Pledge allegiance to the flag of the United States of America. 00:00:29
And the Republic for which it stands. 00:00:33
One nation under God. 00:00:35
Indivisible with liberty and justice for all. 00:00:37
2nd. 00:00:52
Moved and seconded discussion. 00:00:52
Public forum. 00:00:56
Mr. 00:01:01
Oh, I'm sorry, ladies first. 00:01:02
I always mess up. Come on up. 00:01:05
You got stuff for us. 00:01:09
Thank you. 00:01:15
Thank you. 00:01:16
And I just wanted to give the City Council a report on the support of the Stampede. 00:01:18
Cross country meet that happened on. 00:01:23
Friday, October 3rd My name is Beth Kadal, I'm the head coach for the Sakura High School cross country team. 00:01:25
We hosted 10 teams on Friday out of the Rodeo Grounds cross country course, which was in fantastic shape thanks to Steve, Matthew 00:01:31
and Raul, whose name. 00:01:36
Last name I don't know but. 00:01:41
He's become one of my favorite people in the whole entire world. 00:01:42
I don't know if you noticed, but we got a lot of rain over the last two weeks. 00:01:45
And the course had been in like, really, really good shape, and then it rained and it was torn up all over again. 00:01:49
Everyone worked all week last getting it back. 00:01:54
Into something. 00:01:57
That was really, truly remarkable to run on. 00:01:59
The teams that come to the Coral know that it's a hard person. 00:02:02
Not what we would call a PR course or a leg up. 00:02:06
Where you run your fastest time. 00:02:09
They come down for the challenge and the course is in really good shape and the grounds are amazing. They. 00:02:11
Comment on the view the comment on how nice it is and they just really like how this girl and for that facility in particular. 00:02:16
We had adversity, duty and middle school races. 00:02:24
And 190 runners competed on Friday out of the radio grounds. 00:02:27
Over the course of those five races. 00:02:31
We had 6. 00:02:33
Square runners facing in the top ten and I've also forgot to put in, but our girls team plays second. Even though it wasn't really 00:02:34
their best day, they still rallied and. 00:02:39
But I don't think we've ever placed that high in our own home needs. So that's been really fun to watch them grow and improve even 00:02:44
on. 00:02:47
Like not at the day they still came in second place. 00:02:51
Overall and. 00:02:55
Something that was. 00:02:58
Nice. For me they're 0 humiliated causes here. The EMS is about 10°. 00:02:59
Than it was last year and we. 00:03:03
Hang on. Which is fantastic. 00:03:06
Even though they were ready. 00:03:08
Continue Umm. 00:03:09
So again, I just want to thank Steven Rowler at the Rodeo Guys. He could not do it without them. We go and run there probably 00:03:11
three or four days a week. 00:03:15
Before. 00:03:19
Have easy access from the high school and without that course I don't know where we would run. There isn't a safe dog. 00:03:22
Are pretty people free play? 00:03:28
From the high school percents going out to the Rhode Island. So I'm really thankful for that facility. 00:03:31
And for access and for just how accommodating. 00:03:36
Students and and the city so. 00:03:39
Thank you so much. 00:03:42
Well, congratulations introduce us to your. 00:03:43
Yeah, OK, good. 00:03:45
OK, I've got Rylan. He's our senior. 00:03:47
On the guy side, Kalin. 00:03:49
Riley and Abby. 00:03:51
And they've all. 00:03:53
Well, these are the ones who could drive themselves because everybody has to sit. 00:03:54
But these days there are also big leaders on the team and have really stepped up to. 00:03:58
Weed and precious. 00:04:02
And stretching. And just like in culture. 00:04:04
And there are. 00:04:07
Around all the time. I'm sure you see them in other. 00:04:08
Or rather. 00:04:11
How about a picture? 00:04:15
Catch you up here. 00:04:17
OK, I feel bad at the beginning, right? 00:04:20
Well, we'll fill them and we have photo, we can Photoshop them. 00:04:23
Well, you already have a picture here. You can put that in the paper. 00:04:31
Just for us. 00:04:34
And I'm sorry all, the City Council is not here either. 00:04:35
It's OK, yeah, up here. 00:04:38
Yeah, see right there. Just take a picture the other way. 00:04:46
And congratulations again. 00:04:55
In the back. 00:05:00
Isn't doing your account. 00:05:02
Thank you. 00:05:08
Thank you. 00:05:10
Have somebody on the agenda as public comment, Mr. Aldoz. 00:05:16
He was going to come. I can just fill you into what? 00:05:21
He didn't come, but he is. 00:05:24
Here's a rent house. 00:05:27
A Blue Canyon Parkway. 00:05:29
Where that is, but if you go past the substation. 00:05:33
Going up past the Academy Fire Academy. 00:05:38
Past that, there's about four houses up there. 00:05:42
The road is just full of boulders and rocks. 00:05:46
And I've asked the. 00:05:51
Solid people. 00:05:54
Really not to even drive that road anymore, they need to bring their. 00:05:56
The garbage can out to where you can get it without ruining the garbage trucks. 00:06:00
But he wants us to make that into a city street. 00:06:04
And that would involve a lot of work. 00:06:08
Right now. 00:06:10
We have a street and if you get a chance, go out and drive. 00:06:12
Evergreen. 00:06:16
And park. 00:06:17
And it's just been. 00:06:18
Foxfield and Chip Shield and. 00:06:21
We're getting ready to. 00:06:22
But there's another part of that loop. 00:06:24
That really needs to be attended to 1st. 00:06:26
And that has about 5-6 houses on it already. You know that loop that comes? 00:06:29
That connects with. 00:06:33
When Evergreen. 00:06:35
That really needs to be attended to. 00:06:37
So I told Mr. Daz, he came and. 00:06:40
Met with me. 00:06:43
I said I don't know if we can really do that. We have other roads that really need to be done and they have no utilities up there. 00:06:44
There's no water. 00:06:51
I don't think there's any gas up there, Isaac is there? 00:06:54
We passed the substation. 00:06:59
There's a really, really bad Rd. up there. 00:07:03
But anyway, so the only thing to get is a garbage picked up. 00:07:06
So I just give you a. 00:07:09
Background if he calls you or talk to you, but that's what it's about. 00:07:10
And I and I just, I can't expend resources up there when they don't have when I have another part of that road loop. 00:07:15
Road there that really needs to be fixed. 00:07:21
That is city, right? I mean, obviously the city is just below. 00:07:24
What used to be a? 00:07:28
I don't know what's the name of that. 00:07:31
Where they used to, actually, there was a big city up there. 00:07:33
At one time when they had the silver mines. 00:07:36
Up at the base of the mountain. 00:07:39
I think, I think that even a smelter up there. 00:07:43
There was a smelter the. 00:07:45
There's a smelter there where all the where the Aguilar's have. 00:07:48
Right by there there's that big smelter that that. 00:07:51
That's had an EPA. 00:07:53
There was a smelter up there too. 00:07:55
I believe it was called Park City. 00:07:57
So I mean, there was a but, but we don't have any futility. But that's just to give you a backup. 00:08:01
Anybody else has? Yes, ma'am. Come on up. 00:08:06
If you come to our dance over there. 00:08:09
Paula will help you. 00:08:11
And we have a little step if you want to step up. 00:08:13
Tell us who you are and. 00:08:17
When will? 00:08:19
Polo just keep an eye and make sure she'll. 00:08:26
I just wanted to introduce myself. 00:08:29
My name is Jane Anderson. 00:08:32
I am running for the school board. 00:08:34
And I would appreciate. 00:08:37
Everybody's vote. 00:08:39
Thank you very much. Well, that was well done. 00:08:40
Anyone else is running? 00:08:49
No, the judge is running if you want. 00:08:52
Nobody else is running, but that's good. Yeah, this today's up. 00:08:55
First day of. 00:08:59
Voting. Thank you. 00:09:00
OK, we're going to go on. 00:09:03
Through the wastewater. 00:09:05
Wastewater connection free ordinance. 00:09:07
What are you gonna tell me about that? 00:09:10
Mr. Mayor, this is the ordinance. 00:09:15
To enact the. 00:09:17
