So this is in regard to the EMS service negotiations where we stand. 00:02:02
With the county has proposed and I wanted to be able to provide you with specific information. 00:02:07
So that you had a little clearer understanding of where the county is coming from, what we're attempting to do, and how we can get 00:02:12
to where we all need to be. 00:02:17
So for those that may not have heard, the County of Sakura has received a letter where we have been notified of an intent. 00:02:21
To reduce the geographic area of the EMS response. 00:02:30
The EMS response is actually contained in the dot publication. 00:02:35
And it's one of those things that for the past 30 years has remained the same, intact. 00:02:40
So the request from the city is that the county provide three additional staff members. 00:02:47
The basis for that request was that number one. 00:02:55
There's increased responses that are going up to the Vegeta area that the city cannot charge for. In other words, there's no 00:02:59
insurance up there and the individuals can't pay. 00:03:04
The other reason was because Socorro, the city of Socorro, was actually going to the village of Magdalena. 00:03:10
So it's one of those things that the village of Magdalena. 00:03:16
Is not unincorporated. They are incorporated just as the city of Socorro. 00:03:20
So. 00:03:25
The county has no standing to be able to tell the village of Magdalena what to do, how to do it, or anything else. 00:03:27
But it's one of those things, I'll let you read this in its entirety so I don't have to read it to you. 00:03:35
But it's one of those things that right now, if we brought the village of Magdalena to the table. 00:03:41
To have these discussions as to what's happening with Emergency Management. 00:03:46
They have their own ambulance and they are receiving state dollars for their ambulance service. 00:03:51
That they're not running. 00:03:58
So in other words. 00:03:59
They have this windfall of money that they're sitting on right now. 00:04:01
That if the city of Socorro said village of Magdalena. 00:04:05
If we're having to run our ambulances up there, which actually you guys had to run at least two this past week that I heard on my 00:04:08

That it's one of those things that not only would you be able to be able to fund all three of these positions that you're asking 00:04:15
for. 00:04:19
But you would be able to do it. 00:04:23
Five times over. 00:04:25
So it's one of those things that even though you could have that additional money from the village of Magdalena to help you. 00:04:27
The County of Socorro was still leaving the money on the table that we have. 00:04:34
Said we were going to provide to the city. 00:04:39
We would still provide it. 00:04:41
In other words, it's one of those that even though the village would be putting in, I'm not pulling off the table. 00:04:43
The reason why we can only do the two positions. 00:04:49
Is because those two positions are tied directly to the unincorporated areas of Socorro County. 00:04:53
I can fund you those two positions. 00:05:00
At the dollar amount that you proposed. 00:05:03
That's in the proposal that we made to, you know, if ands or buts. 00:05:06
Now, uh. 00:05:10
The other outstanding issue then is. 00:05:11
Whether or not for how long we could do that. 00:05:14
As a county in the state of New Mexico, we are limited under the procurement code to this type of contract. 00:05:17
It can only be for four years. 00:05:24
I realized that we want to continue the payments into the future and trust me. 00:05:26

But unfortunately the procurement code tells me I can only enter it into four years and we can have a reopener provision to where 00:05:33
we can go into it. 00:05:37
Now, some of those things that are impacting the city of Sapporo right now with those EMS services, like I said. 00:05:42

Transportation that cannot be reimbursed. 00:05:52
The county is proposing that the next legislative cycle, we attack this together and we go and we change. 00:05:56
Legislation to be able to say when those occur, there has to be some type of reimbursement coming into the city of Socorro. 00:06:04
It is absolutely unfair and unjust. 00:06:11
That the city of Sapporo is having to go 30 miles with an ambulance and not get paid for it. 00:06:15
The next thing that we also have to take a look at is right now the city of Socorro is providing what's called an intra hospital 00:06:21
transportation. 00:06:27
It's non emergent care. 00:06:33
In other words. 00:06:36
Presbyterian Health Center has their own ambulance service in the city of Albuquerque. 00:06:38
There's absolutely no reason why our City of Socorro EMS personnel have to be leaving the county to do those transports. 00:06:45
When Presbyterian could bring down the ambulance from Albuquerque. 00:06:53
And then transport from Saguaro General. 00:06:56
Up to one of the Presbyterian hospitals in Albuquerque. 00:07:00
That keeps our EMS personnel here. 00:07:03
But. 00:07:06
The other thing that we also have to keep in mind is going to be right now because basically. 00:07:08
80 to 85% of all of your calls that you're making into the ambulance, you're receiving payments for. 00:07:15
Those payments are not going into. 00:07:23
The fire department. 00:07:27
Those payments are going into the general fund. 00:07:29
So if we actually took a look then and said hey. 00:07:32
We want to, right now, be able to provide money for that additional position if we can't get the village of Magdalena to the 00:07:36
table. 00:07:40
By the two positions that the. 00:07:44
County is willing to pay. 00:07:47
You then have enough money for that third position. 00:07:49
So there are ways that we can do this. 00:07:52
And it's not going to be. 00:07:54
Coming off the backs of either one of us taking the brunt of it. 00:07:56

