City Council meeting September 17th, 2024 World Countries Mayor Bhasker. Councillor Tavis Lopez Councillor Dean, Councillor 00:00:02
Fleming. Councillor Ocampo, Councillor Oguin here, Councillor Partridge here, Councillor Romero here, Councillor Salome here. We 00:00:10
have a quorum, Michel. I'll rise for the Pledge of Allegiance. 00:00:18
I pledge allegiance to the flag of Behind State of America and to the Republic for which it stands, one nation, the God 00:00:29
indivisible, with liberty and justice for all. 00:00:35
This man, Mr. Romero, will we approve the consent agenda for tonight? 00:00:48
Discussion all in favor? Aye, We are already at the public forum. 00:00:54
You want to come out here? Yeah. 00:01:01
We got a little report from the County Fair. 00:01:04
So. 00:01:09
Actually, Peter reached out like he always does and asked how everything went and he suggested I come and give a report on the 00:01:11
County Fair and especially PRC rodeo, which I think the city has to be proud of the most. But just a few things all went well. The 00:01:18
County Fair went just, I mean, everything went smooth. 00:01:24
Rodeo went extremely well. We have the dirt figured out. The dirt was has been an issue since for a couple years and finally got 00:01:33
it figured out. The dirt was fantastic. 00:01:37
Got lots of good comments on from the contestants about how good the dirt was. Now whether or not you win an award, I don't know 00:01:42
if we get a bit. 00:01:47
Of Dewey, Dewey and Michael Durante, they got it fixed. We can't, we can't win that. Yeah, exactly. It's kind of a little bit of a 00:01:53
political deal there, so. But you guys were great, though. No, it was wonderful. Contestants loved it. We had it's a little bit 00:01:59
because we let 12 and under get in the rodeo free. So it's hard to figure out exact head count, but about 2000 people over the two 00:02:05
nights, Friday and Saturday. 00:02:11
Vendors where I know elated on the City side and I talked to one vendor said I said how did it compare? Because they were at the 00:02:17
fair and they were at the rodeo too. I asked her how did it compare and she said 4 to one. They sold more at the rodeo than the 00:02:26
fair. So including alcohol, yeah, all the alcohol was great. You know the sales was 10,400 profit on that was 58 and then. 00:02:36
RV installs 2800 or almost 2900 so and that's. 00:02:45
So just fantastic. I think it was excellent on all accounts. Let me go through my list here. Steve, I just want to so I mentioned 00:02:50
Raul on the dirt. He's got that figured out. But Steve and Darrell easy to work with. They they they aim to please. So need to 00:02:56
keep those guys around and they just whatever you want. I mean, it doesn't matter what you ask for. They say, let me get it and 00:03:02
let's see here. 00:03:08
And then also I just, I don't know if anybody I know right, the mayor thinks about it, but you know, get that many people in town, 00:03:15
that many out of town contestants, it's a boost for the. I don't know, it's hard. I've tried to calculate that. I've tried to ask 00:03:21
businesses, there's no real way to calculate that. But I think it was the whole thing is a boost for the city, so. 00:03:28
I'll tell you what, there's one of the biggest weeks we've had at the hotels. Yeah, you can tell by that. Yeah, I know the gas 00:03:35
stations. 00:03:40
They run out of digital every time, but you need some tape from the store you need. I mean, the whole thing just said they needed 00:03:47
to come and get stuff. Same thing with the high school rodeo. They they got. I mean, people used the vendors in town also. 00:03:53
Exactly. So anyway, I just wanted to say good job, you know, and it's good to work with the city on the and I heard you put a 00:03:59
dance out there on the. 00:04:04
Yes, we had a dance both nights live bands. The first night was a local band, basically Marios, but it's they were calling 00:04:11
themselves a pacemakers for for Comic Relief, I think mostly. But then the second night was Justin Campbell, very popular, 00:04:18
surprisingly, as you know, Peter mentioned he was like, I think those people were having fun. You know, it's hard to believe 00:04:26
sometimes what a what? So, you know, but and that allowed us actually to I mean, we don't want to. 00:04:33
Not trying to, you know, we don't want to we want to be careful on alcohol sales, but it allowed us to sell longer and that's more 00:04:41
more income and then that just generates for everybody. So we appreciate your board putting all that time and effort into putting 00:04:47
something like this together. It's really great. Thank you and the community. Thank you all for the help. As you know, we do get 00:04:53
larger tax money so and that helps ever, ever bid counts so. 00:04:59
Any questions or thank you, thank you, thank you, thank you guys. Well, we got death and Cheyenne out there they. 00:05:07
You want to tell that maybe they want to give a little thing on the Sakura fest. 00:05:18
They're going to come and do that. Thank you. Thanks again. And we'll wait for next year. We'll be there. Thank you. 00:05:24
I still got to ask you that enclosure, did they complain with their Steve right there? So did they anything about dust or the 00:05:33
ventilation or actually that's going to be a really good addition. There was also the biggest worry for us was the sound. We were 00:05:39
worried that it was going to echo. Not a problem at all. I didn't have the money. Mr. Fleming has been helping us money to redo 00:05:45
that system. 00:05:51
Yes, and that'll be fantastic. Like right now we're using the announcers speakers and but this is the the first year and I think 00:05:57
it was the wall actually helped it the first year. This year is the first time I've had a complaint that it was too loud. So 00:06:04
