Because we cancelled a meeting 2 days ago, this is. 00:00:00
Supposed to be What's the date today, Thursday, March 20th, 2025. 00:00:05
For the meeting where we were supposed to have Tuesday, March 18, 2025. Roll call, please. 00:00:09
Mayor Baskier. 00:00:15
Councillor Travis Lopez. 00:00:16
Councillor Dean. 00:00:19
Councillor Fleming. 00:00:20
Answer Ocampo. 00:00:22
Councillor will gain. 00:00:25
Councillor Partridge here. 00:00:27
Councillor Romero. 00:00:29
Councillor Solomi. 00:00:31
We do have a quorum. 00:00:33
Pledge allegiance to the flag. 00:00:37
United States of America. 00:00:39
And through the Republic, for which it seems. 00:00:41
Elimination underground, indivisible, with liberty and justice for all. 00:00:44
And looks. You move the dais and you got another TV camera. Wow. 00:00:51
And that Lady that was here before that wanted it didn't show up for the meeting. What can you say? 00:00:56
Mr. Mayor, Mr. Ogden, I'll make a motion. We approve the consent agenda. 00:01:02
Moved and seconded. And any discussion all in favor, aye? 00:01:08
We have the Sakura High School wrestling team here. 00:01:13
No, not. We'll probably move it to April morning. 00:01:16
OK, they're gonna be coming, but they said good. 00:01:20
Add Scorro County EMT firefighter discussion. 00:01:23
Well, I will lead off the discussion. 00:01:29
We're in a situation where. 00:01:34
We have to do something. 00:01:37
And it's up to the City Council, but as administratively. 00:01:40
I have not heard from the county, have not heard. 00:01:44
A word about our. 00:01:47
Request They've sent us a. 00:01:49
Rebuttal. 00:01:51
And then a whole bunch of other stuff about coming to the conference table and all that. 00:01:52
We need. 00:01:57
Minimum of three. 00:01:58
EMT firefighters. 00:02:02
If we're going to continue serving the county. 00:02:05
If we don't get those, and at this point, I've told the Fire Chief to look at preliminary. 00:02:08
Things to try to decrease our. 00:02:13
Service area to just the city of Socorro. 00:02:16
They're also asking us to dispatch. 00:02:21
Where the outlying far. 00:02:23
And they're not. 00:02:26
Going to compensate us for that. 00:02:27
The Sheriff's Department, I understand. 00:02:30
Dispatches out of Las Cruces and they pay them something like $30,000 a year. 00:02:32
For their dispatch. 00:02:37
And we've been giving it away for way too long at this point. The budgets are. 00:02:40
Coming down to. 00:02:45
Where we have problems in buying it? 00:02:46
Ambulances, we have problems and. 00:02:48
Giving our people a raise, I hear from the. 00:02:50
I hear from the. 00:02:53
Grapevine with great exuberance to give themselves a range of the county. And now they're planning to give their. 00:02:55
County employees and other. 00:03:01
At this point, we've got to take care of our own. 00:03:05
And if the Council. 00:03:07
Hesitating. 00:03:09
Thoughts about it? I'd be more than happy to hear them, but at this point. 00:03:12
Administratively, I'm going to go ahead and. 00:03:15
A look at the preliminary. 00:03:19
Work we have to do to. 00:03:21
Consolidate our region. 00:03:23
Where are we in discussions with Magdalena? 00:03:25
That's a separate issue. 00:03:29
And and we have reached out to. 00:03:31
The people that control the ambulance services, which is now the Department of Transportation. 00:03:34
And they have had, from my understanding, I think is a Mr. Martinez. 00:03:41
Had some talks with Magdalena about their certification. 00:03:45
And so. 00:03:50
We will. 00:03:51
Also, if we decrease our. 00:03:53
Region have to discuss this with Magdalena and. 00:03:56
But we're on a separate. 00:04:00
In my mind it's a separate. 00:04:02
Rail that we will be. 00:04:04
With Magdalena. 00:04:06
That we will talk to them about. 00:04:08
Compensation and so forth. 00:04:10
Uh, you know. 00:04:12
They also raised their groceries tax. 00:04:16
And if I look back in the archives. 00:04:20
For animal control. 00:04:23
And from what I understand right now is they don't have an animal control officer. 00:04:25
And where where the base for their animal shelter? 00:04:30
We're the base for the animal shelter, we're the base for ambulance, we're the base for recreation. 00:04:33
We're the base for. 00:04:38
Library services. 00:04:40
And in the past we've been more than happy to do this, but they're just not pulling their share. 00:04:42
And then on top of that, they're doing their own little goodies that they're doing for their employees and product, and that's 00:04:48
great for their employees in the county. 00:04:52
But I think we have to look for. 00:04:56
Raises for our employees. 00:04:58
And we have to look for services that we are providing the people of Socorro. 00:05:00
The city of Socorro. 00:05:05
And so we have to start looking at our budgets. 00:05:07
Mr. Ogden, what was included in their rebuttal? 00:05:10
Their rebuttal was they were going to give us and I have Mr. 00:05:13
I'm gonna give you a copy of that I thought we had. 00:05:18
But they were talking about dropping it to two. 00:05:21
