Madam, Madam Mayor, And that does not affect the folks sitting on this council and the mayor at this point in time, correct? 00:01:49
Correct. 00:01:53
So given the fact that there's an election, two more years, will it impact those that run then? There's actually one this 00:01:59
November. Oh, there's one that's OK. 00:02:04
And it will affect them. OK, that'll go into effect in genuine. 00:02:11
For those that have. 00:02:17
Successfully won a seat up. OK. Yes, Sir. Thank you. 00:02:19
Madam Mayor. 00:02:25

Would you anybody would like to come in and talk? 00:02:46
How about the ordinance? 00:02:51
This is for the transfer of the liquor license. 00:02:55
Yes, for the Southwest convenience store. 00:02:58
Madam Mayor. 00:03:03
Signal, comment, make motion, go back in the regular session. 00:03:09
All in favor. 00:03:14
OK. 00:03:18
Council action on liquor license transfer of ownership and location. 00:03:20
The Madam Mayor. 00:03:26
Transferring the liquor license up to the DK at the end of Helper St. Yes. Yes. 00:03:29
That's what I thought. Like Madam Mayor, I'll make a motion for approval. 00:03:35
I'll second. 00:03:40
All in favor. 00:03:41
Discussion. 00:03:43
Madam Mayor, I'll make a motion to go into public hearing for the ICIP. 00:03:50
OK. 00:03:55
All in favor. 00:03:58
Once again, Madam Mayor, this is an opportunity for the public to bring projects. 00:04:01
Some of the bigger projects that we have to find external funding for, for the Council to consider adding to their. 00:04:07
Essentially A5 year plan. 00:04:13
Madame and. 00:04:16
Donald, we have till the 11th ticket that to you, is that correct? They requested they come in after the next council meeting, so 00:04:18
two weeks from today. Oh, we'll have one more public hearing at the next. 00:04:23
City Council meeting and I'm asking the councillors for. 00:04:28
Listening after that meeting OK yeah I think few of us were just waiting on public to see if there was anything else going out 00:04:31
there before we. 00:04:34
Yes, Sir, the actual. 00:04:38
Publication. Not the publication, but the submission of ICI PS in July. Detect. 00:04:40
Is me June to rank him and then? 00:04:44
As Lena's learning from the senior centers. 00:04:46
Editing. 00:04:50
Some time consuming stuff sometimes. 00:04:53
OK. Thank you. Sure. 00:04:56
Madam Publican, I don't know if anybody is anybody in the public. 00:05:03
Wanting to talk about the ICIP. 00:05:08
Make a motion to go back in a regular session one second. 00:05:12
All in favor. 00:05:16
Listen. 00:05:18
Madam Mayor. 00:05:21
Make a motion. We passed resolution number 2505068 for the Coral Senior Center ICIP. 00:05:22
Donald, do you want to discuss that? 00:05:30
Oh, I need a second. 00:05:31
Second, all in favor discussion. 00:05:34
Just maybe brief overview. 00:05:43
This is giving me permission to submit the ICP for the Senior Center and support. This is for Socorro's. 00:05:46
We are asking for. 00:05:53
I can't remember what we're asking for. I'm on Vegeta. Ask me what Vegeta is asking for. 00:06:00
We effort with emergency funding on the capital outlay. We've already received a lot of stuff for Socorro Senior Center, so now. 00:06:06
To get some updates. 00:06:16
Umm, I can get you all my list of what I'm adding after the meeting. It's still food service, like a hot cold truck. I don't know 00:06:19
if we did side sidewalks this time. 00:06:24
Oh the entrance the the front entrance really needs like 0 escaping. 00:06:29
Umm, it's the parking. The parking lot needs repaving. 00:06:34
There's just a lot of uneven surfaces. There is a few other items that we're asking for also, but the threat entrance is 00:06:38
definitely on the top of the list, OK. 00:06:43
And this for clarification, this is. 00:06:49
Specifically for the Senior Center and then we get to Vegeta specifically for that. 00:06:52
Yes, Sir. 00:06:56
And this these are also separate from the municipal ICIP because the state wants them separated. 00:06:57
And is this the first time that we do this? 00:07:05
So it's a course in your center since we took over, I think this is the third time that I applied for Socorro. 00:07:08
And this will be the first time for the Gita. 00:07:13
All in favor. 00:07:20
Madam Mayor, make a motion. We. 00:07:23
