Here. 00:02:13
I pledge allegiance to the flag. 00:02:17
Of the United States of America. 00:02:20
And to the Republic for which it stands. 00:02:21
One Nation. 00:02:24
Under God. 00:02:25
Indivisible with liberty and justice for all. 00:02:26
All right, percentage agenda. 00:02:37
Mr. Mayor, can I make a request that? 00:02:41
That let me go over those. 00:02:43
Budget resolution D through, through and just briefly so so the. 00:02:45
Folks can hear it. We can hear it as a council. 00:02:50
And the Chieftain can hear Jessica and. 00:02:53
And just. 00:02:56
A brief summary of each one of those resolutions. Would that be OK? 00:02:57
Mr. Mayor, I'll make a motion. We approve the consent agenda by and taking out items D through end to discuss an item. 00:03:02
Or in #4. 00:03:09
2nd. 00:03:11
Hold a second and all in favor. 00:03:12
Aye. 00:03:14
We have resolutions for Cedillo Park special grants, general fund, fire station, ambulance loader. 00:03:17
EMS recruitment, Senior Center transfers and state appropriation. 00:03:23
OK, Mayor Council, so we're at the end of the first quarter and I have to report to the state and I'm I'm unable to report a 00:03:28
negative. 00:03:32
Line item or balance sheet? So these are my bars that I'm. 00:03:35
Actually completed, so I have Studio Park. So we have some grant revenue coming in and then we had some miscellaneous. 00:03:39
Revenue come in for the LED lights from. 00:03:46
Zakora Electric. 00:03:49
I'm I'm doing a bar for that revenue. 00:03:51
And then the line items before are just expenses should go with those line items without revenue. 00:03:53
Bar 4 is grants. 00:03:58
So what I'm doing is I'm moving all capital. 00:04:01
Special grants from I'm creating a fund 253. 00:04:04
Auditors recommended that I move this. 00:04:08
To their own funds. So this is what this is. This is just transfers for money that has already come in and I'm creating a special 00:04:11
grants 253 fund. So we're moving that revenue and that expense. This is a rollover from 25. So some revenue has already been 00:04:16
received. 00:04:21
So those are the transfers and then? 00:04:26
The money that still has to come in is a case in the grant and the quality of life grant. 00:04:28
And then the expenditures is the amounts that we have left to expense. 00:04:32
On those line items. 00:04:36
#5 is general fund. 00:04:38
I'm transferring from beginning cash balance. I went over on these funds and it and. 00:04:40
These are expenses that are administrative expenses, advertising, settlements, security, storage. It's just other admin expenses 00:04:45
that we have on that one. 00:04:49
Number six is. 00:04:54
The fire fund. I'm fire department. 00:04:56
Lawrence received some money for remodels that rolled over to 26. So that's the revenue and the expenses that we still have to 00:04:59
spend this fiscal year. 00:05:03
#7 is the fire department, which is the ambulance that was purchased. It was ordered in 25. We paid it in. 00:05:08
26 And that was some grant revenue and out of beginning cash balances with general fund. 00:05:15
#8 is special utilities. Mike purchased a loader. 00:05:21
The loader we currently have the transmission needed to be replaced. It was replaced in 21 so it was decided to purchase a new 00:05:26
loader which is the 272,000. 00:05:30
#9 is. 00:05:36
It's just transfers from general fund to cover expenses because I have not received the funding. 00:05:40
For the firefighter recruitment. 00:05:44
Fund. So I'm just transferring money to cover it just to get me. 00:05:47
To the end of the quarter and then once the funding comes in, I'll transfer it back. 00:05:50
To general fund. 00:05:53
#10 is the Senior Center. They received an NM Grown New Mexico grant. 00:05:55
And and grown Grant. 00:06:00
For foods local. 00:06:01
Foods they Got 9100. 00:06:03
And that's revenue and expense. 00:06:06
#11 is. 00:06:09
These are funds that are over as of. 00:06:12
9:30 So I have to transfer money from general fund. 00:06:16
To the special. 00:06:19
Funds that we can cover. 00:06:22
The expenses and once I get the. 00:06:23
Funds all transferred back to general fund because I cannot have a negative. 00:06:25
Balance sheet. 00:06:28
At the end of 1/4. 00:06:29
So #11I. 00:06:32
Below the wrong bar so I just substituted it so #11 the one that has transfers for rodeo complex. 00:06:34
We're going to just go ahead and disregard that, and the one I just read will be the one in effect. 00:06:42
#12 I just miscalculated the. 00:06:47
Evergreen grant loan. 00:06:50
So I needed an extra 1.6 million just in the budget. I just miscalculated that was just an error on my end. 00:06:53
And then in house resolution 101 is just moving one line item within. 00:06:59
That department within that fund just to cover the line item that I went over on SO. 00:07:03
The only thing that changes is just the amount from one item to another, but it still stays within budget. 00:07:08
And those are my bars if anybody has any questions. 00:07:14
Thank you very much for moving. You're welcome. Mr. I have a question. 00:07:18
Just a couple of things. So when you say we're going to do other budget resolutions after you are going to get the money, we're 00:07:23
going to put them back, there's going to be. 00:07:26
It's in here already, so I have the money. 00:07:29
Going into let's say. 00:07:31
State appropriations. So I'm short 505,000 because we paid out. 00:07:34
So what I'm going to do is just transfer money from general fund and then once we get the reimburse. 00:07:38
I would transfer it back to general fund when your resolution is to transfer back to general fund. No, it's in here. 00:07:43
I have it here. 00:07:48
It's transferring and transfer out. 00:07:48
So if you look at. 00:07:51
#11. 00:07:53
Yeah. So if you look at #11 is transferred to other funds and then transfer from other funds. 00:07:54
So it's going in and going out. 00:07:59
From general fund. 00:08:00
And then you said disregard that for the rodeo. So what do we what's the you said the one the one that I wanted to disregard was. 00:08:02
Oh, I'm sorry. 00:08:09
OK, so it's a 570 instead of data, so it's #4? 00:08:10
So if you look at #4. 00:08:13
So transfer from a. 00:08:14
Rodeo. 00:08:16
I was looking at 11. 00:08:18
You're looking. 00:08:19
OK, but I see. I see what you that one's disregarded. 00:08:20
The one I sorry I'm confusing you guys. 00:08:23
OK, so. 00:08:26
#11 the correct 1 is. 00:08:28
The one we got. 00:08:30
Transferring in and out. Those are my transfers so 570,000. 00:08:31
So that's what I'm thinking from general fund to cover. 00:08:35
State appropriation senior fund. 00:08:37
Law Enforcement fund and EMS fund. 00:08:40
Because I am over on those balance I'm. 00:08:42
Yeah, over on those balance sheets. So I need a transfer from general funds. 00:08:44
And then once I get the reimbursement and the funding, then I transfer it back to general fund. 00:08:48
OK, then the other question is this. 00:08:52
Professional planning for 10,000 What's? 00:08:54
Which one is that one? 00:08:58
Under #5. 00:08:59
In the file. 00:09:00
Professional planning could be like. 00:09:04
Dentist engineering because they go out and they do some work for the city. 00:09:06
On streets. And so we do take that out of what could be the streets. It could be a. 00:09:10
What are other things that we do? 00:09:16
Architects. 00:09:18
The architects, anything that has to do with planning, mostly. It's mostly engineering that comes out of. 00:09:19
General Fund. 00:09:25
Out of administration. 00:09:26
One would then the. 00:09:28
Those vehicles that the RTV's or whatever. 00:09:30
The ATV's that were how we were trying to get those. 00:09:33
There's some. 00:09:36
Other miscellaneous The coral miscellaneous that. 00:09:38
Dennis Engineering charges the city and mostly that's what that comes out of is the planning from there. 00:09:42
Any work? We asked Dennis engineer short 10,000 on that. Is that what that like that? 00:09:47
I don't know exactly how much we're sure, but we were. 00:09:52
Some money, so I transferred that over to cover it. 00:09:54
So I'm assuming it was like 10,000. 00:09:57
I don't know exactly the amount. 00:10:00
I'm thinking maybe it's like 9000 something. 00:10:01
I probably had like 5000 budget but if you want to see detail you can always stop by and I can show you the detail. 00:10:04
Of it, can't remember off the top of my head. 00:10:09
Mr. Mayor. 00:10:13
One question on the loader technique. So you said that we replace the transmission and the transmission went out and then we just 00:10:14
bought another one. 00:10:17
So in 2021 they replaced the transmission, now the transmission. 00:10:20
