All right. 00:00:00
9:00 to 1:00. 00:00:04
It's the City of City Council meeting Tuesday, June 17th, 2025. Roll call please. Mayor Baskar. 00:00:07
Councillor Travis Lopez here. 00:00:13
Councillor Dean. 00:00:16
Councillor Fleming. 00:00:17
Councillor Olcanpo here. 00:00:19
Counselor Rogaine. 00:00:21
Councillor Partridge. 00:00:23
Councillor Romero here, Councillor Salome here. We have a quorum. 00:00:25
Mr. Lanell, I move. We approve the. 00:00:31
Consent agenda as presented today. 00:00:34
OK, the second discussion. 00:00:37
All in favor. 00:00:40
OK, public forum. 00:00:42
Everybody, I'm OK. 00:00:53
Yeah, my name, Dennis said there. And I live. 00:00:55
On 605 Colson Drive. 00:00:58
And right there at El Camino Real and Coulson. 00:01:01
And my issue I have is. 00:01:05
I have. 00:01:08
Flooding every time it rains hard up in the area. 00:01:09
West of there so and now they're building more and more. 00:01:14
You know, houses and so that. 00:01:18
Causes more. There's going to be more roofs. There's going to be. 00:01:21
More cement sidewalks and driveways. 00:01:25
So that flooding and getting a little worse and. 00:01:29
That pipe is only a 12 inch pipe. 00:01:32
And when they first put that in? 00:01:35
I guess they didn't realize. 00:01:37
You know how much? 00:01:39
How many houses were going to go up in that area? 00:01:41
So now I have an issue of. 00:01:44
Every time we get a good rain, water backs into my garage. 00:01:48
And. 00:01:52
Once it was about half an inch. 00:01:54
Before it came into my actual house. 00:01:57
So, uh. 00:02:01
Is that right by Robert? How to mails across the street from across the street on the north side? 00:02:03
That holding pond doesn't hold anything at all or. 00:02:09
That water from your place doesn't. 00:02:11
It holds water, but the pipe that drains out of there, there's not big enough. OK. And the pipe comes out of a storm drain there? 00:02:14
No, the pipe goes underneath El Camino Real. 00:02:20
From I'll have Lloyd look at it. 00:02:29
Let me get, let me. 00:02:32
What do you recommend? He can't do nothing. 00:02:35
Doctor recommendations he had Well no, but I mean but that 12 inch drain pipe. 00:02:39
Where did it drain from? 00:02:45
It it it just. 00:02:47
It drains out of the pond. 00:02:50
You know it. 00:02:53
Towards the top of the pond, but it drains onto the road or it drains across the street into the field there. 00:02:55
An empty and so the pond gets too full and can't take any more water from your place. 00:03:02
OK, so let me we'll work on. We'll work on that. Let me get the. 00:03:11
Backward, Lloyd and see. 00:03:16
Because the discharge of that pawn. 00:03:17
And to somebody else's property might be a problem, but. 00:03:21
So we can discharge it on the road and let it drain down. But let me talk to Lloyd. 00:03:24
Guy what? He came over and Danny came over to. 00:03:28
Monette so. 00:03:33
Donald. 00:03:36
Well, I mean, Donald, yeah. 00:03:37
He's the way. This week I'll get on the first thing. 00:03:40
I'll work on it tomorrow with Lloyd. 00:03:44
O'Donnell will be back on Monday. Yeah, because I, I mean, I worked at. 00:03:45
For Fish and Wildlife, 35 years. 00:03:50
And I put in a lot of drain pipes and inlets and outflows. 00:03:53
And I just by my experience, I don't. 00:04:00
That that pipe is not big enough. 00:04:04
So you think increasing the size of the pipe with a bigger culvert right to fix the problem that's. 00:04:06
Right now that's the problem. And then the type style of the pipe too. 00:04:13
So they make different styles of pipes. 00:04:19
So, uh. 00:04:22
Anyway that that's one issue that you know I want to bring up tonight. 00:04:23
And then there was another thing I have is not an issue but. 00:04:29
I lost my son. 00:04:37
Philip about a year ago now. 00:04:39
He was in the army. 00:04:44
20 years. 00:04:46
And June 10th of this year would have been 21 years. 00:04:48
Then he would have retired. 00:04:52
Then, but he lost his. 00:04:55
He did his tour in Iraq, Afghanistan. 00:04:58
And then came home and passed away here. 00:05:01
In the States while he was still in the Army. 00:05:05
And I was wondering. 00:05:08
If there's a way. 00:05:10
To put something. 00:05:13
At what do you call it at the Veterans Park? 00:05:17
Sure. 00:05:21
Let me look into that. 00:05:24
Can you give me a little background on him? Can you write something up for me? Yeah, I can do that. Just just kind of his service 00:05:25
and. 00:05:29
And his. 00:05:33
Full name and everything, a rank and just so you can drop it off. Yeah, Lena. 00:05:34
OK. Yeah, absolutely, absolutely. 00:05:40
OK, I'm sorry. Sorry about that. Yeah, well, it's. 00:05:43
Rough, but yeah. 00:05:47
And I guess that's that's all I have right now, so. 00:05:52
No, thanks. And so I'll get back with you in the flooding and. 00:05:56
If you leave us a little bit of a remembrance about him. 00:05:58
Understand if you have a photograph. 00:06:02
Yeah, we could do that, OK. We might even do a little proclamation so we can do that, OK. 00:06:03
Thank you very much. You're welcome. Thank you for coming. 00:06:09
Anyone else? 00:06:16
OK, Samantha Winter wants bicycle racks. 00:06:19
At Don Juan's. 00:06:24
CS OK. 00:06:27
Thank you all the bike racks. 00:06:45
Thank you. 00:06:52
After I plot the step. I'm sorry. 00:06:58
So all the bike racks have been generated. 00:07:02