House resolution number 250506 B. 00:07:26
For the Vegeta Senior Center, ICIP second. 00:07:30
All in favor. 00:07:34
Discussion. 00:07:37
Madam Mayor and Council, so for Vegeta we are asking for repaving of the parking lot, we are asking for new Windows and doors. 00:07:39
We are asking for a 14 passenger van. We're not asking. We're putting on the ICIP 14 passenger van, a hot cold food truck. 00:07:48
Umm, new stucco. 00:07:57
I think a roof looking at a roof. 00:08:01
And. 00:08:04
That's all that's coming to me at the moment. 00:08:06
But again, the windows and doors is top of the list for efficiency. 00:08:08
Madam, what? 00:08:13
Just a baseline to have a total cost of it. 00:08:15
A total off the top of my head is going to be probably over a million for everything. 00:08:19
Thank you. 00:08:26
I just had a question on the 14 passenger van. Is that is that strictly because of like the dot wanting to get away from the 15 00:08:27
passenger? 00:08:31
I don't know why she went with 14 passenger well in the Geetha is a smaller Senior Center as well. So I don't know that we need. 00:08:37
As much. I mean, that's one extra but. 00:08:44
I think it has some. 00:08:47
Just a comment, I think it is some dot stuff then. I think it is. I just saw something last year that came up, they stopped making 00:08:49
them and they're doing the captain seats in the front instead of the bench. 00:08:54
Got you. 00:08:58
I moved at uh. 00:09:03
That we approve resolution 250506 B. 00:09:05
Aye, aye. 00:09:13
You have a bid award for this, the core Municipal Airport hangar building. 00:09:20
Need a motion to approve? 00:09:26
Mayor Pro Tem, can I give a little back on this? Yes. 00:09:28
We did receive. 00:09:33
A few letters contesting the bid award. 00:09:34
So Polo sent this back to Molson Corbin for their review. 00:09:37
And on page four of their review, which I sent you all last week. 00:09:40
Well, first of all, they give reasons why some of the. 00:09:47
Contests were valid in some way. They weren't. 00:09:51
But on the last page, they say they highly suggest consultation with the City of Socorro's attorney prior to commitment of award 00:09:54
to Classic Industries Incorporated. 00:09:58
So Polo did send it to Jerry. 00:10:03
And Jerry's. 00:10:06
Oh, I just lost it. 00:10:08
Jerry says though he doesn't agree 100% with molten Corbins analysis, he does agree that. 00:10:10
We should award. 00:10:16
As Bolton, Corbin. 00:10:17
Suggested. 00:10:19
So is one of the issues was they didn't list their subcontractors? 00:10:22
Is that is that the main crux of this? I wish Polo was here, but I believe so. And Mr. Mick Rich is in the audience. He they were 00:10:30
the low bidder. 00:10:35
With classic industry. 00:10:41
But most important, and the attorney sue. 00:10:44
Suggest we award it to Classic. 00:10:46
Sure, Madam. Hold on. Is it? 00:10:50
Is this permanent that we get? We have to approve this today. 00:10:54
Or is there could we have the city attorney come and and give his? 00:10:57
Perspective on it and. 00:11:02
Because I think that there's still some. 00:11:04
Weaknesses and concerns we can get the. 00:11:07
The engineers promotion, Corbin and our attorney. 00:11:11
If you would like to postpone it. 00:11:15
Or table until the next meeting. 00:11:17
And at that time, if Mr. Mick Rich would like to speak, he can. He can put him on the agenda. Perfect. 00:11:19
I'll make a motion. We postpone the bid award for the score of municipal. 00:11:25
Report Hanger building. 00:11:30
I'll second all in favor. Sorry, Madam Mayor, do I need to make a specific date for the next meeting? 00:11:32
On the postponement. 00:11:39
Yes, postpone it for till the next meeting. 00:11:41
One second. 00:11:47
Mr. Rich, would you like to talk? 00:11:50
Since you drove all the way down here, yeah. 00:11:52
Yeah, you'd like to hear from. 00:11:54
Mayor Ma. 00:11:59
My name is Mick Rich. I've been a contractor. 00:12:14
For 40 years I've been working in and out of. 00:12:17
To coral for 40 years. 00:12:20
The first time I worked in Socorro was to put the new roof. 00:12:22
On the home persons. 00:12:26
Opera House. 00:12:29
As well as the bank. 00:12:31
I came back down here. 00:12:33
And I was back at the Opera House for Home Persons memorial service. 00:12:35