that's a good problem. Most most of the time it's you can't I can't hear it And and then I think the people probably Mr. Flip, we 00:06:11
talked about that I think the people may have absorbed the sound as 0E so. 00:06:18
Just for Steve's benefit. Steve. 00:06:26
You got a lot of good stuff from the county, so they're very proud of what you did. Yeah, you missed it, but I bragged you up 00:06:29
thirsty. 00:06:33
These two ladies, they're excellent as well. I knew they were going to get you so. 00:06:39
But they were there. They were there. 00:06:46
And then we had. We had. 00:06:49
Pretty good 2-3 weeks. 00:06:51
Thank you. Even the, the, I know we want to thank Steve and the city of Socorro for allowing the contestants for the Queens 00:06:54
contest to do that. I mean, Steve was, he was there never. I mean, he just catered to us. So thank you, Steve for everything you 00:07:04
do for us. I think what we heard was that if you need anything, they're there to help and there's no barrier to. 00:07:14
Getting that use of the facilities and I think it was good for the royalty because the horses got used to practicing in that 00:07:24
arena. So when it was time to compete, I mean, the horses competed really well. But I just want to say thank you to all of you 00:07:32
guys because we couldn't have done it without you guys. Thank you participants too. OK, let's get on with another show. 00:07:40
OK, yeah, So what we just passed out was basically a three page list of thank yous for Socorro Fest. 00:07:49
There obviously, as you guys know, there's a lot of time and effort that goes into planning an event like this and it it wouldn't 00:07:58
be possible without all of those people. 00:08:04
We, Dana and I and Cheyenne, we just want to, you know, say thank you to all you guys. And I want to give a special shout out to 00:08:12
the boots on the ground that day that helped us lock Kevin Joseph. 00:08:19
Adam and Lefty and Umm Faison, he was helping us at the beer tent. So our city employees, they, they came through so, but everyone 00:08:27
else, the one that, so that's why we printed it out so you guys could Oh yeah. And I came by Sunday morning and everything was 00:08:33
clean. 00:08:39
It's just unbelievable. 00:08:47
Yeah, so. 00:08:49
Hey everybody, I've been, I've been with Sakura Festive since its inception and I can tell you it's just been getting better and 00:08:51
better every year and it's wonderful to have such a strong team because these girls are amazing. 00:08:58
They really are. They're incredible. They get things done and thank you all to everybody who was able to come out and work the 00:09:07
beer tent. You know, everybody just tells me, Oh, I love seeing, I love, I love seeing Mariana at the at the beer tent. I love, I 00:09:13
love going and talking to to my Michael and and Peter and when they're working the beer tent. So it's just really wonderful to 00:09:19
have you guys. 00:09:24
Volunteer year after year to help run the tent. Just, even if you're just there saying hi and being a greeter and having that 00:09:30
face, it's, it's a lot. It, it means a lot to, to the community members and it's, it's really wonderful to see that you guys are 00:09:37
there every year in and year out. This year we were really keeping close tabs on how many folks were coming in and out of the 00:09:44
Plaza and we had about. 00:09:51
We have. 00:09:59
Approximately 1800 people just on Saturday, so. 00:10:00
On Friday night, that was another maybe 3-4 hundred. So we did really, really great this year. Thank you to to Mayor Bhaskar and 00:10:06
everybody with lodgers taxes is something that really, really helps us get this this event off the ground. And we had a great time 00:10:16
with we brought the T-shirt contest back up this year. So the T-shirt and the the glass that we were distributing out. 00:10:26
It was actually a contest winner, and so that was really, really great and really something really cool. So we're going back to 00:10:36
doing our limited edition T-shirts that are being done by Socorroans, so it's going to be really fun to see all the different. 00:10:44
T-shirts and contests, stuff that we have coming up in the future now that we're able to, you know, we're done with Covad and 00:10:53
we're getting back into swing of things and, and getting all that old fun stuff out and about. We heard great things. Everybody 00:11:02
loved how wonderful the music was, how comfortable the park was. You know, the, the children's corner was excellent. 00:11:11
We had we had lots of volunteer help this time around. 00:11:20
And so as part of performing arts series and the Socorro Fest committee, I just wanted to come and give you guys my most sincerest 00:11:24
thanks because it we really can't do it without you guys and without your support. And it was wonderful. Thank you so much. Thank 00:11:30
you, thank you. And you know, it's, it's a great Tech City project. I saw Councillor Partridge out there too. I mean, we just, it 00:11:36
was great, great. 00:11:42
It's wonderful. Great project, yeah. 00:11:50
Mr. Fleming Thank you, Mr. Mayor, and you know, for the two different weekends that we're talking about County Fair in this past 00:11:53
weekend with all the different events that were going on around town. 00:12:00
A lot of people don't realize how hard our city employees would. 00:12:09
And. 00:12:18
It's a long adventure building up to it, and then they just sit back and hope everything goes right because they've worked so hard 00:12:20
getting to that point. 00:12:25
And. 00:12:32
Then they see the faces of the people who participated, and once they see the joy that the people show, it's well worth it. But I 00:12:34
want to thank all the city employees that work down on the Plaza, all the ones that I worked with up at the rodeo arena. 00:12:46
And then? 00:12:58
