Oh, please, Mayor Basket here. 00:00:00
Councillor Travis Lopez. 00:00:02
Here, Councillor Dean. 00:00:04
Councillor Fleming. 00:00:06
Councillor Ocampo. 00:00:08
Councillor O'gin. 00:00:11
There, Councillor Partridge. 00:00:12
Here, Councillor Romero. 00:00:14
Councillor Salome. 00:00:16
We do have a quorum. 00:00:17
Mr. Mayor. 00:00:36
Move to 2nd to discussion. 00:00:38
All in favor. 00:00:43
All right. 00:00:44
And the. 00:00:46
Well, who's next? 00:00:50
Public form. 00:00:52
Consent agenda too. 00:00:54
Budget resolution. 00:00:59
No ladies first. 00:01:07
Craft on Weekends was a resounding success. Thank you so much to the city for all the help. 00:01:22
I am particularly in charge of the youth. 00:01:29
For community effort, we have over 65 volunteers the city tech. 00:01:31
Many businesses come together to make this happen for the kids in our community. 00:01:36
A couple of items on this report that I passed out to you. Healthy kids provided fruit and water. Yeah. Captain Louis Travis did 00:01:40
an outstanding job of organizing the city police, that is. 00:01:46
Always, always, always. 00:01:52
The thing that keeps me up at night? Kids safety on the bike course and I don't. 00:01:54
Worry nearly as much, and Captain Chavez is in charge. 00:01:58
So I just really am grateful for the city support on that front. 00:02:02
And EMS was great. They were everywhere I needed them to be. Thankfully we didn't act. 00:02:06
Actually need them, but I like to know that they're there. 00:02:10
It's actually required as part of our USA Triathlon sanction to. 00:02:13
Kids received a bunch of free goodies. 00:02:18
I had such great volunteers. This year we had 37 participants, which was a little bit low. 00:02:20
Compared to the last few years since Covad, I attribute that to the fact that it was. 00:02:27
A school day here in Sapporo. My local numbers in particular were just a little bit lower than usual. 00:02:31
It's something that I. 00:02:37
Want to remedy anything? Maybe I need to lobby to get that Friday off. 00:02:39
On the school calendar next year, I'll be paying attention. 00:02:42
But anyway, the kids who showed up had a great time, the parents were super pleased and we had a number of families come down 00:02:46
from. 00:02:48
So 37 total participants, 40% were from Socorro County. 00:02:51
Almost 60% were past participants who've come to Sapporo, OR. 00:02:57
Are in Superman, have done it before and so. 00:03:02
It's typically our best recruiting tactic is. 00:03:05
Word of mouth and kids who've done it before and tell their friends or their family and everything with. 00:03:07
So again. 00:03:11
Just a big thank you to the city for all the support. 00:03:13
I love this event, I'm going to keep doing it as long as possible. 00:03:17
As long as it's practical so my kids age out at least. 00:03:21
So I know that when we see. 00:03:24
Is here to talk about the adult triathlon. 00:03:27
That's OK if you pay. 00:03:29
Well, first of all, thank you for all the work you do. 00:03:30
As a volunteer, I know you're. 00:03:35
Are into it and that's that's what we need is people that are really. 00:03:37
Passionate about running and. 00:03:40
Thank you, thank you for your work that you, but my passion doesn't go very far if I don't have the help. 00:03:41
Of the community too, so it is a. 00:03:46
Definitely a joint effort. 00:03:48
So thank you. 00:03:50
Hey, I'm the director for the. 00:03:55
Out of triathlon? 00:03:58
I'll send you a. 00:03:59
Bring copy of the report so you guys can see the numbers for. 00:04:01
This was the second year we host the state championship. 00:04:04
Next year where I only send applications so we can host the state championship again. 00:04:07
That attract a lot of people and puts, you know, a good highlight in Socorro. 00:04:12
And I'd say like. 00:04:16
It would not be possible without the support of. 00:04:17
The theory under the first of the first responders like this. 00:04:19
Something that we require to do and you know it keeps all the participants. 00:04:24
Faith We had around 200 volunteers. 00:04:28
Many of those were from Sapporo. 00:04:31
And seventy of those from from Albuquerque. 00:04:34
But the rails are coming from like El Paso. 00:04:38
Colorado. 00:04:41
Places agree for that they need to come and stay in our hotel because they need to drive from far. 00:04:44
So here again, thank you for the support. 00:04:48
I emailed you a. 00:04:51
Report by the end of the week. 00:04:54
Thank you. Thank you for your effort. Also thank you. 00:04:56
Comments. 00:05:00
OK, Mr. Robin. 00:05:05
Good evening. 00:05:11
I'm here to report on our progress for Scott County Prevention Coalition. 00:05:14
And I'm gonna report on the data that we've collected from the New Mexico Community Survey and the students of the Strategies for 00:05:18
Success survey. 00:05:22
The Mexican Community Survey is the survey that we collect. 00:05:27
In March, April. 00:05:30
And we collect that through online service surveying and also at Walmart doing a face to face collections. 00:05:32
And then Strategy Success Survey is a survey that we administer to students at the middle school. 00:05:39
And at the high school? 00:05:46
And we collect that data and utilize that data to help drive some of our programs. 00:05:47
Not only for our programs, but for scopes programs for the score county juvenile justice programs and other programs that are. 00:05:51
In the state and in this area. 00:05:59
I provided you a packet and I'm just going to hit the highlight points. 00:06:02
And then that has data. 00:06:05
That you can also. 00:06:07
See the breakdown over the years. 00:06:09
One area that I would like to kind of mention was. 00:06:13
In the New Mexico Community Survey, it identifies the adults report an increase. 00:06:16
In providing alcohol to minors. 00:06:22
It went from a 4.3% to a 4.5%. And again, this is all anonymous, but this is adults saying that they are giving. 00:06:24
To combiners. 00:06:33
You can contribute that also. We had an increase in. 00:06:35
Participants from the previous year. 00:06:39
To this year. 00:06:41
And so we've seen that increase each year. And so you'll see that data kind of. 00:06:42
Jump up and down just a little bit in our various questions that we ask. 00:06:46
And so I'm kind of. 00:06:49
And it's only about a. 00:06:51
A .2% difference. 00:06:53
From last year's data to this year's data. So that could be. 00:06:55
Or that data makes a little bit of changes because there isn't. 00:06:59
An increase in participation. 00:07:02
In the survey. 00:07:04
Perceptions of alcohol use hurts the community financially. Continues to show a decrease. 00:07:08
From 66.5% to 65. 00:07:13
.9%. 00:07:16
And what that means is the communities. 00:07:18
Identifying that they don't see a. 00:07:20
Relationship between alcohol use and impacting the community. 00:07:23
As we know, we've seen some incidences where that did happen. Last year we had the the vehicle drive into. 00:07:28
What used to be the bar? 00:07:34
Plumbing and heating and the automotive. 00:07:36
Drove right into the buildings. 00:07:39
And that individual had been drinking, so those type of things. 00:07:41
I don't know if they're relaying that. 00:07:44
As far as impacted community out but. 00:07:45
I see that as an impact to the community and so. 00:07:48
We are going to try and do a. 00:07:51
Good job of it. 00:07:54
Informing the community through our advertisement. 00:07:55
At the movie theaters and through our advertisement online. 00:07:58
And when we hand out our informational bags. 00:08:01
To kind of explain what? 00:08:04
Impact the community is and see if we can help under the community understand. 00:08:05
How that impact is happening through? 00:08:10
Things such as that and other entities. 00:08:13
Umm next data point is current drinking umm. 00:08:15
Adults and individuals have filled out the New Mexico Community survey or identifying that. 00:08:20
There has been a decrease. 00:08:25
Continuing decrease, it went from 58.4. 00:08:27
4% to 48.4 on 3%. 00:08:29
That's a huge increase. 00:08:32
And people identifying that they're drinking. 00:08:34
And again. 00:08:36
We had an increase in number of participants. 00:08:37
So that shows that we've got a good representation that we're starting to see decrease in alcohol use in in the community as a 00:08:39
whole. 00:08:43
Perception of ease of teenage access to alcohol in the community. 00:08:49
Continues to show a decrease. 00:08:53
Last year was 82.8%. This year the community identified that they feel like. 00:08:56
And they have less opportunity to receive alcohol. Is that 79.2%? So we're still seeing that decline which? 00:09:02
That number we want to see go further down. 00:09:08
We want to see it drop even more, but. 00:09:11
79.79 point 2% isn't bad. 00:09:13
And then significant decrease in public. 00:09:17
Perception regarding the arrest of adults providing alcohol to. 00:09:19
Minus that was a decrease or actually should be perception should be an increase. 00:09:23
From 43.1% to 60.1%. 00:09:30
So we more people are identifying that they're seeing that. 00:09:33
Areas of possibility that. 00:09:37
If you provide alcohol to a minor that. 00:09:39
You're going to have some type of consequence. 00:09:41
And so we're hoping that we can continue to see that number grow. 00:09:43
More highlights from the Mexican Community survey. 00:09:48
Perceived risk of harm associated with misuse prescription drugs. 00:09:51
Showed an increase. 00:09:55
Went to 93.4%. 00:09:57
Reported harm of perception painkillers decreased among adults. 00:10:00
To a low of 3.6%. 00:10:05
Reported locking of painkillers increased. 00:10:08
Among parents from 61% to 64.3%. 00:10:12
And prevalence of receiving painkillers increased from 16.8%. 00:10:17
To 21.9%. 00:10:23
Number going in the wrong direction, a lot of people identifying that they're receiving more painkillers. 00:10:25
Again, we have to contribute some of that to the increased number of participants. 00:10:30
In that number slightly increasing. 00:10:36
And then increase in survey, this number, I really like to see continue to go up and we've seen this number go up as we started 00:10:39
to. 00:10:42
You know, ask these questions. 00:10:47
Since me and Joel took over at SCPC. 00:10:49
We're last year we had 224 participants. 00:10:53
This year we had 267 participants. 00:10:56
Participating in the survey. 00:10:59
Our goal was to hit around 300. 00:11:01
Our overall goal is to get over what we had last year participating. 00:11:03
We reach that. 00:11:07
Our high end objective was to get around 300. 00:11:08
We got close to it. 00:11:12
We want to thank Socorro County for the juvenile justice probation on board. 00:11:14
For helping us with meeting those increasing numbers, they provided some incentives in order to for us to hand out incentives in 00:11:19
order for as part people participated. 00:11:24
So I want to thank them. 00:11:29
We also want to thank the capacity fraternity who again once again this year, helped us out. 00:11:30
From Mexico Tech. 00:11:36
Help us in collecting data. 00:11:37
They collected data with us at Walmart. At Walmart, they also helped collect data on campus. 00:11:39
They went from dorm room to dorm room handing out Donuts. 00:11:45
As they asked participants to complete the survey. 00:11:49
Next year we have a plan to do an activity on campus as long as it gets approved. 00:11:52
We collect just a campus day where we can collect some data as well. 00:11:57
To try and get some of that data and then again our Walmart collections. 00:12:01
I want to jump to the SFS which is a strategy. 00:12:06
Success Survey. 00:12:09
This is the data we collect from students. 00:12:10
Issaquah. 00:12:14
By high school students was reported to be 16.6%. 00:12:16
That's about steady for what it's been. 00:12:21
From previous year. 00:12:23
Marijuana use decreased according to middle school representation. 00:12:25
Last year was at 81, eight point 1%. This year it was represented at 2.9%. 00:12:30
I do want to put the caveat that we have had a decrease in number of participants. 00:12:37
From middle school, High school. 00:12:41
Participating partly was due to enrollment. Our enrollment numbers at both the middle school and high school are down. 00:12:44
But also overall participation as far as getting them to complete. 00:12:49
Survey. So we have some ideas on how we can hopefully get them to complete the survey next year as well and increase those 00:12:53
numbers. 00:12:57
Students continue to identify resilience factors such as wanting to take care of their health and. 00:13:02
Affect the future plans. There's a reason not to drinking. 00:13:07
Or use of other substances. 00:13:11
Is a continuing reason why they're not using. 00:13:13
And then other data. Students generally believe 90%. 00:13:18
Or greater, that their parents think it is wrong. 00:13:22
For them to use alcohol, marijuana and E cigarettes which is a strong. 00:13:25
Protect the factor. 00:13:30
Perception of harm for using low substances continues to increase among middle school youth. 00:13:31
So they're understanding each thing of substances is a. 00:13:37
A detriment and it is harmful. 00:13:40
And then pass to your sadness and openness, hopelessness and suicidal. I didn't. 00:13:42
Ideation and continues to show a decrease both in the middle of. 00:13:47
The other things I want to print out. 00:13:53
Is uh. 00:13:56
We continue to do the Touch My breath at the middle school and high school we are in talks with. 00:13:58
The charter school. 00:14:02
Cottonwood Guy to provide a presentation at Cottonwood Valley. 00:14:04
We just need to set a date with them. 00:14:08
And then still waiting to get back from Magdalena about providing a. 00:14:10
A presentation for the middle school high school at Magdalena so we can reach their students as well and help provide them 00:14:15
information about the harm of vaping. 00:14:19
As a. 00:14:24