That metal roof, that metal building roof still stood strong. 00:12:40
After all those years, some 40 years. 00:12:45
We have. I will not argue that. 00:12:48
That we had some omissions in our. 00:12:52
Subcontractor list. 00:12:55
However, that being said. 00:12:57
All the subcontractors we listed. 00:13:00
You can tell I. 00:13:03
Who we listed, what the name of the company was. 00:13:04
We did omit some minor items on those subcontractors. 00:13:08
For instance, their federal ID number would be 1. 00:13:13
But you don't need that to know which subcontractors who in this state. 00:13:17
The other item that I want to point out on this. 00:13:23
Is that we were the only contractor bidding the project. 00:13:26
That has a GB. 00:13:30
I have a GB 98, a GA 98 and a GF 98. 00:13:32
What's important on a GF 98? 00:13:36
Is that you need a GF 98 to work on taxiways. 00:13:39
This hanger project has work on the taxiway. 00:13:44
You may ask and say, well, what's an asphalt? You know, a pavement, whether it's a taxiway, whether it's a street. 00:13:49
But there's a difference. 00:13:56
And the difference is that when you're working where airplanes are at. 00:13:57
The chances of mishap are great. It's not easy to get a GF 98 but we have one. 00:14:02
We've done the care flight, tri-state care flight. 00:14:08
Facility up at the Santa Fe Airport. 00:14:12
I worked at the Albuquerque airport back in the early 80s. 00:14:15
We're doing a project. 00:14:20
At the Albuquerque airport now we're finishing up a hangar. 00:14:22
At Grants Milan. 00:14:26
And we'll be starting soon the terminal building in Taos. We have the experience to know what's involved to make sure. 00:14:28
That when you're working on the taxiway, you're even getting close to the runway. 00:14:37
That you know what to do and we have the, you know, the insurance. 00:14:43
We have the license. 00:14:46
We have all of that and the experience, 40 years of it. 00:14:48
Working on and off at airports. 00:14:52
So I asked the the council. 00:14:55
You have the right to say Mick Rich met the intent of the contract of the bid. 00:14:58
With the subcontractor list. 00:15:04
And to overlook any minor technicalities that exist. 00:15:06
So I appreciate the opportunity to speak to you tonight. Thank you very much. 00:15:11
Thank you. Thank you. 00:15:15
Amen. And along those dots of me for me personally when I read the. 00:15:16
The information that Donald sent, there was a lot of language that. 00:15:22
I didn't particularly understand and I think that's why it's probably a good thing that we postpone itself. Any other councillors 00:15:26
have? 00:15:29
Questions on all that stuff and how the. 00:15:33
Processes and. 00:15:35
And what goes into it, I think it's gonna be a good thing, so. 00:15:37
Thank you for calling and Paula must be watching the meeting because he text me. He said he thinks the bids are only good for 30 00:15:40
days so we may need to have a special meeting. 00:15:45
To get everything arranged to get the experts in attendance. 00:15:50
OK, next is a special use permit. 00:15:59
Merrick Mary Bashkir requested that that item be tabled. Also to have the next meeting because he's doing some research on it. 00:16:04
Yeah, that's what I was gonna say. 00:16:08
I'll make a motion. We postpone. 00:16:12
The special use permit till the next meeting. 00:16:16
Second all in favor, aye. 00:16:19
New business, Anybody for new business? 00:16:22
Yes, Sir. 00:16:26
Business registration. 00:16:28
CS Go again. 00:16:30
Hello and good afternoon. My name is William Montgomery Trout. I'm a new member of your society. I live behind the Drone Mountain 00:16:36
in Socorro County. 00:16:40
And I've come to the table with asking permission. 00:16:45
Council people, men and women, thank you. 00:16:48
To approve me for a small business license, I think you're already on the agenda. 00:16:51
I need to get my EIN number. 00:16:56
But I did talk with the ladies up front day before yesterday on all the situation and reasoning is why I'm here now. 00:16:58
OK. 00:17:06
My business is included of two small one ton trucks and a 30 foot trailer to do hotshot jobs. 00:17:08
And also whole hey pipe materials to various jobs that I do for myself. 00:17:15