The rate structure over three years for the people that are being served on Evergreen. 00:09:20
And W Spring Street. 00:09:25
What the the area you were just talking about? 00:09:26
Where they can get 10% off if they pay. 00:09:29
Even in monthly installments in the first year. 00:09:33
I believe it's. 00:09:36
5% in the second year and I have to pay the full amount in the third year it was advertised in. 00:09:37
September. 00:09:42
August. 00:09:44
But our September meeting was too soon. 00:09:45
To approve it there. So we had to wait. 00:09:47
Until this meeting. 00:09:49
And it's like 600 bucks. 00:09:51
Yes, Sir. 00:09:53
And it can be Ruby. 00:09:54
She will be here. 00:09:57
You can put it on their bill and. 00:09:58
Should I just pay it off? 00:10:00
Yeah. We really recommend that to think about doing that. 00:10:02
Is it a requirement for them? Is that thing, is it written that it's a requirement for anybody that's on that road to get? 00:10:10
That they have to get that. 00:10:16
It's in our ordinances. I believe it's within 200 feet. 00:10:17
100 feet, 100 feet of the main line. 00:10:21
That it is in our ordinance, but I do not. 00:10:24
Think we've been enacting that ordinance or enforcing that over the few over the last however many years? 00:10:26
But. 00:10:32
On the previous project, it was funded with USDA funds out on Chaparral. 00:10:33
And whole farms. 00:10:38
And the USDA require. 00:10:39
Required us to put that in there. 00:10:41
So they knew that we would have people using the system. 00:10:43
And Mr. Mayor, just for the community to know as well, too, It's only for that area, right? 00:10:46
Not this is in citywide. 00:10:51
Correct for the three-year breakdown. 00:10:53
Yes. 00:10:56
The actual cost in the ordinance, it's whatever. 00:10:57
Whatever. I think it's $1000 or whatever the actual cost of the materials are. 00:11:01
For other areas, whichever is cheaper. 00:11:06
Judge, when you say? 00:11:12
So you say 100 feet is is it from the? 00:11:21
The sewer line itself to. 00:11:24
The property line or to the resident. 00:11:26
I believe it's from the main line to the residence. 00:11:29
OK, well. 00:11:33
Yes, anything of course on your side of the property line would be your financial responsibility. 00:11:35
Right, but. 00:11:40
If it's within that. 00:11:41
Feet from the sword to the resident. 00:11:43
Yes. 00:11:45
Because I know people were asking. 00:11:46
I'll double check that tomorrow, but I believe so. 00:11:48
Motion. 00:11:51
I'll make a motion for approval there. 00:11:54
Second moved and seconded Roll call please. 00:11:55
Councillor Chavez Lopez. 00:12:00
Councillor Dean. 00:12:02
Councillor Ogine. 00:12:05
Yes, Councillor Partridge, Yes. 00:12:07
Councillor Romero, Yes. 00:12:09
Councillor Salome. 00:12:11
Motion passes. 00:12:13
OK, we've got another ordinance. 00:12:16
20508-19 BCWSRF. 00:12:19
Amending the ordinance number 23/04/18. 00:12:23
And #24-12-17, that is down. 00:12:27
Mr. Mayor, this was also brought to the Council for advertising in August. 00:12:33
This is amending our ordinances for Clean Water State Revolving fund. 00:12:38
I believe it's up to half $1,000,000 and 100,000 of it has been 400,000 has been forgiven as long forgiveness and 100 thousands 00:12:43
grant. 00:12:47
Motion. 00:12:55
Make a motion. 00:12:56
Moved and seconded. 00:12:57
Roll call please. 00:12:59
Councillor Terrace Lopez. 00:13:00
Yes, Councilor Dean, Yes. 00:13:02
Counselor. 00:13:05
Yes, Councillor Partridge. 00:13:06
Yes, Councillor Romero. 00:13:08
Yes, Councillor Salome. 00:13:10
Motion passes. 00:13:12
We have an exciting award. 00:13:14
For Ruby's, uh. 00:13:16
Department. 00:13:18
City of Socorro received the best overall audit. 00:13:20
For large municipalities. 00:13:25
For the record, is back-to-back. 00:13:35
And I assume that includes. 00:13:38
Albuquerque. 00:13:41
Ruby, when they say something, I think was it 10 million in gross receipts? 00:13:43
That includes a lot of cities. 00:13:49
Yeah, it's terrible at. 00:13:52
They were, they were saying there was like. 00:13:55
6 communities or five communities or something that has been turned in and audit or done an audit like 3 years too. So that was. 00:13:57
Well, there you go. Well, again, congratulations will be on all your staff. I thank you guys. 00:14:06
Critical accomplishment. And just for that. 00:14:14
We're going to change your days to four day week. 00:14:17
So there's been a talk around. 00:14:21
A lot of places. 00:14:24
We do it at our office. We've been doing it for four years. People like it. 00:14:25
Although we only pay them the 32 hours, we don't pay them the 40 hours. 00:14:30
But I think. 00:14:36
Thought you talked about this. 00:14:38
Last 10 years maybe. 00:14:40
But bring it up to City Council to. 00:14:42
Think about. I know there has to be the. 00:14:46
The services that are. 00:14:48
Police fire people are on call for. 00:14:49
Gas, water, sewer. 00:14:53
But for the general. 00:14:56
General working. 00:14:57
People we would. 00:15:00
Talk about doing a. 00:15:01
Was it? 00:15:03
Five week work. 00:15:05
Work day. 00:15:07
And go to a four day week. 00:15:09
Which would mean that. 00:15:12
That there would be some services. 00:15:13
That would not be. 00:15:15
It's available. 00:15:17
I assume the Senior Center might be. 00:15:19
One that you might not leave until. 00:15:22
For five days, but that's something we've been discuss. 00:15:24
Landfill. You know there would be. 00:15:28
There would be. 00:15:31
A problem in some. 00:15:32
Areas but. 00:15:33
The Score electric Co-op has gone to four day a week. 00:15:36
So something for the Council and we might bring that up to you as to. 00:15:39
You have to do that as an ordinance, Donald. 00:15:43
Good question. 00:15:48
I do not believe so, because I do not believe there's anything in our personnel manual that says. 00:15:49
Because the way of uncle people and people that work weekends and people that work holidays. I don't recall reading anything in 00:15:55
there that says. 00:15:58
That we're adopting Monday through Friday, 8:00 to. 00:16:02
So I don't believe so. 00:16:06
But I'm still in the process of rewriting the personnel. I think you have to change it on your personnel policy because that's 00:16:08
what we have to do. 00:16:11
You're on Fortnite. 00:16:15
So, you know, I mean, that's something that's attractive to the employees. 00:16:16
I think there's a lot of people who are teachers. 00:16:20
Who come to Socorro? 00:16:23
Because it's a four day week. 00:16:25
And they come from Berlin and everywhere else that attracts them. 00:16:27
But that's something that. 00:16:31
Mr. Salome Mayor, if somebody calls here on a Friday, say we go to a four day week, if somebody calls to City Hall on a Friday, 00:16:33
somebody could answer the phone. 00:16:36
So we could, we could have. 00:16:41
We would have. We'd have to have a better system. 00:16:45
So that when they do call. 00:16:48
And they need information. 00:16:50
That's an emergency. 00:16:53
Emergent Nature. 00:16:54
Then they would be given a number on that. 00:16:56
Voicemail as to who they would call. 00:16:58
If they needed. 00:17:00
Actually to have something done. 00:17:01
Mr. Mayor, everybody would be on a four day work, Monday through front, Monday through Thursday. 00:17:03
It wouldn't be like an alternate some Tuesday through Friday and Monday through. 00:17:08
Thursday and that way. 00:17:12
Everything is covered that way and. 00:17:14
The thought we thought of that. 00:17:16
That's a thought. 00:17:19
That's a good. I don't know. I just think that if people are working out there on Fridays. 00:17:20
And they're working, and they call into City Hall. 00:17:24
It probably expects somebody to answer that phone. No, no, you're right. I mean, and we're just bringing it up. So because your 00:17:28
comment, I mean we we're. 00:17:32
Trying to brainstorm as to. 00:17:36
But the idea is still. 00:17:38
They have a four day week but which would be 40 week 40 hours. 00:17:39
Mr. Partridge. 00:17:44