It's always an adventure. 00:13:01
Every day. 00:13:05
Anand's questions. 00:13:10
For one addition I'd like to share was the use of credit cards to get into the beer tent. That was a good addition. Yes yes. We 00:13:13
found that we were able to do credit cards this year and so we're hoping that next year we can do it for the T-shirt information 00:13:21
table as well because it just made such a huge difference Folks are always like, oh, I really don't want to have to go get cash 00:13:28
I'm one of those people so it was amazing to have a credit card reader It made a big difference and I think it. 00:13:35
Probably upped their sales quite a bit too. How did the Brewers do, do you know? I don't know. We haven't gotten those numbers 00:13:43
yet, but they definitely did because I I heard that a few of them were running low at the end of the night. So that's always a 00:13:50
good thing. Yeah, it is right. The last comment I will say is that again, every single year, this year it was another great year. 00:13:56
We're just walking and everything's. People think that it's just magic. You just show up and. 00:14:03
The tents are up and the and vendors are set up and everything else too, but they don't realize what goes into that and to make 00:14:11
that happen. So I'm walking into that and everything's set up ready to go. 00:14:16
You guys are like pros out there, so good job. 00:14:22
Good job. 00:14:26
I'm not going to let Steve get away. 00:14:30
Come on up, Steve. You know I the high school rodeo mystical company. Oh, no, sorry. I wanted to also thank the city on behalf of 00:14:33
the schools. I know they were willing to help with the homecoming dance. I mean, it was all on the same night. And I was so 00:14:40
thankful that, you know, the restaurants were ready to go because they were all packed, especially Saturday. And the city was 00:14:47
always willing to help. And I know they helped out some with the. 00:14:54
With the homecoming dance, they had it on the football field. 00:15:01
Under the stars, so they didn't have to decorate, which I think the kids were excited about, but it worked out real well. And 00:15:04
thanks to the city for helping out for that. 00:15:08
You know, I mean, we had the parade, the dance presidents, golf tournament, Socorro Fest, high school rodeo. When I missed this, I 00:15:15
mean. 00:15:20
Mr. Chairman, and Mr. Fleming too, I want to thank him because we had an issue with the sound system for the competition and I 00:15:26
called him and he right away got on it and he came through. So thank you so much as well. 00:15:33
Steve, tell us about a high school rodeo and the prospect of having another event from the high school. Everything went really 00:15:42
well. Everything went, everyone was extremely happy with it. So happy they decided they want to come back in April. They usually 00:15:47
just have a September one, a fall. They want to expand out to two next year and they've already scheduled for April and for 00:15:53
September. So everything went really good. We sold out every stall, every RV spot, dry camping. I tried to collect as much as I 00:15:58
could. 00:16:03
We sold out other spots we've never used over there by the arena. We've never used those before. We used them this time to 00:16:08
accommodate as many people as we could. 00:16:12
They keep asking for more strolls. I told this probably the only time we get to use all of them at one time is during this event, 00:16:15
but if they start doing it twice a year. 00:16:20
Maybe consider maybe another 50 stars would be nice. 00:16:24
Well, you know, I mean, I, I snuck up there two or three times just to see the rigs and the semis and the, just the, you know, and 00:16:28
the young people that were out there, just all the youngsters. This is just a different group than the wrestling group. But then 00:16:33
you have, you know, young people that are into the, the writing and roping and all that and, and the parents and it's just, it's 00:16:39
just an event. And literally, I don't know if you got a count, but I can't imagine that there was any less than 1000 people out 00:16:44
there. I mean. 00:16:50
All the stalls were full. The dry camping was full. 00:16:56
It's just, and then they were so happy with the way Steve and and his crew run up there. They they are booking for April, so which 00:16:59
is another big. 00:17:04
Mr. Campbell Yeah. Speaking of the field, how is the painting robot? How's it doing out there? No. Is the robot going well? It was 00:17:39
awesome. The first time I saw it out there. I was like, man, the man hours that saved you got a little excessive with it. He 00:17:45
painted Warriors on the wire field. He has all painted up. AYSO has their soccer field painted AYSO on them. They had every soccer 00:17:52
field done. 00:17:58
With Warriors written on there, even though the soccer field in the holding Congress, what is it done? Everything's painted on. It 00:18:05
looks really nice. 00:18:09
Yeah, no, I mean, it's, it's just, it didn't go offline. No, it's still working good. So everything is going good. Maybe Darrell 00:18:16
can get a photo from up above. 00:18:21
I shared it. 00:18:30
But I'm really, I mean, it's just exciting to see all that, all that event and have it all happen in Socorro because. 00:18:32
You know, I just maybe see at the State Fair, but you don't see that kind of a. 00:18:38
Gathering like the head at the County Fair and like what they had here. I still want to do a, a central NM State Fair, but that's 00:18:43
a that's another behind the sky stuff that these guys probably don't want to hear, but that would be great. 00:18:51
It'd be great to do 1. How's your building coming up? Did you guys up at the fairgrounds? 00:18:59
Yes, yeah, we did. So we did. We finished that last year actually. It's the new animal bar. Oh, great. 00:19:07