Relates to the body. 00:14:26
Any questions? 00:14:28
Thank you, Chris. Thank you very much. 00:14:34
Thank you. 00:14:36
But. 00:14:40
Former mayor and City Council members, my name is Peter Otero. 00:14:44
I requested some time today to talk about the project. 00:14:48
That is uh, uh. 00:14:51
Happening up on Evergreen. 00:14:53
The wastewater. 00:14:54
Drainage system. 00:14:56
The concern that I'm bringing to the table. 00:14:59
His statement? 00:15:01
I got 4 up on that road. 00:15:03
You know I. 00:15:06
I have been pretty happy for the community up there to. 00:15:07
Be able to get sewage and sold and stuff. 00:15:10
But as we proceeded through this. 00:15:13
Project uh. 00:15:15
The roads have been a nightmare. 00:15:16
The management. 00:15:18
Construction has been pretty rough. 00:15:20
Umm. 00:15:22
Cycle because. 00:15:26
They went directing traffic by. They sent me through the weeds. 00:15:27
OK, I. 00:15:31
Willing to be patient and I'm, you know. 00:15:34
Happy to see this through for a year or however long it's going to take to get to the end. 00:15:39
I want to know that the city is actually planning on repeating that road. 00:15:44
I talked to your project manager. 00:15:48
Like a week or two ago. 00:15:51
He explained to me that the city ran out of money. 00:15:53
For the materials finished plumbing that road. 00:15:56
And I'm sorry to say that again. 00:15:59
So the project manager. 00:16:02
Said that the reason you guys are selling right now? 00:16:04
Versus repaving. 00:16:08
Is because funds ran out. 00:16:10
To get all the pipes and stuff that you need. 00:16:13
Finish the drainage. 00:16:15
Something like. 00:16:17
And you guys are going to have to dig it up again. 00:16:18
And get the money for. 00:16:21
That's the project manager. 00:16:22
The contracting firm or. 00:16:24
Lloyd and I told you that. 00:16:26
I don't know this. 00:16:28
And he said. 00:16:31
Yeah, we. 00:16:32
Want to repave that road? 00:16:33
But we're not gonna. 00:16:36
Pay that right now having to dig it up. 00:16:37
In the future. 00:16:40
For the additional pipes, right? 00:16:41
Well, I don't want. 00:16:43
Evergreen to be put. 00:16:44
On the back burner. 00:16:46
As far as getting that road repaved? 00:16:47
I would really hate to see it turn into someday. 00:16:50
That then turns into never. 00:16:53
And so I was hoping that you guys might be. 00:16:55
Provide me with information on. 00:16:58
Yeah. 00:17:00
Ruby is not here. 00:17:03
Oh, Ruby, that's the first time I heard the Lord didn't mention that to me. 00:17:05
I had not either, so I'll have to recheck with Lloyd on that. 00:17:18
And he's not. He's away on vacation until tomorrow. 00:17:23
But I will check and I haven't contact you. You live out that way. 00:17:26
Because I've had, I've had multiple complaints. There's no question about people damaging the, you know, the road and. 00:17:30
People's mailboxes are being pushed down by. 00:17:36
Gravel and so forth. 00:17:38
But you know, we spent. 00:17:40
What 15,000,000? 00:17:42
10 million for that project just for that area, so. 00:17:46
But uh. 00:17:49
I'll get back with you. I was under the impression the road's gonna be repaved. 00:17:50
That's what I am hoping for. Did you talk to him just recently or? 00:17:54
It was like 2 weeks ago. 00:17:58
I can't win that. You guys were just gonna jump seal that. We'll have a talk with them. 00:18:00
OK, make sure. 00:18:05
Contact. I'm going to ask him to contact everybody down there to let them know what the projects about. 00:18:06
OK. That that would be helpful and like if we could just get. 00:18:12
Timeline and some assurance that will actually be repaid. We flood out there a lot. 00:18:14
From the Mesa and chip sales, not going to stand out. 00:18:20
Water and stuff so. 00:18:24
I think, I think something we have to look at Donald. 00:18:25
And I was on Ruby. I hadn't heard that there was shortfall on. 00:18:29
I'm finishing the project. 00:18:33
Is that something about meeting another 3,000,000 bucks for let me. I'll probably have some answers by the end of the meeting, so 00:18:43
I'm gonna. 00:18:46
Extra. 00:18:50
OK, OK. Yeah. I just, I want to bring some attention to it, make sure it doesn't. 00:18:51
Get forgotten. 00:18:55
And you know, I guess if we have to come back to this in the future, I'll. 00:18:57
Make sure to. 00:19:01
Have a team of neighbors and pitchboards and torches and all that. 00:19:02
Well, we can always take the sewer out. 00:19:07
Not even gonna get the Superman. I just want to say that everybody in the city is born the. 00:19:09
Cost of that, we're getting this sewer up there. So you know, I think there's got to be a little give and take there. But I think 00:19:15
you're right about the pavement. I think it needs to be repaid. 00:19:19
But. 00:19:24
You know, there's a little bit of. 00:19:26
Pain when we grow. 00:19:28
What's going to happen up there? Anybody that has less than 3/4 of an acre? 00:19:31
Is not going to be able to get a septic tank. 00:19:34
And so your land and your house. 00:19:37
Won't be able to have. 00:19:41
Sewer if we don't have the sewer. 00:19:42
System. 00:19:45
Because that's the last part of the sword. 00:19:46
And the city we've been all through, it's been. 00:19:47
$60 million project. 00:19:51
Over the last 15 years. 00:19:53
But that's that's part of it. So that's. 00:19:55
But I'm going to text him right now about that. I'll sit here and wait just in case you actually break into the meeting and. 00:19:57
I will do that, but I appreciate you coming by. 00:20:07
Yeah. Yes, Sir. Yes, Sir. 00:20:09
Three more meter, 1 watery. 00:20:23
Turn down the background. 00:20:28
But we don't need water. 00:20:31
The. 00:20:34
It might be a separate. 00:20:41
Issue, but I'm not sure about the. 00:20:42
The water project out there, I think. 00:20:45
Really. We've asked for monies from the. 00:20:46
Federal Representatives for Water Project. 00:20:50
But that area I didn't. 00:20:55
I didn't realize. The only thought I know about is up there. Is that the? 00:20:57
The tank. 00:21:01
And the water pressure. 00:21:02
As low out of where you're at because the tank elevation. 00:21:03
And the elevation of the city, but that elevation. 00:21:07
And then we put booster pumps in there is going to cause more problems. 00:21:10
Stream. So that's that's been the problem there with the. 00:21:13
For the pressure. 00:21:16
And Mr. Mayor. 00:21:18
Senator Heinrich's office contacted me yesterday. 00:21:19
And uh. 00:21:23
The water tank project. 00:21:25
For lack of a better phrase, Leach line project. 00:21:27
As many again through the first step of the. 00:21:30
Federal budget so. 00:21:33
Fingers crossed that it keeps moving forward. 00:21:35
Noted. I just. 00:21:44
I think he's in. 00:21:47
Laughlin or Las Vegas or something but. 00:21:48
He better get away from the slot. 00:21:50
Otherwise, I'll call him and put him on the air. 00:21:53
So anyway, thank you for bringing that up and the wire. 00:21:56
I'll look into the water thing. I'm not sure about the. 00:22:00
About the line. 00:22:04
OK, well here's the answer. 00:22:07
Well, a minute. 00:22:13
It is. 00:22:15
Or his answer was no, but I don't know what what the no was for. 00:22:18
And, Mr. Mayor, just one other point. 00:22:24
And as a matter of fact, the. 00:22:26
Ordinance for. 00:22:28
Publications on the agenda later, but. 00:22:30
This source of funding for this project doesn't include roads, and it doesn't include water. It's only wastewater. 00:22:33
Are we paving it? 00:22:40
We've got a lot of Rd. projects, but every year we apply through the dot for three separate. 00:22:49
Funding sources the math Local Government Growth Fund and the TPF Fund. 00:22:55
But that street so long it probably be 3 years worth of funding. 00:22:59
To get the entire Rd. paved so. 00:23:03
We'll put it on the list. 00:23:05
And the Council approves what we, what we apply for. 00:23:06
His answer is not not going to pave it. 00:23:11
So let me let. 00:23:14
Yeah, that's what he says. 00:23:16
So let me let me get that clarified when he comes back into town tomorrow. 00:23:18
And see what the money might be that. 00:23:22
Because usually when we do a road project, you know, sewer project. 00:23:24
We pay specifically the areas that was cut. 00:23:28
You know we do that. We don't just chip seal that. 00:23:31
So I'm not sure exactly why that. 00:23:34
Because we've paved everything that we've always. 00:23:37
That was what was done with the sewer projects. 00:23:40
Again, if you. Again this is kind of a short text, but. 00:23:42
The answer is no. 00:23:47
But then let me get that clarified as to how we can. 00:23:48
Go by trying to get it paved and how much of it? 00:23:51
No. 00:23:53
Please, next week. Next week would be good. 00:23:58
And he says, we did talk about it. They were only going to patch David. 00:24:01
So there will have. 00:24:06
Hatch Paper. 00:24:07
The threat. 00:24:09
But then the whole Rd. 00:24:10
Probably is going to be another project, but let me find out, I'll meet with you next week. 00:24:11
I'll get that. Yeah, sure. 00:24:15
No, Yeah, yeah. 00:24:17
Mr. Mayor. Mr. Mayor. 00:24:19
Do we still have that? 00:24:22
We had a list at one time about. 00:24:23
Roads we were doing kind of a priority. 00:24:25
Don't have that anymore or I haven't. I haven't seen an update or. 00:24:29
Yeah, I know. I think we have. We, we. 00:24:33
I don't have a list. 00:24:36
And doing major, I mean. 00:24:38
I've spent millions on Monsoneris and. 00:24:39
Even California was repaved at one time and. 00:24:43
You know Bullock was. 00:24:46
$5 million project. 00:24:47
College was done. 00:24:49
Franklin was done. 00:24:51
So you know we are doing Cuba Rd. 00:24:53
We're just finishing up the paperwork to get that finished. 00:24:56
So we're doing that and they're. 00:25:00
Those are the roles that we have that are the main thoroughfares. 00:25:01
Residential roads we have not done. 00:25:05
Evergreen definitely needs to be done. It's a major, it's a major thoroughfare. 00:25:08
That goes to your houses and goes to the fire Academy. 00:25:12
And we do. I think that needs to get done. 00:25:15
No question about it. 00:25:18
You're welcome. 00:25:21
Anyone else? 00:25:22
Public forum. 00:25:24
Oh, you're not that public. 00:25:27
All right, this is the employee forum. 00:25:31
Mr. Mayor, Mr. When you discussed that we just had. 00:25:34
Probably thinking of it spring as well 'cause. 00:25:39
Right. Yeah, OK. 00:25:41
Well. 00:25:43
Spring Street is another project, but that's Hwy. 60. 00:25:44
And Hwy. 60 will be done. 00:25:48
We're looking for it's four years. 00:25:51
So we're looking for funds. We had a meeting last week. 00:25:53
With the highway department and Mold and Corbin. 00:25:56
Who's designing it? 00:25:59
And we have to do the water. 00:26:00
And sure first. 00:26:03
So, and that's a. 00:26:05
$4 million project. 00:26:06
So we're looking for monies to do that. 00:26:07
But and they should get done. 00:26:09
It needs to get done before they put down new pavement. 00:26:11
So thank you, Mr. Mark. 00:26:14
Cheyenne, what are you doing? So I just wanted to give you guys a quick update. The paper that I just passed out is all of our 00:26:17
conventions and our rentals up to date. 00:26:21
Umm, so you'll see the highlighted portion is what we have brought in. 00:26:27
This year so far. 00:26:30
Our biggest rental to date was actually last week, Monday through Wednesday, and that was for the bond technician. 00:26:31
Foundation. 00:26:37
They have a national conference that they bring down during that week and they utilize the Convention Center. 00:26:38
Like I said, Monday through Wednesday. 00:26:44
And so they brought us in. 00:26:46
A lot of money and we're we're definitely very thankful for them as a. 00:26:47
Busy week for us, but we made it through. 00:26:50
We've also had just other people in there just. 00:26:54
Private rentals, we've had kind of anything that you can imagine in. 00:26:56
If you guys have any questions about. 00:27:00
Convention Center rental specifically, feel free to reach outlet me know. 00:27:02
Otherwise, I also wanted to talk about hot August nights. 00:27:05
That was on the Plaza this last weekend. 00:27:08
We had. 00:27:10
Seven different bands that performed on the gazebo. 00:27:11
It was a Friday and Saturday night event. 00:27:15
Friday night we just had music and food vendors out there and then Saturday night Sole brought his Sakura Wrestling team out and 00:27:17
they were wrestling out on the. 00:27:21
Pavement at a little tournament, people really enjoyed that. 00:27:25
So everything for Hierarchy's Nights went well. 00:27:28
Now we're getting ready for the pro rodeo and all the stuff for County Fair, so we're just right on to the next one. 00:27:31
How was the wrestling? 00:27:38
That was good. I had told Cheyenne and Daryl when I met with them that. 00:27:40
I would test run it with just our group just to kind of get a feel for the. 00:27:44
Venue and how we can do it. 00:27:48
And once we got out there and we set up the map. 00:27:50
We just practice. They're called a practice on the Plaza or twilight night. 00:27:53
And brought the kids out there. They wrestle a little bit, they practice a little bit. And the music was playing in the 00:27:56
background. The parents really seemed to enjoy the event. They brought some chairs, hung out. 00:28:01
Had refreshments. 00:28:06
So I talked to Cheyenne and said we could probably grow that next year. I cover with. 00:28:07
Could add a three on three basketball tournament as long as the city is OK with it to the attention. 00:28:12
Some ******** out there and the wrestling team could. 00:28:16
Could handle doing the whole event. 00:28:19
When it comes to giving some entertainment for the kiddos and adults out there, just something for them to do. But. 00:28:21
It was more of a test run. 00:28:27
But it was a great success. Everybody really liked it and seen Mr. Romero there and. 00:28:28