I'm just echoing what Councillor Sloane already said. I was thinking the same thing. I've worked in places where they just. 00:17:45
Rotated it somewhere on Monday through Thursday somewhere. 00:17:51
On Tuesday through Friday and it just kind of rotated through but for. 00:17:54
Four days for stuff. 00:17:58
They seem you seem to like it, but I would be concerned about coverage the same as. 00:17:59
Councillor Salon. 00:18:03
You know, uh. 00:18:05
I guess the question is going to be whether department heads? 00:18:07
If they're not. 00:18:11
I mean schedule, I don't know. 00:18:12
If you if you stagger it. 00:18:15
Then I don't know, you know if if it's. 00:18:17
I don't know if the direction is. 00:18:20
I just it would be something that we should bring up to the. 00:18:23
Different departments. 00:18:27
Let's say if Lloyd or Mike is not there, or Isaac. 00:18:28
Ruby, you know. The question is how? 00:18:32
How that day would be without them there? 00:18:37
Unless unless it would be taken over by the assistant and that might be good training for them too. 00:18:40
But I mean, that's. 00:18:45
Let's let's get some survey or whatever to try to get that done. 00:18:46
And Mr. Mayor, just as a public service announcement for those on call requests that are after hours. 00:18:51
The on call numbers are posted on our website. 00:18:57
So as long as they have electricity or cell phone they can find the number. 00:19:00
Standing on eight to five guys working out. 00:19:07
Nobody answers. 00:19:10
Another concern for me too is that a lot of the people are off on Fridays that just like bill pay and I know some people still 00:19:13
walk in the doors and pay bills I pay online but. 00:19:17
Yeah. I think just some ideas, at least some sort of skeleton coverage in the days that that's a good, that's a good. 00:19:23
Solution. 00:19:31
And it is. 00:19:34
In the afternoon is. 00:19:41
So we can actually do like a survey if you want in the next couple of Fridays and see how the calls we get and then you get. 00:19:44
Over here. 00:20:00
So just just something to think about, maybe talk about it in the next year. 00:20:08
We can bring you. 00:20:13
Maybe 2? Maybe alternatives? 00:20:15
Like what you're saying? 00:20:17
And just a straightforward. 00:20:19
And see what you know. 00:20:22
What the public, what the public, what the public says. 00:20:24
OK. And then now we have the item that's of. 00:20:28
Interest. 00:20:32
The municipal ordinance jurisdiction. 00:20:33
Advisory committee had a recommendation. 00:20:36
That was 4 to 3. 00:20:38
To keep the court. 00:20:41
And so the way this is. 00:20:43
The way this is. 00:20:46
Worded that it's an action item. 00:20:48
Is the question is. 00:20:50
To the Council. 00:20:53
Would you make a? 00:20:56
Motion, uh. 00:20:58
To accept. 00:20:59
Can't make a negative con. You can't make a negative. 00:21:01
Motion, motion. 00:21:06
As it would be to. 00:21:07
It would be to accept that. 00:21:09
The recommendation of the Advisory committee. 00:21:10
And it stands on its own. 00:21:14
Yeah, I'll make a motion to accept that. 00:21:18
2nd. 00:21:20
Discussion. 00:21:22
Mr. Register Monet. 00:21:23
Just before you call for the vote. 00:21:24
There's two options. There's one to. 00:21:26
Accept the recommendation and keep the court. 00:21:28
And the other is to reject the recommendation and still send it to the Supreme Court. So just so the Council's aware, they still 00:21:30
have. 00:21:33
Both options. 00:21:37
That would be the next option. 00:21:38
Even if it just doesn't pass. And just to let you know that we did and I think we sent the information to you. 00:21:39
The court. 00:21:46
A maximum of. 00:21:47
2A day. 00:21:48
In court and so the comments that you were making earlier. 00:21:50
About the magistrate having to see more. 00:21:54
Customers. 00:21:56
2A day. 00:21:58
Extra The other comment is that. 00:21:59
It's losing 100,000 a year. 00:22:02
And we've increased the salary so that also. 00:22:05
There's going to be a bigger deficit. 00:22:08
So that's my comment on. 00:22:10
On what? 00:22:12
And how the? 00:22:14
The the advisory committee. 00:22:16
Decided mostly. 00:22:19
On friendship, that's my feeling. 00:22:21
And so I don't think that was fair. 00:22:24
But we did have that committee designed the way it was. 00:22:26
But they didn't really look at the numbers and the facts in my mind, if you had a business to run. 00:22:29
But that's the way the vote came out, and I knew that that's the way you didn't have the numbers either. 00:22:35
We had no numbers there in that committee meeting, not we didn't. We didn't discuss any numbers whatsoever. 00:22:41
In those two meetings. 00:22:45
And this, this, this this, this minutes here, this is, I mean. 00:22:47
You take notes. Judge Gutierrez gave you a whole hand this. 00:22:51
I mean, I don't know where you were, but Mr. 00:22:56
Well then you didn't see the no city handed out. 00:23:00
He handed out a big work that. 00:23:03
Brittany had done as to the numbers and the people that were in the court. 00:23:05
And that average adapter. 00:23:09
He had a he had a handout. 00:23:12
So, well, So what? 00:23:14
So you also discussed, we also discussed ordinances. We also discussed the city, the city ordinances. 00:23:16
How they're, how they're, how they're. 00:23:22
Done from the code enforcement to animal control. 00:23:26
To the police. 00:23:30
We also we also talked about how there could be some ideas to go around to. 00:23:32
To fix those. 00:23:35
So I mean, there was a lot. There was a lot that was talked about then just. 00:23:37
What's in this in this letter here? 00:23:41
And is it? Is it, are we doing an ordinance? Is this an ordinance or is this? 00:23:43
No, the ordinance doesn't come until. 00:23:47
The Supreme Court actually says it's OK to do it. 00:23:50
Yeah. So I think the friends said it's a friendship thing. It was based on what we had. I have, we have people, we have people 00:23:54
here that were in the committee that can talk about too whether or not was friendship or not cutting anybody off, especially you. 00:24:00
But the bottom line is there was information handed out. 00:24:06
Mr. Carrillo handed out information. 00:24:09
And his recommendation is also about a. 00:24:11
Administrative, uh. 00:24:13
Officer Judge Gutierrez actually, when I asked that brought. 00:24:15
About. I don't know if that was attached to their. 00:24:19
We have the packet with the designer. 00:24:22
Yeah, well. 00:24:24
Yeah, he. 00:24:26
Judge you. I don't know if you have it, but everybody else has it. 00:24:27
As to how many? 00:24:30
Yeah, so you didn't look at it. 00:24:32
Just now. 00:24:35
So you just said you didn't see the numbers? 00:24:36
No, yours wouldn't you, are you going based off just those two numbers? Are we, are we talking about the fines again? Do we have 00:24:39
do we get the final breakdown of. 00:24:42
The total amount of fines that were taken in from the city. 00:24:46
Or do we go through payroll? He has his, he has his budget. Did we go through the budget at all? 00:24:48
On what's on that budget, on what's being spent, the expenses and what's coming in, we didn't go through any of that. 00:24:53
He went through how much money he's giving each of the departments. 00:24:57
He made that was. 00:25:01
In the minutes. 00:25:03
And then I think. 00:25:04
Told us that I gave you hat print out of the. 00:25:06
Budget completely as to what? 00:25:10
Penalties were and how much money the city had lost. 00:25:12
Again. 00:25:17
My comment was friendship and I guess that made you explode. 00:25:18
But the bottom line is. 00:25:21
Where as somebody who's responsible for the budget. 00:25:23
It's A and then like I said, if it was a business. 00:25:28
I would have a difficult time in. 00:25:31
And supporting that kind of. 00:25:33
Department in my business. 00:25:36
Mr. Mayor, are we going to go through every other department and go through, go through all the stuff that's division in each 00:25:38
department? 00:25:41