And then they wanted us to go to the. 00:05:24
Jail, which is fraught with problems as you just realize what happened in the. 00:05:26
And the jail just recently about lawsuit. 00:05:30
They wanted us to be. 00:05:33
The providers for the jail as far as the empty services were concerned. 00:05:35
And I was unwilling to do that. 00:05:39
They said that they would be willing to pay for two EMT's. That's what they said. 00:05:43
But with these with these extra. 00:05:48
Things that they wanted not done. Was there more than that? 00:05:51
Yes, one thing. 00:05:55
I don't recall every paragraph is 3 pages long, but one thing that caught my eye is they're proposing that if they're 30% of our 00:05:57
calls that they control 30% of our income. 00:06:02
And I thought that was pretty interesting because we don't even if there's 30% of our calls, we don't collect 100% of that 30%. 00:06:08
So first of all, they shouldn't be asking to control our budget and asking for too much, even if we said yes to that. 00:06:15
Again. 00:06:24
Compare that to a guy living for free in my house. 00:06:26
And telling me how am I charging rent to other people? 00:06:29
What kind of money that we're getting? 00:06:32
I just don't know why they're in a position to do that and then. 00:06:34
And and. 00:06:37
Income that we generate, they're more than half. I'm more than happy to have them have it set up their own ambulance service. 00:06:40
But there is a cost. 00:06:46
Whether you make no runs. 00:06:49
For a whole year. 00:06:53
There is a cost to having an ambulance service. 00:06:54
There's a base cost for that. 00:06:58
And the City of Socorro citizens are footing the bill for it. 00:07:00
And I think the county needs to step up and. 00:07:05
You know, pay their share. They've had it in my administration. They've had it for free. 00:07:09
We want to see if they won't. 00:07:14
Come up and I've been pretty hard. 00:07:17
Ball about it. I just don't think there's room for negotiation. 00:07:20
And then the other thing that said that it's a limited amount of time that they'll be committing to this. 00:07:24
They have to do it in perpetuity. 00:07:28
In some sort of administrative. 00:07:31
Ordinance or resolution so that they don't say, well, it was just four years, then we have to think about it again. 00:07:33
That's just to me, it's not going to work. 00:07:39
Mr. Mayor, is there a time frame on this? Is it kind of or is it going to be included in the next budget cycle or what? What's 00:07:42
what are we? I am, I am. 00:07:46
Give them until the next budget cycle in July. 00:07:51
But I'm going to start preparing now the documents to decrease our size. 00:07:55
And we won't. We won't act upon it. But I. 00:07:59
It's not going to be. 00:08:01
They're going to extend it extended, extended in July, that'll be it. 00:08:03
So I'm going to get it all set up and ready to go. 00:08:07
So we'll have you'll, we'll, you'll provide us with costs and, and all that as far as what it's costing the city and, and 00:08:11
reimbursements and. 00:08:15
And all that and will there be an MO U that's in our public records, if you can look at our revenues and expenditures? 00:08:19
Our our cars were running AMT. We don't break it out into. 00:08:26
Fire an ambulance. 00:08:29
And then the collections that we get. 00:08:31
Are from different third party sources and Amena takes care of that and that's available to anybody who wants to look at it. 00:08:33
I'm not sure what you want. 00:08:41
Because it's not gonna cost. 00:08:42
Not going to cost us to shrink it. It's going to actually give us a better. 00:08:44
A better budget and not have to extend our cruise. 00:08:47
And leave the city unattended. 00:08:51
So I'm not sure what you mean by cost. It's not going to cost us anything. 00:08:53
What it's costing us now as far as serving the whole entire county. 00:08:58
Well, it costs us so. 00:09:03
Number one. 00:09:05
Subjectively. 00:09:06
It costs us having the city unattended as far as. 00:09:08
If there's emergencies in the city because we're on the Vegeta somewhere. 00:09:12
The other one as far as the budget? 00:09:16
We would need three more AMT firefighters. 00:09:18
To staff that need. So it's basically. 00:09:22
Salaries. 00:09:28
Salary, yeah. 00:09:29
And our and our our collections. 00:09:33
I think our budget is 1,000,000 for Lawrence. 00:09:36
Your budget? 00:09:39
1,000,004. 00:09:43
That's the fire. 00:09:44
Ambulance budget. 00:09:47
And the amount that we would lose. 00:09:49
Would perhaps be. 00:09:53
300,000. 00:09:55
Off of that and I think that's. 00:09:57
The question would be as to whether we can absorb that. 00:10:02
But the big question is. 00:10:05
Do does the City Council want us to leave the city unattended? 00:10:09
Because I don't have the money to. 00:10:13
Hire three more firefighters. 00:10:15
Yeah, it's three. It's 300,000. 00:10:23
And at this point, I'm not willing to. 00:10:33
Who have that? 00:10:37
On my mind and conscious that we're leaving the city unintended if we have a. 00:10:40