And he needs another transmission in there. 00:10:24
So it was decided, you know, maybe we'll buy a new one instead of. 00:10:26
Replacement transmission that would be $100,000 because it was $50,000 to replace it in 21. 00:10:29
And then another. 00:10:34
50 this year, right? 00:10:36
So that would have been 100,000 so. 00:10:37
You know that was 2017. 00:10:39
Motor. 00:10:42
2008 loader. 00:10:44
And it would have cost $58,000 to get the transmission. 00:10:46
And as a matter of fact, he was just graced by a brand new 1 today. 00:10:50
So the brand name was bought. 00:10:54
We still have the old one. 00:10:56
We're trying to decide. 00:10:58
Well. 00:10:59
The question is, is it worth repairing and maybe give it to the streets? 00:11:00
Or is it worth not repairing and sell it for 30,000? 00:11:03
So that that's kind of where we're at. 00:11:08
Thank you for the clarification. 00:11:10
You're welcome. 00:11:11
Motion to accept the resolutions. 00:11:12
Moved and seconded discussion. 00:11:16
All in favor, aye? 00:11:18
OK, we have been graced by. 00:11:20
President Michael Jackson. 00:11:23
To show us a. 00:11:25
Brand new jewel that they're thinking about. 00:11:27
At New Mexico Tech, Which? 00:11:30
Really, really exciting. 00:11:32
Well, very good. 00:11:34
Mayor Basker. 00:11:36
Counselors. 00:11:38
Members of the Socorro community. 00:11:39
First, before we get into this, I just want to say. 00:11:41
Not only do I want to thank. 00:11:44
Our local Sheriff's Office. 00:11:46
But I'd like to thank the Socorro City police. 00:11:48
For everything they did this past weekend at. 00:11:51
Are 49ers. 00:11:53
That included, of course, keeping all of our activities nice and safe. 00:11:55
But also assisting us with the parade. So I just want to give them a shout out for doing everything that they did. 00:11:59
For us this this this past weekend. 00:12:04
So pardon one of our police officer giving your Regent a ticket. 00:12:06
Yes. So please tell him we're sorry and we would not do that again. 00:12:11
We gave two other tickets from those warnings so. 00:12:16
We apologize for. 00:12:20
Being too strict on them. 00:12:22
Well, if they were speeding, then maybe they should have gotten, well, I don't know, you know, we're trying to get more money for 00:12:23
our courts, you know, but anyway. 00:12:28
Thank you. Thank you for. 00:12:34
Further, thank you. No problem, no problem. 00:12:36
So move that screen a little bit, Paul. 00:12:38
So everybody can see it because we can't see it because of the data. So move the dais. 00:12:41
If you can without, yeah, great. Thank you. 00:12:46
OK. 00:12:51
Thank you. Thank you. 00:12:54
So I do want to thank folks for giving us the opportunity to go ahead and talk with you. 00:12:56
Today about. 00:13:01
This student and community Wellness Center. 00:13:02
And so as, as as the mayor mentioned, I'm Mike Jackson. 00:13:05
I'm the interim president at New Mexico Tech. 00:13:08
I've been in Socorro since 2021. 00:13:11
And I've lived here, and I initially started as the associate vice president of academic affairs. 00:13:14
By what had became vice president of academic affairs and now I'm the interim president. 00:13:20
And so earlier this year. 00:13:25
I was at a capital outlay meeting. 00:13:28
For the hed. 00:13:30
And we presented. 00:13:32
Three projects. 00:13:34
And I'll go from the the one that's the third most priority up into the highest priority. 00:13:35
The third priority. 00:13:39
Was uh. 00:13:41
For the New Mexico Bureau of Geology and Mineral Resources. 00:13:43
So that's the first one. 00:13:47
#3 there. 00:13:49
And that was like. 00:13:50
Approximately a $9 million project. 00:13:52
The second project was a remodeling of. 00:13:55
The mineral science and engineering complex. 00:13:58
And that was that remodel. 00:14:01
Is somewhere north of $60 million well. 00:14:04
OK. And that was our. That's the second project. 00:14:07
The top priority, though? 00:14:11
Is the Student and Community Wellness Center. 00:14:12
So that's the one that where it's our top priority. 00:14:15
And this is on the order. 00:14:18
We anticipate at least. 00:14:20
Probably would be no less than $45 million. 00:14:23
No less, and most likely it will be significantly more depending upon the size and scope. 00:14:27
Of what this thing would look like. 00:14:31
And so. 00:14:33
This is the very last. 00:14:35
Slide, is there a way that we can just go back to the to the very first one? 00:14:38
Perfect, perfect. 00:14:45
And so next slide then please. 00:14:46
Very good SO. 00:14:50
So why did this rise up? 00:14:52
To the top. 00:14:54
So one of the reasons, of course, is because. 00:14:55
It's important for our. 00:14:57
For our community, the New Mexico tech community. 00:14:59
Students, faculty, staff. 00:15:02
All use this facility. 00:15:03
And so they use it for a variety of different things. They use it as part of their coursework. 00:15:05
They also use it to blow off some seed. 00:15:10
And we have competitive clubs. 00:15:12
On campus, who go ahead and compete? 00:15:15
And so, for example, we have two national championship teams. 00:15:17
One is rugby. 00:15:20
And the other. 00:15:21
Which is a little different. 00:15:23
That maybe what you would see at UNM. 00:15:25
Or NMSU. 00:15:27
Right. So that deserves an applause to be. 00:15:28
In court, that's amazing. 00:15:33
Exactly, Yeah. 00:15:34
And and and it fits. 00:15:35
Tech, OK, we're kind of a unique. 00:15:37
Institution within the state. 00:15:41
And so we have a lot of unique kind of components to. 00:15:43
And so this is part of the motivation for that now. 00:15:46
Not only is it important though, for the tech community. 00:15:49
But it's important. 00:15:52
For our local community as well. 00:15:53
And of course, there's a number of folks who take physical recreation classes there. 00:15:55
But it's also important. 00:16:00
For swimming. 00:16:01
And one of the key things is not only its recreational swimming by members of the. 00:16:03
Of the community. 00:16:07
But it's also used by the Swing team. 00:16:08
It's used by the Stingrays. 00:16:10
And that's one thing where our pool. 00:16:12
Is kind of falls a little short. 00:16:14
In terms of actual competition. 00:16:16
That are there. 00:16:19
We can do things with practices. 00:16:20
But it's not a compet. 00:16:22
Swimming pool for the high school team. 00:16:24
And so that's something where it's we can do a little bit more with that. 00:16:26
But it's also used for state events. 00:16:30
So we host the statewide New Mexico. 00:16:32
Science Olympiad. 00:16:34
And science and engineering fair. 00:16:35
Here in New Mexico, tech which brings in a bunch of people. 00:16:37
Which helps with the economic development for the region. 00:16:40
And so again, this is something that we're doing now. 00:16:43
That uses this facility. 00:16:46
We also have a number of outside groups. 00:16:48
That summer camps. 00:16:51
Our first responders program. 00:16:52
And other types of competitions that we would that we. 00:16:54
Can envision. 00:16:57
If we go ahead. 00:16:59
And move forward with this new kind of. 00:17:00
Wellness Center. 00:17:02
And so next slide please. 00:17:03
And so where is this current facility at? 00:17:09
Well. 00:17:12
It was built originally. 00:17:14
And the FDR administration? 00:17:16
Well, it was remodeled. 00:17:17
During the Ford administration. 00:17:19
And the pool. 00:17:21
Was built during the Eisenhower administration. 00:17:23
So I tell folks. 00:17:26
It's about time that we do something. 00:17:27
With this, in order to go ahead and bring it into the 21st century. 00:17:29
And I feel really bad. 00:17:33
Because Jessica has now heard these jokes. 00:17:34
Now at least three times. So as I, as I, as I go through the different. 00:17:37
Different phases. 00:17:41
So next slide please. 00:17:43
OK. So we are very fortunate in the sense that. 00:17:46
We've received funding from the state. 00:17:50
To go ahead and actually begin. 00:17:52
The remodel process. 00:17:55
And so right now. 00:17:57
I'm here with Al Garcia. 00:17:59
Who's who's our director of capital projects. 00:18:01
And so we've engaged the architectural firm McLean and you. 00:18:04
To go ahead and. 00:18:08
Go through. 00:18:09
What this building? 00:18:11
Could look like. 00:18:12
And what could actually be in such a facility? 00:18:13
And how you would go ahead and go through the process of? 00:18:16
Of of putting it together. 00:18:19
Whether it be phases to have the amount of the size and scope of it. 00:18:22
Funding that would be available. 00:18:25
And so that's what we're doing right now and part of this process. 00:18:27
Is gathering feedback from the community. 00:18:31