And did you ever try to get a carnival? Is it impossible? 00:19:16
Actually, the cost issue, I mean, they'll come if they want, they want to guarantee. 00:19:22
More than that, we have a little tiny corner last year that they couldn't come but. 00:19:27
Look, looks the part that it's not a real level. Yeah, they want about the last one we checked they wanted about 25,000 and then 00:19:32
they want all the revenue. Yeah. Now they're probably a person who could work, you know, if I take some of that, get what they 00:19:39
couldn't rise. 00:19:45
We're we're always open to yeah, no, I mean. 00:19:52
We try, we tried that too. I mean, we just couldn't find the, there was one down in Las Cruces, but I just, we couldn't get him to 00:19:57
come and they wanted up money up front and then they wanted the revenue. We thought, wow, if we can get a revenue and get a your 00:20:04
wristband and then we'll sell the wristband. But it's still yeah, yeah. 00:20:10
They do, yeah. Yeah. It's one of those things you can't. I mean, yeah, maybe we can build up to it. 00:20:20
Great. Well, thank you, gentlemen. Ladies, terrific, terrific job. Thank you, Steve. Terrific job. Anyone else want to follow with 00:20:29
discussion, public discussion? OK, you're on Wanda Senior Expo. That's pretty ambitious too. 00:20:37
Mayor, Councilman, For those who don't know me, I'm Wanda Moeller. I was here came in November of. 00:20:50
1998 and was here until the Albuquerque Journal said we need you up there but one of the goals this year when we meet to discuss 00:20:57
projects at our newspaper is and Mr. Lane charges with it. Mr. Lange is a publisher of the Albuquerque Journal is find out ways 00:21:04
you can engage with your readers. So when we look at our readership it's an aging readership unless you're on Facebook or 00:21:11
Instagram or or on our website so they're about even now Steven on how many music clicks we get so. 00:21:18
I have done these senior Expos in about 8 markets that I have been in and they've been very successful. What we try to do is just 00:21:26
have a quick one day event and we're starting at 9:00 AM to 2:00 PM on Thursday, October 3rd. And thanks to the sponsorship of the 00:21:32
city and Presbyterian Socorro General Hospital were able to kick off this event in pretty good style. The hospital has secured 00:21:39
300. 00:21:45
Flu shots, shingles shots and pneumonia shots. 00:21:53
To be given out that day, you don't need to bring your medical card, you just need to show up and get in line and they will get 00:21:56
that. They'll also be having blood pressure checks, hearing checks. We have a firm coming out of Albuquerque to get hearing test. 00:22:03
We have a very assorted people that are going to be there and we also have a tentative speaker schedule set. 00:22:10
For that day and you can read more about that in the paper, but some of them includes home senior home care therapies using 00:22:19
cannabis safely, what is Hospice hearing loss, how to prevent UTI and that's a pretty big topic within in with seniors. Dr. 00:22:27
Comstock will be giving that presentation. The hospital will talk about the scope of services and Medicare. 00:22:36
We'll talk about Medicare and yours truly will be getting a seminar. Writing your own obituary. Now that's sounds kind of morbid. 00:22:46
But you'd be surprised how many people show up and say, whoa, what do I do? What do I start? I always tell them, don't let your 00:22:52
family member do it because they'll never get it right. So it's kind of, we kind of look at entertaining people when we do that. I 00:22:58
show I have a bad habit. I collect obituaries, funny obituaries. And so I try to kick it off with that and this saying, you know, 00:23:04
This is why you don't let your family do this. You take care of it ahead of time, but. 00:23:10
So we are because I'm the VP of the community Newspaper Group, which includes Valencia and Rio Rancho. 00:23:17
We were able to say we're going to host it in Socorro 1st. And thank, thank you, the mayor and Desiree for helping us get this 00:23:25
started. I want to know when you're going to speak when I speak at 9:15 AM that day. So, so I had to put you down for a spot. 00:23:33
We can tell you I'm getting there pretty quick. I was going to say, do we need to get comments from the public to add to it? But 00:23:43
anyway, but we're very thankful. Right now we have about 20 vendors. We're hoping for a few more by the end of the week. 00:23:50
So you'll read about it in Thursday's edition of the paper. But again, we'll have a free coffee and rolls thanks to Presbyterians 00:23:57
Community Relations and Development Committee, which Peters on. We'll have an Entertainment Group from the Valencia County Senior 00:24:03
Olympics. They have a performing line dance group that's coming to entertain. And then we'll have you can talk to vendors, 00:24:08
whatever you want to do. We just want to make sure you have a they have a good time and it's something that, you know, you don't 00:24:14
think about it. 00:24:20
And I really didn't think about this until my mother had a stroke and we didn't know what to do. We didn't know do we have to put 00:24:26
her in Hospice? We had put her in assisted living or what? And you go through all these services that you never think that are 00:24:33
available for you in the county or that city you live in. And it was an eye open experience. And I thought, you know, we need to 00:24:39
do something to educate people. And this is really about how we engage with the community. So. 00:24:45
If anybody has any questions, I would say get there early if you'd like a flu shot or you need a shingle shot or if you want a 00:24:52
pneumonia shot. 00:24:55
And like I said, we have 300 of each of those to give out and they're free, so that we're hoping that. 00:24:59