Not only of Coral County, Valencia County and Bernalillo County as well. 00:17:21
And I'm 35 years old. I've worked construction from, you know, about 15 years of it. 00:17:27
The other part that I have in the working streets from the oil field. 00:17:34
So I'm trying to get this company going in my own name and by myself. 00:17:37
To show not just everyone in the world, but my family mostly, that you know, to doubt me and have faith because. 00:17:42
It's right now I'm only going to be young one time and be able to work like I can. 00:17:48
You know, and I won't know if I don't try, you know what I'm saying? 00:17:52
Thank you. 00:17:56
This minimum good for you. 00:17:57
Thank you. I appreciate you guys so much. And I don't have to have an answer today. That'd be great if you need me come check back 00:17:59
with you guys on a later date, whatever. 00:18:04
Needs to be. I'll make sure I'm there accordingly. 00:18:09
Like what is the name of your business? 00:18:11
Outlaws Express Hotshot Services. 00:18:13
OK, so we don't have you on this agenda. Most likely you will be on the next agenda if you've turned in your paperwork. 00:18:15
I have that right here, ma'am. If you can come in with you to go tomorrow and turn that into the cashiers up front, you can get 00:18:23
you on the next agenda. 00:18:27
OK. Thank you so much, guys. 00:18:31
Anymore new business. 00:18:34
Hello everybody, it's nice to see y'all again and. 00:18:41
Pride, detail and a pressure Washington guy like to express our. 00:18:44
Gratitude for the approval for my license. 00:18:48
Has been been Preston. It's been getting a lot frequently with my business, with my detailing and my brush washing. 00:18:51
And for those that don't know me, my name is Jordan Robles. I'm co-founder and owner. 00:18:59
Probably detailing the press washing. 00:19:05
I'm a mobile service here in this community. I've been born and raised here for 27 years. 00:19:07
And So what I. 00:19:12
Incline the City Hall. 00:19:14
Almost every other week for the past few months is to land a contract to. 00:19:16
Clean the park areas and the bench areas of all our parks and. 00:19:22
In our county because. 00:19:26
Being born and raised here for 27 years, I have. 00:19:28
Grown to known the people that work in the park departments and have been raised and played on those parks myself and I don't ever 00:19:31
remember any time that we've ever had a pressure washing or the. 00:19:37
Or determined. 00:19:43
Sorry. 00:19:45
Sorry, really nervous. 00:19:48
Determination of like getting rid of like over 19 or other enzymes or bacteria or certain things like that because. 00:19:50
As a old landscaper, I know that we just going to brush is. 00:19:57
Blower and certain things like that. We never did anything such as a power washing. 00:20:02
And that's one thing I want to provide to our parks and everything because. 00:20:06
I understand we have the labor of. 00:20:10
The city to do it, but how often do we? 00:20:12
Grown individuals going on to the playgrounds and. 00:20:15
And wiping it down and spraying it down for such things as that. Because to be quite honestly. 00:20:18
I understand as someone that has working. 00:20:24
That part of Labor and of the society. I know someone probably would make a clock complain saying why is your workers on the 00:20:26
playgrounds? 00:20:31
Not understanding we're doing a determination of all bacteria and enzymes, especially with. 00:20:35
Over 19 RSV and other such things are still working. 00:20:41
And so I want to bring that up. 00:20:45
And then if I'm fully on the agenda for that, but I wanted to bring that up because. 00:20:47
It's not only for. 00:20:51
Profit for myself, but I think it's going to be. 00:20:54
Huge help to the community because. 00:20:56
In a way, I'm saving US money because as. 00:20:59
As a parent and as a business that I have when they explored each one of these parks. 00:21:01
And I. 00:21:06
Some of them are tend to be, I'm sorry to say in this way that they are filthy and not only they're filthy, but certain them all a 00:21:07
couple of parts. 00:21:12
Are low on the wood chips and the concrete foundation is getting exposed, especially on one area though at the end of a slide. 00:21:16
The concrete foundation is an exposure. 00:21:23