Few other counselors. 00:28:32
Go by and it's good. It was really good. I think it can be something really big. We just. 00:28:33
I don't want to invite a bunch of out of towners. 00:28:37
When I don't know if I can do a good job at the event. 00:28:39
'Cause then you don't get a. 00:28:42
First, you know, the second chance, make a first impression on those events, Yeah. 00:28:43
It won't come back if it's not a good event. 00:28:47
So we're going to make it. They've been coming back with all the. 00:28:49
Events that you've had, I'm just waiting for the. 00:28:52
WWE Raw, Are you gonna have that? That would be cool. 00:28:55
At least get once a year that. 00:29:00
And then I just also wanted to give a huge shout out to Kevin and Adam on the Plaza. I really wouldn't be able to do any of the 00:29:04
events on the Plaza without them. So they're a huge help for us. And then lefty, also lefty round sound for me for the whole 00:29:08
event, so. 00:29:12
Huge thank you to all of them, the whole all of Lloyd's crew. They really helped us out with all of our events on the Plaza. 00:29:15
Good job and to you also great. 00:29:21
You couldn't wait till all the other guys in the back row wanted to speak at the end of the meeting. 00:29:25
Come on, you guys want to make public comments too? 00:29:30
And look at this, look at the money she's making here. 00:29:35
The important thing? 00:29:38
OK, we shall move on to all these. 00:29:40
Different things that we've got ordinances for. 00:29:44
And they're they're. 00:29:47
Ordinances. 00:29:48
Donald, you want to just go through all the different ordinances. You saw that? 00:29:51
Yes, Sir, the first one is. 00:29:55
Exactly how we did the. 00:29:58
The what it's called the Hope forms area in Chaparral. 00:30:01
So we just mimic that same. 00:30:06
Coordinates and. 00:30:09
Both are for publication only. 00:30:11
But it's a scaled. 00:30:12
Payment plan. 00:30:15
We're trying to encourage people to sign up to the on the sewer system as soon as possible. It's cheaper in the first year. 00:30:17
It's a little more expensive and it's $1000. 00:30:23
The third year and ask her. 00:30:26
And I don't believe we allow payment plans after the third year. 00:30:28
So we're trying to encourage people. 00:30:32
To hook up to our system and as you said earlier. 00:30:34
The state's going to require people to do it. 00:30:37
With if they're on septic systems and if they need to replace it, they won't be able to. 00:30:39
We're also trying to help people not to pay all the maintenance for a septic system. It all protects our groundwater. 00:30:44
The second one is. 00:30:49
A quick question there. 00:30:51
Now how do? How do you come to? 00:30:53
To those rates. 00:30:55
How did you come up with $100? 00:30:59
Next week. 00:31:02
But why did we pick that number? 00:31:08
Compared to other cities. 00:31:23
The hook up is and we've always kept it that way. 00:31:24
Is thousands of dollars less. 00:31:28
I was under the impression that. 00:31:33
It was uh, uh. 00:31:35
The amount? 00:31:36
That was charged for the hookup was. 00:31:37
Was roughly or exactly the amount it costs the city. 00:31:40
To hook it up. 00:31:43
Well, the other part of the impact to the sewer plant. 00:31:45
Because more people hook up, the more impact is on a sewer plant, so. 00:31:48
That's got to be kind of factored in, but. 00:31:52
I think. 00:31:54
Ostensibly, that's where the fee comes from. 00:31:55
Is the cost of hooking it up in the material. 00:31:58
Which doesn't take into account. 00:32:01
Really, the impact on the sewer plant. 00:32:04
If it needs a coming of 10,000 people. 00:32:07
All of a sudden hooked up. 00:32:09
Our sewer plant would have to be so that. 00:32:11
That has to be amortized into the. 00:32:13
The bill, but it's not a lot. 00:32:15
And then there's a graduated break, right? 00:32:30
Yes Sir, you hook up now compared to what you would. 00:32:33
Hey, 2-3 years from now. 00:32:36
Yes, Sir, during the first year 650. 00:32:38
Following the first year, it's 1000. 00:32:42
And it depends on if you're within the city limits. 00:32:44
And different things, but they're essentially the same thing but. 00:32:47
By early. 00:32:51
We can help you get a payment plan. 00:32:52
You know, some people aren't going to have $1000 or. 00:32:55
Even 6:50 and we have a. 00:32:58
And amortization schedule for them to get it paid off at $50.00 a month? 00:33:00
The second ordinance. 00:33:05
Is in relation to this project. 00:33:07
This is amending our loan. 00:33:10
And grant agreement with the Clean Water State Revolving Fund. 00:33:14
For the wastewater treatment plant. 00:33:18
And it is. 00:33:20
Increasing our own amount. 00:33:22
By 100,000. 00:33:23
And loan principal forgiveness of 400,000, so we're getting 500,000 for 100,000. 00:33:24
And these are both for advertisement only. 00:33:30
And that had to do with the. 00:33:32
Belt filter press. 00:33:35
And the sewer plant? 00:33:38
Because the cost of. 00:33:41
For redoing that which we need to do right now. 00:33:43
Ran over and then we applied to the state. Ruby did, Donald did. 00:33:45
And, umm. 00:33:50
They gave us a forgetfully wonderful needed 500,000 more. 00:33:51
And they actually gave us. 00:33:55
For 100,000 gave us another 400. 00:33:57
That they forgive. 00:34:00
So we've got 400,000 more to. 00:34:01
Finish up the bell filter press. 00:34:03
Mr. Mayor, I'm just going back to the. 00:34:06
Last resolution. 00:34:09
So briefly if they don't. 00:34:10
What's the result if somebody doesn't connect? 00:34:13
After the three-year period, there's no fine. 00:34:15
But it will be on them. 00:34:19
I don't know what the. 00:34:20
Fee is going to be done in three years. 00:34:22
It's also in the ordinance. 00:34:24
Or the proposed ordinance. 00:34:26
And I. 00:34:28
When we first did. 00:34:31
Back on Hope Farms and. 00:34:32
Chaparral. 00:34:34
It was through a USDA loan. 00:34:35
And they forced us to have an ordinance that said. 00:34:37
You have three years to be hooked up. 00:34:39
Or we won't ever hook you up. 00:34:41
And that's essentially what's in this proposed 1. 00:34:43
Says again, it's just trying to. 00:34:45
Encourage people to sign up as soon as possible. It's cheaper, we can finance it for them. 00:34:46
It's better for the community, it's better for our groundwater. 00:34:51
Is there some sort of a? 00:34:54
Like, I mean we. 00:34:56
We're at the beginning of the project, but there'll be some sort of advertisement for this or some sort. I mean, I'm just gonna go 00:34:58
into publication, but some simpler form for people to. 00:35:02
See and know that that's a possibility, but we probably need to get a fire up for all the people that live up there. 00:35:06
We'll try to get that. That's a good point. 00:35:12
Let's show U.S. Open. So let's say that it's a. 00:35:15
Somebody owns it, they sell it. 00:35:18
And the. 00:35:20
Current owners. 00:35:21
Do not do it within the three years. 00:35:22
And then you come in and buy it. 00:35:25
So you're not allowed to. 00:35:27
Hook it up because it's already been passed for three years. But it wasn't. 00:35:29
Oh, I mean, that's a. 00:35:34
Curveball. 00:35:35
Yeah, I know. 00:35:37
I think they probably get another shot at it for the first year. 00:35:38
Mr. Mayor has ever changed his hands. 00:35:42
That we had enough. 00:35:44
You know, doing a job like that where an uncommitted job was done and then you have to. 00:35:46
They have to amend it. 00:35:51
Like a permit from what I've seen and what I dealt with. 00:35:52
Finite stack system. For instance. It was put on, permitted and then. 00:35:57
A gas meter is removed because of a gasoline. Then everything has to be brought up to code, so meaning. 00:36:01
When they sold the property. 00:36:05
You would think it would have to be. 00:36:06
That the people that sold it would have to. 00:36:08
Either responsible party to. 00:36:10
You know, follow the ordinance or the city. 00:36:13
Ordinance to do. 00:36:15
What was asked of them? 00:36:16
Something in that personal. 00:36:18
It'd be like paying the property taxes that are due on the property. 00:36:19
If you still owe that. 00:36:22
You could probably put that into your purchase. Agree. Yeah. 00:36:24
Probably be wise to do. 00:36:27
Maybe we should look into that, I mean. 00:36:30
**** because not that doesn't happen a lot, you know what I mean? For sure. 00:36:32
If you buy it on a real estate contract or whatever, they're not gonna. 00:36:36
Want to do all these? 00:36:39
It will happen out there. 00:36:43
But anyway. 00:36:44
These are for publication. 00:36:45
So if we could get a motion. 00:36:47
Publish these. 00:36:49
Second moved and seconded. Any further discussion. 00:36:51
All in favor. 00:36:54
These are the ordinances. 00:36:56
Judge is here. 00:36:58
For the uniformed traffic ordinance. 00:36:59
And the updated penalty assessments. 00:37:02
So that's just to comply with. 00:37:07
What's going on in the state now? 00:37:10
I think we need. Did we? Was it the vote? I'm sorry, should have been. 00:37:13
No, that's just a public. It's not an ordinance. There's two different ordinance for publication. 00:37:17
Yeah, Yep. 00:37:21
So what was that A? 00:37:23
Was that a combined motion or is it just for two 05/25/08? I thought it was a combined motion for publication. 00:37:24
We can do them separately if that's better. 00:37:33
So let's do the first one. Ordinance #25-08-19A. 00:37:36
For publication. 00:37:41
My motion, OK. 00:37:43
Moved and seconded all in favor. 00:37:44
And be ordinance #25-08-19-B. 00:37:46
Moved and seconded all in favor. 00:37:52
Aye, now the ordinances that would be accepted. 00:37:54
Are these two ordinances we can do? Ordinance #25-08-19C. 00:37:59
Uniform Traffic ordinance update. 00:38:03
So that's an action item. 00:38:06
And this is just to comply with the. 00:38:08
Current state statutes I guess. 00:38:11
Mr. Fleming. 00:38:16
Passage work. 00:38:18
CNN. 00:38:24
Second moved and seconded discussion. 00:38:26
Roll call. 00:38:29
Yes. 00:38:35
Yes, Councillor Ocampo. 00:38:37
Councillor Ogame. 00:38:41
Councillor Partridge. 00:38:43
Councillor Romero, Yes. 00:38:45
Yes. 00:38:47
Obey ordinance #25-08-19D. Update the penalty assessments. 00:38:49
Mr. Mayor. 00:38:57
Ordinance #25-0. 00:39:00
Dash 19D. 00:39:03
And seconded discussion. 00:39:06
Well, calculate so, Mr. Mayor. 00:39:08
The discussion, OK. 00:39:10
So this. 00:39:13
If the agenda items pass. 00:39:15
At a later date as well too. 00:39:18
And this would be null and. 00:39:20
That we're doing. Is that what would happen? 00:39:22
The agenda item that you're talking about as far as designating the Segura County Magistrate Court. 00:39:25
As having jurisdiction. 00:39:31
Is not to abolish the court, it's just to look into it. It's not a matter of. 00:39:33
This passing this resolution. 00:39:38
Negate these ordinances yet. 00:39:41
Once the resolution is made. 00:39:43
That you? I think you're referring to that one. 00:39:45
Once that resolution is made, an appointment of a committee. 00:39:47
And the committee then has to come back. 00:39:51
To the City Council and you have to have. 00:39:53
3/4 of the. 00:39:55
Of the I think, I think just my question was that it would that. 00:39:57
I mean, we can get into those later to get into that later, but as far as this it goes into effect and then. 00:40:00
If it does, go if it does. 00:40:06
Go through all the steps in the future. 00:40:08
These will all be sunset area. 00:40:10
Yeah, but we have to. We have a current judge. 00:40:14
We're updating it now. 00:40:17
So now roll call. 00:40:18
Councillor Travis Lopez, Yes. 00:40:20
Councillor Dean. 00:40:22
Yes, Councillor Fleming. 00:40:23
Yes. 00:40:24
Councillor O'gin. 00:40:28
Yes, Councillor Partridge, Yes. 00:40:29
Answer Romero. 00:40:31
Yes. 00:40:32
Passes. 00:40:34
All right, now the. 00:40:36
Resolution 25-08-19. 00:40:37
Is local government planning grant application? 00:40:45
And Kristen, are you here for that? 00:40:49
Yes, you are. 00:40:51
We're happy to have. 00:40:53
Mrga to help us with this. 00:40:54
Hello everyone. 00:40:58
Yes, so I have been working with the New Mexico Finance Authority. Sorry, that's loud. Umm. 00:40:59
On an application to help the City of Socorro develop a new economic development feasibility plan. 00:41:05
Because the last plan. 00:41:12
Has been many moons ago. 00:41:14
And the work that merged has been doing for the Economic Recovery project from 2020 to 2023. 00:41:16
Is a lot of those reports are what is being submitted? 00:41:22
On behalf of the Cities of Coral for grant writing purposes because it's more current. 00:41:26
And so. 00:41:30
Merged, being the Middle Rio Grande Economic Development Association, wanted to help the city as a coral position itself. 00:41:31
To be. 00:41:38
Able to apply for more funding and. 00:41:39
This application through the New Mexico Finance Authority will. 00:41:41
Provide $75,000 to the City of the Socorro to hire consultants. 00:41:46
To carry out that process and so I. 00:41:51
The resolution is a mandatory request from the New Mexico Finance Authority. 00:41:54
Once we have the resolution, if it does pass. 00:41:59
We we attach that to the application, the application Donald and I have been working together and Lena. 00:42:01
It is ready to go as soon as this is finalized. I did put in the application. 00:42:07
That we would like to have from October 1st, 2025 until June 30th of 26 to complete the. 00:42:12
Annual report because. 00:42:19
What I've seen in my experience is a lot of people think you can turn out these reports in a couple months. 00:42:21
It needs the time. 00:42:26
To be done well and I think 8 months is a good. 00:42:27
Marker for that. 00:42:30
And I've also reached out to many colleagues across New Mexico and, you know, United States to get a list of. 00:42:31
Umm, potential consultants so that we, the city of Socorro, can put it out for RFP and then we could. 00:42:39