So we worked with the Ganglion Welding Club. They were able to get those all made for us. We did have to get pushed back in the 00:07:06
timeline a little bit. Getting metal out there was was kind of hard this year. 00:07:11
So we were able to get them all the pipe, get them all the steel, get everything welded up and painted. We actually were able to 00:07:16
get 17 bike racks and settle the proposed 15. They threw in two extras for us. 00:07:21
One actually didn't have that great of attack Weld job so more like one extra bike rack get 16. 00:07:26
They're all at this point, all but four have been installed. 00:07:32
They're in a variety of locations kind of across the county. We got some at the limit, our truck stop with the monkey farm stand a 00:07:36
bunch up in Magdalena. 00:07:40
But we would like to install some at Don Juan. 00:07:44
That that main, main drag kind of right in front. And then Melissa at the Loma has also requested one if possible. 00:07:48
With the other one. 00:07:55
The Loma at the Loma Theater right across from it, they would also like one. But with the new sidewalk, there was some concern. We 00:07:57
were talking to the building owner and he was like, well, the sidewalk city property and with it being new. 00:08:03
He's like, well that's the city, so we'd like to see if it'd be possible to install some bike racks there. 00:08:09
I've had nothing but grief on that Muzzin Harris project. 00:08:15
I just, I just tell you, I just tell you that in public. 00:08:19
So putting those bike racks there. 00:08:23
If it's going to be the straw that broke my back. 00:08:27
I just want to make sure. 00:08:31
That they're they're. 00:08:33
Because like I'm just telling you and I don't blame them. I know knock their business down. I know it changed some of the things 00:08:35
there, but. 00:08:38
We had to get that project done. 00:08:43
But adding another. 00:08:45
I won't say obstacle, but. 00:08:47
Adding one obstacle on each side. 00:08:50
I gotta have their 100%. 00:08:53
Guarantee that they're not going to be ****** *** at me if we're doing it. 00:08:56
That's just simple. 00:09:00
And I'm all for the buy. You got one of the veterans store. 00:09:02
You got him like this. Great. 00:09:06
I'm just telling you on those two, that's why I hadn't responded to you. 00:09:08
Is that? 00:09:12
I just have gotten. 00:09:13
And I'm still have a thwart act against me, a tort claim. 00:09:16
So I you know. 00:09:19
But that's that's my story. Yeah, sticking to it. That's but but what other places you got for you said, what about the other 00:09:22
people? We're trying to get one also at Baca House. Baca House is requesting 1. The only gallons I would Baca House is they've got 00:09:27
the bricks. 00:09:31
Or a sidewalk. So we're trying to figure out like actual mounting because how these are designed is to deal with basically 00:09:36
concrete bolts, just concrete set in. 00:09:39
Screws. So we're trying to figure out basically the risks. They're sidewalk with the brick. We don't, we don't want to damage 00:09:43
their sidewalk. So that's the other place that we've been working out. 00:09:48
And then Box King and Brewing also would like one, but they're all asphalt. 00:09:53
So we're also trying to figure out a good way to actually install those. 00:09:57
So those are the other two that are sitting. 00:10:00
Unclaimed. 00:10:03
What about the coop? Is there one out there? 00:10:04
Basically essentially on man's nearest path. 00:10:10
The corner right there. 00:10:13
Now, the P30, the dispensary right there, there's nothing past that. 00:10:16
On that, on that street, on those in ours, have you spoken to the two businesses, Loma done ones we have and they and the business 00:10:21
owners? 00:10:26
Are up for it and so I can definitely get something in writing from them. Buildings. 00:10:30
I'm trying to think of his name. That's why that's who I want. Thank you. I know who does, but I'm just saying. 00:10:36
I don't understand any names, but I would like that in writing from them. OK, I can get something for. Yeah. He said that 00:10:41
basically that the sidewalk has become city property, and he said he wasn't going to. 00:10:46
Gonna touch it within with the new sidewalks and stuff like that. 00:10:52
So I can keep you willing to stop. 00:10:55
But see if you'd be willing to do something in writing and get that with that. 00:10:59
Yeah, you're doing a great job. Thank you. What's your next project? 00:11:04
We've got like a million projects, I'm not gonna lie. So one project that we're kind of working on with actually part of Seguro is 00:11:09
spokes. 00:11:12
It's the community bike shop that's their fire in that in the folders that opened up. 00:11:15
On Monday night, Monday night we had our soft opening. 00:11:20
For that we're trying to get. 00:11:23
Somebody who can actually run the bike shop for us during the day. 00:11:24
Because we are trying to expand that into being a drop off bike program where we actually donate bikes. We even fixed up and then 00:11:28
donate back to the community for anybody who needs alternative transportation. 00:11:32
And then we're still expanding the youth programs. So we have a youth drop in, drop in hours now two days a week during the 00:11:37
summer. 00:11:41
We've expanded the five hours now we had to split to two days. It just got too big. So we have two days now on Tuesdays and 00:11:44
Thursdays. 00:11:47