And so we want to thank certainly the City of Socorro and Socorro County for their support so far. 00:18:34
So already the city has included it in the ICIP submission. 00:18:39
For 2026. 00:18:44
The county has said that they would be including it. 00:18:45
For 2027. 00:18:47
And so that's something that's there. Next slide please. 00:18:49
And what do we see as being in this facility? 00:18:53
OK. So we would like to go ahead and have an updated weight room of course. 00:18:56
We would love to have a competition. 00:19:01
Length high school swimming pool. 00:19:03
We'd like to have a rock climbing wall. 00:19:05
A variety of different rooms to go and sports courts to go ahead and do a different a variety of different activities. 00:19:07
Of course, locker rooms. 00:19:13
Ideally a place to where people can go ahead and check out. 00:19:15
Outdoor recreational equipment. 00:19:18
Also, ideally we would love to have some type of indoor running or walking track. 00:19:20
When the weather gets inclement. 00:19:25
And also ideally. 00:19:27
An E gaming error. 00:19:30
OK. So that's those are the ideal kind of situations that we'd be thinking about. 00:19:31
Next slide, please. 00:19:35
And so one of the things that we haven't figured out, that's in a way part of the feedback. 00:19:37
That we're getting from the community. 00:19:42
Is where would it be located? 00:19:44
The site location. 00:19:46
Whether it's going to be a single. 00:19:47
Comprehensive facility. 00:19:50
Or whether it would be a multiple building facility? 00:19:51
Whether this could be a single? 00:19:54
Construction or whether it has to be a multi phase construction? 00:19:57
And so we've been gathering feedback. 00:20:01
From community members. 00:20:03
Through a variety of different events, we attended Oktoberfest and the Chili Festival. 00:20:06
We were at the school board, we were at Socorro Fest, we're at the county commissioner board. 00:20:10
And now, tonight, we're here. 00:20:14
And so we've had over 300 people fill out our surveys. 00:20:15
And over 100. 00:20:20
Individuals have identified themselves as members of the community. 00:20:21
And so again, if folks are interested. 00:20:25
We have a QR code. 00:20:27
This is open for another couple of days and so if folks would like to go ahead, it's. 00:20:28
Maybe like an 8 question survey? 00:20:32
If folks would like to go ahead and fill out that survey, would love to have your feedback. 00:20:34
And so. 00:20:38
So what are the things that we're really asking for? Well, the first thing is we're just asking for that feedback. 00:20:40
The second thing is. 00:20:45
The reality, most likely. 00:20:47
From the way it's going to be funded is that we're going to have to ask for funding over multiple sessions. 00:20:49
Just because of the size and scope of the. 00:20:55
Project. 00:20:57
It's not something that's go bond eligible. 00:20:57
So most likely would be asking for things from the. 00:21:00
Executive. Uh. 00:21:02
At the government level. 00:21:04
We'd be writing grants and and other things in collaboration with. 00:21:06
Both the city and the county. 00:21:11
Of course. 00:21:13
Donors as well. 00:21:14
So all of those things of air. 00:21:15
But given the size and scope of this and the amount that it can go up in terms of the of the of the dollar cost. 00:21:17
It may be something that we're coming back in a couple of ways. 00:21:24
In order to go ahead and ask for ask for at least some type of support. 00:21:27
And what type of support would that be? 00:21:30
Eventually it would be something like an MOU or a letter of support. 00:21:33
At this time, we're not asking for anything, we're just putting really this is just informational. 00:21:37
To let people know what it is that we're doing, what it is that we're thinking about. 00:21:41
Once we have a better plan, we'll come back out and say, OK, this is. 00:21:45
This is where it's narrowed down to. This looks like it's going to be the site location. 00:21:48
This is going to be the overall footprint. This is going to be the approximate overall cost. This is most likely the plan going 00:21:52
forward. 00:21:55
For something like that, and we hope to have. 00:21:59
That information sometime in the spring. 00:22:01
Of 2026. 00:22:04
And so that's kind of where we're at. 00:22:06
And with that. 00:22:09
There's a couple of other things I wanted to mention. The first was. 00:22:11
You know Delilah Walsh, Who's our? 00:22:16
Vice President of Administration and Finance is actually. 00:22:18
With colleagues. 00:22:21
From the city at a recent grant. At a grant event in Anaheim right now. 00:22:23
And so they're going ahead and looking at. 00:22:28
Transportation infrastructure. 00:22:30
As well as um. 00:22:32
What else are they doing there? 00:22:35
Look at equitable housing development. 00:22:38
And so again, this is one of the things that we're already partnering with the city on. 00:22:40
And we would like to go ahead and partner with more things and this could be one of those things. 00:22:45
If the city was so inclined. So that's one thing that's there. 00:22:49
And again the type of support. 00:22:53
That, we could see is. 00:22:55
Maybe things like? 00:22:56
Assistance with going out and getting grants so again there's. 00:22:58
There's other there's opportunities of how we can partner. 00:23:01
The other thing is, is that. 00:23:04
This upcoming January. 00:23:06
During the legislative session. 00:23:09
There will be a New Mexico tech day. 00:23:11
And that'll be January 29th. 00:23:13
A Thursday. 00:23:15
Last year we also had a tri-county event. 00:23:17
At during the legislative session. 00:23:21
And we thought that it would might, might be nice to do something like that again. 00:23:23
And So what we're planning on is during the day, we can have a New Mexico tech day on on that. 00:23:27
29th. 00:23:32
In the evening we would have some type of. 00:23:33
Either tri-county or at least a Socorro County. 00:23:35
And city event along with New Mexico tech. 00:23:38
We can invite different partners within the city. 00:23:41
To go ahead and participate. 00:23:43
And that one would be open. And so we could have something like that for that evening. So now that 49 is ended, we're going to now 00:23:45
start thinking about how to plan for that. 00:23:50
And so we'll go ahead and reach out to go ahead and. 00:23:54
Think about what, what could, what we could do for something like that And on that day. 00:23:57
The other thing is, is that we have. 00:24:02
On that NMT, not only do we have some tables that are available that day. 00:24:05
But we have the Rotunda. 00:24:09
And So what we're also going to think about is how to go ahead and engage. 00:24:11
Maybe even using the Rotunda? 00:24:15
Again, something maybe the city would like to promote, something the county would like to promote. We were going to go ahead and 00:24:17
bite our local legislators to go ahead and come and maybe speak a little bit at the Rotunda and again give them the opportunity to 00:24:22
go ahead and discuss initiatives. So again. 00:24:27
That's all part of the planning that we'd like to do. 00:24:32
And so this would be again for Thursday the January 29th. 00:24:35
The very next day. 00:24:39
Will be Earth Science Day, so we'll have the Bureau there, the P double C. 00:24:40
And so that that would be the the 30th. 00:24:44
And so with that, really I just want to thank you again for giving us the opportunity to talk a little bit about this. 00:24:47
And. 00:24:53
To stand for any questions. 00:24:54
Who would? Who would we contact to? 00:24:57
Get involved with that January 29th day. 00:25:00
So you can point you point them right to me and then I'll connect you with the right person. 00:25:03
Because we certainly would like to participate in our. 00:25:07
Tourism department, I think we need to let them know that. 00:25:10
If we can set up a table that gets him information out there. 00:25:13
Absolutely, and I think the city is very excited to support this and. 00:25:16
I've always said I know it's not, it's not going to be free and you can get all the grants you want. 00:25:20
But I really think you should. 00:25:25
Try to get. 00:25:27
School system, the city and the county to have a bond issue. 00:25:28
That would help supplement the cost of this. 00:25:32
And that way they have a. 00:25:35
And and perhaps. 00:25:37
We want to make sure we ensure that the community can also use the. 00:25:38
You know can use it. I think that would be a big. 00:25:42
I don't know how you're going to get all the money for it if the. 00:25:46
Comes in piece meal. 00:25:49
But you know, I, I think. 00:25:50
The school system, if they're going to use it for swimming. 00:25:53