Everyone can score it, whoever that committee is. 00:42:45
To determine the best. 00:42:48
The best fit for. 00:42:50
The city of Socorro and so we are here to do that today to. 00:42:51
Hopefully position Sapporo to be better. 00:42:55
Prepared to receive more funding from state and local federal levels. 00:42:58
Instrument I'll make a motion to pass resolution #25-08-19A. 00:43:03
Question. So is this pretty well that we're going to get it? 00:43:10
Yeah. 00:43:13
And we also just select the. 00:43:15
The City Council know that I have been working with. 00:43:17
Terracon, the consultants to do the due diligence study at the industrial park. 00:43:19
That has we did the walkthrough two weeks ago at the industrial park and so. 00:43:24
Hopefully we will have that due diligence study done, which is another. 00:43:28
Requirement for businesses to move into the industrial park, especially if they need lending from banks. 00:43:32
Banks require due diligence, so we're working on that and we're also working with the Department of Transportation group. 00:43:37
To start a housing study. So there's a lot of good things happening right now and I'm really excited to see the progress. 00:43:43
Now that we have you here, you want to just briefly talk about the Community Kitchen? 00:43:49
How good that was. Oh yes, we recently had an open house at the Sapporo Regional Commercial Kitchen. 00:43:56
We had a three phase project for that. 00:44:01
Commercial Kitchen. 00:44:03
Merge that was able to put $50,000 into that kitchen. 00:44:05
It was very well attended. We actually is. The exciting part about this is that the New Mexico Economic Development Department 00:44:09
brought all their staff from across the state and they want to do multiple tours because. 00:44:15
Merge that was able to create a tangible project in other communities. 00:44:23
Are not, and so they're trying to showcase this pilot project. 00:44:27
To other communities as hey, you can do this with this funding stream. 00:44:31
We want to see more projects that are becoming business and computers creating jobs. 00:44:35
Agri business, you know. 00:44:40
Opportunities and so we received a lot of. 00:44:42
Positive. Umm. 00:44:46
Feedback and a lot of. 00:44:48
You know a lot of. 00:44:50
Publicity for this event and so. 00:44:52
And another benefit of this is that the kitchen has now. 00:44:54
Has now caught up with their rent with the city until September of 2026. So I'm really happy that they're in a very sustainable 00:44:58
place right now. 00:45:02
And we've also had new people come from Berlin to use the kitchen, which is the whole goal of making it regional is that. 00:45:06
This is the most inexpensive commercial kitchen in the middle Rio Grande Valley. 00:45:13
And it makes more sense to drive your. 00:45:18
And use the kitchen for $9 an hour than it does to pay. 00:45:20
$20.00 an hour in Albuquerque and so. 00:45:23
We're doing some really good things, I think, for the community and. 00:45:26
It's exciting, so. 00:45:29
Thank you for being the point person on that and then all in favor. 00:45:33
Aye. 00:45:40
The Socorro electric Co-op. 00:45:41
Economic development rate possibilities. 00:45:44
If Manny, well, it's it's it's. 00:45:47
Nice that you mentioned that. 00:45:51
But we're we're right in the middle of mediation. 00:45:53
With the. 00:45:56
The core, which has been. 00:45:57
Private. It's not not. 00:46:00
What do they call it? 00:46:03
Is there a word for that confidential? I don't see the wrong. 00:46:05
I don't say the wrong word. 00:46:08
It's confidential. 00:46:09
That's between tech. 00:46:11
Electric OP. 00:46:13
And the city of Socorro. 00:46:14
And it. 00:46:16
Basically revolves around. 00:46:17
The PRC. 00:46:19
Declaration. 00:46:23
Penalizing the cocoa. 00:46:25
For not following through with rapes. 00:46:28
And it includes economic development rate. 00:46:31
And includes LED lighting rates. 00:46:34
It includes. 00:46:37
It's going to be better not say anymore. 00:46:39
Everybody. 00:46:42
OK, so anyway. 00:46:45
But we are in, we are in mediation. 00:46:47
With that and a bunch of lawyers and PRC. 00:46:50
You name it. And Donald too, by the way. 00:46:54
And Don Steinert. 00:46:57
And Don Stein Stein. 00:46:58
OK, so that's done. Now the next one is the one that's. 00:47:01
Designated segregate. County Magistrate Court is having jurisdiction over municipal ordinance. 00:47:04
I brought that up on the agenda because. 00:47:08
In the long haul over 10 years. 00:47:11
The city has lost about $1,000,000. 00:47:14
With a Municipal Court. 00:47:16
And I'm not sure whether we made any headway in. 00:47:18
Cleaning up the city. 00:47:21
Stopping the dog problem. 00:47:23
Or other things that are. 00:47:24
Occurring. 00:47:26
In your package, you'll also see the city of. 00:47:27
Tier C and the city of Berlin. 00:47:30
Has the TRC has accomplished it They. 00:47:32
Have cancelled their municipal. 00:47:35
Belen is looking at it. 00:47:38
There's an article in the In your packet that talks about Berlin. 00:47:40
They haven't done it. There's not something that's been done. 00:47:43
But the process and I heard other counselors when we were talking about the raise. 00:47:46
At the municipal. 00:47:50
That they asked that well. 00:47:52
I think Mr. Salome asked. 00:47:54
What can we look into depth as to what the Municipal Court is? 00:47:57
Is doing and how it's doing it. 00:48:01
And then how it's? 00:48:03
Productive for the city to be. 00:48:05
And that was funding the Municipal Court. 00:48:07
And so there is a process that the state legislature has put together. 00:48:11
But. 00:48:16
Involves a resolution. 00:48:17
Where the resolution then? 00:48:19
Will appoint a committee. 00:48:21
To evaluate the subject and then we'll come back to the. 00:48:23
Council to for the approval or disapproval. 00:48:26
Of their. Of their. 00:48:30
A solution. 00:48:32
So I am asking the City Council to. 00:48:35
Pass This resolution designates Sakura County magazine court. 00:48:38
As having jurisdiction over municipal ordinances. 00:48:41
And so that that's why I brought this. 00:48:44
So. 00:48:47
If somebody was moving, Seconded. 00:48:50
Mr. Salami. 00:48:53
Statement my my point was. 00:48:55
Bringing up the question that. 00:48:59
The general fund. 00:49:02
Is being used to support. 00:49:04
Municipal Court, OK, so. 00:49:05
Pulling out of the general fund, the taxpayers fund. 00:49:07
To support the Municipal Court. 00:49:11
And so our question as a Council. 00:49:13
Is is the value that. 00:49:15
The folks since the coral. 00:49:18
Are receiving. 00:49:20
Commensurate with the cost. 00:49:22
That they're burying. 00:49:24
The answer to that question may be yes, maybe. 00:49:25
May be great. 00:49:28
The answer to that question maybe? 00:49:30
Well, you know, most of us maybe don't think that's the case. I don't know. 00:49:32
So, umm. 00:49:36
That's that's, I think the bottom line question that I that I wanted to pose to. 00:49:37
To the Council, this is a vehicle to get that done. 00:49:42
Right, so this. 00:49:46
This is step one. 00:49:48
Doesn't mean anything, it just means that we're going to look into it and then we have to follow another procedure. 00:49:51
To get to their natural ordinance, Is that correct actually? 00:49:56
3 procedures to talk. 00:49:59
One procedure is to appoint a committee. 00:50:01
Second procedure. 00:50:05
Is to bring their. 00:50:06
Suggestion back to the Council. 00:50:09
Have the council vote on it. 00:50:11
If the Council has 3/4 of the. 00:50:13
Council voting to affirm what they're. 00:50:15
Recommend. 00:50:18
Then it still has to go to District Court. 00:50:19
For the judge to approve it. 00:50:22
It will not be. It will not be in. 00:50:24
We can't do that unless they approve it. 00:50:27
Yes, Sir, it's the Supreme Court that has to approve it. Supreme Court. 00:50:30
Yes, Sir. So they have to approve it. So it's not. 00:50:33
It's these steps that you have to take. 00:50:36
But my but but no go ahead. 00:50:39
Is the timing I mean Will it work because I mean? 00:50:42
This is an election year, so everybody's going to be. 00:50:45
Yeah, well. 00:50:49
Other than that, you have to wait another four years. 00:50:51
And my turn will be over. 00:50:53
Mr. Mayor, Mr. 00:50:55
Sister asked for Mr. Dean. 00:50:57
The reason I brought it up is that we are under stress on the budget. 00:50:59
When it comes to code enforcement. 00:51:03
And and Police Department. 00:51:05
The and I've talked to our chief. 00:51:07
Of police chief We've got to cut down overtime. 00:51:11
And I am looking. 00:51:14
At things that. 00:51:15
Not small things, big things. 00:51:17
That would help our budget. 00:51:19
That we could divert to more. 00:51:21
Effective controls and as I said. 00:51:23
In the time that I've been mayor. 00:51:26
And different municipal judges. 00:51:28
I just haven't seen the things that I've wanted to see. 00:51:31
As far as people cleaning up their lots. 00:51:34
Holding their dogs at a balance. It's not that we're not. 00:51:37
Enforcing it. 00:51:40
We're just not getting anybody to, really. 00:51:42
Follow through. 00:51:44
With, in my opinion, the judge. 00:51:45
What they've been filed against, and that's what I want the committee to look at. 00:51:48
Let me just finish. Hey judge, this is my, this is. 00:51:52
This is my. 00:51:55
Venue If you want to interrupt, please come up to the dais and take your turn. 00:51:57
And finish. 00:52:01
I know it's hitting you hard in your pocketbook, but don't be talking out of. 00:52:03
Turn and I'm sure you've said the same thing to me. 00:52:07
If I was in your court. 00:52:10
Mr. Mayor, let me finish with Mr. Dean. I think you had a comment about what I said. 00:52:12
Well, my other concern is what happens to the employee. 00:52:16
One. But what happens to her if? 00:52:21
It would be dissolved. 00:52:23
Is she not currently a city employee? 00:52:25
Cheers, but Donald has a better answer. 00:52:28
Yes. And what TRC did was they offered the employees from the Municipal Court. 00:52:31
Positions and in different departments and I thought that was a fairway to react. 00:52:36
But to. 00:52:41
Answer your question a little bit more. 00:52:42
So if the resolution is adopted tonight. 00:52:44
We have 15 days. 00:52:47
To set up a committee that's prescribed. 00:52:49
The law. 00:52:54
It would be the mayor. 00:52:54
The counselor. The municipal judge. 00:52:56
The police chief and three members. 00:52:58
Of the public chosen by the mayor, the councillor and the judge. 00:53:00
And then they. 00:53:04
Organized to have a meeting if we don't get all this done by December 31st. 00:53:05
Whoever's elected a judge still has four years. 00:53:10
But then you could. 00:53:13
You could still do it in four years. You just. 00:53:14
Starting the process now? Sure. 00:53:17
But but Donald, just to clarify. 00:53:18
Here's he did it a year before. 00:53:20
Yes, the judge had a year and a half left on her time. 00:53:23
Yeah, just Rogan. 00:53:26
Mr. Mayor so. 00:53:28
Why? Why do we need a resolution? 00:53:29
To go over all the stuff that. 00:53:32
All the questions that Councillor Sloan we asked, why can't there just be? 00:53:34
Why can't the mayor and the councillor people meet with the judge? 00:53:37
And figure out what the deficiencies are and how to solve them. And if you can't get past that? 00:53:41
Then move forward with resolution. I just don't understand why we have to have a resolution. 00:53:46
Go through this whole process when we can. 00:53:51
You just set up your own little. 00:53:53
Committee and talk about this kind of stuff. 00:53:55
Before this. 00:53:57
As I made it clear before. 00:54:00
I can't say anything about. 00:54:02
The court. The court is the court. 00:54:04
This is my only vehicle to look inside the court. 00:54:07
To see if it's being functional. 00:54:10
And the state has provided the vehicle. The resolution gives you permission to look at their books. 00:54:12
You can't look at their books right now. 00:54:20
I can't really interfere with his court. 00:54:22
But if you ask them, can you give you the information? 00:54:24
You know, I think that. 00:54:28
That's possible, but I'm just saying. 00:54:30
I just don't see why we need to do a resolution when you can just talk to him. 00:54:32
And get this squared away without having to go through this whole process. 00:54:36
Dissolve a position that's elected. 00:54:39
And who knows that the next judges can do they can do a better job at. 00:54:42
That defines if you feel that. 00:54:46
Judge Gutierrez, if he does get elected, that he's not. 00:54:49
Enacting the finds that they that there should be. I just don't see the reason why. 00:54:52
Communication can be had before. 00:54:57
Having to go through all this trouble and. 00:54:59
And time crunch and. 00:55:01
When it could be very easily solved. 00:55:03
MI Mr. Mayor. 00:55:06
Just before we move on to Michelle's Lopez Oh Mr. 00:55:08
Just before we move on. 00:55:10
The steps prescribed. 00:55:12
Or written in state statute. 00:55:13
I get that, but I just don't understand why we have to do a resolution when you can talk to them first. 00:55:15
And do it. 00:55:19
Informally. 00:55:21
I just. 00:55:24
Because to me it sounds like we're doing this resolution with the intent. 00:55:26
Of getting it done before the end of the year. 00:55:29
Well, it's it's August, but. 00:55:33
I'm not talking about this judge. I've had other judges. Mr. 00:55:35
Judge Trujillo. 00:55:38
But I just find it ironic that we're doing it right now. 00:55:39
When it was when it was an issue for a race for the judge. 00:55:42
And then now all of a sudden. 00:55:46
You get my raise. I'm not I'm not understand that, but there was. 00:55:48
For the last how many times we brought this up in 36 years as American? 00:55:52
I think you're making a little. I think Mr. Monett is right. 00:55:55
We're trying to get a vehicle that would have some. 00:55:59