Umm, we've got a grief kit going out. That's our other big project. We're working with the schools to do bereavement kits, 00:11:51
especially for children who've lost loved ones, either to overdose or suicide. 00:11:56
So we've got those out. Those have been a huge hit. We've already dispensed 25 of those and we just started those in. 00:12:02
January. 00:12:08
And then we've got we've got the Wellness Wednesday movie still going on. We've got we're starting family game nights. 00:12:10
On Saturday nights, it'll be the last Saturday of the month. 00:12:16
They'll be in the office. We're going to have Aaron from World Tree Comics. He's going to come in and teach how to play like Magic 00:12:19
Gathering and stuff like that and just have like a family gathering center. 00:12:24
Then we've got more suicide prevention trainings coming in. 00:12:30
We now offer youth mental health first aid, mental health first aid. 00:12:33
QPR. 00:12:36
And then we've got some trauma informed training as well. 00:12:38
The two that we've been offering is the everyone can be trauma informed as well as the trauma informed for community helpers. And 00:12:42
then we also have emotional CPR coming in the fall. 00:12:47
Good job. 00:12:53
We've got a you know, there's a program that heart start. 00:12:55
Across the State is doing a CPR project. 00:12:58
Was it June 27th? 00:13:01
June 28th of the Convention Center. 00:13:03
So we're inviting the whole all the public to come and get certified. They're doing that in in Jacksonville University Medical 00:13:06
School. 00:13:10
No, they don't get certified. Oh. 00:13:17
The CPR class. 00:13:20
And we can actually, we can actually promote that as well because we've actually been offering, we've partnered with the. 00:13:22
The village of Angelina as well, one of their volunteers, the volunteering fire department, he does CPR certification. So we've 00:13:27
actually been kind of very. 00:13:30
Limited basis offering some out of the office as well. So I'd love to promote this one as well. Yeah, yeah, yeah. 00:13:34
We'll get you a flower for that. 00:13:40
And then the other thing is that bicycle shop. 00:13:42
Do we have any high school students leftover that might want to? 00:13:46
Christian that might. We could if you need more. 00:13:49
Help. Maybe for the summer anyway. Yeah, that would actually, that would actually be great because if any of the high school kids 00:13:52
might be interested in. 00:13:55
Working at the shop. 00:14:00
It was right behind the thrift store. The personal thrift store right here in California is the old frame shop. 00:14:02
There's the like ramp going up to it. It's in that unit. 00:14:08
Mr. Parton. 00:14:13
Reached out to me about. 00:14:15
Bike maybe? I was trying to get clarification on it. So you donated Scope donated. 00:14:17
Bike rack holder. Yeah, yeah, a bike repair stand. 00:14:24
I called Donald, I think I missed Polo him or I were out one of the two. 00:14:30
I and as you, you were hoping to get potentially get that back. 00:14:35
To use app that yeah, yeah, that was never hope. Since it hasn't been installed yet, we were kind of wondering if either a the 00:14:40
city can install it a little bit closer to the bike shop. 00:14:45
Or even if we could just install it in the bike shop. So it's a standalone bike repair stand. We've actually. 00:14:50
I don't know if y'all been up to Magdalena recently. There's ours and Magdalena set out right outside the steer stop so it's a 00:14:57
it's not too big about yay tall. It's got a mount where you hang the bike on, It's got a pump. 00:15:02
And like a little wrench set and things like that. It's not too, it's not too big. 00:15:07
But we were hoping either a we could basically reutilize that over in the bike shop or even install it near the bike shop. 00:15:12
Is that impossible? We have it. 00:15:18
But I would like. 00:15:20
Still, has it or not? It's been it's been a it's been a hot minute. I'm not gonna lie. If we. 00:15:23
Yeah. 00:15:30
And all that, but I'll look into it. We'll look into that. 00:15:32
But as far as maybe getting a? 00:15:35
Maybe getting some help at the shop? 00:15:37
Maybe there's kids to learn about. 00:15:40
Taking care of a bicycle? Yeah, that'd be great. 00:15:42
Thank you for your presentation and I'll get back with you on the bike rack I need. 00:15:47
I'm going to need a written thing from the. 00:15:51
I'll definitely see the owners of the building. 00:15:54
And then if I get something written from him, would. 00:15:57
Would you all need to install that or we have a volunteer, His name's Edgar. He's one of the veterans who's been installing those 00:16:00
for us. Would he install that? 00:16:04
Yeah, we've got like a hammer drill and then this little basically. 00:16:10
Things of cement tube that we put in and stuff like that. 00:16:18
That's a good job. Thank you. Thank you, Thank you. 00:16:22
OK, we're going to do have an election pretty soon, I guess. 00:16:28
Hello. What's that all about? 00:16:32
Municipal election action resolution #25-06-17A. 00:16:34
The state requires us to have this resolution for our upcoming election. We have. 00:16:40
4 councillors and a municipal judge running. 00:16:46
This year, then, we'll be and. 00:16:49
September. Is it snowing in October? November. I'm sorry, November 4th. 00:16:54
Selection came came came first November. 00:17:01