And it's not an exaggeration. My daughter almost cracked her head. 00:21:26
Being a devoted father, I was paid attention to detail and I was able to catch her on time and I saw that exposure. I tried to 00:21:29
kick as much dirt. 00:21:33
And but whatever which hits was right there to cover it up as being just. 00:21:37
A good person to do and as a parent. 00:21:42
And so that he said with the low. 00:21:45
Well, with the low wood chips. 00:21:48
Me going in and spraying, doing my pressure washing and everything. 00:21:50
Will be at the base ground level of these parks. 00:21:54
So when we come in to put in new wood chips or new material. 00:21:57
Over it, it'll hover over the water or such things as that. As we're getting the drier season right now, it'll dry out faster, but 00:22:01
with the new wood chips and everything we have the less chance of. 00:22:06
Putting you with wood chips on top of it then hiring me. 00:22:12
Because then we're going to run to exposure of mildew and other forms of bacteria that might have the invariant state. 00:22:15
Because of even though my chemicals are Peter approved. 00:22:21
But it can still hold the mold and exposure and such things as that. So as. 00:22:24
I see it's also a crucial time to do it now. 00:22:29
Because it will help with. 00:22:32
The whole process of the decontamination. 00:22:34
And you will save any future litigation from the city from having a kid go down the side and. 00:22:37
Get injured and. 00:22:42
With saving money on that it also. 00:22:44
We can go ahead, Donna. Mayor Pro Tem, my suggestion is if you'd like to have this as an agenda item on the on the future agenda 00:22:48
that we get someone from the Parks Department here. 00:22:53
Because I've heard Lloyd talking about this process and why we don't need it and that type of thing, but I'm not. 00:22:58
Expert enough to answer that question. So if you'd like us to put it on future agenda, we can do that and we'll get somebody from 00:23:03
the Parks Department here. I would like to do that and but I just thank you, Sir, if I could finish off please. 00:23:10
I am because besides all that I was saving money, but it also gained a profit for our community and how that could gain a profit 00:23:18
is because. 00:23:22
I understand that when someone wants to rent out a park or something they will acquire from the city, they pay their dues so they 00:23:26
could rent it out for a birthday party or other functions or such things as that. 00:23:32
With having the bench areas and these parks clean. 00:23:38
Frequently whether. 00:23:41
I'm hired through the city. Or if I could leave my Flyers with that process of paperwork when somebody wants to come. 00:23:42
And ran it off the park for whatever function that might be. 00:23:48
That I could come in and do with my general cleaning with my pita poo chemicals. 00:23:52
And so even if I'm not so contracted through the city. 00:23:57
Councillor. 00:24:03
Madam Mayor, last time you ran, I believe that the mayor asked you to meet with them. Have you had a chance to stop by and meet 00:24:04
with the mayor personally? The city quite frequently, every day. 00:24:09
Or every other week? Every other month? 00:24:15
See if I could talk with head of the park department or see who I need to talk to necessarily to have that sit down, it would go 00:24:18
to the admin, I think, which is the Parks Department. So it would be Lloyd or Oscar, sure. 00:24:26
Kevin. 00:24:34
Lloyd also, he must be watching the meeting too because he texts me and let me know that he's got a quote for Woodchips. 00:24:35
OK. So thank you for your information, Sir. 00:24:40
Jordan 1 question. Did you submit AW 9 to the the office here? 00:24:44
About for being our contractor for I have not yet to receive one. Oh well, you just come in right it goes in there and fill out AW 00:24:49
9 and that puts you on a list. 00:24:53
That the city can then call you to do services and also being part of. 00:24:58
Of old member of tech, but I used to deal with the first responders program and I know a lot of quite a bit of first responders 00:25:04
have moved from New York, California, Florida into our community and some of them. 00:25:11
Contact me on a basis and they're like do you know which clean park do you would be your suggestions. 00:25:18