And the city is going to use it for quality of life. 00:25:56
I think it'd be. 00:25:59
I think it'd be important for us to have a buy in as far as a bond issue or something that. 00:26:00
Help. Part of it, you know, took $3,000,000 or whatever. 00:26:05
To finish it up. 00:26:09
And that's, that may be one of the things that I come back for. 00:26:10
Once we have a better idea of what exactly we'll be asking. 00:26:13
And how much? 00:26:17
And if you ever visited the one in. 00:26:18
It's called core. 00:26:20
And it is spectacular. 00:26:22
I don't think we can. 00:26:24
I mean, I think about that time they spent about 25 or 30 million, but. 00:26:25
It's spectacular. I mean what they have and that if you could even have a daycare center in the. 00:26:29
So it's it's. 00:26:35
This is this is fantastic for the community, Yeah. 00:26:36
If we can pull this off. 00:26:39
And that's that's the big question. 00:26:41
Yeah, well, we can play it all we like, but getting, you know, you go to Albuquerque. 00:26:42
And this looked like they spent a fortune on Johnson, Jim. 00:26:48
And they've, they've, I mean. 00:26:52
That those those are not educational spots either. 00:26:54
So how they get their money? 00:26:57
And unfortunately, what happens to us is that. 00:26:59
Our legislators. 00:27:01
Are so spread out. 00:27:03
Between Socorro and Las Cruces. 00:27:05
And Kod. 00:27:08
Compared to the people that represent the people in Albuquerque that are. 00:27:10
In like 10 square blocks and they have. 00:27:13
30 of them. 00:27:16
And they get that money and for us to be able to get that kind of money so difficult. 00:27:17
So hopefully the governor, you know, sees that as. 00:27:22
Our need one of the challenges that we that we talk about when we when we're up at the. 00:27:25
Up at the Roundhouse with the legislature is something like. 00:27:30
UNM has. 00:27:33
I know 50 or so. 00:27:35
Order of magnitude kind of legislators. 00:27:37
And then as you would have on the order. 00:27:40
40 or so. 00:27:42
We have 4. 00:27:43
And they're and they're spread 150 spread out very. 00:27:46
31 yeah. And that that's kind of unfair for us, so you know. 00:27:49
But hope you keep plugging and hopefully we can get some people who. 00:27:53
Consider New Mexico tech a jewel and. 00:27:56
And their legislators from somewhere else will help us with. 00:27:58
Hello, but again, thank you so much for making the presentation. 00:28:02
Mr. Monette, President Jackson. 00:28:05
The South Central Council of Governments organized the tri-county Day. 00:28:08
Last year, so there may be a resource. 00:28:12
It ended up being the Middle Rio Grande Economic Development association that. 00:28:14
Ended up putting the functioning touches on it. 00:28:18
But they started the process and got. 00:28:20
Each county talking to each other, Each county manager. 00:28:22
Thing who would who would be a good point of contact for the South county? 00:28:25
Probably Angela, Rail or Jay. 00:28:29
Our mental, but I can, I can e-mail you give it to Vanessa, or maybe we can give it to your secretary. 00:28:33
Information and then. 00:28:39
And then, of course, Kristen Keller, who's the. 00:28:40
Yep, representative down here. So **** put that together. 00:28:42
But you know, I think. 00:28:46
That was a kind of a reception. 00:28:47
But to have. 00:28:50
The exhibits in the Rotunda would would. 00:28:51
Want to make sure we have enough of a mass that it doesn't look too small I mean. 00:28:53
That it's big enough that we'll certainly get involved with that. 00:28:57
Yeah, well, tech can fill that up. 00:29:00
So easily, but we'll save a table for the city. We're going to save the table for the county. 00:29:02
Maybe a few explosions inside. 00:29:07
I gotta be very careful about what I bring into the Roundhouse. 00:29:10
Mr. Partridge. 00:29:14
President Jackson just. 00:29:16
The outside of this presentation is I just scanned the QR code. Is there any? 00:29:17
Like rendering, they can be shared with the community. I know it's not. 00:29:23
Well, there's nothing set in stone but. 00:29:26
I didn't see that. Yeah, if you go, if you go to a couple of more. 00:29:29
So there there were a couple of images previously and then the next two slides there are another couple of images. 00:29:32
So this would be one of the renderings that they've had. 00:29:39
Along with the next slide. 00:29:41
So these are two and if we go back to a couple. 00:29:44
A couple of earlier slides, so you got 1/2. 00:29:47
Maybe there's like 4 of them at all. 00:29:50
3/4. 00:29:52
Is is that information? 00:29:54
Because I scan the QR code, does it mean it's disseminated? 00:29:56
It's not a QR code, it would just be in this. It's just in this presentation. 00:29:59
I think it would. 00:30:03
I think your presentation is very nice. I think I would do the community a lot of. 00:30:05
Good just to see it. I think it's. 00:30:08
Very appealing just to. 00:30:10
When people see things, I. 00:30:12
I think they would be very supportive of what you guys are doing. I know that there's. 00:30:13
I don't want to sell a dream to somebody and then I go. 00:30:17
That looks nothing like what you said, but I mean. 00:30:20
In some way, shape or form, I think it'd be nice for the community as a whole to see that. 00:30:23
Well, one of our plans is is is to actually create a web page. 00:30:26
Where people connect. 00:30:30
Can see what the progress is and where we're at. 00:30:31
In terms of just the overall design and development and then be able to stay up on it. 00:30:34
What the different phases may be, if we can do it all in one or if we're going to phase it? 00:30:38
And then just wear the asks are. 00:30:43
And eventually. 00:30:45
If we have to put things out for Bond, why we're putting out for Bond? 00:30:46
This is what we're asking for and this is what we're actually getting with that money. 00:30:50
Well, it may be in the court before the horse. 00:30:53
That I'm speaking about, but thank you. 00:30:55
But I think it's a great question and I think it's good to make sure that the community understands why we're asking. 00:30:57
Yeah. President Jackson, thank you for doing this. Have you guys done any other studies on how this can boost like enrollment 00:31:01
getting more up-to-date? 00:31:05
Up-to-date facilities like this. 00:31:12
To compare to like New Mexico State and. 00:31:13
So. So Councillor, we we have not. 00:31:16
Done any studies? 00:31:20
But generally. 00:31:21
When there are new buildings on campus. 00:31:23
It's something shiny. 00:31:26
That attracts students. 00:31:27
And so, and this is specifically something that many students would be. 00:31:29
Would be very. 00:31:32
Happy to go ahead and and and do. 00:31:34
The one, the one challenge so we have. 00:31:36
We've interacted a lot with folks. So the McLean and you came down. 00:31:38
Last week and did a did an event on campus. 00:31:42
And they met with students in the evening and there's probably over 100 students or so who showed up. 00:31:45
And they specific and one of the challenges that they said is. 00:31:50
Is that they're just all on top of one another during the high times of the day, right so there's. 00:31:53
There's three courts, basically that the students have basketball courts that they can do. 00:31:57
And it's completely filled because you got basketball, you got volleyball, you got all these activities that are going on. 00:32:02
Then you have again, the club teams that are that are that are that are competing there. There's no space to store things all of 00:32:06
the all of the challenges that are there. So the one thing that we heard from students. 00:32:12
Consistently. 00:32:17
It's just they just need more space. 00:32:18
And so those are one of the things that we that we're hoping that by. 00:32:20
Accomplishing this, we're able to go ahead and get some more space specifically for that. 00:32:24
And again, by having a facility that's that's new shiny. 00:32:28
Without being so extravagant. 00:32:32
It would should meet the. It should be something that will draw students to the. 00:32:35
Campus, I agree. 00:32:38
How big is the footprint going to be? 00:32:39
Icker wise so well, that's a good question. So that's something that we're that we're kind of trying to figure out. 00:32:41
The first rendering we had was something on the order the building would be about 40,000 square feet. 00:32:47
With what we're looking at. 00:32:53
The land. The land. 00:32:55
Is something that we're now trying, in fact. 00:32:57
We kind of are deciding on the location. 00:33:00
We are just about finalized with it yet. 00:33:03
Where we're thinking about. 00:33:06