Emergency and we don't have a ambulance to go out to get them. 00:10:45
The same thing goes to. 00:10:49
US in the hospital transfers. 00:10:51
This just concentrate on the city. 00:10:54
What happens to those other folks? I mean, talk to the county commissioners, Councillor Dean, I don't know what happens to him. 00:10:57
Why are you asking? 00:11:03
Are they? Is Blend forced to pick up slack? As you know well, I'm not a county commissioner. 00:11:05
How many? Why should I be so concerned about the county when it's when I'm leaving my own St. Tell me what's going to happen to 00:11:12
the ones that don't have an ambulance that's available. 00:11:16
What is that? What would you tell me now that is our problem. 00:11:21
My problem is not if the county is unattended. 00:11:26
You know my problem is I'm. 00:11:29
Keep not having the people in town not attend. 00:11:31
Mr. Partridge. 00:11:36
With the county. County is supposed to be at the meeting, the last meeting, right? Well, this meeting the other night, Mr. Mayor. 00:11:39
Mr. Logic informed me late last week that he wouldn't be able to attend the Tuesday meeting. 00:11:48
So he requested that it be put on the April first meeting. 00:11:55
So but but but I just I just want to say. 00:11:59
I am not going to negotiate on a City Council meeting. 00:12:02
And and and it's it's, it's inappropriate. 00:12:06
For the county manager to come and start negotiating with the City Council before the administration. 00:12:10
Have some sort of a plan from them as to how that we can sit down and accept. 00:12:15
He has not. 00:12:21
Spent one minute. 00:12:22
Talking to me. 00:12:25
About that. 00:12:26
On top of that, they've already had meetings about how we can support the dispatch without getting paid. 00:12:28
Their animal shelter. 00:12:33
And so all this stuff is coming to a head that I think we just need to. 00:12:35
To solve instrument let's go again and originally was there was it was how did how did everything come about with the city and the 00:12:40
county was there MOU that was originally signed or was there was it a handshake deal or what was the. 00:12:46
Or is it required by law that we maintain the entire area? 00:12:53
I'll make it very clear, it is not by law, it was by. 00:12:58
Volunteering from city administration to increase our service area to capture county. 00:13:01
And all of Socorro County. 00:13:08
It was. 00:13:11
So now it is law. 00:13:13
Because. 00:13:15
Our permit. 00:13:16
Specifies this large area. 00:13:19
You're but there wasn't. There wasn't. 00:13:22
It wasn't a statute that says, like the jail, they'll bring that up. 00:13:25
The state statute states the counties have to take care of the jail. That's a state statute. 00:13:30
But there's no state statute. 00:13:34
That says that we have to. 00:13:36
Provide the ambulance service other than it was voluntarily. 00:13:39
Imposed on us by ourselves. 00:13:42
And now it is. 00:13:45
Would have to be an ordinance I would have to go through or how would an ordinance it goes through a department transportation? 00:13:47
We've already have. We've been successful in Katherine County. 00:13:53
We haven't heard anything back yet, but we've already did. Lena did send off the paperwork. It is. It is up to the Department of 00:13:56
Transportation, Special Bureau of Ambulance, EMS service or whatever they call it. 00:14:02
To say yes or no, Yeah. 00:14:08
They may have hearings, but but it's not a. It's not a. 00:14:11
It's not a state statute. It's not a state thing. 00:14:16
Or anything that the city can, I mean. 00:14:20
We request a decrease in our service area, which we are. 00:14:23
Right now by law have to support, we have to service it. 00:14:28
So that is a fact. So so the intent is going to be that we know we have a. 00:14:32
A document stating exactly what? 00:14:37
Our responsibilities are going to be and who's going to pay for what and all that. Is that what the goal is going to be right now? 00:14:39
We have. 00:14:46
One issue with the department transportation that we have this large service area. 00:14:48
There, we're going to contract. 00:14:52
If we don't, if we can, if we contract it. 00:14:53
Then we don't have any more negotiations with the county. 00:14:56
If we don't, if we don't contract it and keep it the same. 00:14:59
Then the county has to. 00:15:04
Codify somehow that they're going to support. 00:15:06
This 30% or we're saying three, we actually need 5. 00:15:10
That they support 3 salaries. 00:15:14
Of our EMT. So they'll have to, yeah, we'll have to have the council and the county Commission agree to that. 00:15:17
Yeah. So basically it's no more. It wouldn't be. We're agreeing this verbally, in a way, this. Now we have that, we'll have 00:15:25
everything laid out on paper. Yeah, Mr. Partridge. 00:15:30
That we're gonna The idea is that if they do not help provide 3 three additional staff. 00:15:36
That it would just be the city limits only as the areas that our ambulance and EMT service would serve. That's what I'm 00:15:43
suggesting. 00:15:47
Unless there's an agreement made with Magdalene SA. 00:15:51