They don't have enough COVID shots to go around, so this is what they had available. And Linda, Linda, are you going to have 00:25:07
people going over there? Did I see Linda? There you are, huh. We need transportation. Or do you? Yeah, we we will have 00:25:13
transportation, yes. No, that's sitting there. So guy with a cowboy. Yeah. We we're ready. We he came to see us and he's been 00:25:19
great. You're going to be able to get. 00:25:26
So I just think, you know, we want to make sure people know the services that are available. 00:25:33
And be able to ask questions. Yeah, I think yeah. It's, you know, how many will show up? I don't know. We have a website 00:25:37
advertising going out on both newspaper sites. RE Ranch was a little far to come, but on Valencia and us, we'll be there and we'll 00:25:44
force the journals coming down. So if you have a problem with your subscription, go see the journal booth. What would you put on 00:25:50
the Rolodex or on our. Yeah, we. You got to get the word out. 00:25:57
We have posters going out to the Hinder Lands, as I say in Magdalena and Katherine County. 00:26:04
And reserve and Python. We took some out on Saturday when we were out there. 00:26:10
Gita. Yeah, so we will find them. If you need posters, come and see us. We just want at least a good showing that people 00:26:16
understand that you know I. 00:26:20
You know, I didn't realize some of these services were available, but you know, you start and then you accumulate from there. The 00:26:25
first time I did this, we had about 30 vendors about this size. 2030 was a bigger community. When I left that town in Ottumwa, we 00:26:33
had 120 vendors filled up the whole Civic Center. We had five speaking rooms. Every speaking room was filled from 9:00 AM until 00:26:40
2:00 PM to 3:00 PM in the afternoon. The big draw was there. The Kawana served up three pancakes. So if you want to. 00:26:48
Seniors go for free pancakes at 7:00 AM. We don't have that here. We also had a casino bus. They took him to the casino to play. 00:26:55
The casino came down from Iowa City. But you know, there's lots of things that we can do yet to expand this show. But we're really 00:27:02
happy. We'll get it started here. You got it here. They could have had it in. It could end with Valencia, but sorry. 00:27:09
But we're really, we're really pleased to have it here and we hope for a good showing that day. So anybody have any questions? 00:27:20
Come and get your free shots. Yeah. Congratulations for getting. Thank you. Thank you. 00:27:29
All right, here we go. Funding for the public transportation system. Mr. Logan, I'll make a motion. We pass resolution #24-09-17A. 00:27:36
Tell us a little bit about the transportation we haven't heard lately. 00:27:48
Crypto Blend, what are you doing? Come on up. Just want to show off your jersey too while you're at it. 00:27:52
You know, got beat pretty bad. Whoa, you call that pretty bad? No, no. 00:27:59
Yeah, we still go Monday through Friday twice a day, once 5:30 AM and then again at 5:00 in the afternoon. The ridership is it's 00:28:08
kind of steady. We get a lot of professors and students from Tech that come down from the morning and they go back in the 00:28:15
afternoon. 3 or 4 or 5 or 6 usually get about 6 people coming from the rail runner, and they're usually the same 6 riders that 00:28:23
come down. Like I said, four of them are professors and there's two students that ride. Sometimes they get a little bit more. 00:28:30
We do also take that trip up to the methadone clinic in the morning and we got 3 writers that go up to that. 00:28:39
Wednesdays and Fridays they have the midday shuttle, which it's, it's really about the same amount of riders, you know, maybe 00:28:45
about 8810 people going and in town what do you do? And in town we do it rides every 15 minutes we schedule a ride from 8:45 till 00:28:53
345 was our last ride. And every 15 minutes we'll schedule 2 rides. We got 2 drivers that are going back and forth. 00:29:00
And professional college where people say I want to go to the hospital or doctor's office or whatever, anywhere, anywhere in town, 00:29:10
to laundromat, to the city, to the pay your bills, to gas station if you want to get something to drink, to local restaurant if 00:29:15
you want to get some food and go back home. 00:29:20
It's $0.50 anywhere in town if you're a college student or high school students are free. College students are $0.25 per stop, 00:29:26
seniors are $0.25 per stop and anywhere else is $0.50 per stop for a regular writer. So it's it's pretty cheap. It's pretty cheap 00:29:34
to go up to the rail runner. It's $2.25 for one way, $3.50 for two Ray. 00:29:41
To a pass. We got those passes and we also got A10 right pass for 1715. Do you have a wheel route at all? 00:29:50
Not really. We don't. We've tried to set it up in the past and it hasn't worked out, but because it kind of take away from our 00:29:57
demand response curb to curb service. If you do it that way, it'll be just like basically it'd be this pick up spoil point. So we 00:30:03
wouldn't be able to go pick up people from a certain radius of that pick up point. So it's a great service. I mean, I think 00:30:09
people, people use it. They can't get out. Yeah, they use it. I mean, a lot of people use it daily. We're we're packed from 8:45 00:30:15
we started. 00:30:20
Non-stop, no, it's great non-stop, but it is it's nice. It's and we just got a new bus and recently too, we just picked it up two 00:30:27
weeks ago. I think we're still waiting to get the stickers put on it and to get it finished getting registered and insured. It's 00:30:33
already insured and it's ready to go. All I need is the signage on the bus. But we're working on another bus that we got for this 00:30:39