Is by the rugby. 00:33:07
Pitch field. 00:33:09
That's there, the open space here and the open space area, because that's probably the easiest place, not only construction. 00:33:10
And and, and where we can go ahead and do that, which means we have to remodel a little bit around there to keep. 00:33:17
The field space sufficient. 00:33:21
But that's kind of what we're looking at. 00:33:24
Whether now it becomes a 2 or a three story building, whether it becomes X speed wide. 00:33:26
YPT you know, those are things that we have to now. 00:33:32
That's the deep where we engage with the architects. 00:33:36
To go ahead and decide. 00:33:39
What? 00:33:41
And how do we go ahead and make it work? 00:33:42
I've got the county chairman. 00:33:44
Gonzalez. 00:33:45
Were you going to say something about the? 00:33:47
Counties. 00:33:49
You didn't want to throw in your two bits and say you're gonna support with money. 00:33:58
Absolutely. OK. 00:34:02
That's. 00:34:04
No, I just thought I'd introduce you so. 00:34:06
Yeah, I know it's. 00:34:13
I think that's important and I. 00:34:20
Again, if we're going to have a buy in, then you know. 00:34:22
I hate to go back to Macy's center, but it was initially Mitzi Center was. 00:34:25
Partly from the Community, 100,000 or so in that era. 00:34:29
And and they. 00:34:33
They said that the city. 00:34:34
Community could use that. 00:34:36
At least once or twice a year. 00:34:38
And that tends to be forgotten as time goes by. 00:34:40
I know we have the Mariachi festival there and then maybe that's going to happen again. 00:34:43
But I think it's important. 00:34:47
The community knows that. 00:34:49
It's part and parcel of the community also, and I know it's text but. 00:34:51
And you know it's going to be operating costs too. That's going to be the other next. 00:34:55
Problem and I'm willing to shut my pool down if you guys will. 00:34:59
Let us use yours but. 00:35:03
I think there's a lot of. 00:35:05
A lot of things that we can do together, right? 00:35:07
There's no question about it. 00:35:09
By avoiding duplication of services too right? Is is something that if we can operate more efficiently? 00:35:11
Something we need to look into, yeah. 00:35:17
Yeah, but you know, we thank you for your enthusiasm. 00:35:19
All right. That's great. Thank you so much for. 00:35:22
Come and see us and. 00:35:24
You didn't get hurt on the walk up the. 00:35:25
And mountain? No, I survived. Yeah, I heard you were one of the top. 00:35:28
Finishers. Oh no, no, no, no. I was I was, I was back taking pictures with dude. But I did get up there and that was that was a 00:35:31
lot of fun. 00:35:35
But I didn't, I didn't carry that 50 LB bag of lime. I said like that's too old for that. 00:35:38
We appreciate your refreshing and. 00:35:43
Enthusiasm and we see your stuff on. 00:35:45
Facebook and TikTok or. 00:35:49
We see your billboard is up and I think that really. 00:35:51
Gets the community excited about. 00:35:54
New Mexico tech and that's a. 00:35:56
Really refreshing to have a president that's all involved and. 00:35:58
You know, it's from our community and always has been. We appreciate that. 00:36:01
Well, thank you very much and I look forward to the continued partnership. 00:36:05
Thank you. Thank you. 00:36:08
And you're welcome to go. 00:36:11
You don't have to stay with. 00:36:13
We will. No, we were OK so. 00:36:15
I have another. 00:36:17
Comment on here. 00:36:19
And I don't see that person here so. 00:36:20
I don't know if I want to bring it up as Phil. 00:36:22
Doris is not here. 00:36:25
We'll we'll bring that up another time. 00:36:27
Joe, did you want to say something? 00:36:29
It was still public forum. They only give you 30 seconds when you come from the county, but when you're on the council you can 00:36:32
have all the time you want. 00:36:36
Just a note, you aren't supposed to be sitting in the back row. 00:36:40
That I don't know what's going on there, but anyway. 00:36:43
No, I just ask my. I know that's your but anyway. 00:36:45
I just left football practice. 00:36:49
And. 00:36:51
It's been a rough season. 00:36:52
For all athletics but. 00:36:54
With some old grade money that we got. 00:36:56
The rest of the school year. 00:36:59
All the athletic events are free. 00:37:02
So there's no excuses not to go and support the kids. 00:37:04
No matter when or. 00:37:07
You know, as Damon attest, we go to. 00:37:08
Some of the locations and we've been with. 00:37:11
Is to see the opposition, isn't. 00:37:15
That good? 00:37:17
But there's. 00:37:18
There's lots of fans out there and they get a first down and you think they won the Super Bowl. 00:37:19
But I think. 00:37:23
This is a good opportunity. 00:37:25
You guys go and support and I noticed the ball, the ball game was going on now. 00:37:27
People there. 00:37:31
Because if we take this but. 00:37:32
The other side of that they hand out, I don't want to say propaganda. They hand out pamphlets about. 00:37:34
Drug awareness and all that, this stuff. So that's that kind of all that works. Get people out there and. 00:37:39
Get educated and. 00:37:44
Support to you. 00:37:45
That's all. I'm here. 00:37:46
And I want to thank you for standing up for our ambulance system. 00:37:48
Thank you for. 00:37:51
Getting involved with. 00:37:53
Finances on that and that's been a. 00:37:54
It's been. 00:37:57
Fight about it, but I think thank you very much for stabilizing that, you know. 00:37:58
We appreciate. I know I. 00:38:03
Elected in the county but I live in the city. But I grew up in San Antonio. I have friends in Limotor. 00:38:04
It's all about family. 00:38:09
We appreciate that. 00:38:11
Thank you. Thank you. 00:38:13
OK. 00:38:15
Mr. 00:38:17
Taurus. Has anybody talked to Phil Taurus by his house? 00:38:19
A little bit of the gist of you know, I don't. 00:38:22
See, I think I. 00:38:26
Work something out with him. 00:38:27
So we'll just, we'll just. 00:38:29
Go on with it. 00:38:31
Now we have financing the vehicles and accessories. Ruby, what are you financing? 00:38:33
Mayor, Council, so. 00:38:40
The city received 240,000 from state appropriation for three police cars. The police car. 00:38:42
It's costing about 39,000, but to wrap it for cages, lights, everything, it's about 82,000. 00:38:48
So Chief Garcia has asked for six vehicles. 00:38:54
So with state appropriation will pay for three and then I am going to borrow. 00:38:57
246,000 But I'm going to pledge law enforcement money. 00:39:02
Law enforcement money is $110,000 a year that comes to. 00:39:06
It could be used for vehicles and for equipment. 00:39:11
Uniforms Training. 00:39:14
And Chief Garcia wants to use that money to go ahead and buy three more. 00:39:17
Vehicles we are going to try to get. 00:39:20
Grants, I'm working with Gwen. 00:39:23
To where every year we can probably purchase vehicles, but he is in desperate need of vehicles now so. 00:39:25
You know, we agreed to go with six vehicles to start off with. 00:39:30
So this is what? 00:39:34
Motion. 00:39:37
I'll make a motion. 00:39:37
Mr. Mayor, we need to correct the resolution numbers so. 00:39:39
The agenda says, ends with a 16 and on are. 00:39:45
Agenda. It's 21. 00:39:49
It's only 21. It should be today's date. 00:39:53
We'll fix that before we. 00:39:57
2nd. 00:40:02
The other thing that we have is we have. 00:40:04
We have a problem with some recalls. 00:40:06
There's three police. 00:40:09
Vehicles. 00:40:11
That are stuck up in Albuquerque because of. 00:40:13
And they can't get the part. 00:40:18
To fix it. 00:40:19
So they're trapped. 00:40:20
We also have an ambulance. 00:40:22
In Albuquerque. 00:40:25
Because of a recall, he's been there a month. 00:40:27
They had. They had actually. 00:40:30
And actually fixed it once supposedly, but it is in limp mode, you just can't move. 00:40:33
So that's our problem with some of these vehicles, and I'm asking Jerry to send them a letter saying that. 00:40:38
We need some sort of a. 00:40:44
Reimbursement or some use of their vehicles to be able to have that. 00:40:46
We literally have 4 vehicles. 00:40:49
Trapped up in Albuquerque. 00:40:52
For recall, and I say trap because they don't have. 00:40:53
The material to fix them. 00:40:57
Mr. Partridge. 00:41:00
How many police officers do we have and? 00:41:03
Versus. 00:41:06
That we have is that question maybe for Chief. I think Angela had her anniversary. He didn't. 00:41:08
But I think we have 17. 00:41:13
The question is, do we have when something goes down, do we have anything about ourselves up with an extra vehicle or are we like? 00:41:15
Capacity. 00:41:21
We do have extra, but like the mayor said, he has three up there right now, so I'm pretty sure they're short right now. 00:41:22