Well, with who? The county. 00:15:55
Just to see just the village of Magdalena. What if they say they'll support? 00:15:58
I'm just hypothetically. 00:16:02
If they were to support one EMT. 00:16:03
You know, I know that Magdalena's finances. 00:16:07
And they're in no position to support $80,000. 00:16:13
Or EMT. 00:16:17
However, and that's I have to divulge a whole bunch of other negotiations. 00:16:18
However. 00:16:24
They can help us. They have a brand new ambulance sitting there. 00:16:26
They have some. 00:16:30
Political clout with the Representative Armstrong who serves that area. 00:16:32
For us to get future ambulances. 00:16:37
So I would ask them to help us. 00:16:39
Acquire ambulances in the future. 00:16:42
And perhaps let us use their new ambulance that they have there and trade us for an older one that they can have if they need it. 00:16:45
But again, I'm kind of. 00:16:51
That's two different tracks. 00:16:53
It's not the same track as. 00:16:55
How you can afford this? I can tell you right now looking at their finances. 00:16:58
That they're divested the the senior centers and they've turned them over to us. We're even in Vegita. 00:17:01
We're doing uh uh. 00:17:08
You know, we're just being too charitable about everything. 00:17:09
So I know the county has the finances to support 3 EMTs. 00:17:13
I don't think Magdalena has it. 00:17:20
The money to support even one AMT. 00:17:22
And so we, you know, we're going to work on need. I think that's how we would do it. 00:17:24
Bottom bottom line is I think, I don't think anybody wants to cut out services, but we have to do something. 00:17:30
In order to keep up with what the call volume and what we what we got going on right now, we don't have enough people. 00:17:36
To handle that call volume and three people is going to help, but it's not going to fix the problem. That's just a minimum. 00:17:43
I've already contacted the dot to kind of got. 00:17:49
You know what we need to do and. 00:17:52
They're under the agreement with us too, as well. You know, all these other different counties and cities have started their 00:17:55
county departments. 00:17:58
For that reason. 00:18:01
Because the cities can't keep up with. 00:18:02
You know the call volume, so you know. 00:18:05
Bottom line is we just in order to give the. 00:18:07
The best service to our community. 00:18:10
We need more people to keep up with Luna County and Deming. 00:18:13
Sandoval County, Rio Rancho. 00:18:17
They all, they all put in. 00:18:19
To help. 00:18:22
Those are the two counties I know are doing it. I don't know if other counties are doing it. 00:18:23
And I and I. 00:18:27
They can, you know, they've given. 00:18:29
We'll give ourselves raises too. 00:18:35
But they've given themselves raises. The plan to give more raises? 00:18:37
They're planning to do all kinds of stuff and yet. 00:18:40
Here we are asking for help on a place that we're giving services for the past 40 years. 00:18:45
And they're coming up with, you know, I just, I have no sympathy for that. I have no sympathy for that. If the Council does, 00:18:51
that's fine, but I have no sympathy with that. 00:18:56
Mr. Bennett, last question. So basically the administration is going to work on the negotiation part and present that to the 00:19:01
Council for a decision. 00:19:05
That would be my thought if Mr. Latchers wants to come, and again. 00:19:09
Give us a four page front and back of every page. 00:19:13
Legal document. I'll be fine with me, but I'm not going to. 00:19:17
I'm not going to consider that as. 00:19:21
Real nuts and bolts negotiating. 00:19:23
And I would rather negotiate. 00:19:26
With the county chairman and the. 00:19:29
The county manager rather than the county manager coming here. 00:19:31
Trying to negotiate with the council, that's to me that's not appropriate. 00:19:35
But that's if he wants to do that as a public meeting, he can come to that as a. 00:19:40
I'm not gonna keep them off the agenda. 00:19:44
As long as only we're the only transport service in our county. So being that we have to be available for 911 calls and there's a 00:19:47
lot. 00:19:51
Lot more times than not happening that we're not available because we're out. 00:19:54
Serving a big area, we're the second biggest county in the state, so you know, to to operate with 15 people. 00:19:59
55 man shifts I mean you take. 00:20:05
You know, we do in a facility transfers, we take two guys out of town for three to four hours. That leaves us with two or three 00:20:07
people back covering the whole county. 00:20:11
Fire and EMS. 00:20:14
You know we get 2 calls out to the Gita now we have nobody in town. 00:20:15
It's just a matter of time before something happens. Well, we're going to be liable. 00:20:19
Does that affect the ISO score as well? 00:20:24
What's that? Does that affect the ISO score as well? Ambulance has nothing to do with ISIL, OK. 00:20:26
And then and then you know the. 00:20:32
Umm, dispatch thing, they had another meeting about that and they want us to turn out the Vegeta? 00:20:36