year's grant. And then I also reported a request for the resolution now for two 2 bands. Our bands are a little bit older in their 00:30:45
little. 00:30:51
They're still running good, they're still in good condition, but update is always nice. You know, Carlos has done a great job. I 00:30:57
just, she just took over and really we always used to have up and down with transport, but last 5-6 years it's just been great. So 00:31:03
really appreciate that. Thank you guys. 00:31:09
Thank you. Thank you. All in favor. Aye. Opposed. OK, what did we do for Manzanaris? Resolution #24-09-17. BN m.tpfmonsonerave. 00:31:15
Anybody want to? 00:31:33
Second move. Second, what happened was that we got money to do Mountaineers. We only got like 400,500 thousand. That took us just 00:31:35
to Don Juan's. Actually, we thought we could go all the way to the Interstate. 00:31:43
So we applied for more money and that goes with all the different projects. And I think we got another million, Dean full of a 00:31:51
million. 00:31:56
Let me see, it's 1,067,800 and the city share is 56,200 for a total of 1,000,000, one 24 and you add that on to the other 400. We 00:32:01
hope we can get past the Co-op, but it it's just a cost of cost of material and, and, and doing work is just tripled almost. So 00:32:09
this is what this is all about. We're going to get started on Monsoner's probably not till 2025, but we're going to get started on 00:32:16
that. 00:32:24
But hopefully we have this money. 00:32:32
So all in favor, aye, opposed. And then yes, last meeting we had a recommendation or I felt that it'd be good if we went ahead and 00:32:35
did a resolution for no minor sales resolution number. 00:32:42
17 C the no minor sale. 00:32:50
And this resolution is really to support what what's going on in the state and letting the legislators know that the City Council 00:32:55
and the city is behind that. So all in favor, aye, opposed. 00:33:00
OK. And your business? 00:33:07
Oh, that's right. There you go. See, you came, you came back good. All right. Well, yeah, we're we're certainly and hopefully we 00:33:09
can frame that and give it to you and give it to the legislators. So, but we certainly think it's a health major that of course 00:33:16
needs to be enforced and hopefully we'll continue doing it. Great. 00:33:23
And it. 00:33:32
Oh, come on. The newspaper will help us. We'll take it with security. You want us to hold up anything? 00:33:36
So what? I love you very well. Good. 00:33:47
Come on here to the front. 00:33:55
You hold it there. 00:34:03
You get everybody. 00:34:07
Thank you. 00:34:16
Oh, here. Thank you for bringing it. Thank you for thank you for bringing it to our attention. 00:34:23
New business. 00:34:32
I'm going to have Lupe come up here. 00:34:34
I've got probably the number one call that I get now is not potholes and it's not trash but it's dogs, dogs and more dogs. I do 00:34:39
not know what's going on. Had a guy came in this morning and all upset about a dog chasing his chickens but I didn't ask him what 00:34:47
he's doing in town with chickens but I guess it's OK. But it's dogs. 00:34:56
And so tell us what your lupus running? I thought he was going to have a respiratory attack here, but he's running after little 00:35:05
little corgis and little dogs all over the place. My wife runs in the morning and I get calls from other people. There's dogs 00:35:11
chasing you. So what is going on with dogs and unleashed dogs? People are just not taking care of them. So they're running wild. 00:35:17
We've been. 00:35:23
I've been gone for two weeks and came back Monday, yesterday and it was just dogs that I took six dogs into custody yesterday 00:35:31
alone. 00:35:35
So the other issue too is people are coming in from Valencia County, from Katrin County. They're dumping dogs out on 60 out on, 25 00:35:41
out on. 00:35:47
314 accounting officer just as overwhelmed as we are. So the problem is, is just people don't want to take care of it. 00:35:53
I've been trapped in cats left and right. People are getting upset because I'm trapping cats and I'm like. 00:36:04
Don't know what to tell you, not to my knowledge. 00:36:10
I couldn't, I couldn't help keep myself good. But you know, you guys went to Utah, you took a trip to Utah. We just made a trip to 00:36:19
Utah Weeds. The minute we dropped those off in Utah, I got a call from the staff saying we're for you, it's that fast. But I don't 00:36:26
just want to put some light on it. We're working on it. 00:36:32
You know, and he hired somebody and that somebody may want to move to a different department. We're trying to keep our staff full 00:36:40
up there. Lucas working his tail off on this. It's just difficult to track everybody's dog down. And the biggest issue is we'll 00:36:46
track your dog down and they just say it's not mine. 00:36:52
And I know you had. I think he found a couple of yours, the white ones, your neighbors. Yeah. And so, you know, so. 00:36:59
I hope people keep reporting and I keep dumping it on Lupe, but that's all we can do. I can't say that we are not looking after 00:37:06
it. It's just the next personality. The biggest issue we have is a lot of the calls seem to be coming in after hours. 00:37:14
And they come out between 10:00 and 5:00 in the morning. And I was on the phone with him when I caught him. So I have them in 00:37:25
custody. No one's taking accountability for them. 00:37:32
Your neighbor to dinner 2 doors down just north of Mr. Aguilar. I've cited her twice already with regards to her two dogs. 00:37:39
People just don't want to take accountability for them. The gentleman in question from this morning, I've been up and down that 00:37:48
street today. I think I made contact with the owner. 00:37:52
But he's not wanting to make contact with us. So it's just, you know, the reason I say in all this is that want people to know 00:37:58