Thank you. 00:41:29
All in favor. 00:41:31
Aye. 00:41:32
I have the department directors trapped back there. Linda's probably got the biggest news. 00:41:33
Then not come and tell us what you're going to do with all those retirees and see. 00:41:38
So we're going to start with the Senior Center. 00:41:44
On what we have been discussing about. 00:41:47
How many days to work? 00:41:52
So we are going to try and do the four day work week. 00:41:54
It's been approved by the non metro AAA and as well as you have. 00:41:57
So we're going to start that on November 3rd. 00:42:01
We've got it planned out. We have the extra meal to hand out every Friday. 00:42:04
And we modified the schedule to meet the needs and stuff, so I think we'll be all right. 00:42:09
Are we still did, Reuben? 00:42:15
Or I mean Brian, who went out there for the sewer. 00:42:17
I'm not sure. Yeah, Ruby asked me about that today. I I didn't know if you have anybody going over there. 00:42:20
OK, but we're going to do the. 00:42:26
We're going to try with the senior. 00:42:28
Program. 00:42:31
It has something to do with the budget. 00:42:32
And it also has something to do with. 00:42:34
Being more efficient. 00:42:36
Yes. 00:42:37
So you guys, Mr. 00:42:39
Were you guys able to gather, I think there was some data collection going on or something going around? Are you guys able to have 00:42:40
any of that? 00:42:43
Like I didn't see them in a packet but. 00:42:46
Did you guys get results of? 00:42:48
When they ask all the department heads. 00:42:49
They can fulfill their job duties in this amount of time. Did you guys get results for that? 00:42:52
I did and I just received. 00:42:56
Two more the end of last week's from. 00:42:57
Putting them all together so I'll have a packet. 00:43:00
For you all to review. 00:43:03
So it's more like a pilot. 00:43:04
Yeah, we needed to clock. 00:43:06
Cut costs for going over on our budget and you know. 00:43:08
And then we'll be able to determine it from there. Yeah. And you know, there's a separate budget, the AAA budget, but. 00:43:11
We've always said that we were not going to go. 00:43:17
Into debt through the city. 00:43:20
When we run the Senior Center, so that's. 00:43:22
Part of the six. 00:43:24
And another thing that makes it a little bit of a unique department. 00:43:26
You know they can still provide this service by serving the whole meals. 00:43:29
For Friday so they can shut down on Fridays to provide the meals. 00:43:33
OK. I mean, it's going to be a. 00:43:36
A little bit of a right, but. 00:43:38
We have to do what we got to do for the budget. 00:43:41
And I just to let you know that we were talking about it at the last meeting, but. 00:43:43
The. 00:43:47
This not this month, because they go back how many months? Two months? 00:43:49
Are down by 100,000. 00:43:54
As a 20% decrease in our gross receipts compared to last year. 00:43:57
So I don't know if that's a trend. We'll see what makes a trend two or three times. 00:44:01
Or two times. Depends on where we end up, but. 00:44:05
Grocery Sheets is on the way down. 00:44:09
So this doesn't mean that they're going to work for tents. 00:44:12
Is that correct? 00:44:15
Some of the staff. 00:44:16
30 hours a week and some are 20 hours a week. There's only about three of us that do work the 40 hours OK. 00:44:18
Thank you, Linda. Thanks for the work you're doing. Miss. Linda, I have a quick question. What is the reimbursement? 00:44:25
For each meal. 00:44:29
Reimbursement right now. 00:44:31
It's like, yeah, almost $10. 00:44:36
Just about. 00:44:38
And that's for the home delivered meal. 00:44:42
CM is different. 00:44:43
Mike, what you got? 00:44:48
No, we got too many, We got too many mics. No, the one on the. 00:44:51
No, the one on the end over there, The one with a. 00:44:55
With a with a with a Titleist cap. I don't know what yours is. 00:44:57
What is the KOA? What is that? 00:45:01
No, that's. 00:45:03
So I just have basketball starting up. 00:45:05
You just did the draft for the sophomores last night. 00:45:08
I'll do the job for the. 00:45:11
Little League on Thursday. 00:45:13
And almighty myself, I just picked the teams for that one. 00:45:15
My numbers dropped and I-10 to 12 year olds had about 70 last year. I'm down to. 00:45:19
40 I just don't know if kids are getting into wrestling. 00:45:23
In that age group and that we had. 00:45:27
We had some. 00:45:29
Go to 7th grade as well so. 00:45:30
Other than that, but overall our numbers jumped up by 30 kids, 30 to 40 kids. 00:45:33
We have the trunk retreat on the 31st. 00:45:38
I did have some questions. Well not question. Debra Dean called me. 00:45:42
About the time we're going to try to change it. 00:45:46
Just I got to contact my people that are participating in it. I put 7 to 10. 00:45:49
Maybe we can do 5 to 10 because it is a little late. 00:45:53
I guess the concerns were that it. 00:45:57
Late for the younger kids, yeah. 00:45:59
To start at 7 versus like I used to start at 5 or something. 00:46:01
Have you heard any more from the boxing club? 00:46:06
No, I heard. I don't know how. 00:46:08
Intruded, but I heard that they're not in that area anymore or something's going on there. 00:46:11
I think you're looking for a new place. 00:46:16
And I had told them to come and talk to you. 00:46:18
About maybe we could. 00:46:21
Provide something for them. 00:46:23
And I'm willing to help them, but there have to be some sort of an organized. 00:46:24
301-5013 C or whatever they call it. I got to have liability insurance. 00:46:29
And I know with the wrestling club, there's a. 00:46:35
No, there's a binder structure, but but they could do that. I mean and I. 00:46:38
You can refer them to me. I understand how to do that stuff. It may be better to me than. 00:46:41
Maybe Mr. Partridge. 00:46:45
But I mean, we're willing to help. 00:46:47
We're willing to help, but I gotta have a structure. 00:46:48
OK, I got to have a structure. 00:46:50
To do it. 00:46:52
And Mr. Ococom. 00:46:54
Yeah, Mike, how are we doing with like parents and volunteers, coaches? 00:46:55
Good. I haven't had no issues with that. 00:46:59
I have enough coaches and everything for that. 00:47:02
Awesome, Everybody's volunteering. 00:47:04
Since Mike is at Finley gym and. 00:47:06
Ruby is here also. 00:47:09
We got to Ruby's work. 00:47:11
Another $800,000 for. 00:47:14
And so we will be right now we're finishing the outside and I don't know if you've driven by there. 00:47:17
The canopies are up. 00:47:23
But we'll be able to finish the South wing. 00:47:25
With the bathrooms, with this new money. 00:47:27
And we have to spend it by June 20. 00:47:30
26. 00:47:32
And then we will go to the legislature. 00:47:34
To do the north wing. 00:47:36
Which is actually. 00:47:39
Has more. 00:47:41
Audiovisual type stuff in it. 00:47:42
And then we'll be done. 00:47:44
So we're going to go, We're going to go. 00:47:46
We'll spend the money that she just got to finish it up on the South side. 00:47:48
So that there's meeting areas and things like that and bathrooms. 00:47:52
And then, then we'll work on the north side. 00:47:55
The legislature, we're meeting with them on Thursday at 1:30. 00:47:59
President. 00:48:02
Are you guys making any presentations to the? 00:48:04
Legislature on Thursday next week. 00:48:07
You are so a little bit of what? Yeah. So are you going to do it? 00:48:10
Attack. 00:48:17
Is it Donald? Where is it at? 00:48:18
It's at the Convention Center at 1:30. OK, So yeah, so, so the council is certainly welcome, but. 00:48:20
On Thursday at 1:30 at the Convention Center. 00:48:26
We're going to make some presentations about the needs of this area. 00:48:29
And if the Council. 00:48:32
Plans on attending? Would you please shoot me an e-mail so we can advertise that there may be a quorum? 00:48:34
But just just to let you know that we're going to be able to finish the South side. 00:48:39
But we're still going to be short a million, I think. 00:48:43
So that's where we're at. 00:48:46
Mr. Mayor, thank you. Mr. Partridge. I just want to thank Michael. We had a little wrestling temp there and we. 00:48:48
But we the facility was clean, nice, taken care of. 00:48:54
Really nice to I don't know if the community seen the weight room. 00:48:57
It's nice, it's well kept. 00:49:00
It's a lot better than where, that's for sure. Whenever we used to wrestle there so. 00:49:02
We do plan on doing one more wrestling before. 00:49:05
For the start of our season, but. 00:49:08
Do want to thank Mike, he was accommodating, he helped out with it. 00:49:11
And I appreciate it. So thank you. 00:49:14
Mayor and Canada. 00:49:16
Michael for taking care of us. 00:49:18
There's the. 00:49:22