And want us to, I mean, we can't follow up on if they turn us down. 00:20:41
With a tone out. 00:20:45
The Lupitas. 00:20:47
We don't control the rural fire. 00:20:49
Tuning out and we will continue to tone out, but. 00:20:53
That's something that we also need help and. 00:20:55
They're just getting a lot of services from us. 00:20:57
That there's no compensation to the city for that and I think they. 00:21:00
Can do that. 00:21:05
Again, I break up the animal shelter thing. 00:21:06
They basically raised their groceries and I think that was in the city too. 00:21:11
It wasn't just the county. They would go raise their gross receipts tax specifically for animal control. 00:21:15
And then they diverted it. 00:21:21
So you know. 00:21:23
Like I said, I can't run their business but. 00:21:24
Certainly I don't. I don't expect to just continually be drained by their. 00:21:27
By their desire to get services from us for nothing. 00:21:31
It doesn't seem like an unreasonable ask to me for them to supply 3. 00:21:37
Three or two come with a reasonable offer. 00:21:42
To help, Chief. 00:21:45
Staff and make sure the city's taken care of I don't think it's unreasonable tasks well you know and I've gone through their 00:21:48
finances and. 00:21:52
I don't know if you remember the conversation we had with the Senior Center. 00:21:56
We're spending $350,000 out of our pocket for that. 00:21:59
OK, they canceled it, gave it to Maglina. We're doing Vegeta. 00:22:03
And we're doing ours. 00:22:06
Where's that $350,000? They could, they could. They could still keep 100 and give us the 250 for three DMT. 00:22:09
You know, and again, I'm not doing their finances, but I know what their finances are. 00:22:17
And like I said, I don't think Magdalena can afford it. I don't think I can afford it. Is it, is it, is it something we can still 00:22:21
ask them though, just out of? 00:22:24
I can ask them, but you know, I'm being realistic and I can ask them and I don't mind if they say, well, you know, we can't afford 00:22:29
it 'cause I know they can't afford it. 00:22:32
But they do have a ambulance that I would that's the $300,000 ambulance. 00:22:37
But that's again a separate. 00:22:41
It's a separate discussion with them. 00:22:43
And I am more inclined. 00:22:46
To work with them because like I said, they just don't have the finances. 00:22:48
They have trouble sometimes planners for the landfill. 00:22:52
Ruby, I don't know where we caught up with Magneto. 00:22:55
So they were behind at one time. So you know, we will work with them. 00:22:59
On that. 00:23:03
You know, and and really. 00:23:04
The landfill is a perfect is a perfect example of. 00:23:06
The county, Magdalena, the city working. 00:23:10
Everybody pays their share. 00:23:13
The ambulance would just be. 00:23:17
I forget about the house example. 00:23:19
The landfill is a perfect example of everybody pays their share. 00:23:22
Whatever you bring in to dump, you know. 00:23:26
And you pay for upgrades. 00:23:30
So if you have a new. 00:23:33
I think they did, don't they? Don't we build them for that new. 00:23:34
Rebuilt. 00:23:39
Or do we take? 00:23:41
Yes. So no, we didn't build them for that one. 00:23:43
Anyway. 00:23:47
We kind of have a landfill authority to the Magnus the city and the county work together with. 00:23:48
And that's been working out fairly well. 00:23:54
I guess we better ask him about this so. 00:23:57
He's welcome. Question for Chief Barker, do we seem to? 00:23:59
Need less calls to the Magdalena, the city of Magdalena, the village of Magdalena then there is on the peripheral. 00:24:04
Around Socorro or Vegita? 00:24:10
Well, Vigita, Vigita, I mean, I was just going to clarify that we talk about Vegeta a lot because we do spend a lot of time out on 00:24:13
Vegeta. That's where the majority of our county calls come. 00:24:17
But we do respond out to Magdalena quite a bit. 00:24:22
Loop. We can verify that every day there. They call loop there every morning and say they're out of service. 00:24:25
So we're having to respond. Just the other day we had to respond all the way into Alamo. 00:24:31
You know, because they were out of service so. 00:24:36
Let's not forget it's not just Vegeta, we respond county wide. 00:24:38
From county line to county line, which is the second biggest county. 00:24:42
I guess if we get that sometimes tends to be the highest refusals, they'll call you. But then when you say we're going to take 00:24:46
you, no, I want to go to somewhere, No, I don't want to go. 00:24:50
That's that's the problem with the gate though, they don't. 00:24:56
They get mad at us because it takes us 30 minutes to get there. Well, we're 30 minutes away when there's and they said there's an 00:24:59
ambulance service just 10 minutes away, which is Valencia County. 00:25:04
But that's our county, so we have to respond. 00:25:08
So the minute they find out that they have to come to our sister close hospital, which is our policy. 00:25:11
They don't want to come with us, they want to go to Albuquerque. 00:25:16