The the and just to answer your interruption. 00:25:47
Yeah, we go through every department. 00:25:50
And if you cannot replace that department with something else. 00:25:52
Then we keep the department if I can replace it with something that's cheaper. 00:25:56
Then I'll replace the department. 00:26:00
Absolutely. 00:26:02
Just like we did with the county, we told them we could not continue to serve them. 00:26:05
Unless they've paid their share. 00:26:10
Because we were going to be losing money. 00:26:12
And it took a little while. 00:26:14
But we did get that accomplished. 00:26:16
I'm only trying to protect the budget. That's the bottom line. 00:26:19
And I think Mr. Salome's comment was? 00:26:22
Let's see what the most efficient way of dealing with this is. 00:26:24
Mr. Carrillo. 00:26:29
He put together a very good. 00:26:30
A paper about how we could deal with it and how he felt perhaps? 00:26:32
The municipal judge was necessary. 00:26:36
But also. 00:26:38
He was a substitute of having administrative hearings. 00:26:39
For those two people. 00:26:42
That show up. 00:26:43
10 people a week. 00:26:46
That the administrative hearings could take care of that. 00:26:47
And we could still do the. 00:26:51
The. 00:26:53
What I call them the the. 00:26:55
Tasmania that. 00:26:57
That are the major part of the. 00:26:59
The revenue. 00:27:01
Can be done, that's just done that secretarially. 00:27:03
Mr. Brett, Mr. Are you suggesting that we can restructure the Municipal Court? 00:27:06
To better. 00:27:12
No, no, I'm, I'm, I'm suggesting this Municipal Court needs to be abolished. 00:27:14
And an administrative officer. 00:27:20
Would be appointed. 00:27:22
To do. 00:27:24
When called for. 00:27:25
Adjudication. 00:27:27
And that's done, Chris, where is that done? 00:27:28
Has that done in Edgewood? 00:27:31
Schedule has an administrative officer. 00:27:34
Well, it would also. 00:27:37
Well. 00:27:39
We can go into why they're what they do when the administrative court and what they do and the. 00:27:41
Administrative hearing. 00:27:45
Yeah. 00:27:46
Sure, Judge. 00:27:49
So the numbers you're talking about it. 00:27:52
This is probably the last year. 00:27:54
That we received the citations on traffic ordinance. 00:27:55
Phone enforcement ordinance. 00:27:59
Animal cases. 00:28:00
Are you looking at the oral? 00:28:02
Overall view of the last four years. 00:28:03
Just just since last year. 00:28:05
Because I, I told you during the last City Council meetings. 00:28:08
That the CIT. 00:28:11
Have been gradually. 00:28:13
Decline and for whatever reasons, I don't know. 00:28:15
But it was the last 10 years we did. 00:28:18
The budget that Ruby showed us. 00:28:21
Had losses and mostly the biggest losses were not just we're talking about the citations. 00:28:23
I thought, well, you you pointed the 2300 that you had when. 00:28:28
Chief Winters was there. 00:28:32
The 883 that you had. 00:28:33
When you know when. 00:28:35
Chief Garcia is here. 00:28:37
So but. 00:28:38
I, I don't know, I can say that we're going to try to. 00:28:40
Build the court and make it. 00:28:43
Break even by doing. 00:28:47
Citation. I can't say that. I don't think that's something that. 00:28:49
Should be done. 00:28:52
But again, it's up to the council, it's. 00:28:53
It's your decision. I wanted to make sure I brought it up. 00:28:56
Can we ask if any of the people that were at the committee to. 00:29:00
Give their perspective if they want. 00:29:03
I only see Mr. Trujillo. 00:29:05
And then I see Mr. Carrillo, and then I see Chief Garcia. 00:29:07
Thank you, Mr. Mayor. 00:29:16
Members of the council. 00:29:17
We did meet. I think one of the big takeaways from it was, you know, there was a lot of focus, which is code enforcement. 00:29:20
One of the big things is. 00:29:28
What this ordinance would do is it actually does. 00:29:30
It has abolished the Municipal Court, which means you would lose the penalty assessment. 00:29:35
Completely that penalty assessment. 00:29:39
Will then be transferred to. 00:29:41
Magistrate Court so that revenue. 00:29:43
Leave what? 00:29:45
Whenever is referring to is. If you keep the administrative court, you still would have to keep the Municipal Court as well. 00:29:49
So I don't know if that was. 00:29:55
Really that that was kind of a new concept that. 00:29:57
I don't know that the committee really discussed or explored it was only. 00:30:00
Can we make a recommendation to keep the court? 00:30:04
Or recommendation? 00:30:08
To move forward with the ordinance incentive to. 00:30:11
The Supreme Court. 00:30:14
Just to answer your question again about the revenue from. 00:30:16
Penalty assessments. 00:30:19
That revenue is Again, I use the SIM. 00:30:21
Example I did with a guy selling watermelons on the water in the park. 00:30:24
He had a half ton truck and he was losing money. He was still making money, but he was losing. 00:30:28
So he said we've got a three quarter ton truck, maybe he'll make more money. 00:30:32
That's not the way. 00:30:35
The way it is, is that the. 00:30:37
Penalty assessments were built into the. 00:30:39
Given the penalty expressed. 00:30:43
Penalty assessment. 00:30:45
Revenue. 00:30:47
The court still lost 100,000. So when you eliminate that. 00:30:48
The penalty assessment and we will lose those. 00:30:52
That still gives us 100,000 plus because we're. 00:30:56
Subsidizing the court by 100,000. 00:31:00
That's 10,000 a month. 00:31:03
I could go for other other things again. 00:31:05
It's a it's a concept that's never been brought up. 00:31:07
I'm bringing it up. 00:31:10
I appointed. 00:31:11
Francis cases to. 00:31:13
Municipal Court. 00:31:14
It went from halftime to full time under my administration. 00:31:15
I'm just seeing that we're slowly going down to where we're subsidizing it to where it's going to affect our budget eventually. 00:31:19
Whether it's in three years or four years. 00:31:26
We're going to eventually need to look at places where we can cut. 00:31:29
Because I'll guarantee you we're going to be going into a recession in the next 2-3 years. 00:31:33
And our gross receipts are going to go down. We're really robust right now. 00:31:37
But we're going to get hit with us. 00:31:41
And that's all I'm looking at. 00:31:43
Thank you. 00:31:46
Chief. 00:31:48
Did you prepare a speech? 00:31:51
Mayor. 00:31:54
They're saying that we're going to lose the PA's, but I don't think you lose PA. Say let's go into a. 00:31:55
Those are already paid. 00:32:00
Those go into the secretary of the processes. 00:32:02
No judge has to hear those. 00:32:05
So we don't lose a PAS, we lose the ones that are going to. 00:32:07
Court that they find guilty, those will then. 00:32:10
We will lose. 00:32:13
Most of our citations aren't. 00:32:15
Or to publish this most of our citations are. 00:32:16
Pas so. 00:32:19
Good clarification. 00:32:22
So yes and no. So if you're going to. 00:32:30
The resolution for the Magistrate. 00:32:33
Court to oversee. 00:32:35
What's going through the city? 00:32:38
Is now going to be pushed to magistracy court. 00:32:40
So if that's the case, then. 00:32:44
The Magistrate Court will receive. 00:32:46
The PA based. 00:32:48
Well, that's what I'm saying. 00:32:51
Based on. 00:32:52
How they address that? 00:32:53
It's still, it's still got to be seen by the. 00:32:55
Master Judge and how he's going to deal with it, whether it's a county. 00:32:57
Whether it's the city ordinance or if it's a county. 00:33:02
How they're going to accept it? 00:33:05
Have you talked to the metric? 00:33:07
A little bit. 00:33:10
Did you talk about the Pas? 00:33:11
And then what did you say? 00:33:13
Or. 00:33:15
So. 00:33:24
Somebody. 00:33:27
But we don't approve it. But we. 00:33:29
We we were given the city ordinance so. 00:33:32
The city ordinances of codes are. 00:33:35
Pushed to magist. 00:33:36
Then they're going to be seen in registry court. 00:33:39
So everything will be addressed to Magistrate Court. 00:33:41
8. 00:33:45
Yeah, same. It's the same, the same thing. 00:33:47
It'll go to Magistrate Court. 00:33:52