we're we're trying, we're working on it. It's just, it's it's just a tough it's a tough job. But again, the majority of this 00:38:05
stuff, I'm seeing it posted after hours. Midnight 1:00. The police are getting involved with it. I. 00:38:11
That the the class that people do call the police and the policemen show up. It's just it's just difficult to track all these 00:38:20
animals down. 00:38:23
So if you hear, I mean, please send the information and we will go after them. And I, like I said, I dump it out on Lupe and he 00:38:27
follows up religiously. My phone. Michael rings on that. It's just difficult just on that. 00:38:33
Thank you. I just wanted to thank you what you guys are doing. 00:38:41
Any other new business, anybody? 00:38:46
All businesses. 00:38:51
OK. May I ask, I have a question for Kenneth, where is the time to ask questions? Yes, Sir. Yes, Sir. 00:38:54
In the news, we've been hearing about things happening up in Denver and I'm just curious to know if the city Police Department has 00:39:01
had an engagement with any type of international incidences and the international gang members coming through or? 00:39:10
Has there been any type of? 00:39:20
Happening and and I just want to know if it's if it's happening in a little bit. I mean, I mean out here. 00:39:32
As far as I know. 00:39:40
OK, Thank you, Councillor Salome. As a businessman on California Street with the hotels, our biggest problem is people who are 00:39:44
citizens and they're they're legal citizens and they're lost, They're homeless. 00:39:52
They're using the hotel anywhere, this place to cubbyhole they can lie down in. They're going to Circle K, the new Circle K and go 00:40:01
on the bathrooms and tearing them up. 00:40:07
And, and the police come every time, but it's and, and we got maybe 1 little tent city behind the, the senior. I said, I got a 00:40:14
picture of a red tent sitting in the back by the fence in the the village. But our problem is people that are, and I hate to say 00:40:20
vagrants, but that's what they are, is that they, they're loitering and we're trying to be as aggressive as we can 00:40:27
constitutionally, but. 00:40:34
They're disrupting a lot of the businesses along California St. 00:40:42
Speaking of that, I had some calls about behind on here on the Plaza behind the I think under trees, they're hiding trees and. 00:40:46
Coming out of them. So I don't know if you got over there, Chief, but behind the Plaza. 00:40:56
You know, but then you know, we had, we had one guy, he was hanging up his business stuff at the Plaza on the gazebo and had the 00:41:04
police taken. 00:41:08
But you know, Mayor Bhaskar, in terms of who I've kind of noticed kind of keeping track, asking people things, you know, folks 00:41:14
aren't too far away from being homeless. I, I can see a person falling into that. They, they, they live paycheck to paycheck. They 00:41:24
run into a problem at work, They get put out of work, they go for a week or two and then the bills keep coming in, things start. 00:41:34
Happening things are so expensive, you try to get ran to try to pay your insurance can't do that. So I can see how a person can 00:41:44
turn to to being homeless real fast. It's not it doesn't take much for I think a lot of our families in this time and this 00:41:53
economic environment that we all we're all experiencing. 00:42:02
To be homeless. 00:42:12
Yeah, you can rely on family. A lot of us here can rely on our families to go for a while. But you know what? A lot of people 00:42:15
don't have that. They don't have that luxury to go to a family member and stay there for a while till they get back on their feet 00:42:21
to get a new job. They go and do some interviews. Oh, where, where you're not hiring, which we're we're reducing our staff. We 00:42:26
don't. So you know what? 00:42:32
And being and seeing, you know, things around, around the country a little bit, you can see how a person can get homeless real 00:42:39
fast. I think we need to kind of be cognizant of that. And, and I don't know what what the answer is. 00:42:45
But guy can go from having a nice little family, you know what, a month later living in a car, I can see that happen just like 00:42:52
that. So you know, Councillor Marianne Chavez Lopez is a project is going to be a big help in the city. And I heard you got more 00:42:59
money from Senator Luhan and we got $1,000,000 more for that project, which I think is going to be tremendous. But you know, 00:43:06
people are not being turned down from jobs. I mean at the hotel we could use another seven people. 00:43:13
But but I don't get anybody that's going to come and work and stay there for more than two days because they just quit. And, and 00:43:20
some of it is sad because there are a lot of these people that are homeless. 00:43:26
Are people I know and I've treated as patients. Henry, I won't use his last name, but Henry's out there has nowhere to he he says 00:43:32
you can't he didn't have anywhere to live. And then we've got a bunch of others that are actually they're not traveling through. 00:43:39
They're from the community and like you said, they're they've gotten passed to where they don't have a place to stay. 00:43:46
And I hopefully that project is going to help. I know it's going to be limited as to how many you can put in there, but that's 00:43:54
going to be a I think that's going to be a big help. But but there, but there is there is that group that is. 00:44:01
Not wanting to work and and they have somewhat of a a vandalism type mentality. 00:44:10
Put it away. And I I just don't know other than law enforcement. 00:44:20
And you can't put them in jail, can't put everybody in jail, but you gotta have them just move along and and that's. 00:44:25
We also have the continuum of care for the homeless and you know, we have a little bit of openings there, but how HUD describes 00:44:33