I understand that Valencia County since they're getting a hospital in Los Lunas. 00:25:18
Is canceling the contract they have with AMR which is a. 00:25:24
Private ambulance service. 00:25:27
And so they're probably going to set up their own ambulance service. 00:25:29
So that that's. 00:25:33
That's how the Valencia County, I think, is headed. 00:25:34
And right now we do have a mutual aid agreement with Valencia County. 00:25:37
But 99.9% of the time they refuse. 00:25:41
So it's, yeah, it's, it's gotten back. We do respond. 00:25:45
Anywhere from three to five times a day out to the vaquita area. 00:25:49
And, Mr. Mayor, just to clarify Councillor Olguin's earlier question. 00:25:52
There is no MOU this. We've just been doing this for a long period of time. But in if we can work this thing out there would be an 00:25:57
MO U we would look to put an MOU in place. 00:26:02
You suggested but but you know. 00:26:08
Since there is no Miu, there is a document though that we have to serve the area. There is a legal document that we have to do 00:26:11
that. So we're going to continue doing that. 00:26:16
Yeah, but the in looking at ways to. 00:26:22
Decrease the service area. 00:26:26
Because you can't afford diesel. 00:26:28
Oh and and afford would be in two ways afford in human lives in city of Socorro that get unintended. 00:26:30
And afford. 00:26:36
Monetarily and and you have a good point that we're going to lose out, we're going to lose revenue. 00:26:38
But it's. 00:26:44
You know, revenue or responsibility to our citizens. 00:26:47
Thank you. Thank you, Chief. Mr. Fleming. 00:26:55
OK. So we went ahead on this. 00:26:59
And better word, better word, better word. 00:27:01
3. 00:27:04
They were. We're still back to Cuba Rd. We got the money. We're trying to get an engineering thing done. 00:27:07
And we have to sign a. 00:27:11
An agreement with the engineers. 00:27:13
That's RFP 030625. Mr. I'll make a motion. We approve the bid award for RFP 030625. 00:27:17
I move second to discussion. 00:27:27
All in favor, aye? 00:27:29
We've got Firehouse roof. 00:27:30
IFB 031325 Lawrence Chief Baca has acquired a reasonable good amount of money to get all this done. 00:27:33
Make a motion. We approve that award. IFB 031325. 00:27:41
Seconded discussion. All in favor. 00:27:48
I have B 031425 Firehouse stucco Make a motion. We approve bit of word if P 031425. 00:27:51
We'll move to 2nd. I just want to congratulate the chief of. 00:28:01
Continuing to keep his place upgraded and he's got a fair amount of money to do that. 00:28:04
All in favor, aye? 00:28:08
Then we have authorizing the assignment of authorized officials, officers and agents. Donald, who are these people? 00:28:10
Enemy D resolution 25/03/18. 00:28:17
Mr. Mayor, when we voted to combine our loans, our USDA loans with the enemy deed, they required a new signature page and this is 00:28:21
authorizing. 00:28:26
Yourself for the promissory note only, myself for all other documents and poll for disbursement requests only. 00:28:31
Mr. Mayor, I'll make a motion. We pass resolution number 2503, Dash 18. 00:28:40
Seconded discussion. 00:28:47
Hi Ruby, how much is that saving? 00:28:49
Over the amount of its loan. 00:28:54
Great job. Good. 00:28:57
New business. 00:28:59
Just to give you a little legislative update, and I don't want to jinx it. 00:29:02
Because the governor has not signed it. 00:29:05
But we did. 00:29:08
Well, for the police station. 00:29:10
Police cars thanks to. 00:29:13
Senator Diamond. 00:29:15
And representative. 00:29:18
Dow and Senator Census. 00:29:20
And we did. 00:29:23
And I hope the governor signs it. 00:29:26
We did get reauthorized. 00:29:28
The money that we were going to use to build a speck building out at the. 00:29:31
Eagle Pitcher to now build it. 00:29:35
In the industrial park. 00:29:38
I've got a meeting with somebody next week. We may already have tenants for that. 00:29:40
So that's a $700,000 rear. 00:29:45
Apportionment. 00:29:48
That we can start a spec building and I'm hoping the governor signs it. I think she will. 00:29:49
But that's just to give you a. 00:29:55
This is a preliminary. It's at the. 00:29:57
Governor is the senator already passed it? 00:30:00
Yes, Sir, yesterday and I was going to the house, I thought the house. 00:30:03
Passed it first, but the Senate approved it yesterday and sent it to the House. That usually gets done pretty pretty well because 00:30:08
they worked it out. But. 00:30:11
Then the governor has. 00:30:14
Nothing for Finley, but the suggestion was. 00:30:18
To go to the recreation grant that we got for the. 00:30:21
For the rodeo, which is. 00:30:25
Good grant, yet Representative Dow recommended that. 00:30:28
Yeah, and the governor has 20 days before she has to before his pocket pocket. So do not you know what our. 00:30:32
Because. 00:30:42
I think the house is trying to do that with the. 00:30:44
That family planning clinic she wants to put up in northern New Mexico? 00:30:47
Don't report I said anything about this. 00:30:53
But don't do that. 00:30:57
Anyhow, old old business. 00:30:58