What I am proposing and what I would like to see so that we can move these negotiations on and so that we can all have the numbers 00:08:02
we need to make the decisions that we need to make at the right time. 00:08:08

And we wouldn't need to have any type of discussions about ceasing any type of EMS services. 00:08:38
To the unincorporated portion of Sapporo County. 00:08:45
It would be one thing if I was sitting on an ambulance service and I wasn't doing the services like the village of Magdalena. 00:08:48
We're not 30 years, there's never been an ambulance service. 00:08:57
So I don't have the personnel, I don't have the ability to go higher. What needs to be done? 00:09:02
However, what we can do is look at. 00:09:07
For the past 30 years you have operated that ambulance service with the personnel you have. 00:09:11
We have an increase, let's work together to do a cooperatively to get us where we need to be. 00:09:17
But we feel it's unjust to try to say to the rest of unincorporated Socorro County. 00:09:23
San Antonio, we're shutting off the service. 00:09:30
Vasquez Ito was shutting off the service. 00:09:33
Come on, we're shutting off the service. 00:09:36
It's going to be one of those things that we all want to have a fair shake in it. 00:09:39
We want to do our part as the county. 00:09:45
But we have to have something different than to take it or leave it. You either pay for all three positions or we stretch you off. 00:09:48
And that's what we're saying is. 00:09:55
We want to work with you. 00:09:57
You have it now in writing, exactly what we have proposed, what we can do and how we get that third entity to the table so that we 00:09:59
can get you your third position legally. 00:10:05
And I think if we work together and we're able to draft the letter. 00:10:11
To the village of Magdalena, where we say the city of Sakura. 00:10:16
The County of Socorro request your attendance at these meetings so we can deliberate as to how. 00:10:20
We're going to be providing EMS services for everybody because. 00:10:26

Everybody should have the same access to the health care services that we provide. 00:10:41

We can't provide all three right now, but there's a way that all three can be provided if we work together. 00:10:57

With the people up in the head sheds in Albuquerque. 00:12:11
To get a transport unit down here. 00:12:16
The state, as the chief over here, will tell you. 00:12:19

And even our four tech ones to transport an individual if they are on a certain drip system. 00:12:27
We don't have one. 00:12:35

Ambulance services in the state. 00:12:41
That can run paramedics. 00:12:44
Or you have to have a full-fledged or in. 00:12:47
That is certified in the drip system. 00:12:51
That ambulance driver that told you this information? 00:12:57
May not approach you. That Albuquerque ambulance is short 45 paramedics as of right now. 00:13:02
I can't even do all the calls in Albuquerque. 00:13:10
We have a problem that we have. 00:13:15
A lot of wonderful patients from Sapporo. 00:13:18
Who get very upset. 00:13:23
At the hospital. 00:13:27
And also our wonderful fire department and EMS. 00:13:29
Because they have to sit there in the room. 00:13:35
Waiting for a transfer. 00:13:38
Those patients are very anxious to move on. 00:13:43
Do not realize that there are 7 individuals in Albuquerque. 00:13:47
At me every morning. 00:13:52
At 5:30 AM. 00:13:55
From all the different hospitals in the city. 00:13:58
Of Albuquerque. 00:14:01
They look at the number of patients. 00:14:03
That are in the ER waiting to go up. 00:14:06
They're anticipating the number of surgeries they're going to have that day. 00:14:09

Possibility of walk-in traffic. 00:14:16
That is what determines whether. 00:14:23

If you begin this one at Albuquerque Ambulances. 00:14:35
You're looking at a lengthy period of time for that ambulance to get down there. 00:14:41
We are, chief. We are transporting how many patients a day now with our units. 00:14:49

