Most people know the Camino Real has been a significant part of New Mexico's history since the late 1500s. 00:27:34
And there's a lot of. 00:27:41
Interest in the Camino Real. 00:27:43
By the state and stuff some time ago. 00:27:45
Unfortunately, it kind of crashed and burned. 00:27:49
And the National Historic Trails, which is part of the National Park Service. 00:27:52
Has this program where they want to mark the trail. 00:27:58
It's exactly where it was. 00:28:01
Unfortunately, not too many people know where it is. 00:28:03
And I've. 00:28:06
Mapped it in the 1980s. 00:28:08
And then again in the 1990s with GPS. And then again lately with my drone. 00:28:11
Video and the National Historic Trails has finally decided to contact. 00:28:17
The local authorities to try to get these signs up. 00:28:24
And this actually started about 6-7 years ago and it got interrupted by. 00:28:27
Budget cuts and COVID and global warming and I don't know what well. 00:28:33
And so we. 00:28:38

Approached the city and the county about this. 00:28:40
And a lot of work is going on behind the scenes, so I. 00:28:44
Kind of felt compelled to spend a few moments to kind of bring. 00:28:47

The county and the city has signed off on the. 00:28:58
Program in which the National Historic Trails will be placing some Rd. signs. 00:29:01
Both in the city of Socorro and the county roads. 00:29:06
Dominantly the Boscocito Rd. because that's the Camino real. 00:29:10
On the West, the east side of the river. 00:29:14
And I think. 00:29:17
You've been given a map I think of for. 00:29:22
Will be located. 00:29:25
National Historic Trails started off with 14 Rd. signs in the coral. 00:29:26
And we kind of thought that was a little overkill. 00:29:31

Hwy. 1 coming up from San Antonio is. 00:29:43
Basically the Camino real. 00:29:47
And then the Bhaskar Central Rd. 00:29:49

To pass the church. 00:29:57
And our El Camino Real Rd. is indeed the Camino real. 00:29:58
And then it kind of swerved over. 00:30:03
To Pavito Point, and that's of course the Escondido Rd. that goes to Lemotar. 00:30:06
So a lot of it is actually now paved roads or. 00:30:11
At least maintain dirt roads. 00:30:15
So we kind of felt like. 00:30:18
We didn't need 14 signs to tell Socorro ones. 00:30:20
Where the communal reality is. I think once you're on communal reality, you see a sign. 00:30:25

They were asking me because I told him I'd been the City Council meeting and they said, well, if you eliminate the Municipal 00:38:33

And I said, well. 00:38:43
I said that one of the comments. 00:38:44
Was the one that you had made about. 00:38:46
The Municipal Court is. 00:38:49

And the problems that Socorro has had in the past, like the dogs or weeds or the kinds of things that. 00:38:54
You know you've tried to. 00:39:03
The city has tried to change. 00:39:04
And my question, I have one question about if it. 00:39:06

They can give greater fines or more. 00:39:15

What I would pledge is to use that money to get another code enforcement. 00:41:19

We could help almost refrigerate the. 00:41:28
Clean people's places up. 00:41:30
That a lot of people just can't do it. They're just poor. 00:41:32
They don't have the equipment. 00:41:35
And this stuff is accrued over 5060 years of families changing homes. 00:41:36
So it gets to be cars, gets to be junk. 00:41:41

Do that with somebody dedicated every day to help. 00:41:47

minute. But we've taken that activity and translated that into facility needs and come up with different alternative layouts for 01:43:10
the future of the airport and then. 01:43:15
The final phase is kind of bringing all that together for a recommended development concept and then. 01:43:19
Helping with the development of that capital program, so. 01:43:24
We're over on the far right hand side of the screen that you see. We're in the. 01:43:27
Approval process the airport layout plan drawing set or that ALP. 01:43:31
Has been coordinated with the Federal Aviation Administration and the New Mexico Department of Transportation Aviation Division. 01:43:36
It's currently under review. 01:43:40
The importance of that AOP is anytime the city wants to pursue grant funding assistance through the FAA or the state. 01:43:44
Those projects need to show up on that ALP. 01:43:51
So, as a part of this study. 01:43:53
We have updated that AOP, which has been several years old, to incorporate some of these new projects and then we'll be. 01:43:55
Looking to get FAA approval on that ALP here, hopefully in the coming weeks. 01:44:01