And so that being said that we have other people coming in our community, they want to know this. So what I saying though, I'm 00:25:24
looking also and make a profit for the city because. 00:25:28
They're gonna see more clean parks and when Mark clean parks, they want to want to rent from the city more. 00:25:33
And that will increase the city's profits. 00:25:38
And I appreciate profits by that, but it will precede his profits. So when we have local advanced like baseball, softball or any 00:25:40
things that we do in our local community events. 00:25:45
It will bring attraction and with that attraction. 00:25:51
And that comfort to our community. 00:25:54
Then the vendors, the consensus stands. Other things. 00:25:56
It's going to generate more people, more profit to the city. OK. Thank you, Sir. Jordan, just pardon me, Madam. Just to give you 00:26:00
like the the like the steps that you would go through. 00:26:06
And we went. Unless it's put on our agenda for us to approve anything, we can listen to you. 00:26:12
But going to the admin and just talking with them and seeing what services are needed or probably your best bet and doing it. 00:26:17
Probably in a closed door setting where you're talking with. 00:26:23
The mayor directly about maybe some inadequate inadequacy that you're seeing at the parks. 00:26:26
It's probably the best way to handle it just so that you can say, hey, that's what I'm seeing and maybe there's some services you 00:26:31
can provide. 00:26:34
To the, but in the public setting we can't do anything. But we can't. 00:26:37
Help you with that. It's going to be something you need to make a relationship with the city and the admin in order to maybe 00:26:43
provide services for them. So I think your best bet would be to schedule time to meet with the admin. I can understand that. I 00:26:48
very much appreciate that information. Is this also unique to me? Remember, I want to bring this information to you. 00:26:54
Not only that. 00:27:02
To know who I am, but if you see. 00:27:03
If I do get this contract or I get the. 00:27:06
The chance to do this? 00:27:08
Then if somebody sees like, hey, you have this guy, we got the park and everything that they call a city, it's 100% legitimate, 00:27:10
100% textile. And it also shows like, hey, this is the city, we approve this. And they see as a community. Whoever calls, whoever 00:27:17
sees that their community is taking the city is taking that chance of saying like, hey. 00:27:24
We are taking care of you even if like. 00:27:31
If we're not like building new buildings or doing such things. 00:27:35
From the small little detail of the contamination of parks. 00:27:38
For children, pets, or for our new members of our society. 00:27:42
Then the city is showing that. 00:27:46
Yes. 00:27:55
Thank you. Thank you all for a long time. Thank you. 00:27:57
Question, No, good question on the new business stuff. 00:28:04
Is did the mayor say any particular reason why we were waiting on the approval of the specialties permit? Was there something in 00:28:07
particular? 00:28:11
I mean, I meant to ask it at the time, but I think the questions on ownership, if ownership's been transferred over for the people 00:28:15
that are requesting the change, OK. 00:28:19
Thank you. 00:28:23
Old Bismuth. 00:28:25

They're really excited about coming down with them, working with them, and I know that the. 00:29:25
The guys up there in the arena do a great job and they're real happy with them, so look forward to the event. Should be a lot of 00:29:30
little wrestlers in town here in the next couple weeks. 00:29:34

Mayor Bashar wanted me to report. 00:32:47
On April 24th, he met with the State Fire Marshall about our concerns with the fire Academy here and all the money being spent. 00:32:51
Incentively and state fire marshals. Then after that, the mayor wanted to quell the rumors that our fire Academy is closing 00:32:58
because part of the $40 million that they were allocated during the legislative session is coming to this, a pretty good chunk of 00:33:03
it. 00:33:08
So we just want to make sure. 00:33:14
The rumors go away. 00:33:16
Thank you very much. 00:33:18
Thank you. Next to the Council meeting is May. 00:33:21