So Mr. Again I have a question on this. So the resolution, it still has the wards. I thought it was moved to the at large. 00:17:05
At last election. 00:17:14
At the last election it says that large at the beginning on. 00:17:17
Isn't the top four vote getters. Is the top four vote getters, and so it shouldn't be by word. 00:17:22
Shouldn't be people opposing themselves, it should be just. 00:17:27
The top 4 Volt gutters is what we've had. 00:17:31
OK, we can now. 00:17:34
We're not. We could just get rid of the words off of that. 00:17:35
We're not. 00:17:39
Mr. Partridge. 00:17:42
Is there a school of murders going to? 00:17:47
What is that over 10,000? 00:17:51
Now we're at what, 9? 00:17:55
Eight. Well, eight or nine right now. 00:17:56
9/9. 00:17:59
That's when you get over 10,000. 00:18:01
You also lose what they call the small cities of. 00:18:04
Money, which is hundreds of thousands of dollars. 00:18:07
We're never we're AT-90008980900. 00:18:10
I believe, I believe when we used to have it at Ward one, Ward 2. 00:18:15
When a person could go in and say well I want to run in Court One and then and that's it's all completely at large now, so. 00:18:20
So we do have to postpone this on until the next one and change the resolution because the resolution still says words. I can I 00:18:30
can just change the reading of the resolution and then. 00:18:35
Yeah, because I was the last one on the last. 00:18:41
The last resolution do guys I need I need this. 00:18:44
Asked before. 00:18:48
Our next meeting be too late, I need to get over the county clerk so. 00:18:51
Just to order up an amendment saying that we should. 00:18:55
These electors are at large and there's no no wards. 00:18:59
I'll just delete. I'll just delete the words off of that. 00:19:04
Or there was. How was the last one read the last election the last one? 00:19:07
It was just like this actually, so. 00:19:12
There was. 00:19:15
The dollar was changed. 00:19:20
So but but but. 00:19:23
But that's that's fine, I can I can just delete. 00:19:24
The wards off. 00:19:28
And just leave it for your turn. 00:19:30
On each one of them. 00:19:32
Mr. Mayor, it seems that when a municipality has their own elections. 00:19:34
That they don't have to go by the at large election process. 00:19:41
When we decided to go with the timing of the county elections. 00:19:46
Is when? 00:19:51
The uh. 00:19:52
The type of election. 00:19:54
Changed so that was before me in years past. 00:19:56
They were always requesting that the city of Socorro do these at large elections. 00:20:00
But the city had their own municipal election. 00:20:06
And decided to do it by war. 00:20:10
And in fact. 00:20:12
This last election. 00:20:14
There was and I think I think I'm pretty accurate there was. 00:20:17
There was 5000 votes and the mayor's for the mayor. 00:20:22
Election total votes. 00:20:27
And there was a total number of votes for. 00:20:29
The at large counselors. 00:20:32
Was 2300. 00:20:35
So there was 2700 votes. 00:20:39
That were cast for the. 00:20:42
That will not cast. 00:20:45
For the counselors. 00:20:47
So people had their. 00:20:50
The ballot in front of them. 00:20:52
People had a pencil in their hand. They cast a vote for the mayor. 00:20:54
And they? 00:20:59
2700 or 2500 chosen to not cast their total number of eligible votes. 00:21:01
OK, So what happened is that? 00:21:09
In my opinion. 00:21:12
The integrity. 00:21:14
Of the election. 00:21:15
Was. 00:21:17
Was lowered. 00:21:18
Because, in fact, people didn't cast their vote. 00:21:20
Because. 00:21:25
To be quite blunt and quite honest. 00:21:25
If I was to submit a vote for myself as. 00:21:28
A person that's running for one of the wards. 00:21:35
And then and I have three more votes to submit. 00:21:38
And I and I chose to submit a vote for Mr. Fleming, for example, who I believe. 00:21:42
Was a good counselor and needs to have. 00:21:49
Support. 00:21:52
I could actually lose my election. 00:21:54
Because from my own vote. 00:21:58
You see that that's what happened. 00:22:00
Last time because I said. 00:22:02
Vote for the mayor. 00:22:04
And for the counselors? 00:22:06
And I don't believe a lot of people. 00:22:09
Voted for the floor. They just maybe 1 or maybe none. 00:22:13
So and that when that law changed because by Ward. 00:22:18
Say if Anton was running, he'd go and say I want to run in Ward 1, so he would. 00:22:22
And everybody would pick their spot and then. 00:22:28
Other people would go in and say I want to run a good Santone or I want to run against Damien or whatever, so. 00:22:32
So that that. 00:22:37
Took away that and they had to run completely at large. 00:22:38
So when it said you have to vote for four, I don't think a lot of people understood that and they did well, you know, you don't 00:22:42
have to vote for four. 00:22:46
No, you don't have to. You could just vote for one. Yes. And and the prudent thing to do is that you're playing the numbers game. 00:22:50
Is to have you and your and the people that support you. 00:22:57
Vote for one. 00:23:01
Because a vote for another person you believe that you want to support. 00:23:03
You. You can't. 00:23:09
So the integrity of the election. 00:23:11
Is diminished, in my opinion, due to that fact. Now you got to use strategies. Well, there's. Yeah, I don't know about strategy. 00:23:14
Yeah. Well, you know, I, I don't know. 00:23:18