So if somebody runs a stop sign in the city. 00:33:54
And I go that that that those monies don't go to the city. 00:33:57
It'll be sent to Magistrate Court and building. 00:34:01
Determine what they need to do. 00:34:04
But if they shine that when that is short. 00:34:06
When Magistrate Court takes over. 00:34:08
They have to determine how they're going to address. 00:34:10
Whether it's a city code. 00:34:12
City ordinance or what it might be, what if you sign off on it and say, yes, I did on the stop sign, I find it back to what we 00:34:15
talked about. 00:34:19
You're pushing. 00:34:22
The city codes and violations to. 00:34:24
That she court, they have to decide how they're going to address everything that's coming into their court. 00:34:26
Is that right, Chief? Is that? 00:34:32
The way I understood it is the PA's already. 00:34:35
Essential data code. 00:34:37
Their PA to go through any. 00:34:40
So those will go to match the court. 00:34:43
Get sent to the city. 00:34:46
Or PA or broadens not sign running light. 00:34:48
Permanent being the left terminal, we should go in right. 00:34:52
Whatever it was. 00:34:55
But the. 00:34:57
Then that decision will then be made. 00:34:59
Look where that money goes. But again, the question is even when the appears when she. 00:35:01
Francis Case had it or. 00:35:05
When Chief Winters was there with the 2000. 00:35:06
They're still losing money at $100,000 a clip. 00:35:09
If you had a comment, are you helping out Mr. Partridge? 00:35:13
The concern is the lack of. 00:35:24
That you know not only seeing 2 cases according to the documents. 00:35:26
That's from the judge. 00:35:30
Yes, yes, Sir. No, I realize I read it. 00:35:31
Could who has the power to? 00:35:35
To make it, you said. 00:35:37
Apprentice Pieces was part time and then she's full time and. 00:35:38
That was she was full time for at least eight years. 00:35:41
Well, if, if. 00:35:44
The caseload is low, could it still be? 00:35:47
Seen as a part-time, could that be changed to part time or how would that work? 00:35:51
What would that look like? 00:35:54
Not right now. 00:35:55
I don't think, because I think that the the way it's being run right now, the judge is full time. 00:35:56
OK. No, no, I think you'd have to wait another four years if you're going to do that. 00:36:01
It could be done, but it can be done. 00:36:05
Yeah, so correct me if I'm wrong. 00:36:07
Donald. 00:36:11
Directed towards you. 00:36:12
What is? What is the? 00:36:14
Municipal ordinance role. 00:36:15
On case looks. 00:36:17
Doesn't have anything that I've read. Basically it's. 00:36:19
Whatever peso is brought into the court will determine. 00:36:22
Whether the judge is there full time? 00:36:26
Or have seen the cases as they come? 00:36:28
I will have to review that. 00:36:30
But if you're only seeing 2A day, couldn't you schedule them differently? Were you? 00:36:32
10A day instead of two a day. 00:36:36
Yes, I'm agreeing with you. 00:36:38
That can change. 00:36:40
To a part-time or full time. 00:36:41
But uh. 00:36:43
Currently the. 00:36:44
Under the. 00:36:46
Ordinance, the way it's titled, is. 00:36:48
The amount of. 00:36:50
Basically, the citations coming into the court work. 00:36:51
The workload. 00:36:53
Will determine whether. 00:36:55
The judge is full time or part time. 00:36:56
One last comment, Mr. 00:37:02
Just on the discussion of it, my my written. 00:37:04
Just a little rationale for a way I'm voting. 00:37:07
Are proposing. 00:37:09
If it's cited into the court and it's a city issue. 00:37:12
And it's cited whether it's a. 00:37:16
Police officer or? 00:37:21
Code enforcement Officer. Animal Control. 00:37:22
Which all people I spoke with, I feel like having the. 00:37:25
Municipal judges gives the city a little more bite. 00:37:28
This gives an opportunity to. 00:37:31
For those cases to be heard and for somebody to have some emphasis on those cases. 00:37:35
That's my. 00:37:40
My rationale behind Bowdoin that way. 00:37:41
Whether, whether whoever's at the dancer and the chair, I didn't. 00:37:43
But I just think that the municipal. 00:37:47
Has value in that regard. For the city I get the. 00:37:49
Your side of it with the. 00:37:52
Budget and losing money. I completely understand the. 00:37:53
You know, I think if it's utilized. 00:37:56
Insight it into it that there's some value there, and that's. 00:37:58
That's how I. 00:38:01
So. So you would recommend that we leave the pool open? 00:38:03
For people who want to use it. 00:38:06
No, I'm losing money. We would. 00:38:07
Liam, Sir, I mean, I'm just saying that. 00:38:10
I understand your feeling about the Municipal Court. 00:38:12
And, and it's kind of like a security blanket for the people to be able to come to a. 00:38:15
Local judge. 00:38:19
And talk about. 00:38:20
Their problem, but we're talking about two a day. 00:38:21
And and that's if that's the case, you know, I mean, you made your vote already. So understand that's that's the case. That's 00:38:24
fine, except for the council. 00:38:29
Mr. Mayor. 00:38:33
1st I want to apologize from outburst to the Council. 00:38:35
And the public that was online just took offense to a. 00:38:37
One of the next comments. 00:38:40
But what my recommendation would be, based on the committee, would be to have the administration continue to work with the judge. 00:38:43
Or with their administrative staff and work with the chief and code enforcement along with the council to come to go over the 00:38:50
ordinances, go over procedures, go over all this stuff. 00:38:55
To the. 00:39:01
Court instead of just. 00:39:02
Getting rid of it. 00:39:04
And saying. 00:39:05
Too bad. 00:39:08
Well, maybe that'll come out of this. That's a good positive. 00:39:09
Spent, but again. 00:39:13
That's we have to start a somewhat messaging. 00:39:15
As a member of the Council, I. 00:39:18
Our number one priority is. 00:39:20
Working on that budget and. 00:39:22
The last two visits I had with Ruby. 00:39:23
I think she has some concerns about our budget going forward. 00:39:26
So. 00:39:29
You know. 00:39:31
We always make things work and I'm sure whatever way this goes. 00:39:31
We'll make it work. 00:39:35
It would be nice to know like. 00:39:36
Where is that money coming from? 00:39:38
Going forward if if we keep it. 00:39:41
Well, 100,000 of it is coming from grocery seats. 00:39:45
The rest of his coming from. 00:39:47
Penalty assessments and fines. 00:39:49
And then as you already know. 00:39:52
The increase in the fire and police. 00:39:54
It's it's well deserved. 00:39:57
Is almost $1,000,000. 00:39:59
And we've been able to staff. 00:40:02
We've been able to stop. 00:40:04
But again. 00:40:05
That's a. That's a discussion to have early on rather than. 00:40:07
Later on. 00:40:11
And that could be 3 or 4 years from now. 00:40:12
I'm just saying I, I I see something that. 00:40:15
Is not. 00:40:18
I mean, we gotta. 00:40:20
We got a whole country shut down. 00:40:21
I know you know, but I think we should have had this. 00:40:23
This talk two years ago. 00:40:26
Three years. Not today, not now. 00:40:28
And that's just my opinion. 00:40:31
Because we weren't in the hole just this year. We were getting the hole for years. 00:40:33
Apparently. 00:40:37
Mr. Mayor, Mr. 00:40:38
Based on the the COVID based on the epidemic, based on the. 00:40:42
The funds that flowed from the federal government to. 00:40:47
The big box stores and based on the grocery seats that were received. 00:40:50
During that stretch of time. 00:40:55
When there was no. 00:40:57
Economic growth. 00:40:58
There was just money flooding. 00:41:00
Communities. 00:41:02
Spiked inflation. Everything goes up. You throw $7 trillion into the economy. 00:41:03
And you don't produce an extra. 00:41:09
Alternator, uh. 00:41:11
Well, what's gonna happen? 00:41:12
Price of that alternator is going to go 3 times. 00:41:14
So, uh. 00:41:16
What we've what we're faced here is a little. 00:41:17
Microcosm. 00:41:20
Of the effects of what happened. 00:41:21
At the federal level. 00:41:23
