:06
This town definitely needs those services and it's what a wonderful place to go and. 00:39:08
And get educated. 00:39:12
Thank you. 00:39:14
And now they're doing tax. 00:39:15
And Paulo, do you have this on the Robo? 00:39:18
For people to come to the library, but they have to make an appointment. 00:39:21
To call 575-835-1114. 00:39:24
So they can get. 00:39:28
And the government is not going to be issuing you a check. 00:39:30
I know my dad. 00:39:34
He wouldn't accept anything. 00:39:36
In the e-mail. 00:39:37
He wanted a paper so. 00:39:39
All the old timers, they're going to be lost, aren't they? 00:39:42
Chelsea, what's going to happen? 00:39:45
We're working on it with local so they have to set up a bank account. 00:39:47
Yes. 00:39:53
I think that's going to be a. 00:39:55
Yes, definitely a change. So good evening. Thank you for having me. 00:39:58
Thank you, Anton. 00:40:01
And always supporting the library. 00:40:02
Yes. So paper checks are not going to be issued. 00:40:05
It's going to be direct deposit. 00:40:08
So for most of our. 00:40:09
Our participants in this program, they just receive a state returns, so we're not. 00:40:12
Auntie's getting too much of an issue, but we are working with Washington Federal and Lucinda to just troubleshoot some. 00:40:17
Possible bank accounts that if they don't have a bank account or they haven't had one. 00:40:25
Or they're, you know, they're. 00:40:29
They've been, you know, delinquent in a bank account. We're trying to figure out how we can. 00:40:30
Support that so good. 00:40:34
Yeah, because that's. 00:40:36
I mean, a lot of people just don't want a bank account. 00:40:37
Yes. And then also another change, we're also going to be providing help to anyone that makes 67,000 or less, so not just the 65 00:40:39
and older categories. So that's huge. 00:40:45