That's that's just for the record. I voted against that. 00:23:23
That's the one when you know, that was it. We had nothing to do with that. That was that came down because we we changed. We 00:23:26
changed it to go to the county, to have the county run the election and change it to November. 00:23:32
The state, the state changed the law to do it to be at large. The council had no decision on making that large. 00:23:37
We believe that I think the election would be done with the county and the governor and executive this and that if there would be 00:23:44
more participation. So you're looking to have more people vote. 00:23:50
But the rule was left. But the rules were changed the minute that the council voted to go on the November election. 00:23:56
Head of the March. 00:24:03
We did the March, we changed it to November 1st and then it was right before the last election that Donald sent out the themes in 00:24:05
the state, changed the law. 00:24:09
Because the first election that we had going to November. 00:24:12
That was our race. No, No, but we were. 00:24:15
Doomed to accept their laws, whatever they the state decide. Whatever the state decided. That's why I wanted to stay in March, Mr. 00:24:20
Ocampo. 00:24:23
I just, I would, I didn't really understand it, I don't think. And we've talked about that, talk to people that have come in the 00:24:27
office just about and how you can manipulate the system and. 00:24:32
I just, I don't know about all that. I just, I think it's kind of unamerican just to not. 00:24:37
Not say, hey, I think I can do a better job and so and so, I think I can serve people better than so and so and I'm gonna run for 00:24:42
that war. 00:24:46
I think that I should be. 00:24:50
That representative. 00:24:52
And instead you don't even know who you're running against. And can you revert back Polo? 00:24:54
To the old system. 00:25:01
I mean, I'm not saying this election. 00:25:03
Yeah. 00:25:06
Because it saved us like 25,000. That was the whole ticket. 00:25:07
But when we had that, when we had that discussion. 00:25:11
About going to the November system. 00:25:14
Rather than the March that we did our own. 00:25:16
Then we were kind of. 00:25:19
Have to go with what the state said. 00:25:22
And so I'm not sure whether there's a chance to revert back to March. The council would have to decide, but I mean, that's another 00:25:25
discussion. But I'm just. 00:25:29
Maybe we should look into it if you guys are interested. 00:25:34
How far does the words before that though? Because whenever I was looking into it like. 00:25:37
So if it was Ward One, they were arbitrary. 00:25:43
Those ones were arbitrary. 00:25:46
They didn't represent a certain area. Yeah, no, it was no. 00:25:50
But once you get over 10,000. 00:25:53
Then the council. I was just reading that just now. The council then. 00:25:55
Besides, to make the ward, you know. 00:26:00
That's where gerrymandering came in. 00:26:04
Whether you how you make the words. 00:26:06
And the council decides to divide the city out once you get past 10 lbs. 00:26:09
Yeah, but right now we're at large, which Mr. Ogden pointed out. We need to make sure we're right. 00:26:14
So I just. 00:26:21
I'll just diddly find the old one from the last resolution that we did in 2023, but I can't. I don't see. 00:26:23
Despite a run. 00:26:32
And with the at large system, because I think last election was the first time that happened. 00:26:34
Correct. But I think it came out kind of late and people were unaware of it because there was I think now that they did the 00:26:39
election, we'll see what it looks like. I believe it's the last election. We had already done the the resolution that the change 00:26:44
and then just when. 00:26:49
Really. We found out about all the new laws. I think we knew about the new laws. It just. 00:26:54
Just came out and then everybody wanted to go and pick a award and and it wasn't that way so. 00:27:00
So will somebody make a motion? What are we going to make a motion to make sure it reads right, I mean. 00:27:05
Make a motion to accept the resolution and we can do an amendment to it. 00:27:13
Right. Well with the amendment wouldn't be in time to change you got to turn it in right if you do an amendment if you could just. 00:27:18
Make a motion to. 00:27:24
Accept the resolution. 00:27:27
Without the words on there. 00:27:29
But he cannot be. 00:27:32
Let me do a special meeting on that. I would. I would rather do a special meeting to be honest and have it worded right. This is 00:27:35
the postponement for another lunch meeting. 00:27:39
OK. 00:27:43
We want to do it right. I think we want to do it right. 00:27:46
And the point, and the point that I'm making is was that. 00:27:49
Now there's over 2000 votes that you have the pencil and. 00:27:52
They weren't cast OK. The goal is to get. 00:27:57
People vote so their voices can be heard. 00:28:00
Over 2000 people decided not to cast their votes, whether they didn't know they had three more votes to make, whether by design, 00:28:04
they said, you know what, like I said, a vote, a vote for Mr. Fleming is a is a vote against me. 00:28:11
And as you're in that pod, yeah, a lot of the stuff that came back to me was. 00:28:18
Was people didn't read it. 00:28:24
And then they said, well, they voted and they were like, oh shoot, I didn't vote for the other 3. 00:28:26
I just voted for the one I think it was on. 00:28:31