Animal Shelter. 00:49:24
And Mr. Just real quick. 00:49:26
Mr. Chief Garcia must be watching the move. 00:49:28
He did text and said just to answer my own question. 00:49:32
We have 16 positions and have 15 officers at this point. 00:49:36
We are using old units as backups and have one left. If something else goes down, we will not have. We will not have anymore. 00:49:39
To use and we will have to start hot seed move vehicle. 00:49:46
Whatever that means. 00:49:49
From one shift to another. 00:49:50
So apparently desperately well and. 00:49:52
To finish that. 00:49:54
Those vehicles are being trapped. 00:49:56
The other three that we had on order. 00:49:58
Our what Ruby? 00:50:02
Those are new ones. Those are the new ones. 00:50:06
There's a three iron recall and there's. 00:50:08
There's some. 00:50:11
Vehicles that are that are. 00:50:13
Tahoes. Unfortunately, they're black. They're ready for the state police. 00:50:16
So you know. 00:50:21
Angela said I don't want those. I mean, you know, so we can get Tahoes and they're treated whether $3000 more. 00:50:24
But they're black. 00:50:31
So we're, I mean, we're, this is difficult. 00:50:33
Sorry, Lupe, go ahead. 00:50:37
And Luca, by the way, got us some money too. 00:50:38
Evening, Mr. Mayor, Council. 00:50:42
We'll start with dispatch, Dispatch. 00:50:44
Obviously we're always short of staff. 00:50:48
We do have another one leaving now at the end of April this coming year. 00:50:50
She'll be moving out of the country. 00:50:54
The 911 office is actually in the process is about to begin the process to get a new. 00:50:57
911 system installed come April. 00:51:03
Converge 1 is going to start. 00:51:06
Getting bids for. 00:51:08
Software. Hardware. 00:51:10
For the office as well as the new generator, the new backup battery for the office. 00:51:12
We'll start that process now at the end of November. 00:51:16
Hopefully DFA will prove that, probably by or by January. 00:51:20
Come April, will be able to. 00:51:24
Installing all that. 00:51:26
What's the bottom line on that? 00:51:27
Almost 1,000,000. 00:51:31
When was the last one? 00:51:32
We do. The 911 DFA funding grant for the 911 offices is every six to seven years. 00:51:35
So we did. 00:51:42
Six years ago. 00:51:44
Well, the generator for the for the building though has not been in. 00:51:45
Replacements 2010. 00:51:49
For the animal shelter. 00:51:53
I'll give you guys a few numbers just because it's been a little while since I've been in here. My apologies. 00:51:55
Current animal intake for the City of Socorro Animal Shelter is at 667. 00:52:01
That's not including the 8 chickens, 1 duck, three rabbits and two pigs. 00:52:07
Right. We've done 20 out of state transfers, 12 in state transfers with the total of. 00:52:14
301 dogs. 00:52:21
Being transferred out of state. 115 cats, which includes the three rabbits. 00:52:24
We also did recently. A month ago we did a. 00:52:29
A dog is my copilot. Transport out of the city of Berlin. 00:52:32
In the where we sent out 67 cats on a plane. 00:52:35
Currently at the shelter we are at. 00:52:40
57 dogs with four dogs in isolation due to bites and those four are not in the city, they are for the county. 00:52:43
We will hold them for 10 days as per state statute. 00:52:51
And then they will be released to the owners of the county. 00:52:54
Whether they. 00:52:58
Saturday. I don't know. 00:52:59
And we currently have 9 cats in in the facility as well. 00:53:02
Cats are pretty easy to get out, it's the dogs. Never have any issues with SO. 00:53:06
Everybody. 00:53:10
As the mayor pointed out. 00:53:11
Last week or the week before? 00:53:13
City of Grants did close there. 00:53:15
Animal shelter. They had 250 plus animals being hoarded at the facility. 00:53:17
Our current agency. 00:53:22
Best friends out of. 00:53:25
Kanab, Utah is assisting them. 00:53:26
And moving those animals. 00:53:29
So our transports kind of slowed down a little bit. 00:53:30
So once they're done with that. 00:53:33
We should get back on. 00:53:34
Back on track with transporting these little guys out of here so. 00:53:36
Other than that. 00:53:43
We're trucking along. We. 00:53:44
Trying to get I had a wonderful conversation with. 00:53:47
Administrator Lynette today with regards to some of our wonderful residents. 00:53:50
So we're trying to get that under control and trying to move. 00:53:55
So I'm going to meet with somebody tomorrow. 00:53:59
I will be here for that. 00:54:01
I mean, people bring home dogs or keep dogs that are dangerous. 00:54:05
That's a problem. 00:54:10
And we can only do what we can do but. 00:54:11
Lupe and his crew are doing a fantastic job and. 00:54:13
You know, you hear about other. 00:54:16
Animal shelters that are not doing as well. 00:54:19
You'll know the work he does. 00:54:21
He's been moving animals. 00:54:23
You know, upgrading the facility. 00:54:25
And, you know, not a lot to work with, but he's done it, so that's been important. 00:54:27
DFA are the state just initiated a Animal 191 welfare grant. 00:54:31
They're going to institute it in three phases. Phase one right now is infrastructure improvement. 00:54:37
And where we did apply. 00:54:43
And received $19,632. 00:54:44
We are. 00:54:48
Use that to fix our office roof the winds up on the ano have. 00:54:49
Totally destroyed the roof. 00:54:53
So we need to get that repaired. 00:54:55
The next phase, which should be coming in in July of next year. 00:54:57
Is supposed to be for. 00:55:02
Employee retainment. They're going to start providing money for overtime grants. 00:55:06
We're not sure. 00:55:12
How that's going to work, yet they have not. 00:55:13
Passed out. 00:55:15
The policy and procedure to. 00:55:16
To award those yet. 00:55:19
And then in 2027, they're supposed to start. 00:55:20
With. 00:55:23
Equipment, uh. 00:55:25
Funding, uh. 00:55:26
Trucks. Cages. 00:55:27
Stuff to that effect. 00:55:29
Does the county have animal control officer? 00:55:31
They do. 00:55:34
And I'm going to leave it at that. 00:55:36
OK, I just. 00:55:38
Just trying to find out. 00:55:40
Thank you. Thank you, Luca. Thanks for the work you do. 00:55:44
Mr. Partridge just going to make it. 00:55:47
Comment that I was reading. 00:55:50
In an article that Valencia County is going through a lot of the. 00:55:51
The same stuff here that we're going through and that sounds like. 00:55:54
Abundance of animals and no place to. 00:55:58
So I don't think we're. 00:56:02
We're alone in this issue that we're dealing with. 00:56:04
It's just like treading water. You just got to keep your head above water. 00:56:08
Good job. OK, Mr. Mike. 00:56:12
Oh come on, don't be. Don't sulk. 00:56:15
What does that hat? What's this hat say? 00:56:18
Company tech smart. 00:56:25
I was mentioned. 00:56:27
Mayor Council. 00:56:30
As what was mentioned in the loader. 00:56:31
The price to replace that? 00:56:34
Transmission. 00:56:36
52,000. 00:56:37
So it's still. 00:56:38
Functional it works. 00:56:40
It's just that you can't put it in high. 00:56:41
So we're still able to use it. 00:56:43
You know, so I mean. 00:56:46
Of course. 00:56:47
That is used. 00:56:48
7 hours a day, six days a week. 00:56:50
The non-stop machine. 00:56:52
You know, if we can. 00:56:54
Utilize it in another department. 00:56:55
That'd be great. 00:56:57
Other than that. 00:56:59
We did get the new 1 today as. 00:57:01
The mayor mentioned. 00:57:02
I know Paula wants me to say business as usual at the. 00:57:05
But. 00:57:09
Everything's moving right along. 00:57:12
We have a. 00:57:14
Couple of my heavy machinery that. 00:57:15
Needed a little bit of work in. 00:57:18
Like I said, those machines move. 00:57:20
Every day, all day, so. 00:57:22
Arbitrage. Everything's running good. 00:57:26
My employees are. 00:57:28
I got the whip on them every morning and they all get to work so. 00:57:30
Everything's good. 00:57:33
Mr. Mayor, I've done a lot of work outside of Socorro and. 00:57:34
Landfills all over the state we have. 00:57:39
A really good landfill. 00:57:42
Rio Rancho is the worst thing put me on. 00:57:44
Whatever you can quote, it's not maintained. It's a mess, it's. 00:57:48
It's very well organized. Our landfill is very well organized. I've thrown away a lot of stuff all over the state and. 00:57:52
We're pretty blessed to have. 00:57:58
That really, really well taken care of them. I've seen a lot of them. 00:58:00
And you guys do a good job up there. 00:58:03
For sure. Thank you. 00:58:05
All righty. Any other questions? Thanks, Mike. 00:58:07
We got Chris. 00:58:12
Excited anybody lately? 00:58:15
All right, good. 00:58:18
You've gone to the Municipal Court yet? 00:58:20
Couple times, couple times. Oh really in this in this month? 00:58:24