Some weight and what we're doing. 00:56:01
And rather, if you want to do informal stuff, I'll make you the appointment. You can talk to the judge. 00:56:03
Your friends, you can do whatever you want. I'm talking about. 00:56:07
A committee. 00:56:10
That would have some import. 00:56:11
Into what we've accomplished rather than doing an informal thing. So formal committee without a resolution can afford $1,000,000. 00:56:13
Deficit and 1:00 and we could afford $2,000,000 in electricity. 00:56:21
Costs and we can afford upwards of $2,000,000 that we paid for. 00:56:24
On the electricity. 00:56:30
And costs and internal fees and all that. 00:56:32
I think you're confusing your attack on me. 00:56:34
I'm talking you, I'm just giving information. 00:56:36
Facts we have not spent $2,000,000 on. 00:56:40
One of the facts that we've lost $1,000,000 for the floor. 00:56:44
Well, we want to do that if you want to talk on the subject. 00:56:48
I'll be more than happy to talk about it. 00:56:51
I've given you the facts on the judge. 00:56:54
For the past. 00:56:56
10 years. 00:56:57
We've gone into hold $1,000,000. 00:56:58
That money could be used for other things as far as enforcement. 00:57:01
And cleaning up the city is concerned. 00:57:05
That's my opinion. 00:57:07
If you think you want to do an informal committee, that's if nobody wants to pass this resolution. 00:57:09
That's fine by me. 00:57:15
Just like you passed his raise. 00:57:16
You know, that's fine with me too. 00:57:18
Judge, you have a comment, you're welcome to come up and. 00:57:20
Talk about it. 00:57:23
Whatever is brought before the court. 00:57:33
So if you want to. 00:57:36
Have an informal media. 00:57:36
Probably better because I can give you more information. 00:57:38
I'm going to give you. 00:57:41
One thing the code enforcement officer. 00:57:43
In the last eight months, has only cited. 00:57:46
For citations and we can go on. 00:57:48
I can give you more information. 00:57:51
You can't blame the court. 00:57:53
For not raising money for the city. 00:57:55
I'm here to be as fair as possible. 00:57:57
For the citizens of Socorro. 00:57:59
And. 00:58:02
To be able to pass a judgment. 00:58:03
What is bought before me before the court? 00:58:05
So there's a process. 00:58:08
On how the court works. 00:58:11
If, for example, if a court enforcement officer. 00:58:13
Sites into my court. 00:58:16
We go through the process, we do the arraignment. 00:58:19
If it's a trial, we do the trial. 00:58:21
But The thing is, is. 00:58:24
If I give them 30. 00:58:26
For 30 days. 00:58:27
To clean up the process or the property or remove the vehicles. 00:58:29
I can grant them 30 days. 00:58:34
But it's upon the code enforcement officer, the city officers, the animal control officers. 00:58:36
To come and find what the disposition is. 00:58:42
On each case. 00:58:44
It's not the judges or the. 00:58:46
Obligation to. 00:58:49
Called the court enforcement officer to say hey by the way. 00:58:50
We passed this on this particular property. 00:58:53
And if you want to. 00:58:56
This individual. 00:58:58
Has paid the fine. 00:59:00
So now you can. 00:59:01
Cite him a second time. 00:59:02
Because. 00:59:04
By your own words from the last City Council meeting. 00:59:05
You don't want to arrest anybody with a minimum warrant because you don't want to pay the detention center. 00:59:08
There's lots of municipal warrants out there. 00:59:13
Whether the the police chief and. 00:59:16
The officers enforce it is another story. 00:59:19
So that's all I said. 00:59:22
Well, I want to comment on this is that it is not personal judge. 00:59:25
Berlin is thinking about. 00:59:28
Tears. He's thinking about it. Other little towns have thought about it. 00:59:30
So the stadium and actually. 00:59:33
Made a vehicle for that to happen. So there were other complaints about it. It's not a matter of the city wanting you to raise 00:59:35
funds for this. 00:59:39
I'm not even. 00:59:42
Not at all. 00:59:44
Trying to get you to do that. All I'm saying is. 00:59:45
Small cities. 00:59:48
At this point are having trouble. 00:59:49
Supporting. 00:59:51
A municipal judge when you have a magistrate and a District Judge. 00:59:53
And I'm just telling the council. 00:59:56
That that's the reason we need to. 00:59:58
See if this is a. 00:59:59
The way we want to continue going or we want to continue. 01:00:01
Not, uh. 01:00:05
Spending the kind of money that we're doing, it's not because. 01:00:07
As Mr. O'ginn has characterized. 01:00:10
Something that I'm doing against the judge. 01:00:12
And I just do things as they come up in my administrative tasks. 01:00:14
If it happens to be August. 01:00:18
And we're going to do it by December. 01:00:20
That's what came up. 01:00:22
Mr. Patterson, as Donald said, by state statute. 01:00:24
Each Municipal Court around the state is done by. 01:00:28
Populations. 01:00:32
So tier C. 01:00:33
Was different from. 01:00:35
Socorro or Blend because tyranny was ahead of the population of under 25. 01:00:37
People and if you look at the state statute. 01:00:42
There's a depends on. 01:00:45
Population of the city. 01:00:47
And how you can follow. 01:00:49
Your process that you. 01:00:52
You're seeing that 7200, just to let you know. 01:00:53
Well, the population. I have known that for a fact. 01:00:56
But but. 01:00:59
The the state statute says. 01:01:00
Cities under 10,000. 01:01:01
Well, when I talked to the Tripsy judge, he told. 01:01:03
You know, but anyway that that's my. 01:01:07
My Mr. Romero. 01:01:09
If we were. 01:01:14
You know, could go by and you know by this study or whatever. 01:01:15
The finance and. 01:01:18
I would just be curious as to what. 01:01:21
The county. 01:01:22
Would be consciousness. 01:01:24
If the magistrate took it over. 01:01:27
I don't be a lot cheaper. 01:01:30
Maybe not. 01:01:32
Well, I mean, this magistrate is no cost to us. 01:01:34
But if but if we were standing. 01:01:38
I mean, the Supreme Court would have well. 01:01:41
As, as the judge has said, he's only had four cases filed on the. 01:01:43
I mean, how many more cases are there going to be? 01:01:47
And I'm not going to get into personal cases. I'm just telling you. 01:01:49
That, in my opinion, in the past 30 years. 01:01:53
We have not made any headway in trying to clean anybody up. 01:01:55
And or get the dogs under control. 01:01:58
And I can only tell you that the. 01:02:01
The dogs that are sighted. 01:02:03
Are back on the owners in the owners yard. 01:02:04
And causing more trouble. 01:02:07
And and I'd rather have the magistrate deal with that rather than the Municipal Court. 01:02:09
That the city is funding. 01:02:13
I'd rather have the. 01:02:14
Money directed towards the police enforcement. 01:02:16
And the code enforcement at $100,000. 01:02:18
So that made a tough decision. 01:02:21
As a tough decision for people who are gonna. 01:02:24
Be running for office here pretty soon. 01:02:26
But I brought it up. That's the way it goes. 01:02:29
You know, I'm bringing up stuff that's difficult, Mister man. 01:02:31
Well, a question for. 01:02:35
Umm, you said that the committee would be formed with. 01:02:37
Can you? Can you repeat to me that again? 01:02:40
Please. It's the mayor, the judge, the chief of police, a counselor and three members of the public. 01:02:42
And which judge? 01:02:48
Is it the judges supposed to OK? 01:02:49
OK. So he would be involved in the process? 01:02:51
Yes. 01:02:53
In the. 01:02:55
And that's, you know, as Mr. Again pointed out, could be done unofficially. 01:02:57
But doing it unofficially, I just think it's. 01:03:00
It has more import when you do it officially. 01:03:04
As to what we're doing. 01:03:06
And then you know if the motion dies it. 01:03:07
I'm just brought it up and that's all I can tell. 01:03:10
Senator Shalom, is the Municipal Court charge a court fee or had they? 01:03:16
Had as the court overcharged the court fee too. 01:03:21
In July 1st, there's no longer. 01:03:25
You guys passed that? 01:03:29
Woman. 01:03:33
They didn't find that he put out actually. 01:03:35
They no longer. 01:03:39
Is there is a motion to accept this? 01:03:44
Resolution. 01:03:47
If we don't look at it. 01:03:50
This way, what's to guarantee we're going to look at it? 01:03:51
In another way and come. 01:03:55
To a decision. 01:03:57
And. 01:04:00
It's from fact, maybe having some of us visit the court. 01:04:01
Go see a couple of. 01:04:05
Court cases. 01:04:07
In his court. 01:04:10
See how it works. 01:04:11
I've never been in there. 01:04:13
I'd like to go in there and see what happens. 01:04:14
And, and, and maybe as we get through this, we come out of it. 01:04:16
Saying you know what? 01:04:21
Yeah, it's costing. 01:04:22
The taxpayer X amount of dollars. But you know what? 01:04:24
It's a. It's a value to. 01:04:27
The residents of Socorro. 01:04:29
We think it's valuable enough. 01:04:31
To keep it going. 01:04:34
And I don't think we can make that decision if we don't go. 01:04:36
In there and see what's going on, Mister man. 01:04:40
But, but I mean just to ask you a question. 01:04:42
Then you then what? Are you going to propose that we then have this resolution passed? 01:04:45
If you think it's. 01:04:49
It's not worthwhile. 01:04:50
Oh no, I'm thinking if we don't pass this resolution, how will we accomplish? 01:04:52
His office and ask him simple, do you need a resolution to go talk to the judge? 01:04:59
And find out information. 01:05:04
I just don't understand why the resolution needs to be made when you can walk in his door you said you haven't seen there does. 01:05:06
Now that we have a resolution, it's gonna be you're gonna be like, oh, now I'm gonna go look because there's a resolution, yeah. 01:05:11
Exactly. You don't want to do it without a resolution. 01:05:16
I haven't been, I haven't gone into the court, so you need a resolution to do it. 01:05:19
Oh, it sure would. It's. 01:05:22
I'm saying that. 01:05:24
The funds that are available to support the city. 01:05:26
Those those core fee funds. 01:05:29
They're no longer available. 01:05:31
So the state. 01:05:33
Made-up said. You know what? 01:05:34
These courts. 01:05:36
Aren't making any money anymore. 01:05:37
So, uh. 01:05:39
What we need to do is we need a way to. 01:05:39
Taking the burden off the city. 01:05:42
And and taking it to the Magistrate Court. 01:05:43
And we don't. 01:05:46
And another thing is we don't want. 01:05:47
The. 01:05:49
Paying for government activity, so. 01:05:51
No more court fees, so that would reduce. 01:05:53
The funding that was available to. 01:05:56
Municipal courts. So when they did that. 01:06:00
Then they said, well, if we do that. 01:06:03
Then we need to do this. 01:06:05
We need to put a vehicle in place. 01:06:07
That lets a city. 01:06:09
Evaluate their Municipal Court to make a. 01:06:12
Formed decision about whether to continue it and to see if it's worth the taxpayers money to keep it going. 01:06:15
That's it. We keep the the. 01:06:22
Like I used the example last time, we keep the. 01:06:25
The the swimming pool going. 01:06:28
It loses money. 01:06:29
But there's a value to the to our residents and people around here. 01:06:31
And we think the value is worth more than the loss that we're experiencing. 01:06:35
Is that the same with the municipal? 01:06:39
Court, I don't, I haven't looked at it deep enough and I think, you know, going in there. 01:06:41
Will help but. 01:06:45
Maybe this is exactly the process that needs to take place so we can get those. 01:06:47
That information to us so we can make an informed decision to have a committee come up to us and say, you know what? 01:06:52
It's valuable to the city of Socorro. 01:06:58
To have a Municipal Court. 01:07:00
That's what our committee came up with, and our committee is made-up of the mayor and his. 01:07:02
The council and the judge and. 01:07:06
Somebody else and. 01:07:09
It's a system. 01:07:10
So who's gonna argue with that? 01:07:12
But but I'm still. 01:07:15
Saying that. 01:07:16
The procedure is that the judge. 01:07:19
And the city administration. 01:07:21
And the Council are two separate bodies. 01:07:23
And to go into his. 01:07:26
Office, uh. 01:07:27
In my opinion, is not the right thing to do without some sort of a. 01:07:28
Document. 01:07:32
There's a separate. There's a separation. 01:07:35
It's the executive branch. There's three branches, Mr. Ogle, and I don't know if you knew that, but I think. 01:07:37
I slept that day. 01:07:44
Social studies feature. 01:07:46
Judge. 01:07:47
Mr. Parker, I was there. 01:07:54
In court quite a bit before SO. 01:07:57
But the question is for me is. 01:08:00
You brought it up, Mayor, is that? 01:08:04
Is there some? 01:08:05
This the legalities of. 01:08:07
The informality. I understand what Mike saying. 01:08:09
Council of the informality of it is. 01:08:12
The legal implications Are you worried of legal implications about how? 01:08:16
Questioning the judge and how he runs his courtroom and. 01:08:20
Those kind of issues. 01:08:23
Can become a legal issue for us is what it sounds like your concern is. 01:08:25
Have my question. 01:08:29
Outside of that is, has that ever been done in the past where we've had some? 01:08:31
Formal meeting with the courts to go over things, but I realized the separation of government. 01:08:35
I appointed judge cases. 01:08:43
And after she was appointed. 01:08:45
I have never. 01:08:47
Gone and try to interfere with her. 01:08:48
This is my only vehicle. 01:08:51
And what's the? So we'll say this is passed and then what's the? 01:08:54
And say the committee's formed. 01:08:58
And they said no. This is a great benefit to the second. I think we leave it in place. 01:09:00
That would be great. I'm looking for that answer. That's great. 01:09:04
What's wrong with that? 01:09:08
I mean, if Mr. O'ginn is worried that it's going to come back negative. 01:09:10
Then I can understand his worry, but. 01:09:13