The front page and the back page, there's a big ballot, yeah. 00:28:33
Because you got the school board and you got the Conservancy, people get tired of reading. 00:28:37
Think about. Anyway, we'll postpone that. 00:28:42
And now these utility bills, you know, you want to say something about that. 00:28:44
This year for the utility bills we are going to write off $45,761.59 and that's for the year 2020. 00:28:52
For June of 2020, we are. For the fiscal year we actually built 7.8. 00:29:00
$1,000,000 to write. 00:29:07
35,000. 00:29:10
Then second, then we write off utility charges on aye. 00:29:18
We are going to go ahead and sign. 00:29:23
For the purchase of the Newberry pond. 00:29:26
And that will also be the. 00:29:28
Recipient of the water that they're going to be cleaning for the EPA. 00:29:30
Superfront side. 00:29:34
The price is 100 and. 00:29:36
Is that 50,000? 00:29:39
To Mr. Chris Heffner and the Hefner family. 00:29:42
I remember the council saying to go ahead and work with that so. 00:29:45
We're just making it official now. 00:29:49
And we're also working to try to get the property that they own on Cuba Road and they will donate their property. We're not going 00:29:51
to buy that property. 00:29:55
We'll be able to maybe clean up that whole area. 00:30:00
But this one, we are going to pay for it. 00:30:03
And it's not going to be a water park. 00:30:05
Right now, it's going to be the recipient. 00:30:09
Of the 250,000 gallons a day. 00:30:12
Of clean water that's being cleaned with a Superfund. 00:30:17
And it will also be. 00:30:21
The recipient of runoff blood water. 00:30:22
From the Conservancy in case their ditches run over. 00:30:26
Mr. Arthur. 00:30:32
We had it appraised. 00:30:35
And that he wanted. 00:30:37
254. 00:30:39
Thank you, Mr. 00:30:41
Who we approve of resolution #25-06-17C. 00:30:45
I second the second discussion. 00:30:51
All in favour. 00:30:55
Remember well, you know, we've been working on it and I want to thank the Councillor Shalom and Travis Lopez for meeting with the 00:30:57
commissioners. 00:31:00
But we've come to a. 00:31:04
Agreement. Uh. 00:31:06
That we have now. 00:31:07
I'm going to get paid for three. 00:31:10
Extra EMT. 00:31:12
Uh employees. 00:31:17
Of the fire department. 00:31:19
I think Chief Baca agrees with that. 00:31:20
Really what we need. 00:31:23
Right now, that's the minimum. 00:31:25
The Commission still has to approve the small changes that we made. 00:31:27
But this is just a discussion to let you know that we made some. 00:31:31
Headway with the county Commission. They've been very kind and. 00:31:34
Accepting the proposition of three extra ones. 00:31:38
And we continue to serve the rest of the county. 00:31:41
As we have now. 00:31:44
And it makes a difference of about $240,000. 00:31:46
So that's and then I think. 00:31:50
The city councilors meeting with the commissioners kind of helped. 00:31:52
Get that done and appreciate that. 00:31:56
And so that's going to get. 00:31:58
I think that the next meeting, I'm hoping the Commission will approve it and it'll come to us at the next meeting and this is over 00:32:01
and above. 00:32:04
What we have staffed right now, it will not. 00:32:08
For the existing staff. 00:32:11
It's an and then, Chief, are you going to be? 00:32:13
Putting in for applications for. 00:32:19
Three new empts or. 00:32:21
So we were going to 18, which would be a big help. 00:32:27
Yeah, which will be a big help. 00:32:31
So I don't know if you had any other. 00:32:35
Comments about that, but that's just. 00:32:37
So we're going to make an actual. This is an action item so that. 00:32:39
This is a memorandum of understanding of what? 00:32:42
The county Commission is going to. 00:32:45
Put into, I mean, they need to memorialize that. 00:32:48
So that we don't have to be asking for it every every year. 00:32:51
Let's move and seconded. 00:32:58
Discussion. 00:33:01
Again, thank you for meeting with him and. 00:33:03
I don't know if you have other meetings that you're gonna make. 00:33:05
But want to keep meeting with them about and they've been helpful. They've been helpful with the Senior Center too. 00:33:08
Because we've had some needs for money. 00:33:13
And we are, we want to see about meeting as a group, not only with the county, but maybe the schools and. 00:33:16
And who else did we say? The schools? 00:33:23
For the Regents, yeah, we could get whatever councillors are interested in, in talking, meeting with them. 00:33:27
I think those are always good ideas and like I mentioned before, and I'll mention again, you guys probably get tired of hearing 00:33:34
it. 00:33:37
Is that? 00:33:40
You know the the the board of trustees hires the manager of the coop. 00:33:41
The umm. 00:33:46
The Board of Regents hires the president of the Tech. 00:33:47
The county Commission hires the county manager, right? 00:33:52
So there are different forms of government. City Council doesn't work that way because the mayor is elected. 00:33:57
So we work differently. 00:34:03
And so if we. 00:34:05
Talk and communicate with those. 00:34:08
The trustees, the Board of Regents, we can get on the same page. 00:34:11
And and we know that. 00:34:15
Through the communication that. 00:34:18
That that difference in style and manner of government makes a big difference. 00:34:20
Because, you know, it's easy to say all that. 00:34:25