Miss Bing a little bit of discussion about. 00:31:02
Some of the things that. 00:31:06
People are saying that are getting moved out of Socorro, for example, Fire Academy, they're saying that's going to be built now in 00:31:08
Santa Fe. 00:31:11
And from what I understand some of the comments are. 00:31:15
Well, we'd rather be in Santa Fe because the corps doesn't have any restaurants open on the weekends, blah blah blah. 00:31:19
And then we also get. 00:31:25
People come to me all the time about first responder training and saying we're seeing fewer and fewer first responders in town. 00:31:27
And I know it's not really. 00:31:34
In our control, but what are the things that we can do to help support? 00:31:36
These keep these things in Socorro instead of seeing them leave. 00:31:41
And I don't know and comments for both of them are, you know, not enough places to eat on the weekend. And I do see first 00:31:46
responders in town on Sundays walking up and down California not finding really any place to eat. 00:31:51
So kind of forging for food. 00:31:58
But anyway, I don't know something or is city government, can we help? Can we encourage, can we do something? 00:32:01
Let me Get the facts straight. 00:32:09
The fire Academy. 00:32:12
Got a $900,000. 00:32:14
State appropriation. 00:32:17
Also here here. 00:32:18
However. 00:32:20
As a $40 million appropriation for Santa Fe. 00:32:23
And I don't know if it's gone through or not. 00:32:26
And we made our feelings. 00:32:28
Clear to the governor's office, who's really pushing it along with a fire Marshall. 00:32:30
And a representative. 00:32:34
And. 00:32:37
Their comment was number. 00:32:38
We want to put. 00:32:40
An auditorium out there and some ancillary stuff, but we're still going to be doing stuff here. 00:32:42
And they did put in money here. 00:32:47
And that is a. 00:32:49
Subjective question about whether they have bars and restaurants and. 00:32:52
Things to go to. 00:32:57
We are working on the housing though. 00:32:58
We have a very reputable housing company that's putting houses in Los Lunas. 00:33:01
They haven't made their final results and I'm not sure whether we went and did dirt. 00:33:08
Did we do Lloyd? 00:33:13
So there is a subdivision. 00:33:21
They want to build a minimum of 30 houses. 00:33:24
Not one or two. 00:33:28
30 houses. 00:33:29
For a first phase and I'm I can't tell you who it is. 00:33:30
Socorro, are you saying in Los Lunas? 00:33:35
With their building in Los Lunas but they want to build in Socorro also. 00:33:37
So there are the and the reason I said that they're very credible and irrefutable. 00:33:41
The building Santa Fe also. 00:33:45
So we're working with a realtor. 00:33:48
We're working with a. 00:33:50
Housing and so that's. 00:33:51
One of the answers, and you're right about housing. We have very poor housing here. 00:33:53
That's the problem. 00:33:57
As far as restaurants being open. 00:33:58
I guess we can. 00:34:01
Declare martial law and make them open every day. 00:34:03
I don't know. I don't know what to tell that the people love you, Mamas. They love Sophia's. 00:34:06
They love the Hakalito they love. 00:34:11
The Pasadita? We've got McDonald's. 00:34:14
We got dominoes. 00:34:17
We got what's the other place? Chihuahua Express. I'm not sure what they call that. The old. 00:34:19
Taco Bell. 00:34:24
I don't know what their tastes are. 00:34:25
You know, it's it's I don't know, I mean, if that's what they but I think the reason they just don't want to be driving back and 00:34:28
forth that they want to live in. But the trouble is that chicken or the egg. If you put $40 million Academy in Socorro, we'll have 00:34:34
restaurants, we'll have bars, we'll have new house we but you know, they got to spend money down here. 00:34:40
And we try to make that clear, but then, you know. 00:34:46
People also veto line veto stuff too so. 00:34:50
So the answer to that. 00:34:54
First responders. 00:34:55
We had an. 00:34:57
According to who I've spoken to, who runs the first responders or at that part of it? 00:34:59
Is that? 00:35:03
We had over 130 classes. 00:35:04
During the COVID and post because they had money piled up to get these classes and they were trying to get more and more and more. 00:35:08
So they're down to 80 classes. 00:35:15
And the eighty classes. 00:35:18
Are not as and I'm feeling it too at the hotel, believe me. 00:35:20
Are not, not. 00:35:24
The 80 classes are not. 00:35:26
The numbers that they used to get. 00:35:28
And the other comment was. 00:35:31
People are not signing up. The first responders across the country are not signing up right now. 00:35:35
Seema is the. 00:35:42
And they have money for. 00:35:44
Until 2026. 00:35:46
Though as low as the numbers are, they have money till 2026. 00:35:48
FEMA is in charge of that budget, and we don't know what's going on with Homeland Security and FEMA. 00:35:53
And what's going to happen with those budgets? That's a question if you know your. 00:35:59
Legislator, that's who they should talk to, not the mayor, because that's where the money comes from. 00:36:03