Whatever comes back that hey, you know, I'm not worried about that. I'm just it doesn't make sense to have a. 01:09:16
Have an ordinance to form a committee when we form committees all the time. 01:09:20
Without resolutions. 01:09:24
This is a resolution on ordinance. I didn't say. I said I'm that resolution. I'm sorry. 01:09:26
But but the bottom line is it's a way. 01:09:30
To do a job. I mean if you want to do everything informally. 01:09:33
I just don't think it has the, like I said, the import of. 01:09:37
Of having a committee. 01:09:40
That includes the judge. 01:09:41
And here's the point. 01:09:44
And his their employee, yeah. 01:09:46
Yeah, so so again. 01:09:48
We don't have to do it. 01:09:49
If it's too much work. 01:09:51
We can go to visit his court, look at his caseload. 01:09:52
Look at how he makes his judgments. 01:09:55
But I don't feel comfortable in doing that. 01:09:57
I don't feel comfortable in telling the judge. 01:10:00
This is what you should be doing when you. 01:10:02
See one of these uh. 01:10:04
People that we cited, that's not my job. 01:10:06
Long winded. 01:10:11
What kind of? 01:10:13
What kind of information can we the committee, if this is possible, kind of information can the committee extract from? 01:10:15
The judge Are they able to? 01:10:21
The book. 01:10:23
The number is the caseload. Again, I'm not sure that. 01:10:24
Not addressed, but I would think. 01:10:28
If I would think I'll live with public information, but maybe some of it needs to be redacted. 01:10:30
But. 01:10:35
Through Ruby Week. 01:10:36
We have the budget information. 01:10:37
The judge sent us. 01:10:39
Caseload. 01:10:41
Counts about a month ago, so. 01:10:42
I don't know what else you'd want to look at. 01:10:45
Sure. No, I just, I guess that. 01:10:47
But I think, I think you have to talk to the public. 01:10:49
And say to them. 01:10:52
Do you feel comfortable in having a magistrate decides to the ordinances? 01:10:53
I mean, that's one of the things you want to ask. 01:10:57
And you know, you know the other side of it, is what I'm saying. 01:10:59
If you had any experiences with anybody. 01:11:02
Who did? Who did make a? 01:11:06
Complaint, and then that complaint was acted upon at the judges, and that the person who the complaint was against. 01:11:08
Got to do. 01:11:14
Whatever they wanted to and then had to be brought back to court. 01:11:16
And who? 01:11:19
And. 01:11:20
A job is that my code enforcement officer or is it the court has to watch and see if they actually acted on the? 01:11:22
Judges orders? I don't know that. 01:11:28
And those are the questions I have. 01:11:31
And, Mr. Mayor, the committee is required to have at least one public hearing. 01:11:33
And have a public. I'm just saying those are the things that. 01:11:37
Need to come out and I feel very uncomfortable. 01:11:41
And asking any judge. 01:11:43
About how they're making their. 01:11:45
Their decisions. That's not my job. My job is this. 01:11:47
As mayor of my job. 01:11:51
And the state has given me that ability to do that. 01:11:53
If the council agrees, if they don't agree, then I can't do that. 01:11:55
And how long has? 01:11:58
Been enacted. 01:12:00
Here's an event. 01:12:02
This statute, I'll have to look it up. 01:12:04
It's within the five years, it's not. 01:12:07
It's not something old. 01:12:09
So what did we do? Why did we choose? Why are we choosing to do it now? 01:12:11
Why am I going to worry about that? Guys paved the history. I mean, it came up. I'm just saying that it came up now. 01:12:18
Because I just felt. 01:12:25
That given the. 01:12:27
The judges salary being raised. 01:12:28
That it would be important for the city to look and see how that money is being spent. 01:12:31
The council and you're one of the counselors that may give the. 01:12:36
The judge of the race. 01:12:40
Did you ask him any of these questions about? 01:12:42
How effective is the court? 01:12:44
I'd like to see that in writing. 01:12:47
I'd like to see that in our committee. 01:12:49
And I, you know, and like I said, I cannot go into his court. 01:12:52
And start. 01:12:55
Asking, well how come you made that decision I need to make? 01:12:56
I'm not. 01:12:59
This is the shop. 01:13:00
Part of our. 01:13:02
Our government. 01:13:03
So we can ask those questions for the committee. If we have a resolution, we're allowed to ask those questions. I'm gonna have to 01:13:04
find out. 01:13:07
I don't know for sure. 01:13:10
I don't know for sure. 01:13:11
But it gives me a little more. 01:13:12
Import to be able to ask those questions. 01:13:15
How do you know you can ask him? 01:13:17
How do you know you'll be able to ask him if? 01:13:19
If this does pass. 01:13:22
Well, you know, how do I know I can do anything if I don't have this thing passed? 01:13:24
Is it the chicken or the egg type of if the Council? 01:13:28
You know, everybody is talking about it. If they want don't want to do this, fine with me. I'm just bringing it up. 01:13:31
And the judge is part of the committee, so he would be present to answer questions that. 01:13:36
The community might ask, but it's because we have this committee formed because of the state allowed us to do that. 01:13:41
You know. 01:13:49
That's all I'm saying. 01:13:50
Anyway, do you have a motion to accept this resolution? 01:13:54
Make a motion. 01:13:58
I'll second, Mr. Mayor. 01:14:00
So moved and 2nd. 01:14:02
We get a. Can we get a roll call? 01:14:04
Yes. 01:14:12
Yes. 01:14:15
Cancer Clinic. 01:14:17
Nazo Campo. 01:14:19
Counseling, No. 01:14:23
Councillor Partridge. 01:14:25
Councillor Romero. 01:14:28
Yes. 01:14:30
So what what, Donald? What is the makeup of that committee? 01:14:33
It is the mayor, the judge, the chief of police, one counselor. 01:14:37
And three members of the public. 01:14:41
One of which is picked by the mayor, one is picked by the judge and one is picked by the counselor. 01:14:42
So, so we have 15 days to get the committee form. 01:14:47
I mean, I can get the Bob rolling. 01:14:51
If we want, if Mr. Again, you want to be on that committee. 01:14:53
I'll be more than happy to. 01:14:56
You know, appoint you as a council member. 01:14:58
Unless some other counselor because. 01:15:00
I mean, that's up to you. If not, I can appoint Mr. Salome or? 01:15:02
Either way, I mean, I make sure that we. 01:15:06
I have some sort of a. 01:15:09
Reconciliation on it. 01:15:12
So it's up to you if you think about it or. 01:15:14
OK, you will. OK, so I'll make myself. 01:15:16
City Council representative. 01:15:20
And could I get nominations? 01:15:24
By the end of the week. 01:15:27
Preferably so we can. 01:15:28
The one from the mayor. 01:15:30
The one from the judge. 01:15:31
No one from cancer again. 01:15:33
Get that put together. 01:15:36
OK. And I'm sorry about the. 01:15:38
The long within us. 01:15:41
I think we have another. 01:15:44
Participation. OK, this is a nice one. 01:15:46
Participation, Linda. 01:15:48
Program Ruby. That's the. 01:15:49
Mayor, Council. So the city was awarded $125,000. This is our beautification. I have AQA tomorrow so I don't really know exactly. 01:16:01
What is going to? 01:16:10
Entail until we ask questions and they go over it tomorrow. But it has to do with recycling. 01:16:12
So I've been talking with Mike and with Marcella. We're going to see what we can actually put out there for recycling and. 01:16:16
See if maybe we can purchase a vehicle or see what we can get out of that money, but I'll make sure that we spend $125,000. 01:16:24
Right now we're doing cardboard. 01:16:30
Right now it's cardboard and we want to bring back. 01:16:33
Paper. We're trying to bring back paper. 01:16:35
Like on Saturdays and then? 01:16:38
Linda had a program at the Senior Center to where? 01:16:40
The mayor funded to clean some senior yards, so we're seeing maybe we can. 01:16:44
Maybe put that in there with? 01:16:48
I'll ask tomorrow. 01:16:50
And see because it is private property and see if they'll cover. 01:16:51
You know, cleaning some stuff around the city. 01:16:54
You know so. 01:16:57
I'll know more information next meeting. 01:16:58
But it's $125,000. 01:17:00
What about utilizing our lot? 01:17:04
The Stands Motel lot. 01:17:05
You gotta get bigger or something. 01:17:08
Yeah, yeah. 01:17:11
Mr. Again. 01:17:13
Make a motion to pass resolution #2508-19C. 01:17:14
A second I'm moving, a second all in favor. 01:17:18
Aye. 01:17:20
Airport hangar. Hello. 01:17:26
Yes, Sir, we we actually went out. 01:17:30
Forbid on this on April 17th. 01:17:32
And we had 7. 01:17:36
But with the number of protests and everything, it was. 01:17:38
Probably the city's best interest that we. 01:17:41
We threw the mall out and we went. 01:17:45
Out for negotiations and we talked with Richardson and Richardson, they're a member of the cooperative. 01:17:48
Educational Services CES. 01:17:56
And they had a bid of 1,000,000, one 56402. 01:17:58
And actually with taxes and everything, that probably. 01:18:03
$50,000 cheaper than our lowest bidder when we did went through the bid process so. 01:18:06
So I paid for. 01:18:12
It's with the. 01:18:14
Grant 100%. 01:18:17
Yes. And and that comes within the the budgeted amount of 1.2 million, so. 01:18:19
Make a motion to pass the board. 01:18:26
Now second I moved a second all in favor. 01:18:28
Aye, OK. Home occupation BNF Smith Enterprises. 01:18:32
Christie, she'll make a presentation 1st and then we'll. 01:18:36
We'll discuss it like we have been discussing. 01:18:40
Thank you. 01:18:48
Hello, Mayor and Council. 01:19:09
So, umm. 01:19:12
BNF Smith Enterprises filled out a home occupation permit. 01:19:13
Or, uh. 01:19:18
The RV. 01:19:20
Rental. 01:19:21
And what it is, is they want to place their RV on the Outdoorsy app. 01:19:22
Which is an app that coordinates people who have our visa with people who don't but would like to rent them. 01:19:26
For a weekend for a. 01:19:33
Um, so um. 01:19:36
Mr. and Mrs. Smith have an RV. 01:19:39
They want to participate in that where? 01:19:42
They are able to be found on the app. 01:19:46
And it's kind of like an RV. 01:19:50
It's not camping at their house. 01:19:54
If I would, I would just say if I was interested. 01:19:57
Then I would take my truck. 01:20:00
To their health or a meeting spot. It could be a Walmart parking lot. It could be anywhere. 01:20:03
And they would. 01:20:08
I would connect it to my truck, I would go camping with my family, come back and I would either deliver it back to. 01:20:10
The pickup spot or their residence? I don't I'm not exactly sure how that business model, but. 01:20:16
It is when in front of planning and zoning the meeting did get a little. 01:20:23
Contentious, therefore they did not. 01:20:29
Make a decision. 01:20:32
I had. 01:20:34
2 Running and zoning. 01:20:35
Commissioners present and one that voted by proxy. 01:20:38
But being that he wasn't here to hear the concerns, they did not vote on it, so it did not come to you with a recommendation. 01:20:41
It was. 01:20:50
Not going to be voted on that day, I'll tell you that. 01:20:51
We we have somebody to speak on behalf of the. 01:20:55
So this is Francesca and her husband. 01:20:58
Don't remember his name? Brandon. 01:21:01
And they're the ones who want to present their business model. 01:21:03
So like she was saying, we have one RV. 01:21:09
That we would like to rent out. 01:21:13
And you know as on an app, we have it on 2 apps, one called Outdoorsy and the other one is called RV Share. 01:21:15
It's 100% insured. 01:21:23
Through ourselves and then also the app provides insurance. 01:21:27
It is not parked on the street. We have a side yard. 01:21:31
That the trailer. 01:21:34
Is parked on on our property. 01:21:36
And like she said, we can do delivery, so if they want to go to Elephant Butte for the weekend or Escondido Lake. 01:21:38
You know, we can deliver it for them. 01:21:45
If they want to pick it up. 01:21:47
You know at our residents or you know if there's a meeting spot. 01:21:49
You know, closer to them. 01:21:52
That we can also do that. 01:21:55
And so we're not planning at this time to get anymore. 01:21:56
RV's we just have the one we just want to. 01:22:01
Try to have a small. 01:22:03
Side business for ourselves. 01:22:05
Is it motorized? 01:22:08
No. So it's a travel trailer. 01:22:10
To travel trailer. 01:22:11
And you keep it on your property right now. 01:22:13
Yes. 01:22:15
And it's on our side yard. It's not on the street, it's not. 01:22:15
And Christie, there's no violation of them keeping that up. 01:22:18
And I believe that Overlooking Act does offer $1,000,000. 01:22:27
Coverage being that they're signed up with the outdoors, yeah, so if there were any damage to. 01:22:30
Let's say. 01:22:36
Yeah, if there's any damage to the customers vehicle or to our. 01:22:38
Travel trailer. 01:22:44
That they are covered through the insurance. 01:22:45
Mr. Fleming. 01:22:49
10/06. 01:22:53
Is located where? 01:22:55
10066. 01:22:58
So I'm 1102 Leroy. 01:23:02
What was the address? 01:23:07
This letter just supported. It's not. 01:23:13
So that's on the other street. 01:23:15
From us, behind us, yeah. 01:23:17
The insurance coverage is for. 01:23:19
Or there what about damage to the city? 01:23:24
Property. 01:23:28
I don't know the it's not covered. 01:23:31
You may want to check that. 01:23:36
OK. 01:23:39
It's basically. 01:23:43
I've looked into this thing before. So you store your RV? 01:23:45
Somebody can come pick it up from your residency. 01:23:49
They can leave with them. 01:23:51
Bring it back, park it there, right, But you're not going to actually have. 01:23:53
Transient residents. 01:23:56
Stay on our property. 01:24:01
We're not letting people. 01:24:03
You know, it's not like a hotel motel. 01:24:06
There B&B situation, it's where they pick it up, they go camping. 01:24:09
And then they bring it back. 01:24:15
So no one will be staying. 01:24:16
On our property. 01:24:18
Question for. 01:24:20
Christie is is the. 01:24:22
Permit Is it written for just one RV at this? 01:24:24