I decided to talk about four people, four people. So my numbers are. 00:58:29
Oh, no. But yeah, no, that's going well. 00:58:35
Homeless camps, stuff like that, just cleaning up. 00:58:38
Is there another one out there? 00:58:41
I cleaned one over there by the. 00:58:44
Senior Center the other day, yeah, there was one out there and. 00:58:46
Kind of keeping up. 00:58:51
Helping with planning, zoning. 00:58:53
Christie puts me to work. 00:58:55
No, that's all not easy. 00:58:57
Schools What's up with the school? 00:58:59
Yeah, it's nice, I think the way they. 00:59:04
Have it formatted out there. It's. 00:59:07
It's doing pretty good I think. 00:59:09
There's a lot less controversies and stuff. 00:59:10
Yeah, yeah. And with the traffic and stuff, all that slowed down, that's not too bad. 00:59:13
Yeah, good to hear. 00:59:20
All right, well, keep up the good work. We'll just. 00:59:22
Thank you. 00:59:25
Skip citing people. 00:59:26
Chewbacca. 00:59:29
Look, you don't need to. 00:59:30
Who is not? 00:59:37
Mayor Council, like Linda, said the fire department's going to go to four day week. 00:59:41
I'm just kidding. 00:59:46
I'm just kidding. Tell me what you doing? 00:59:50
Don't quote me on that. 00:59:53
No, everything. Like the mayor said, we do have an ambulance down. It's been down for 2 1/2 months. 00:59:55
We do have. We do have a backup. 01:00:00
If something happens now, we'll be in trouble. 01:00:02
But uh. 01:00:04
Yeah, they just, uh. 01:00:05
Initially they fixed it. They thought that was the problem. They fixed it. We brought it back. You had to drive it right back up 01:00:06
there. 01:00:09
Now they're saying it's a recall but they don't have the fixed work so it's just going to sit there till they figure something 01:00:12
out. I guess so. 01:00:15
We also do have a fire and. 01:00:18
A fire engine down. 01:00:19
It's got a wire leak. It didn't pass the pump test and the pump test. So it's getting fixed right now as we speak, as we speak, 01:00:22
but. 01:00:25
That's something that we were getting fixed right now and we do have. 01:00:27
Another engine that. 01:00:31
That we were able to use for that, for that one, so. 01:00:32
Other than that, we just finished fire prevention for all the elementary schools. That went really well. We taught all the kids 01:00:35
about fire prevention. 01:00:39
We teamed up with the state forestry. They they, they teamed up with us and talked about the the wildland side of things. 01:00:42
So that went really well with all the elementary schools here in the city. 01:00:49
Guys are doing good, they're running, calls are busy. 01:00:54
Currently. 01:00:57
We have one of our guys, Bill, here tonight. 01:00:58
Passed as intermediate SO. 01:01:01
It's another one certified. 01:01:03
And again, thank you city and the county for for. 01:01:05
Hiring those people, I mean, because it didn't make a big How's your staffing now? 01:01:08
I mean, that's we don't know how to act. You have 30 applicants. Yeah, we had, we had a lot of applicants. We hired them all. 01:01:11
And then we got a good crew. 01:01:18
Getting through their certifications and. 01:01:21
It's really helping. We've already seen a difference in our overtime. 01:01:23
Us. So that's working out real well. 01:01:26
Other than that. 01:01:31
Time of year. 01:01:32
Like, like Chris was talking about, you know, the homeless camps, all that stuff. 01:01:34
This is where we start seeing the fires and the Batman homes and stuff like that. 01:01:38
One of the things I wanted to. 01:01:43
To state to the community is a. 01:01:44
Get your wood burning. 01:01:47
Person, you were burning stove at your home for heat. 01:01:49
Make sure you get those. 01:01:52
Those those pipes clean before you get them started because those are what started the fires. 01:01:54
If you don't clean them properly, so. 01:02:01
It's just that time of year we we always have a. 01:02:03
You know, wanted to. 01:02:05
Fires that start from a wood stove, so. 01:02:07
Make sure you guys get on that, clean that. 01:02:10
Other than that, we're, we're, we're doing good guys are doing a little well and. 01:02:13
Any questions? 01:02:19
Customer a new truck. 01:02:20
Is there a newer like? 01:02:23
It's one of our engines. 01:02:24
No the like a. 01:02:26
Forward or something I seen. Oh, the new command unit. Yes, yes, that's what it's called. 01:02:28
Some good truck. 01:02:33
Yeah, my old truck was. 01:02:34
About had it it's he got jealous of the Magdalena firefighter Fire Chief. He had to get a bigger truck than him. 01:02:36
No, but I, we need a new truck. The truck that I did have, we we passed it on to the rodeo ground. So they're using that. 01:02:45
So but we need it was a 2012 and it was. 01:02:51
That's pretty old so I just seen it. I was here today picking up my packet. 01:02:55
Look, they're looking truck, I'm just curious so. 01:02:59
So with that being said, yeah, everything's good. We've got personnel, staff is good. 01:03:01
Next year, this time, we'll probably be applying for another grant, probably for another fire truck. 01:03:06
And it's about that time. 01:03:10
To replace one of our. 01:03:12
They're not cheap. 01:03:14
No, they're not. Actually, you're talking. 01:03:15
$700,000 at least. 01:03:17
Well, thank you, Chief. 01:03:20
Thank you. 01:03:22
Antibiotic, nobody else. 01:03:23
We have all the business. 01:03:27
New business, I mean. 01:03:29
New business. 01:03:30
Just to let you know we're going to be settling up with the Co-op, I'll give you a more. 01:03:31
Detailed accounting. 01:03:36
Next month. 01:03:38
And tech is also settling up. 01:03:40
So we're going to get this. 01:03:42
Wrapped up with the. 01:03:44
A lot of. 01:03:46
The new information is coming out as to. 01:03:47
And we will. 01:03:51
Once we get that. 01:03:52
Out after mediation, we'll be able to make that. 01:03:55
Make that official. 01:03:59
And business? 01:04:02
No good business. 01:04:06
We have personnel matters. 01:04:08
And they say we have. 01:04:11
Mikhail Aragon. 01:04:13
AMT firefighter. 01:04:15
And Jose Martinez. 01:04:17
Tweet's resignation. 01:04:19
Mr. Mayor, you have a question. 01:04:21
I'll make a motion to approve the personnel changes, as read. 01:04:25
Second moved and seconded discussion. 01:04:28
All in favor, aye? 01:04:30
Here we go with the. 01:04:32
Business, uh. 01:04:33
I skipped executive session Marianne. 01:04:35
I was going to correct you, but if you went too fast I'm sorry I would have brought it up. 01:04:38
But I see everything out here in public I don't. 01:04:43
Mind, we don't have any secrets. 01:04:46
Anyway, so we've got the special education excellence and inclusion out of town. 01:04:49
We have powerhouse retail services. 01:04:53
Crowley, TX. 01:04:56
El Cazador Lounge. 01:04:57
Where is that? 01:05:00
I believe it's going to see what they say. 01:05:00
Score what? 01:05:04
Oh, look at that. 01:05:07
This is Israel. 01:05:08
Non-alcoholic drinks. 01:05:10
And Los Marios Mexican food. 01:05:12
This is a restaurant at. 01:05:15
10/01. 01:05:17
Most pictures they're changing hands. 01:05:19
Who? 01:05:21
All those vectors OK. 01:05:24
And then we have Cuisine de Monde. 01:05:26
Wow, where's that restaurant? We've got 3 restaurants. 01:05:29
512 N. 01:05:33
On the South side of Napa that. 01:05:34
About the house. 01:05:37
On the South side of Napa. 01:05:42
A brand new big house. 01:05:45
Well, that big brown house. 01:05:47
What kind of food is it? 01:05:54
I He said he was still playing with different ideas. 01:05:57
He was looking for cycles in the. 01:06:03
OK. And you know Baca House is RG chicken now? 01:06:05
So there you go. 01:06:11
All right, that's our. 01:06:12
Businesses, yeah. 01:06:13
Mr. Smith. 01:06:14
Cartridge. 01:06:15
Make a motion to approve the business registrations as. 01:06:16
I second seconded discussion all in favor. 01:06:19
Aye, that's getting November 4th after the election. 01:06:22
That's the day, that's the day of it. 01:06:26
Yeah, Tuesday, yeah, I was going to see if we can. 01:06:30
With just postponing. 01:06:34
Till that Wednesday, cancel it. 01:06:36
I don't see what we need to do. 01:06:39
At this point, we don't have anything on the agenda. 01:06:41
But it took the council's request. We can do whatever they want. Ruby and I and Val will be at the. 01:06:44
Infrastructure Conference. 01:06:49
That week so. 01:06:51
We won't be here. 01:06:53
Let's just make it a. 01:06:54
Two weeks after. 01:06:56
It'll kind of be a riot or something anyway that next day. 01:06:57
No. 01:07:02
We don't know what's gonna happen. 01:07:04
That's it. The 18th you have been. You have been treated to a City Council meeting. 01:07:07
Thank you again for coming. 01:07:13