The one thing to keep in mind with all of those discussions about what else Albuquerque has access to? 00:15:17
You have AMR. 00:15:24
You have the different private ambulance services that could also be utilized, but we're talking about right here is going to be. 00:15:25
We if we're doing two to four transports, is it a week? 00:15:33
Or they so we're looking at 2:00 to 4:00 transports a day. 00:15:38
Just for that service right there. 00:15:42
That means we're looking at anywhere from the neighborhood of six to eight of our of your employees being out of Socorro County at 00:15:44
any given time. 00:15:49
And it's one of those things that is really putting a strain on your ability to have enough EMS personnel. 00:15:54
For the entire county. 00:16:01
And so that's why we're saying we need to get to the table to try to figure out. 00:16:03
Right now the county paid for all county citizens to be able to have Phi and the helicopter. 00:16:08
For it. Now one of the drawbacks of that is it's very expensive, but there wouldn't be any out of pocket expenses for Socorro 00:16:16
County citizens. 00:16:20
And those flights could occur more regularly. 00:16:25
The other thing that we can look at then is like I said. 00:16:28
If the village of Magdalena is brought to the table, there's an additional ambulance and the additional personnel that we would be 00:16:32
able to hire and have available to us. 00:16:37
So if we're having to do those two to four non-emergency transports per day, that could be picked up by a different entity, either 00:16:42
AMR or somebody else. 00:16:46
Then we're able to keep those positions here in the county of Socorro for the emergency responses. 00:16:51
But it's it's one of those things that. 00:16:58

If we stay just as we are requiring your personnel to do these daily runs at that amount. 00:17:06
These three positions aren't going to cut it. 00:17:14
They're not even going to be able to cover what's currently going on in the city of Sapporo right now in and of itself. 00:17:17
The only way that we're going to be able to resolve some of these long outstanding issues is. 00:17:23
If all of us come together at the table to be able to say. 00:17:29
This is what's happening. How do we fix it? What are some of the things? Do we look at different legislation? Do we look at 00:17:33
different partnerships with other individuals in the city of Albuquerque? 00:17:38
What happens with Presbyterian now opening that new hospital in Los Lunas? 00:17:43
Is there an opportunity there to where Valencia County Transport can come into the program and be able to be utilized? Mr. 00:17:48

But all that money is actually allocated to other bills. It's just until that bill comes, we keep it in the reserve to to then 00:26:15
earn it. But what it really comes down to is this isn't not somebody wanting to live rent free. 00:26:21

For $200,000 per year on the table. 00:26:35
So what we're looking at right now when you look at those numbers that the Chief just provided? 00:26:39
That's right in the neighborhood of about 10 to 15% of the annual budget for you, for these entire department. 00:26:44
The one thing that we didn't include in it? 00:26:52
Would be OK. If we're putting money in, then we would realistically be able to recoup a percentage of what you're getting back 00:26:54
from those payments. 00:26:59
Don't want to do that. We're not going to shortchange you. This isn't about the county coming to you and saying we want something 00:27:04

It's saying right now we know that two of those positions are directly for. 00:27:11
The unincorporated area of Socorro County. 00:27:17
The other position is specifically to deal with Magdalena. 00:27:20
Magdalena is outside of my jurisdiction. I cannot negotiate for him. I can't do anything. 00:27:24
You have the ability to have that conversation with them. 00:27:29
And I support you 100% in having that conversation to say Magdalena. 00:27:32
You have an ambulance service. 00:27:37
It's not usable. We're sending City of Socorro resources step up. 00:27:39

You're subsidizing us 10%. 00:27:47
And yet you're getting 25% of our service. 00:27:49

It was what you requested. We utilized your numbers that you provided to us. I didn't come when you said you wanted this salary. I 00:27:54
said OK, we will give you that salary. We're trying to be reasonable. 00:28:00
So we're trying to be reasonable with the 200,000, which is like you said. 00:28:08
You know the percentage similar to and you're not going to tell us where. 00:28:12

Italian Socorro does not want to run an ambulance service that would be in competition or in lieu of. 00:29:07
We believe that the citizens that we are putting through Sapporo County. 00:29:13

That we're going to be able to keep local that when we have local individuals working here. 00:29:23
It helps out not only your budget, our budget, but the entire school system, and we take pride in our community. 00:29:29
And so it's going to be one of those things that how do we build upon this, that right now one of those efforts that we are trying 00:29:35
to push through as the county with the school district is actually to have a firefighter training Academy at the high school so 00:29:41

He had talked to Harbor Freight about coming in and doing something there. 01:03:35

The discussion continued on to where they were looking at maybe knocking it down and that that isn't, that was kind of where they 01:03:48