This is one of two things that is submitted to the FAA. 01:44:40
And so essentially we created a chapter that looked at the potential operations in these aircraft at the airport. 01:44:45
In this chapter, we looked at identifying the critical aircraft for each runway at. 01:44:53
Sakura Municipal Air. 01:44:59
From there. 01:45:02
He looked at outlining a variety of projects that would be both safety related and demand driven and what that could look like and 01:45:03
that really. 01:45:07
Was the creation of our recommended development concept, which we'll talk about later in the presentation. 01:45:12
Then we moved into the capital improvement program. 01:45:19
Which really took those projects that are outlined in the recommended development concept. 01:45:23
And prioritize them in. 01:45:27
As well as provided cost estimates and funding. 01:45:30
Breakdowns for each individual. 01:45:33
And project and ultimately this led to the culmination. 01:45:36
Of the airport layout plan and this is the final piece. 01:45:40
That is submitted to the FAA and was ultimately. 01:45:45
Ultimately submitted in late July. 01:45:48

As mentioned previously, one of our primary goals was to create forecasts for the airport. 01:45:54
And if you look at the screen, you'll notice that we did a base year of 2023. 01:46:01
And we mapped out a 20 year planning horizon. 01:46:08

Modest growth in both. 01:46:14
Based aircraft as well as your. 01:46:16
Annual operations, so. 01:46:19
What we're really seeing here is there's. 01:46:23
Pretty steady, consistent growth. 01:46:26
In the single engine aircraft. 01:46:28
As well as the introduction of turboprops. 01:46:31
And jets, later on in your planning horizon. 01:46:34
And so we get. 01:46:37
A increase of. 01:46:39
10 aircraft that are based at the airport. 01:46:41
Over that 20 year period. 01:46:43
As far as annual operations, we derive this. 01:46:45
From what? 01:46:50
Is called the Terminal Area Forecast. 01:46:50
This is something that the FAA puts out. 01:46:53
We looked at what they had put out for support and. 01:46:55
Municipal Airport. 01:46:59
And then calculated what we thought would be a. 01:47:00
Realistic forecasts for the airport in that 20 year planning period. 01:47:04
And so we start with four 600 operations and steadily grow to 6200. 01:47:08
In that 20 year. 01:47:14
And so forecasts were submitted to the FAA and they have been approved as of last August. 01:47:16
All right. So the second main component of your forecast chapter is a critical aircraft determination. 01:47:25
We did this for both runways at Sapporo. 01:47:33
And essentially we. 01:47:36
Looked at. 01:47:39
What is the most demanding? 01:47:40
Aircraft that makes regular use of the airport. 01:47:43
And from that? 01:47:47
We were able to identify the. 01:47:48
Aircraft you see on the screen. 01:47:52
And so essentially, this is extremely important when you're thinking through planning design standards. 01:47:53
Because from those aircraft we then. 01:47:59
Are able to figure out what type of aircraft group they're in. 01:48:02
And we were able to identify a runway design code. 01:48:05
Which ultimately led to us setting. 01:48:10
Planning. 01:48:16
Standard for the long term planning period. 01:48:17
All right, So what you see on the screen is the. 01:48:23
Recommended development concept. This is essentially the. 01:48:27
Culmination of the various projects we thought. 01:48:31
And could be outlined over this long term planning period. 01:48:34

Were related to safety and so you'll see there's. 01:48:42
Clearing and grading of safety areas such as the runway safety area, the runway object free area. 01:48:46

Land or. 01:49:01
Either obtaining an easement and your runway protection zones that are associated. 01:49:02

There were some demand driven projects that were put on this exhibit. 01:49:09
As well as. 01:49:14
Some parcels of land on the eastern side of the airport that have been slated. 01:49:16
For the potential for non aeronautical use as well as an aviation. 01:49:20

So from those projects, we then developed a capital. 01:49:29
Improvement program and this is really important because the study itself. 01:49:34
Is supposed to be. 01:49:38
A living document. This is something that we want. 01:49:40
The airport and the airport sponsor to be able to go back to and reference for guidance on. 01:49:43
Things that they can program into their. 01:49:48
Budget on an annual basis and so. 01:49:51
That was the intent of this capital improvement program. 01:49:54
And we split it up into three different phases. 01:49:57
The first of which is the short term planning phase. 01:50:01
This accounts for your next five years of projects. 01:50:04

And essentially. 01:50:12
Is related to safety related issues and projects that we thought. 01:50:14
Would have higher chances of funding eligible. 01:50:19
Based off of. 01:50:22
Various inputs and so. 01:50:23

Some mitigating points for direct access issues. 01:50:33
As well as pulling back runway thresholds. 01:50:37
To eliminate taxiway lead in to runway pavement. 01:50:39