For the last five years. 00:41:25
And so rather than. 00:41:27
And rather than having those gross receipts taxes which were at all time levels, all time highs, we were. 00:41:32
Who were sailing. 00:41:39
In gross receipts, tax revenue. 00:41:41
To know that. 00:41:44
One day and you know what happened faster? It happened a lot faster than I thought it was going to happen. 00:41:46
That one day. 00:41:52
We're going to face this dilemma. 00:41:53
And then has it happened within the year? 00:41:56
To face this dilemma. 00:41:59
So now we're faced with the dilemma. 00:42:00
That we're worried about gross receipts taxes in the future. 00:42:03
And based on the effects of what has happened with the shutdown, with the lockdown, with the shutdown, shut the businesses down. 00:42:07
Shut all the barbers down, Whatever. 00:42:16
Those policies. 00:42:19
Are now affecting us in this, in this, in this council room right here. 00:42:20
And all across the country. 00:42:25
Now. 00:42:27
I I know that. 00:42:31
The administration and the mayor and the council. 00:42:32
And the community will work together. 00:42:35
And and and find a way through this. 00:42:37
But but it may not be easy. 00:42:41
It may not be an easy way to do it. 00:42:44
But I think we're faced with it. 00:42:47
And when you have. 00:42:50
Funds flowing in with no true. 00:42:52
Economic development that's generating those gross receipts taxes. 00:42:54
It's it's fake. 00:42:59
It's fake. 00:43:00
And now we're seeing what happens. 00:43:01
After after that, those funds flow. 00:43:04
So this is a very difficult decision for this Council and a very difficult. 00:43:07
Decision for the administration. 00:43:13
You know, we, we, we set a process in place. 00:43:15
The state setup process in place. 00:43:19
To to go through the process. 00:43:23
In the event a community under 10,000 people wanted to. 00:43:25
Relieve themselves, I guess. 00:43:30
From the financial. 00:43:33
Responsibility. 00:43:35
Of a Municipal Court. 00:43:37
So they had each step forward so. 00:43:38
This community, this Council, this administration. 00:43:42
Followed that. 00:43:45
Process. 00:43:46
We followed it. Timelines were followed. 00:43:48
And our recommendation came from a committee that was selected according to the statute. 00:43:51
Being written. 00:43:56
And the and the and the value that. 00:43:59
Their community is receiving. 00:44:03
For the. 00:44:07
Taxes and the taxes that they're paying to it. 00:44:09
Is really a question here? 00:44:12
And so when I saw that sign in sheet, you know, I filmed through it, looked at it pretty specifically, saw some days with a lot of 00:44:15
people going through there, saw some days. 00:44:19
With a few people going through there. 00:44:24
And I'm I'm of the school and when I'm when we first. 00:44:26
Decided talking this I said, you know what, maybe that maybe the value is is of such that the. 00:44:30
That that the Municipal Court. 00:44:35
Will continue on. 00:44:38
Because. 00:44:40
It has a value based on based on the committee and. And you know what? 00:44:41
That's what. That's where I'm going to stop. 00:44:45
And. 00:44:48
And that's that's. 00:44:50
All I want to say. 00:44:51
With a decision that might be made tonight. 00:44:55
It still has to. 00:44:58
Be run through the Supreme Court. 00:44:59
And that may take. 00:45:02
Years, right? Would anyone? 00:45:04
And the other Topper on this is you. I don't know if you've heard, but. 00:45:07
Tech lost about $52 million. 00:45:10
In in funding. 00:45:13
Because. 00:45:15
They shut the some of the. 00:45:17
Projects on carbon sequestration. 00:45:20
Have been shut down in Farmington that. 00:45:22
Added to and. 00:45:25
And that adds to about $54,000,000 in loss to tech. 00:45:26
And of course that's. 00:45:30
That's the grant, but. 00:45:32
The tech has administrative. 00:45:34
The benefit of that and so they're going to be losing. 00:45:37
1,000,000 right now. 00:45:40
And so anyway, that's just part of the. 00:45:41
Scenario right now. 00:45:44
Anyway, OK. 00:45:46
Everybody ready to take a vote? 00:45:47
Shall we give a roll call? 00:45:49
What what's what do we how how exactly on accepting the. 00:45:51
We're voting on accepting the. 00:45:54
The advisory committee's recommendation of. 00:45:56
Keeping the Municipal Court. 00:45:59
Well, yes, is keeping it a no, isn't it? 00:46:01
It's got to be 2/3. 00:46:03
72 thirds. 00:46:06
Sucks 75. 00:46:08
That percentage only kicks in if you're sending it to the Supreme Court. If you're approving it to go to the Supreme Court, this 00:46:10
just requires a majority. 00:46:15
As if yeah, so. 00:46:19
Say that again. 00:46:21
A-75. 00:46:23
Is if you. 00:46:25
Pass the ordinance to send to the Supreme Court. 00:46:27
You need 75% to go to the Supreme Court, right? 00:46:29
But that's not the motion. The motion is to accept the recommendation. 00:46:33
OK, the court. 00:46:37
So we don't. 00:46:38
That 75%, you don't need that majority. 00:46:39
I guess we start meeting and. 00:46:44
But the judge and the committee. 00:46:46
So for ways to be more efficient, one more thing. Yes, yes, yes. By the we're all friends around here. Yeah, we're all friends. 00:46:49
OK, We're all friends. 00:46:53
We care. 00:46:58
Yeah, we're all friends. 00:47:00
Hallelujah. 00:47:03
We'll go and do this, OK. 00:47:08
I can't even make it. 00:47:10
You ready the heart. 00:47:14
Councillor Chavez Lopez. 00:47:16
Councillor Deborah Dean. 00:47:19
Yes, counselor Michael o'guin. 00:47:20
Yes. 00:47:24
Councillor Joel Partridge. 00:47:25
Yes, counselor Peter Romero. 00:47:26
No. Councillor Anton Salome, Yes. 00:47:29
Motion passes. 00:47:34
So we keep the Municipal Court. 00:47:35
Thank you, Mr. Mayor. I think that was a good We talked about this during the committee meeting too. This could be a good chance 00:47:38
for us to make improvements. 00:47:41
And if we can't be? 00:47:44
Tackle the barriers that are faced with us, then I think that it would be a good time to. 00:47:46
And we can. At least we have a start on it. And we can. 00:47:50
And and and move on it. 00:47:54
And this is part of the process, yes. 00:47:56
The courthouse streets. 00:48:01
Not public transportation system. 00:48:05
Resolution 25-10-07. 00:48:08
For FY20, 7 Funding of public transportation. 00:48:12
That's where revenge. 00:48:15
Yes, Sir, it's for a transportation department, the 5311. 00:48:17
Transportation program that's funded through the dot and the feds. 00:48:20
Motion. 00:48:27
I'll make a motion. 00:48:28
I second. 00:48:29
Moved and seconded. All in favor no. 00:48:30
No, this is a resolution. 00:48:32
All in favor, aye? 00:48:34
And then the resolution. 00:48:36
25-10. 00:48:38
B. 00:48:40
The local governmental Rd. fund time extension. 00:48:42
For the courthouse streets. 00:48:47
Yes, Sir, the mayor, I mean the mayor, the contractor scheduled to be. 00:48:49
In town this month to start on that project. 00:48:53
But our engineers felt that should the weather turn bad or something else? 00:48:56
We should ask for an extension because this funding. 00:49:00
Expires on December 31st of this year, so we're asking for it to be extended to 2026. 00:49:03
Even though we think we'll be done by the end of the year. 00:49:08
Is there a data? 00:49:11
I'm sorry, a date in 2026 or just generally 2026? 00:49:13
It doesn't have to have a date or anything. 00:49:17
The resolution has. 00:49:19
December 31st of 2026. 00:49:20
I'll make a motion there. 00:49:25
2nd is it moved and seconded? 00:49:26
Discussion on favour. 00:49:28
Aye. 00:49:31
As you know, the city. 00:49:33
And the Mid Rio Grande. 00:49:35
MRGA. 00:49:38
Helped us get a grant. 00:49:40
To do a housing feasibility study. 00:49:42
For the city and the county. 00:49:45
Economic development study. 00:49:48
The one you're going to do a survey for. 00:49:51
Host with thriving communities. 00:49:58
That's with roots. 00:49:59
So that is a survey that you're going to be getting. 00:50:01
In the mail. 00:50:04
Talk about housing. 00:50:06
Right. 00:50:08