homeless or chronically homeless, they have to have different like 3 episodes of homelessness within the last three years. Some 00:44:41
don't qualify, some are couch surfing or they just became homeless so. 00:44:49
That's a lot of the problem too, and then trying to get these types of services through housing or through other spectrums of 00:44:57
housing. 00:45:02
So there's a bunch that are just on the Interstate. I ran into a guy at night. I was going by my motel parking lot. He had a 00:45:07
bedroom and maybe 5556 years old. And I said, well, you can go. There's a corner over there and by the parking lot if you want to 00:45:13
lay down and nobody could bother you as long as you don't bother my place. And he said, OK, I'll like I said, I'm going to take 00:45:19
off tomorrow. I'm going to go down the Interstate. 00:45:24
The next day and it wasn't him, my light pole in the back. Yeah, they took my light pole. It took the whole light pole and the 00:45:31
light in the back, you know, in the back, behind the annex by the overpass. 00:45:38
So, you know, and all the lights that shine upon the building, they're like about 600 bucks apiece. They're big lights. Took the 00:45:46
bolts off. They took them. 00:45:51
You know, so that's. 00:45:57
That's an enforcement problem. I think that's a police problem rather than a social problem. So the customers separate the two yet 00:46:00
to be hard hearted, but you have to separate the two. I think that, you know, working at the high school coaching that they're 00:46:07
having issues with that even with the adolescents, you know, I'm just youth. 00:46:13
Youth, kids, they're just being homeless and I haven't places to live or proper living at least at the very least correct living. 00:46:20
So I think it's trickle down to a point where it's not just a 56 year old homeless person that lost their job, but any kids or 00:46:27
without proper living. So it's definitely an issue for sure. But we have to pay, we certainly have to pay attention to it. Not a 00:46:34
great point. Councillors, we can do a social program that we can work with somebody. 00:46:41
Marianne's project, we'll try to help in doing that. 00:46:49
What else we can do? 00:46:52
Well, as long as never with those issues, you know, are manageable in a certain way, rather than the than the than the gang thing 00:46:56
coming through that's taking over on those big cities, those guys, that is scary. That's scary. And and it's a safety concern for 00:47:02
residents. You know, you know, you go, you're in the front door, you're, you're, you've got to go water the garden in the back. 00:47:08
You open the front door and then all of a sudden you come out from watering the garden. And then there's you got four guys in your 00:47:14
living room, right so. 00:47:20
The kind of thing I was kind of asking the Police Department, has there been any of those things that kind of have that haven't 00:47:26
been a consistent pattern here in Socorro? I know we have things that have happened over time, but any new types of like I know 00:47:32
that the the fentanyl is, is a is a major issue. 00:47:37
And, and I've seen some pictures from the Chief about seizing this amounts of fentanyl. And I'm thinking that with that and being 00:47:44
at Socorro is right there on the corner kind of the corner of I-25 going to Denver and and then turning out and going on 60 to 00:47:51
Phoenix. So that was what when we had Title 4 money with the schools, it was kind of like, you know, the, the residue that would 00:47:58
come off from those transactions and from that. 00:48:06
Supporting of those things was staying here in Socorro and causing a big issue with soccer. So I was thinking that maybe that 00:48:14
that's the same thing with these other with these other things. So and I was hoping that we would be able as a council to head off 00:48:21
any of that and what what we as a council could do to support. 00:48:28
Support the police, support folks that are combating those issues. 00:48:36
Speaking of that, we did get ownership of the Zimmer Lee School. Donald was up there today in Santa Fe and so our next. 00:48:42
Project when we present to the legislators on October 11th. 00:48:53
That's going to be at Convention Center at six. We're going to ask for a big sum to make that into a. 00:48:59
Model police station and so we finally got acquisition of Zimmerman. 00:49:07
And so, Chief Dominant, I'm hoping to get your air conditioning. I'm sorry for that, but we're gonna, we're gonna ask for, I don't 00:49:13
know, the architect was already out there. 00:49:19
Yeah. So we can get those plans and then we'll get a price on it and then we'll go to the land. We want you to lobby for us, you 00:49:29
know, with the legislators, for our Police Department. I think we're gonna need that. So that's one of the things we can do to, 00:49:34
you know. 00:49:38
Keep on this project. So, OK, personnel changes don't have a long list like we did the other day, but we've got Jason Padilla, 00:49:44
fire recruit, new hire, Gabriel Luna, fire recruit, new hire, Aldo Gomez, gas crewman, completed probation and Louis Chavez, he's 00:49:50
a police captain. 00:49:57
And that's the personnel. 00:50:04
Who do we approve personnel changes read, move and 2nd a discussion all in favor aye okay businesses, we got a smoke shop. Yes 00:50:08
Sir, a chef vape and tobacco Gabby Derrick's snack bar food truck Argentina crystalline that is Antonio Chavez arts and crafts 00:50:16
Gilbert's auto glass Gilbert Travilla Trujillo. 00:50:25
And A&M Interior Timothy Anderson commercial furniture installation. 00:50:35
That's it. 00:50:42
Motion to approve the business registration. 00:50:45
OK, October 1st, 1st. Thank you everybody. 00:50:50
Thank you you. 00:50:58