Constructing jet A fuel storage currently the airport only has 100 low lead fuel and so. 01:51:01
This would be constructed with the idea of diversifying. 01:51:08
Fuel held at the airport. 01:51:13
You'll notice that there's some green pavement area this is. 01:51:15
With the shown with the intent of constructing taxi names. 01:51:20
As well as aprons. 01:51:25
So that they can later serve. 01:51:26
For a future hangar development. 01:51:28
And then lastly. 01:51:30
We have the long term. 01:51:32
CIP Phase. 01:51:35
And this really focuses on the idea of a runway extension. 01:51:37
And so you'll notice that a lot of the projects that are highlighted. 01:51:43
Here are associated. 01:51:46
With the idea of extending runway 15. 01:51:48
And what different improvements would look like if that were to happen? 01:51:51
And something that I'd like to drive home is this is a point in time analysis. 01:51:56
We understand that priorities can and will change. 01:52:01
So again, this is just. 01:52:05
Meant to be used as guidance for the airport. It's not meant to tell them. 01:52:06
When to program certain projects during certain fiscal years? That is up to the airport's discretion and. 01:52:11
So here you'll see cost totals as part of the capital improvement program. 01:52:21
Mosen Corbin provided us with cost estimates. 01:52:27
And we then looked at the funding breakdown. 01:52:30
So you'll notice for. 01:52:34
All the projects combined. 01:52:35
It's about a 16.9 million total cost. 01:52:38
Of which the federal share would be accounted for 14.1 million. 01:52:42
And the airport. 01:52:47
A sponsor would be held accountable for over. 01:52:49

The airport layout drawing is one piece of the. 01:52:59
Overall airport layout planning set. 01:53:03
And this is really the bread and butter of your study. 01:53:06
It is the technical drawing of a recommended development concept. 01:53:09
It's ultimately what is submitted to the FAA for their approval. 01:53:14
And essentially this is super important. 01:53:19
For airports to update. 01:53:21
Every 7 to 10 years because you want. 01:53:23
Projects on there to be eligible for federal funding. 01:53:25
And so it's really a way for the airport to prepare in advance. 01:53:29
For various projects that they might want to integrate onto the airport reconstruct in the long term. 01:53:34

So as far as next steps we have taken. 01:53:44
The study for the Council for potential approval. 01:53:48
We also still need to obtain the ALP. 01:53:52
Airport layout plan drawings that approval from the FAA but as. 01:53:56

Once this plan has been approved and is in place. 01:54:07
It is up to the airport and their sponsor, in this case, the city. 01:54:11
To go through their annual budget and figure out where they can start programming. 01:54:15

Exclude that property out from. At this time, it's not designated. It has not. 01:55:33
No, that does not come out of the airport study. We're gonna do that. 01:55:38
We've had meetings before, I think, Donald, we've had meetings with your FAA program manager, Sarah Young about excluding that 01:55:43
piece of land. 01:55:47
And getting that long term lease and so that now is? 01:55:52
Between the city and the FAA. 01:55:55

Earlier this year. 01:55:59

But we met with the FAA because they said we could cut out that piece of plant. They said they don't do that anymore, they just 01:56:02

I mean, let's say UPS or some other shipping company wanted to come in there. 01:56:14
And expand. We have a little UPS station there. 01:56:17
And they wanted a bigger piece of land to be able to. 01:56:21
You know, so we'd have to then request from an FAA to. 01:56:23
Approve that, Yeah, Mr. Mayor, the first step in that process is. 01:56:27
Getting it on the ALP. 01:56:31
And that's what this study that's what I'm asking it is on the draft LP that is being that has been submitted to the FA for review 01:56:32

So there's no airport traffic control tower at the airport. So we had to use FAA forecasting as a baseline for the study. That's 01:59:47
where we came up with the 4600 operations. 01:59:52
Those account for general aviation activity. 01:59:58
As well as their taxi. 02:00:01
The air medical flights and things like that would be included in that number. 02:00:02
And then we provided forecasting out over the next 20 years that could accommodate that. 02:00:06
The military is a little different. 02:00:11
The information that we were able to glean from the FAA does not. 02:00:13

And quite frankly, a study such as this. 02:00:18

The military activity wouldn't make those projects eligible anyway because the FAA doesn't fund other federal lines of business. 02:00:23

Aerial firefighting would be one of those. So you could account for that in the increased operations. We're showing an overall 02:01:09
increase in activity at the airport over the next 20 years and a lot of that can account for some of those specialty operations 02:01:13

Air medical, air taxi, things such as that. 02:01:22
Airport, Santa Fe and all the others that have. We had all of the Super scoopers in the world. 02:01:25