And there from my understanding. 00:36:08
Text lobbyists. 00:36:11
Lobby for Emmertech are going to be in DC next week, I think they said. 00:36:12
They'll be going up there, so they're very and position. 00:36:16
First responder, not just for us hospitality people. 00:36:19
But it's very important for tech also. I mean, it's a, it's a big item. 00:36:23
We have also lower number of students. 00:36:27
Come again? They just hired a new student. 00:36:31
A recruitment person from California and hopefully that's going to help that. 00:36:34
Now the school system, there's two big issues they always tell us. 00:36:40
Oh, it's the schools. Oh, it's housing. So we're working with the housing. 00:36:44
I'm going to meet with the Superintendent here next week. 00:36:49
You know, that's the other thing that they always talk about. I don't know how to handle with that. 00:36:52
But that that's that's one of the items that. 00:36:57
VLA people. 00:37:00
When we had the meeting for the housing. 00:37:01
We had the VLA director here, we had the president of tech here. 00:37:03
We had the hospital here. 00:37:07
At the county we had, so we had good representation. 00:37:09
And those housing, I think that's a goal. 00:37:13
And we've already talked to him about helping him with utilities. 00:37:16
Our impact fees are not even a 10th of what they are in Santa Fe and Los Lunas. 00:37:19
We don't even ask them to pledge water rights. 00:37:25
So they're very excited about wanting to come down here and start a process. 00:37:28
And these will be. 00:37:32
And there's A and the governor put that together. 00:37:34
There's $84 million for developers, not for cities or municipalities, for developers who these people are. 00:37:37
To get low or zero percent loans. 00:37:44
To start projects, so they're going to be applying for that. 00:37:47
So that's where we are on that. 00:37:51
But that's that's the answer to what the numbers are. And several meetings ago we talked about hiring an economic development 00:37:53
director. So where are we on that? Are we still have we have had somebody come in? 00:37:59
Give us some things that they felt they could do. 00:38:05
I've offered them a job. 00:38:08
They're thinking about it. 00:38:10
I asked him actually to talk to Christian Keller. 00:38:11
And I was hoping that she would hire them and we would pay her. 00:38:14
That's what I that's what I would like to do. 00:38:17
And I'm not sure. 00:38:20
If he's gotten anywhere. 00:38:21
I do not know, Sir. Yeah, Go back to the fire Academy, question the administration when the legislature. 00:38:24
Legislature. 00:38:30
Just started, sent all of our representatives and senators an e-mail telling about our concerns about a new fire Academy up north. 00:38:32
They got a hold of the governor's office and the state fire Marshall and his assistant came to City Hall to reassure us that day. 00:38:40
They were just, they were just somebody called somebody because I was. 00:38:47
But anyway, and then just for, oh, that's not the marriage report yet. I'll go over that one next. 00:38:53
Well, I could do it under old business. 00:38:58
We have a tort claim. 00:39:01
From an owner. 00:39:04
Of property on Monzonaris. 00:39:05
And so we're working through that just to let the public, just to let the public know, let the. 00:39:08
Let the Council know. 00:39:12
It's the tort claim is not an active lawsuit, but it's an intent. 00:39:15
It's because they thought that perhaps we were doing some damage to the building. 00:39:19
Not we, but the contractor and the engineer. 00:39:23
On the foundations of the building. And so we're getting that shut down. 00:39:26
Hello Mazda Nerves. 00:39:30
No, we're not doing any work on California. 00:39:32
But then. 00:39:35
We're having a scoping on Otero. 00:39:40
For Otera public hearing. 00:39:44
Oh yes, Sir. Tuesday. Tuesday at 5:30 or work on Otero. 00:39:46
That's all the old stuff. I don't know exactly because I just told you. 00:39:52
We might go into executive session if we ever get. 00:39:58
Any specific speaking points negotiating with the county, I will go do that. 00:40:01
But I would rather. 00:40:06
I rather have him coming to us to. 00:40:07
Hash this out rather than do it in public hearing the City Council because I won't sign it. 00:40:10
I mean I need I need some specific things from them. 00:40:16
OK, personnel, we have God. 00:40:20
Aldo Ruiz Torres completed probation. Darius Silva knew hire. 00:40:25
Gas Department Justin Pacheco, firefighter Ashland Aguilar, firefighter. 00:40:30
Gabe Luna, firefighter They are finishing their certification. 00:40:35
And then Raul Katrina Contreras finished his probation at the rodeo crewmen. 00:40:40
What did I do? 00:40:47
Were you laughing at me like that? Don't do that. 00:40:49
Put them on camera too so I can see them either side. 00:40:52
OK, make a motion to approve the personnel changes as presented. 00:40:55
Moved and seconded discussion. 00:40:58
All in favor, aye? 00:41:01
And we have lots of businesses. 00:41:03