Clearly, now you know more about it. 00:50:10
Thank you, Mr. Mayor. So. 00:50:13
Today we received the survey from Roots. 00:50:15
Policy and. 00:50:18
It is active on our. 00:50:20
It is act it. 00:50:22
In the window here the QR code. 00:50:24
We're blasting it everywhere and it is a housing study to see what the need is. 00:50:28
Why people aren't living in the coral but working here? 00:50:33
So. 00:50:37
Like I said, there's many avenues to look at the survey. We will be sending it out in the bills as well. 00:50:38
And like I said, you can access it on our. 00:50:44
App which please everybody download our app. 00:50:48
It's really useful. 00:50:51
Is that the one you get a bonus for if you do it? 00:50:53
There is a SO if you do the survey you can be entered into a drawing for $100 from groups policy. Thank you. 00:50:56
Clarify, Miss Dean. 00:51:04
How exactly are we getting it? 00:51:05
To those folks who don't. 00:51:06
Live in Socorro. 00:51:08
So that's where my push is going to be. 00:51:10
Just really trying to get it out there. So the schools are sharing it, Tech is sharing gets um. 00:51:13
Like I said, we have it on our sites. 00:51:19
So we're really trying to push it. 00:51:22
With everybody's help. 00:51:25
And we'll put it on our website as well. Perfect. Yeah. Marianne's been part as housing. She's been part of her group. 00:51:26
That's not the MRG ADA. 00:51:31
So what is that one? 00:51:33
Councillor Green, do you want to talk about that one or you want me to do it? I was looking for the e-mail. I can find the e-mail, 00:51:37
you can do it. 00:51:40
It's a it's an economic development study. 00:51:42
To build a planned. 00:51:45
To apply, it's kind of like the housing grant, written many ways. 00:51:47
It's to apply for more fun, to get a plan put together and then have something to apply for funding to go after. 00:51:50
It's a yeah economic development master plan, finally. 00:51:57
Mr. Question on the. 00:52:01
Is that just for Lena? Is that just a hyperlink or something? 00:52:04
Like a SurveyMonkey type of thing or? 00:52:07
OK. 00:52:10
No, no, that's it, Mister man. 00:52:12
And the MRG EDA is. 00:52:14
Is that a survey too? 00:52:17
It's just a grant. 00:52:19
Flanagan, it says Please share that New Mexico Finance Authority has awarded $75,000 for the development of the City of Core 00:52:21
Economic Development Plan. 00:52:25
Following the application. 00:52:30
Merci will continue to work with the state of coral on completing the plan within the 18 month time frame. 00:52:32
Who's doing that? 00:52:37
Kirsten Keller. And she came, She came in today and let me know that she's found. 00:52:39
Around four or five different vendors for. 00:52:44
For the city to choose from. 00:52:47
That's any other new business. 00:52:49
All the business department director of Mr. Partridge. 00:52:54
Mr. Demon and myself, Counselor Dean, myself and the planning and zoning. 00:52:57
Met this earlier last week. 00:53:03
And we're just going over the main focus still is. 00:53:06
I'm trying to get. 00:53:09
They said there's some monies available to get updated and map. 00:53:11
With updated. 00:53:14
Property lines and zoning areas and. 00:53:17
I think Christie's looking into that. She may be able to elaborate on that a little better than than us, but. 00:53:20
We did meet. 00:53:24
Governor and myself in the committee. 00:53:26
To try to get that, I think that would be helpful. 00:53:29
We're talking economic development, I think would be helpful. 00:53:31
People could see what's available here and what. 00:53:34
Well, you know, it's just a little harder that maps are a little. 00:53:36
They're unclear. They're not. They don't look very good. 00:53:39
So that's been the big push in the committee is to think of that. Yeah, so and. 00:53:42
They said they you guys might be allotted some money for that. So we appreciate that. Hopefully we can. 00:53:46
See what? 00:53:50
Dentist Engineering. 00:53:51
They're supposed to be looking at it, Christine. Is that correct? 00:53:52
Lloyd has been talking with them because. 00:54:04
They've already done. 00:54:07
Mapping for us, so it's something that maybe they can. 00:54:08
Add on top of that instead of reinventing the whole map. 00:54:14
It's already something that maybe they can. 00:54:17
Remember they went through this mapping thing at the county. 00:54:19
Do they still? Do they have anything? 00:54:24
That's been GPS or whatever. It's GIS. And I was just going to mention this too, part of that Fighting Communities grant. 00:54:26
Is to get the City of GIS system where we can map out utilities. 00:54:34
You name it, what's under? 00:54:39
Not necessarily just the street, but what's under it. 00:54:41
It's part of the grant. 00:54:43
Yes, Sir. 00:54:45
But the county? 00:54:46
It's kind of proprietary with their system and they don't want us making changes to it, which is understandable. 00:54:48
So we're trying to get our own. 00:54:53
Yeah, there you go. 00:54:57
I'll keep you. 00:54:59
Thank you. 00:55:02
Anything from my wonderful directors? 00:55:06
Linda is the wonderful one. Come on, tell us about. 00:55:09
Senior Center Casino. 00:55:13
And dinner and bingo and dancing and. 00:55:16
Well, we just had our fall barbecue in Fajita. 00:55:26
With good entertainment. Thank you for sponsoring that. 00:55:30
We do have a Halloween. 00:55:33
Dance coming up next, of course, we're going to have our Thanksgiving dinner in November. And of course. 00:55:35
Probably a dance for. 00:55:41
December. 00:55:42
For seniors, so. 00:55:43
We appreciate you to sponsor that as well. Yeah, yeah. 00:55:45
And you guys, Vegita, as you know is is a county building. 00:55:48
When they put in the gas line, they put it right next to the. 00:55:52
To the to the service electrical service. 00:55:56
When they went out there to have a coop meeting. 00:56:01
They found they found it, which is good. 00:56:04
Because there's a gas line, propane line right next to the. 00:56:07
To the electrical so. 00:56:10
The city is spending money to fix that. 00:56:12
Although it's not our building. 00:56:15
We're all friends. 00:56:18
No, yeah, it'll explode for sure. 00:56:19
And thank you to Lloyd for taking care of that. Yeah, so but it's going to cost us about 3000 bucks. 00:56:22
Yes. 00:56:27
Thank you. 00:56:28
Yeah. Thank you. 00:56:29
Huh. Yeah. So anything else, Isaac? Speaking of natural gas, are you guys getting ready for a cold winter? 00:56:31
OK. And. 00:56:43
I think, Christy, as you know, we don't know what's going to happen with medical insurance. 00:56:44
And as of January? 00:56:49
They predict the 10%. 00:56:53
But I'm not sure what's going to happen. 00:56:55
When we have the big beautiful bill land on our laps. 00:56:59
And so we don't know where that insurance premium is going to go. 00:57:03
It is already. 00:57:07
At 2300. 00:57:08
A Family $2300 a. 00:57:10
Family. 00:57:13
The city except 77 or. 00:57:14
80% of that. 00:57:18
So there's another. 00:57:21
That we're looking to see what's going to happen. 00:57:23
23 That's a house payment. 00:57:25
So that's the question of what's going to happen with that. 00:57:29
And I don't know, Christy, you're going to a meeting. 00:57:32
OK, yeah, we'll look into that, Mister Partridge. 00:57:41
Just a quick I should have said under new business, Mayor, Mr. Mayor, apologize. 00:57:45
The wrestling campus weekend for the kids free wrestling camp we're going to use family gym that are. 00:57:49

The sound is clear. 00:58:48
The the vendors were. 00:58:51
Where people were excited, there was kids, there was. 00:58:53
It was older folks, there was everybody there. So just a wonderful. 00:58:56
Three days for the city is to cause, in my opinion. 00:59:00
And what's coming up? 00:59:04
Cheyenne. 00:59:06
With the dreamboats, what is that? 00:59:10
The what? 00:59:12
They do like classic classic hits, but I like your. 00:59:14
Pop boy then what's classic these days? 00:59:19
Like seventies, 80s rap classic or classic? Yeah, they're going to be doing. 00:59:22