The president is this way. Oh, the county manager is this way. Oh, the president of the Tech is this. Well, you know what? Is this 00:34:28
really not those guys? 00:34:33
It's really the. 00:34:37
The group that's elected, the elected officials that hire that person, the Superintendent, is this or that. Well, it's a school 00:34:39
board that that is ultimately responsible for the behavior of the people that they've hired. 00:34:45
Doesn't work this way. 00:34:52
For this type of government. 00:34:53
So I just think it's a good idea to meet. 00:34:55
BS for a little while with them so everybody knows how things work and and we can move forward with. 00:34:59
Helping their organization, then helping our organization and we can help the community and the county. 00:35:06
And I think collaborating between all entities is a really good idea as well. 00:35:13
Well, and if they're going to build this new. 00:35:18
Jim and all that, I think that's something. 00:35:20
Because they sound like they're gonna have a shortfall as to what they think is gonna cost. 00:35:23
So that would be great. So all in favor. 00:35:27
We're doing a safe harbor lease for Puerto Siguro. 00:35:31
I don't know if he knew, but. 00:35:34
That building is subleased to us from tech. 00:35:37
So this is just another paper that we need to get signed because they're doing a good job over there. 00:35:41
We want to make sure we continually lease. 00:35:46
Oh my God. Second the second discussion. 00:35:49
Hi. 00:35:53
New business. 00:35:55
Oh, it has to deal with housing. 00:35:58
So the Housing Authority was just approved for a grant. 00:36:00
OF47 counties and it has to do with. 00:36:05
Landlord. 00:36:08
Are not able to remodel their their homes for rentals and a lot of. 00:36:11
Rentals are empty because, you know, sometimes you can't afford to remodel them and maybe put them through the program or enter 00:36:17
them to other people. 00:36:21
So we received the grant. 00:36:25
And we are taking applications for download. 00:36:29
And it is will give them up to $25,000 to remodel their home. 00:36:33
And the only thing that we asked back is that they sign a contract with housing. 00:36:37
To ensure that their homes are rented through Section 8. 00:36:42
And then we have another one. 00:36:46
That is, we have our regular program, but then there's another one where if a tenant damages your unit. 00:36:49
Will come in and help with about $5000 to repair your unit if if the. 00:36:57
Entity I mean if the if the tenant damages your unit. 00:37:02
But that $25,000 you don't have to pay back. 00:37:07
If if that's all it takes to remodel your unit, how long is that contract with? Five years? 00:37:10
And then is that depends on. 00:37:17
The landlord's financial condition or no? 00:37:19
Now and you know, do you know anything about I have AI have a renter. 00:37:22
Who's going to be evicted? 00:37:28
And she's handicapped. 00:37:30
What can she do? 00:37:34
To the I mean, she's going to get evicted. 00:37:37
I mean, is there any protection for? 00:37:41
Renters. 00:37:43
Legal aid to make sure that. 00:37:46
The election is correct or not? 00:37:49
But she can get help to be great. 00:37:51
Lena, could you give her that letter? 00:37:54
And maybe she may be able to apply for your place. 00:37:57
Because she definitely handicapped. 00:38:00
Yeah. So if you maybe you could help us with that? 00:38:01
OK, Mr. Bert. 00:38:06
Is there prior to the mines being? 00:38:15
Done. The water lines are constantly breaking on like on my at least on my street and I know it's back on. 00:38:20
Other street behind and I think the main lines knew of this one understand but the stuff to the. 00:38:27
Each one of. 00:38:33
Isn't that wrong? 00:38:36
But is there a chance to? 00:38:38
Replace. I don't think so, but I have to refer to Lloyd. I'm sorry he's not here. 00:38:40
Today, but I'd like to probably refer that to him. 00:38:46
I'll get you the answer, OK? 00:38:50
And that project is going to be done at the end of the year. 00:38:52
The DI estimated date. 00:38:55
I'll discuss with my first thing. 00:39:00
First thing tomorrow, discuss that with. 00:39:03
Where's the Columbus? 00:39:07
And say thank you to the city for. 00:39:10
Holes that are up in the same area. 00:39:13
Think mainly on Park City and going up on Springhill bottles that they fixed and. 00:39:15
They say they look great and they actually reached out to me today and said make sure. 00:39:20
Make sure to let you know when the crews know. Thank you. Oh good, because I got a picture of one of the rims that. 00:39:25
That's supposedly I I didn't take credit for it, but I don't know how he got it. And then I was approached by the farmers market 00:39:30
about. 00:39:35
Signage and stuff. 00:39:40
For them, for people crossing. 00:39:43
Back and forth, but I have spoke to leader and she said they're working on that. There's Lefty I think when talked to. 00:39:45
As to which crosswalks they wanted. 00:39:52
We're going to start this week, weren't they? 00:39:55
Yeah, I'd like to thank the city for putting on the golf program at the at the tech wonderful. All the kids are really enjoying 00:39:59
themselves. Even though it's real hot out there, you really don't even notice because the kids are having a good time with it. 00:40:05
And not people and the kids that the city has hired. 00:40:12
To support and help is just a wonderful program that keeps great tradition. 00:40:16