And what it is, is that it's because their office would be out of their residence. That's why it requires the home occupation. 01:24:32
CS GO. 01:24:40
But but but but I mean the point of. 01:24:43
Council. 01:24:45
If this is super successful, are you going to acquire more RV's? 01:24:47
Well, we haven't. 01:24:51
Done anything yet? 01:24:52
Is that limited in your? 01:24:54
And your permit, that's a transaction. 01:24:58
If anything changes with the scope. 01:25:00
Of what is presented. 01:25:03
Just one. 01:25:05
Which is she's presenting one RV. 01:25:06
She would have to come apply for another. 01:25:08
Or a change so it's not something she can grow with. 01:25:12
Out telling us. 01:25:16
So what she's presenting is 1. 01:25:18
That's what what we what would be considered as one. 01:25:23
That's not fair. 01:25:27
On the. 01:25:30
Permit application and asked if neighbors have been contacted. 01:25:32
It says no, but I think we probably did contact people, but what's a requirement? 01:25:35
Requesting. 01:25:49
100 feet from. 01:25:50
Her property. 01:25:51
So they were notified for. 01:25:53
The planning and zoning meeting, yes. 01:25:55
I think there was, I don't remember the exam. I think it was 11. 01:26:00
Residences were notified. 01:26:04
Thank you. 01:26:06
Mr. Mr. Again make a motion to pass the home occupation permit. OK. 01:26:07
No, because I'll ask for the opposition. 01:26:14
Yeah, go ahead. 01:26:16
Make the motion to approve it and 2nd and you can still discuss. 01:26:18
Let's move to 2nd of discussion. We have opposition to this. 01:26:21
For this request. 01:26:24
Can we let them? 01:26:25
Mr. Mayor and. 01:26:35
Questioners, our concerns are if there's going to be more than one. 01:26:37
One, we can. We can live with that. 01:26:41
The other concern is the traffic. 01:26:45
I like the idea of it being picked up somewhere else. 01:26:48
Because we have children that play on the street. 01:26:52
I was before the Commissioner and you were. 01:26:55
And you had approved a speed bump because we had. 01:26:59
Cars crashing into our property. 01:27:04
Or off the side of the property. 01:27:07
The speed bump was removed. 01:27:10
Traffic. We get traffic through their speeders. 01:27:13
And concerns being we have little ones and then my husband that likes to go through the neighborhood. Mr. Fleming has seen seen 01:27:16
him. 01:27:21
And sometimes I will have to. 01:27:26
Shout out at him if I'm outside. 01:27:28
There's a car coming and it's coming fast, so move. 01:27:33
Move. And so those are the concerns that we have for the neighborhood. 01:27:36
The one most important one being. 01:27:42
One we have no problem with. If you're going to be doing 3, you need to move it somewhere else. 01:27:46
And it has if it has to come before. 01:27:51
The Commissioners. 01:27:54
You know if they want more than one for rental. 01:27:56
We want to stipulate that in the. 01:28:01
Request. 01:28:03
But you're OK with the one? 01:28:05
We're OK with the one. 01:28:07
If it's maybe. 01:28:08
Picked up somewhere else other than the house because. 01:28:10
Two weeks ago, somebody. 01:28:14
Picked it up or whatever. 01:28:16
And he went around the block 3 or 4 times and it got dark on him reversing it in. 01:28:18
If somebody had been coming through that neighborhood. 01:28:24
They might have hit it. 01:28:28
Can you agree to that? 01:28:30
That it will be picked up somewhere else or no? 01:28:32
OK, Mr. Partridge. 01:28:35
Did the slow the? 01:28:37
We installed a sign. You contacted me? Yes. Did that help them, the city? We had Lloyd go out there and install a sign on your 01:28:40
area. Those signs helped and so did the stop sign, the signs that you all put in the neighborhood. 01:28:47
Those are those are much really appreciated. 01:28:54
So your concern is? 01:29:00
One only and. 01:29:03
It'd be picked up somewhere else. That was your concern. 01:29:06
Yes, Sir, and brought back. 01:29:08
Somewhere else. 01:29:11
Yeah. 01:29:12
Where they got where it got picked up. 01:29:14
They're not really willing to accept that. Let's work it. Well, it doesn't. The reason? 01:29:16
The out of respect. 01:29:20
It's going to get taken to the same place no matter who delivers it. 01:29:23
So if they take it to Walmart. 01:29:27
And they disconnect it there. 01:29:30
And then these gentlemen go pick it up. 01:29:32
They're just going to take it to the same place that they were going to deliver it to anyways. I from what I understand, unless 01:29:34
I'm not seeing something. 01:29:37
Correctly right with the kids in the neighborhood and. 01:29:41
Person that likes to my husband. 01:29:45
That likes to go through the neighborhood and he goes through the neighborhood two or three. 01:29:47
Times a day. 01:29:52
So one question real quick before, is there times that they pick these things up? Like is there? Is there like? 01:29:55
Hours of operation. 01:30:01
So. 01:30:12
Sure. 01:30:17
One month. 01:30:19
So that's two times. 01:30:20
I mean, we probably use it more than that and more. 01:30:22
So I don't understand. 01:30:27
Why we would have to meet at a different location other than a house if we would have to bring him back? 01:30:29
That also is 1 trailer. 01:30:34
Is there a typical pick up time? 01:30:38
Like, you know, you check into a motel at. 01:30:39
3. 01:30:41
You know. 01:30:49
Understand. 01:30:50
Mr. Fleming. 01:30:51
I can see the 1 trailer. 01:30:53
When I foresee a problem. 01:30:57
Occurring. 01:31:00
Is these individuals that. 01:31:02
Want to rent your trailer may not have the experience. 01:31:04
Of how to bath it in. 01:31:08
To the location where you are. 01:31:10
Where if you met them? 01:31:13
You're shaking your head. 01:31:15
I had the privilege of driving a 38 foot triaxial trailer. 01:31:18
For 19 years. 01:31:24
And it's not as easy as it looked when you're backing it up. 01:31:26
I have a very heavy concern about. 01:31:31
Individuals. 01:31:34
Who? You don't know their driving record? 01:31:36
You don't know their experience. 01:31:39
And you're going to back it into your yard. 01:31:48
You didn't say that. 01:31:52
Did you say that? 01:31:56
That's a. That's a literal, yes, correct. 01:31:59
Have you put it down? 01:32:02
And given it to Christie. 01:32:03
That you are responsible for putting it on. 01:32:05
And you were going to be responsible for taking it off the street. 01:32:09
That makes sense. 01:32:21
OK, to clarify, yes, ma'am. 01:32:33
My concern, excuse me, is. 01:32:43
I have 3 great grandchildren that live with me. 01:32:46
They ride their bike on the road. 01:32:49
And people come barely an unmarried place it's. 01:32:51
Circular. 01:32:55
Street and they come flying around in a. 01:32:57
The kids, I'm out there watching them. They don't just do it on their own. 01:33:01
And Mr. Rankonis is on the road. That is our concern. 01:33:06
Like I said, like she said, only one trailer, yes. 01:33:10
But. 01:33:13
Are they going to watch out for kids or? 01:33:15
I know, Mr. Partridge. 01:33:19
I brought it to him that. 01:33:21
They you know, when we had the meeting before, it was not. 01:33:22
There was not a quorum. 01:33:28
And there was one particular person that was representing the city that was very. 01:33:31
And laughing and making fun of us and commenting. 01:33:36
Things when we left. 01:33:40
Which was very unprofessional. 01:33:42
Point of view. 01:33:44
But to go back to it is my concern is my 3 great grandchildren that. 01:33:46
Go up and down that road. 01:33:51
Riding their bikes. 01:33:53
You know, I know. We took the. 01:33:55
The speed. 01:33:56
But there may be a different. 01:33:58
Way we can slow them down. 01:34:00
I'll talk to Lloyd about that. 01:34:02
Don't see people can't do that. 01:34:04
You have a comment. 01:34:06
I'm just curious. 01:34:08
Speak up so we can get it on record. 01:34:10
And there's 7. 01:34:19
Mary place that I am the one. 01:34:27
A result. 01:34:30
Next. 01:34:31
But that's. 01:34:36
OK, OK. 01:34:40
OK, let me let me just get your attention. 01:34:44
I think there's 2 problems. 1 is the RV. 01:34:46
And the other one is the. 01:34:49
The traffic and the speed of the traffic. 01:34:51
Which, whether we approve this or not, is still there. 01:34:54
So I think we need to kind of. 01:34:57
We'll work on that speed. 01:34:59
But and kind of separate from. 01:35:02
Just from this issue, that's that's. 01:35:04
Well, I think it's a great, I mean. 01:35:06
I hope you got 20 but don't put them on your LA. 01:35:09
But you know this this. 01:35:12
I think what it has to rule where they rent cars, people get their own cars and. 01:35:14
I mean, that's a this little. 01:35:18
Economic development, but. 01:35:20
But I think there the comments are. 01:35:22
Pair that you know this can't turn into a. 01:35:24
And it's basically on the Internet. It's not like you're. 01:35:28
People are shopping. 01:35:30
That's your place. 01:35:32
So but but I think. 01:35:33
It's important to make clear. 01:35:35
Clarify that it's A1 trailer. 01:35:36
And that, that that's something that needs to be. 01:35:39
Just one last comment, Mr. Mayor. 01:35:43
I mean, I just think in good faith, as a good neighbor you would. 01:35:45
You would want to look up for the children in your neighborhood too. I would hope so. I think if that's a. 01:35:48
Big concern that. 01:35:53
As your trailer is getting rented, you have direct traffic or. 01:35:54
I'm not telling you what to do or how to run your business, but I just think that's. 01:35:57
Probably good practice. 01:36:00
To keep the neighbors. 01:36:01
You know, worries at ease and and. 01:36:04
Continue on your business successfully. 01:36:07
So it's been a good neighbor. 01:36:09
So are we ready to take the boat? 01:36:13
All in favor. 01:36:15
Aye. 01:36:16
No one. No. 01:36:17
One note passes. 01:36:20
With the clarification. Well, with the clarification, I know. 01:36:22
Mr. and Cornice. 01:36:26
But with a clarification that is 1. 01:36:27
And we'll keep an eye on it. We'll just make you know. But that's great that you're doing the business. That's great. 01:36:30
Good for you and I. 01:36:37
I feel a little unhappy with the. 01:36:38
Planning and Zoning Commission. 01:36:40
Say they didn't have a quorum. That should try to be. 01:36:42
At the meeting, well, we did have a quorum if you counted. 01:36:46
The by proxy vote. 01:36:52
But they were not happy. 01:36:54
That he wasn't here to hear their concerns. So at that point we said, well, then we'll. 01:36:56
Continue it. They have to be there to listen. Yeah. 01:37:01
I agree. 01:37:06
OK. Yes, Mr. 01:37:07
Saying we have a speed bump there. 01:37:09
Or the Patterson bump. 01:37:11
And I'm not sure what happened with that little discussion about. 01:37:14
Three years ago. Two years ago. 01:37:17
But there are other ways to kind of. 01:37:19
Decrease the speed. 01:37:21
And it could even be, you know, with the narrowest treaty. But I'm going to have Lloyd look at it with our engineer. 01:37:24
And see if we can that's a different project though, that's a different thing that. 01:37:30
And also signage. Signage, absolutely. 01:37:34
But we're going to work on that. 01:37:37
Is there any more controversial things on the agenda that we can? 01:37:41
Cast OK. 01:37:46
We're almost there. We're almost there. 01:37:48
This is, I don't know, Mr. Lopez. Is Mr. Lopez here? 01:37:51
Yes. 01:37:55
You took your head off, I couldn't recognize. 01:37:57
I heard you. I saw you lurking around the. 01:38:00
Other side there. 01:38:02
This is I don't think this is too controversial, is it? Who? Who's going to? 01:38:03
We skip, Did I skip what did I skip? The delegate? Delegate. That's controversial. 01:38:08
Who wants to be the New Mexico Municipal League? 01:38:13
Delegate. 01:38:15
So we'll continue, we'll make customer again Mr. 01:38:17
It's a voting delegate and then the alternate. 01:38:25
That is what I was going to say with the alternate. 01:38:27
And the Municipal League would like to mention. 01:38:29
The Municipal League would like to make sure that both of those people attend the conference. 01:38:32
It's September 17th through the 19th NATO so. 01:38:35
When is it? 01:38:39
17th to the 19th They're both what? 01:38:40
The 18th I didn't have my here. 01:38:43
Both go. I can't go. I have a conference while I'm speaking. Sorry. Both of them go. 01:38:47
Yesterday, like both in attendance. 01:38:54
We can't have Miss Challenge doing it. 01:38:56
I'm sorry, I'm already committed. I was committed through MFA to be a speaker at the conference. 01:38:58
Wow. How about Peter? 01:39:04
No. Get an alternate no. 01:39:08
Alternator go to the meeting until. 01:39:12
You gotta go. 01:39:14
Make a motion. 01:39:18
So we're going to appoint Mr. O'ginn as the. 01:39:19
Delegate and Mr. Salami is the alternate and. 01:39:23
Yes, Chavez, whenever she wants to go. 01:39:26
OK, now Mr. Lopez. 01:39:31
I don't know what you're doing. What are you doing here? 01:39:36
You've got some pretty colored pictures over here, I see that. 01:39:41
What does it tell us? 01:39:44
You want to give us a history of how we screwed up? 01:39:47
Mr. Mayor, Council. 01:39:54
I guess in back in 2009 there was an agreement between the city and. 01:39:56
Myself. 01:40:01
The city needed access an easement across my property to provide a drainage. 01:40:02
Of things across. 01:40:08
I met with the. 01:40:12
The city and we came up with an agreement. 01:40:13
That way to eliminate any possibility of court or anything else at that point. 01:40:16
So the agreement was is that I would give them access. 01:40:21
Without charge, just hey, I'll give you the access at this point. 01:40:25
But to provide a piece of property. 01:40:28
In exchange for that access. 01:40:31
Right next to. 01:40:33
Where the I own a piece of property on on. 01:40:35
Out on Faulkner. 01:40:38
At the very end of Faulkner, time comes to. 01:40:40
A point. It was the property right next to it. It joins that property. 01:40:42
And. 01:40:46