They're going to be doing some oldies and then for the counselors as well. I did send you all an e-mail about some beer tent 00:59:31
slots. 00:59:35
I did hear back from Joel and Michael, so I appreciate you guys for that, but if you guys would like to sign up for a beer tent 00:59:39
slot. 00:59:41
Per Socorro Fest. 00:59:44

Beer and music. 00:59:54
It'll be a good time. 00:59:56
Hey, good job. 00:59:57
And then we'll be. 01:00:00
While we are giving it to the coal mine, still we are. 01:00:03
Is there going to be live money this year? 01:00:10
For sure. 01:00:13
Haircut. 01:00:16
And get cut. 01:00:17
I wonder if we got cut. 01:00:18
As far as I don't know. Oh good. 01:00:20
So there is light money. 01:00:23
Yeah. 01:00:25
Mike, I think. 01:00:30
No garbage collection. 01:00:36
OK, Mike, what about that tire? 01:00:40
Project you're thinking about. 01:00:43
It would be nice. 01:00:46
And. 01:00:48
And the and the goal of it would be to. 01:00:50
We can use it. 01:00:53
Their color is large. 01:00:54
I see. 01:00:55
Is it as alternative color? 01:00:57
No longer have. 01:01:03
Excuse me with a tire spreading is an operational if it's. 01:01:05
OK, I thought we had one. 01:01:11
OK, so. 01:01:13
OK, that's what I was. 01:01:15
OK, that would take. 01:01:17
It would be like electric probably or a mobile one on diesel or something. 01:01:20
OK. 01:01:27
Give you an update on the Co-op. 01:01:30
Meetings that we've been having that are off the record. 01:01:32
We had 1 today. 01:01:34
There's another one scheduled for the 31st. 01:01:36
Of October, which will probably be the last one. 01:01:40
And it has to do. 01:01:43
With the seas. 01:01:46
Desire to have a. 01:01:49
What can I say, Donald? 01:01:54
Nothing is the cities desire to. 01:01:56
To not have repeat what happened with $1,000,000 fine. 01:02:00
And there has been some. 01:02:07
Discovery made. 01:02:09
On Co-op. 01:02:11
Conversations. 01:02:15
Minutes, actually. 01:02:17
Minutes and that we have some questions about and. 01:02:19
Hopefully on the 31st we can wrap this up. 01:02:23
But that's where it's. 01:02:26
And that's where it's going. 01:02:27
New Mexico Tech. 01:02:29
Has pretty well rested their case. 01:02:31
And the city still has some questions about. 01:02:34
What's going to happen in the future? 01:02:37
With the Co-op. 01:02:39
How transparent they'll. 01:02:41
Will be must give. 01:02:43
Some congratulations to Manny Gonzalez for. 01:02:45
Being open and. 01:02:49
Very easily accessible. 01:02:51
And he's attempting very, very hard. 01:02:54
To try to meet us in the middle. 01:02:57
So we have to thank him for. 01:03:00
For being candid about everything that's going on. 01:03:01
Mr. Mayor, just. 01:03:04
A quick update and anything on the street light there on. 01:03:06
California and Otero, I think it is. I've had a couple people ask me about it. It's been out since the big rain. 01:03:09
Another city in the middle of the town. 01:03:16
I mean, even asked Lloyd about that all week and I forgot. I will ask him tomorrow. It's the stoplight. 01:03:18
Yeah, it's flashing red. 01:03:23
But by Mr. 01:03:24
I think lefty. 01:03:27
And they tried to fix it in parts that are missing right now for us. 01:03:30
And we had that happen before. 01:03:34
Especially when it gets wet. 01:03:36
And I don't. I think the. 01:03:38
Parts may be coming in. 01:03:39
But I will find. We'll find out tomorrow. 01:03:43
Thank you, Mr. Smith. 01:03:45
I didn't realize it was flashing. 01:03:47
OK, Executive. 01:03:49
I told you about the coop, That's about the only executive things we've got to go by. 01:03:51
Mr. Mayor. 01:03:55
Another judges left, but. 01:03:56
Somebody watching the meeting wrote in and let me know. 01:03:58
And this person would know. 01:04:01
If the. 01:04:02
Sewer main is within 100 feet of the property line they're supposed to be cooking up. 01:04:03
That's the rule. 01:04:08
Oh, everything. 01:04:10
By mandatory for them to. 01:04:13
That if it's available and I don't know if it's exactly 100 feet, but you are required because of the ground one. 01:04:15
Environmental department, is that what that mean? Yeah, OK. 01:04:23
When do you think we'll? 01:04:27
Look up, we'll start now. 01:04:29
You know, hookups for the new sewer. 01:04:30
You know when. 01:04:33
The ordinance. 01:04:34
We actually did the ordinance retroactively because we want people to call in. We don't want to get bombarded with requests for 01:04:36
hookups. 01:04:39
And run our guys in the ground. 01:04:43
So it's actually effective at the end of September so they can call in anytime and start getting scheduled. 01:04:46
I'll call you tomorrow. 01:04:52
OK, Mr. Swollen. 01:04:55
No, Sir. 01:04:57
Anyway, OK, personal matters. 01:05:02
Legal matters, no matters. 01:05:04
If it doesn't matter. 01:05:06
Job description. 01:05:08
Donald. 01:05:10
Always get me on these. 01:05:13
It doesn't matter. 01:05:15
Ruby, do you know why we're changing the production and collection form in line? Is that? 01:05:18
Our job description. 01:05:21
Just the scale numbers would have to change. 01:05:23
Usually because we're so good with our employees. 01:05:27
We promote them to a higher rate than what their job description has. 01:05:30
Like in this case it's going, I don't know, it's probably a 45 to a 55 and now the range is 50 to 60. So it's just so we're not 01:05:33
of. 01:05:37
Compliance with our job descriptions. 01:05:41
One compliance for the Council. 01:05:45
It's for our auditors. Everything is always for the auditors. 01:05:48
And you're getting an award I know you better have. 01:05:52
I'll make a motion to pass that job description. 01:05:55
Second, I want to 2nd that discuss. 01:05:57
On favor, aye. 01:05:59
And the Lord tells me. 01:06:02
Trying to schedule someone to fix it. Hopefully state helps this week. 01:06:04
Traffic light. 01:06:07
Thank you, ma'am. 01:06:08
OK, here we go. Personnel changes. Alfredo Alvarado, water crewman, full-time hire. 01:06:09
Felix Avedra. 01:06:15
Level completion of the water supply we are desperately keeping trying to keep. 01:06:17
Felix people at the sewer plant, as you know. 01:06:21
It's hard to get people that are. 01:06:24
Have certificates, so we're very happy that he's staying. 01:06:27
David Montoya landfill promotion to opera, and that's another. 01:06:30
Person at the landfill we really need. 01:06:34
Justin Lopez's termination. 01:06:36
Mr. Hormel. 01:06:38
I move to approve the personnel address. 01:06:41
I second second discussion all in favor. 01:06:45
Aye, OK. We've got businesses. 01:06:49
Exceed construction one terraces. 01:06:51
G Bar Go Green Driver program Kenneth Gonzalez. 01:06:55
Back Porch Properties. Jim Burleson. 01:07:00
Think underground, Jacqueline Lesper. 01:07:03
Mr. 01:07:06
Where is that? 01:07:08
On Manzanaras. 01:07:09
Come and tell us what tattoos you think are important. 01:07:10
Exactly. So it's actually the building that. 01:07:19
Mr. Versam owns it's. 01:07:22
You know where the Loma Theater is at. 01:07:25
If you're going, If you're going. 01:07:27
Eastbound, it's that corner. 01:07:30
That corner property where the old Blue Raven transport used to be located. 01:07:32
So it's it's in the works right now. So that so the request that I'm submitting. 01:07:35
For me to come here would actually probably be in the beginning of January. 01:07:40
Is when I'm looking to open up shop. 01:07:43
Locally. 01:07:45
So as of right now, I'm still in Albuquerque. 01:07:47
But I hope to open a shop local here. 01:07:49
And return. 01:07:52
Locally. 01:07:54
Back to the coral. 01:07:55
Because for the last two years I've been working at Albuquerque. 01:07:56
Congratulations. Thank you. Thank you. Thank you for coming back and doing business. 01:07:59
Thank you. 01:08:03
Mr. Mayor, we'll make a motion to approve the business. Resignation does correct. 01:08:06
I second motion, seconded discussion. All in favor, aye? 01:08:10
Next now we're going to be doing. 01:08:14
City Council's. 01:08:16
Twice a month. 01:08:17
Yes, Sir, October 21st. 01:08:19
Pretty. 01:08:23