Great tradition. Thank you. Thanks to the administration for that. 00:40:20
Any of the eminent Division directors have comments? 00:40:25
Steve. 00:40:30
Oh, Chris, come on. Right. 00:40:34
That's the guy. Carry that benefit. He's gonna. 00:40:37
Good evening. 00:40:41
Just wanted to check in and let you guys know that. 00:40:44
Now with the school out and it hitting it pretty hard and. 00:40:47
Irritating a lot of people so. 00:40:50
Checking in. 00:40:54
Anything. Umm. 00:40:58
What can I Angel with you? 00:41:02
Then some cars towed and some yards cleaned up and. 00:41:04
With the mayor and. 00:41:07
Street department, We're getting some yards cleaned up as well. 00:41:09
But anything you guys got from me just let me know. 00:41:13
Are you doing a great job? You know, it's not easy, I know. 00:41:18
I heard you were even wearing a. 00:41:20
Velcro camera, yeah. You know, there's people that he goes and people get upset. 00:41:22
Yeah, but you got a cleanup coming up. 00:41:30
I believe so. I'm working to see what Loyden and her year schedule that we're going to be cleaning up in different quadrants. 00:41:34
So I think that'll be coming up. 00:41:42
And it seems a lot by the branch. 00:41:45
And just leave everything that's hard out there. 00:41:48
Yes, you'll, you'll call the street department and let them know that you have some stuff to pick up and those guys will get out 00:41:53
there and. 00:41:56
Welcome and called the front desk because they'll make a work order. 00:41:59
Alrighty. Thank you, guys. Thank you, Thank you. 00:42:08
Anything else, Chief? 00:42:12
Isaac in the Chiefs, no. 00:42:16
If you want secure safety, he's taking care of that business. 00:42:18
The latest one? 00:42:33
It already took care of it. 00:42:34
So thank you. 00:42:36
And thank the guys. 00:42:38
That's a tough job out there. 00:42:39
All right, all the business sending old business, no. 00:42:41
OK, we have. 00:42:46
Executive session. 00:42:48
Marianne, I'm going to go to the executive session, OK. I just wanted to let you know. 00:42:50
That and this is not. It could be executive session, but I want to say it in public anyway. 00:42:56
The PRC. 00:43:03
And the Socorro electric Co-op. 00:43:06
Have now they've signed an order. 00:43:09
The PRC has signed an order. 00:43:11
Against the Score Electric Coop, which includes $1,000,000 fine. 00:43:14
985,000. 00:43:18
We're going to have a mediation. 00:43:21
Resume meeting initially. 00:43:24
With a Co-op lawyer. 00:43:26
Our lawyer text lawyer. 00:43:30
And of course, Mr. Gonzalez from. 00:43:32
From the coop. 00:43:36
That would be a. It'll probably be a closed meeting. 00:43:39
Every legal negotiations about. 00:43:43
Where the city stand. 00:43:47
Whereas everybody else text stamps on some of these things and I'll bring those to you after we've had the meeting. 00:43:49
And then get your input as to where you think the city should stand. 00:43:55
There's about 5 points. 00:43:59
It's not just about the fine. 00:44:01
It has to do with. 00:44:04
LED. 00:44:05
Length bridge. 00:44:09
Economic development rates. 00:44:12
Has to do with the fine. 00:44:14
It has to do with what the city might expect from the coop. 00:44:17
In order to support. 00:44:21
Them in their fight with the PRC. 00:44:23
Not a fight, but I mean, they're capitulated. I mean they're. 00:44:26
They've said mea culpa, you know, but. 00:44:30
But in the long run, the fine is going to end up coming out of our consumers pockets. 00:44:32
Now we can't have that. 00:44:38
And there's also an indication that the court might want to raise rates again. 00:44:40
So all that, I'll just let you know that that's what's going to happen. 00:44:44
We're going to have that meeting on the 27th. 00:44:47
So and that that will be kind of a. 00:44:50
Lawyer client type meeting. 00:44:54
So it'll be. 00:44:56
Confidential. 00:45:01
I'm just giving you the meat of what? 00:45:02
We're looking at. 00:45:05
And Mr. Gonzalez has made great strides in our relationship. 00:45:07
There's no doubt about it. 00:45:12
And he's been open about everything. 00:45:14
Shared stuff with us. 00:45:16
He's looking at solar. 00:45:19
They're up against it because of their equipment. 00:45:21
Really obsessing. 00:45:24
The trucks I guess are just. Do they already have the option? 00:45:27
They were going to auction off like. 00:45:31
12 trucks out there because. 00:45:33
Dead. I mean a lot of them are really bad shape so. 00:45:36
And he's been real honest and open about all that, so that's good. 00:45:41
But just to let you know, we're out of that. 00:45:44
OK, that's that. 00:45:48
Then let me explain. Mr. Fleming's not here to help me out. 00:45:52
That's a pretty thick dossier here. 00:45:58
OK. So I'm going to go on to the personnel changes. 00:46:01
Sergio. 00:46:04
Is St. 00:46:06
Certified traffic control supervisor. 00:46:08
What the heck is that? 00:46:11
Can we all have wastewater laboratory technician? 00:46:16
We're again we're up against. 00:46:19
We're up against getting people that. 00:46:22
Qualified to run the sewer plan and we're grateful that. 00:46:24
That Henry's still working. 00:46:27
So we really want to make sure that he stays with us. 00:46:29

Undefeated. 00:46:53
So, Chief, good luck. I hope she doesn't wrestle one of your police officers when she's caught on it. 00:46:54
On the dispatch. 00:47:01