We came to an agreement that that would be. 01:40:47
Part of the agreement. 01:40:50
And we all. 01:40:51
Signed off on it. 01:40:53
Unfortunately, I probably committed malpractice on myself. 01:40:55
Because I didn't. 01:40:58
Look closely. 01:40:59
At the deed. 01:41:01
That was provided to me by the city by. 01:41:02
Mr. Armagh City. 01:41:04
Attorney. 01:41:06
I was super busy back in 2009. 01:41:07
I was swamped. I had a first degree murder case. 01:41:11
That dealt with 10 defendants. Oh, we don't want to hear how. Yeah. So I just screwed up. 01:41:14
Anyway, umm. 01:41:18
So I didn't pay attention until here recently. 01:41:20
I came to the. 01:41:25
Assessor's Office. 01:41:27
And I was planning to. 01:41:29
Put something on that property. 01:41:30
A mobile home I. 01:41:32
Grandkids are getting. 01:41:33
Trying to provide them a place. 01:41:34
And I realized the assessor said no. 01:41:37
That's still in the cities. 01:41:40
City under city ownership. 01:41:42
So I came and I said look. 01:41:44
I think there was a screw up on the deed. 01:41:47
Because they only gave me a little portion. 01:41:49
What the heck is that all about? 01:41:52
It was the whole. 01:41:53
All the way down to Faulkner. So all I'm trying to do is correct. 01:41:55
The deed. 01:41:59
That was to be provided by the city. 01:42:00
That's all there was number. That was the agreement that was provided. 01:42:01
Bias and between US and I'm just trying to clean it up, that's all. 01:42:05
And Mr. Mayor Lloyd has talked to Jerry about this and he agrees and. 01:42:09
The vehicle we will use to get this. 01:42:14
Deeded correctly the signal file with quitclaim deed. 01:42:18
On that parcel. 01:42:21
That'll be fine. What do you want us to? 01:42:23
Just vote to accept the claim. 01:42:26
I so much second to move the second discussion. 01:42:29
All in favor. 01:42:32
Thank you very much. Thank you. 01:42:34
Mr. Mayor. 01:42:36
Council. 01:42:37
OK, where are we? 01:42:44
We got new business. 01:42:47
Mr. Mr. 01:42:48
So now we own California St. correct? 01:42:50
We need to put. 01:42:54
Umm, lines. 01:42:56
You're driving at night. I don't even know if I'm going on the left or the right. 01:42:57
You can't see the lines at all. 01:43:00
Right. OK. Can we strike it, please? 01:43:03
What else? 01:43:07
OK, old business. 01:43:10
One point we talked about the election. 01:43:14
And the change. 01:43:17
Municipal. 01:43:19
In the United States national election campaigns. 01:43:22
And those rules and. 01:43:27
Statutes that follow that. 01:43:29
Election. 01:43:31
I talked with the municipal league and. 01:43:32
It seems that. 01:43:35
If the city would. 01:43:36
Want to return to a municipal election? 01:43:38
At their own time frame. 01:43:42
Then this type of an election that was conducted the. 01:43:44
Two years ago. 01:43:48
And the one that's going to be. 01:43:49
Conducted in November. 01:43:50
Has to play out through the sequence, so those two elections have to take place. 01:43:52
But after that. 01:43:58
The city can choose to go back. 01:43:59
To a uh. 01:44:02
Municipal election. 01:44:05
Where? 01:44:06
People are. 01:44:08
Run against. 01:44:10
In in various words. 01:44:11
Rather than an at large. 01:44:13
545544. 01:44:16
So that's something what would. 01:44:21
What's that? What's the cycle? You said two cycles. Oh yeah, once. Once this election is over. So in four years. 01:44:22
That one can be a municipal election. 01:44:30
Councillor Saloni. 01:44:33
I recall that it's. 01:44:36
Based on population. 01:44:38
And that's what. 01:44:40
Made us fall. I know we cannot back in or opt out. 01:44:41
And run our own elections. 01:44:44
But I think we would still have to run. 01:44:47
At large. 01:44:49
I'll, I'll look that up again. 01:44:51
I think you said the information. 01:44:53
I thought Donald. 01:44:58
Yeah. 01:45:01
After that meeting. 01:45:04
Well, the elections that happened prior. 01:45:05
To this last election. 01:45:08
They had. 01:45:10
Asked and required the city to. 01:45:12
Doing that large election as well. 01:45:14
But the city chose to do. 01:45:17
Ward by ward. 01:45:20
So yeah, I don't think that was. 01:45:22
Is that they changed that law where? 01:45:26
Where they made it. 01:45:28
At large if you're under. 01:45:29
That if you're over, then you have to be. 01:45:31
10,000 Yeah. Barbara, Barbara, the Municipal League have. 01:45:34
Had some advice and guidance for us in that. 01:45:39
Well, the reasoning when they came out with the guidance was. 01:45:42
That populations under 10,000 aren't district. 01:45:45
But by running in wards we were essentially districting the city. 01:45:49
There wasn't citywide, so that was the reasoning, but I'll look into it. 01:45:53
Pin them. Pin them down at the New Mexico Ministry. 01:45:56
When you're there, yeah. 01:46:01
On the 17th September. 01:46:02
No, but that's, you know, we always thought. 01:46:06
That everybody would match up against. 01:46:08
Whoever was running, that's what we always did. 01:46:10
But now it's just the top four vote getters. 01:46:14
As you pointed out, some people. 01:46:17
Would benefit if people then vote. 01:46:19
I will Councillor Collins to their own. 01:46:22
Well, I think the the. 01:46:26
County asked the. 01:46:28
State Secretary of State to highlight there that you're allowed to. 01:46:31
Vote for four councillors instead of. 01:46:35
And so they bolded it, and they highlighted it. 01:46:37
As well. 01:46:40
Because I went, I went to that meeting. 01:46:40
Macro, Linda. 01:46:45
Anything new with your? 01:46:46
Numerous things you're doing, I don't know how many more things can you do. 01:46:48
Yeah, yeah. What else? 01:47:00
Good job. 01:47:08
And Vegeta, I heard you let the Co-op user. 01:47:09
Center. 01:47:12
But thank you for. 01:47:19
Opening up and closing up too, so. 01:47:21
That was nice. OK. 01:47:23
Anything else for our? 01:47:26
Christie already had your turn. 01:47:29
Oh, OK. 01:47:32
That's a terrific job. 01:47:46
Who's that sitting next to you? 01:47:49
Will she have the program? 01:47:52
So what would you do? 01:47:54
You were wow. 01:47:58
What department? What did you do? 01:48:01
Oh well, yes, stand up will ya? 01:48:09
Did that make you want to be in the Police Department? 01:48:18
I know that's right. 01:48:25
Oh great, that's the boss. 01:48:29
That's wonderful. 01:48:41
You know I mean. 01:48:46
Look at Delilah Vega. She's. 01:48:47
The finance director at Tech, she was in that summer. 01:48:50
Program. 01:48:53
That's that's been going on for 30 years. We usually have well over 100. 01:48:55
Kids, they get what, 650 or 750? 01:48:58
Yeah, that's not the way you do it anymore. 01:49:03
So what is? 01:49:06
What did they end up getting? 01:49:06
How much you? How much? 01:49:09
Yeah, but how much does it end up? 01:49:12
In their pocket. 01:49:14
OK, so you're making me do math working. 01:49:18
$1400. 01:49:20
That's that's the money in their pocket and that's. 01:49:22
That's really great for them. 01:49:25
That's wonderful, yeah. 01:49:37
Yeah, you still have that money in your pocket, or you spend it. 01:49:40
Well, that's great though. That's terrific. 01:49:44
Yeah, no, but that's I've always thought that was one of the. 01:49:49
Good program, yeah. 01:49:53
OK, I'll quit talking. 01:49:57
We'll get. We'll get to the. 01:49:59
Executive session. 01:50:03
Not today, no. 01:50:05
OK, they. 01:50:07
Personnel matters. No, not. 01:50:10
Well the 202 I got a letter from the tool base. 01:50:12
Tula Rosa Basin. 01:50:15
Down windows. 01:50:17
And Luisa Lopez. 01:50:19
Is going to have a meeting here. 01:50:21
At City Hall on August 21st at 5:30. 01:50:23
They want to inform. 01:50:27
The fellow downwinders from Socorro and surrounding areas. 01:50:28
What is going on with the process as you? 01:50:32
And I have to say this but. 01:50:34
The big, beautiful bill. 01:50:36
I know I'm gone. I know you. 01:50:38
Love that, but the big actually. 01:50:40
Gave money for the Downwinders coverage. 01:50:43
For their medical problems. 01:50:46
And I think it can get up to $100,000. 01:50:48
If you can prove certain things. 01:50:51
So I think. 01:50:54
And then there. But there are people now. 01:50:56
That are scamming some of these people. 01:50:59
And so. 01:51:01
So it's important that if you are interested in this. 01:51:02
That they'll have literature to pass out. 01:51:05
And they will be available, and Louisa has been there from the beginning. 01:51:07
You know, along with Miss Cordella. 01:51:12
And all the people there. 01:51:14
That's something. August 21st at 5:30 at City Hall. 01:51:16
OK, personnel changes. I've got a bunch of them here. 01:51:22
We've got. 01:51:25
Lena Chavez and then. 01:51:26
She did her. She does her duties pretty well. 01:51:29
I don't know if you knew that we had our. 01:51:31
For all the departments, we had a big OSHA. 01:51:35
Violation and Lena along with the other division. 01:51:38
Of people really clean that up and we're really. 01:51:42
Proud that you did that, I think. 01:51:45
The violation was. 01:51:47
300,000. 01:51:48
And so they brought it up that we sell with them. 01:51:50
At 0 Victoria Salvar, the youth center. 01:51:53
Glonda. 01:51:57
At the Senior Center, Regina Valencia. At the Senior Center, Pete Lopez. 01:51:59
Recreation Assistant. 01:52:03
Probation completed. 01:52:04
Antonette Lopez completed probation at the library. 01:52:06
Shatia Apache. 01:52:09
At the rodeo, temporary to full time, All right. 01:52:11
José González Animal Shelter moved to the. 01:52:13
General Control Officer Mark Mercer completed provision. 01:52:16
Sarah Stanley, fire recruit. Jason Romero, fire recruit. Logan Walter, fire recruit. 01:52:19
Jeremiah Garza, fire recruit. How about that? 01:52:25
And. 01:52:29
And one more Julian Mays, SO. 01:52:32
With the help of you know if you want to speak to that. 01:52:35
Tell it. Yeah, come on up. Because I think that's important for the county to thank the county and also. 01:52:38
To finish out your staff. 01:52:43
Just introduce yourself and my name is Daniel Pacheco, Captain with Socorro Fire Department. 01:52:45
Yeah, so we just hired 5 new. 01:52:50
Recruits. 01:52:51
We actually had. 01:52:53
How many applications? 01:52:55
Already. 01:52:57
17 Well, we had 17, but we tested 13, yes. 01:53:02
Out of that. 01:53:07
OK. 01:53:09
And out of those? 01:53:14
And we chose 5. 01:53:15
We did have about. 01:53:17
A good deliberation when it comes to. 01:53:18
Choosing what fits the needs of Socorro Fire. 01:53:20
5/3 are the county. 01:53:24
Designates right? Yes. 01:53:27
So there will be, and that's how the county will. 01:53:28
Reimburse us. 01:53:30
Yes, and that's the cherry on top. That's great. 01:53:38
Try over doing great things. I mean, we just got. 01:53:41
Almost done with all the restorations at the department. 01:53:44
You know, the cleanup could. The roof repair is a lot better. Yeah, I mean, the roof is. 01:53:48
Astronomically better. I mean, we've had a good rain and there's nothing left on the top of that roof. Before I had the 01:53:53
opportunity to have all of it on top of my. 01:53:57
Outside of my window that was collecting. 01:54:01
I mean, it was terrible. 01:54:04
But at the same time, they came in and did an amazing job. 01:54:05
So congratulations. 01:54:08
Mr. Fleming. 01:54:11
Thank you, Mr. Captain. Do I actually see we have? 01:54:12
A female. 01:54:17
One of the new recruits. 01:54:19
Yes, Oh yes, I'm actually. 01:54:21
Lover she's. 01:54:23
She's definitely fitting in. She's. 01:54:25
Brilliant. 01:54:29
So we're not having to worry about the five that we chose. 01:54:30
We're not having to worry about anybody missing tests, failing tests. I mean, we're. 01:54:33
We're at a position now that we're actually building the department as chief. 01:54:37
Has been here. 01:54:42
You know, numerous amount of times he's. 01:54:43
He's definitely made a lot of headway for this department, you know, since he took over Chief Gonzalez. 01:54:46
So congratulations to the captain. That's great that you guys. 01:54:51
Doing great job with your people. 01:54:55
Mr. Matt, did they get them? Did they get the new ambulance? 01:54:56
I thought I'd say that's one. You got one. 01:55:00
We're still waiting on another till about January. 01:55:03
So for now, that one is done. It's in service. We're just waiting for it to get the radio. 01:55:06
Which is another pricey thing, but nowadays. 01:55:11
What is it? But so, yeah, we're just waiting on that and it's pretty much it's in service, it's ready to go in. 01:55:14
They have nothing but great things to say about it so. 01:55:19
That really helps. 01:55:22
Thank you, Mr. Mr. 01:55:24
I was going to make a motion to go ahead. 01:55:26
Well, I'm gonna have finished. 01:55:29
I just got sidetracked. 01:55:31
Oh, hold on, I got Gabriel Luna who resigned. 01:55:32
From the fire department, Liam Chavez from the Police Department and Garrett White. 01:55:36
From the library circulation, now you can. 01:55:40
Thank you, Kevin. 01:55:42
Oh, Mr. Mayor, we'll make a motion to approve the personnel changes, as read. 01:55:45
Second moved and seconded all in favor. 01:55:48
Right now for the businesses. 01:55:51
BNF Smith Francisco RV Rentals. 01:55:54
There you are. 01:55:57
Alice, Vicky. 01:55:58
Amazon Mazon Bakery. 01:56:00
At home. 01:56:03
She's cooking out of the community kitchen. She could go in front of hunting and zoning and. 01:56:05
And any man out of town, Boscocito. 01:56:22
Peter Gonzalez and landscaping, Avi and. 01:56:25
On our food cups. 01:56:27

Box of Daddle. 01:56:34
Out of town mobile discount. 01:56:35
Grocery DNA drinks, non alcoholic drinks. 01:56:38
Out of town, that's it. 01:56:43
Move to approve the business registrations as read. 01:56:45
Moved and seconded at all. 01:56:52
And we'll have a meeting. 01:56:56
Oh, I have a meeting September 16th. 01:56:58
Are we are we back to two or is this? 01:57:02
After September, Mr. Mayor. 01:57:05
OK. 01:57:07
Afternoon. 01:57:15
