Sneezing. That's all I do. All right, here we go. 00:00:00
You guys turned on? 00:00:03
City, of course. City Council, Am I on? 00:00:09
I can't hear myself now. I can't see this course. Any Council meeting Tuesday, March 5th, 2024. Roll call please. Mayor Basker 00:00:11
here. 00:00:15
Councillor Tavis Lopez here. 00:00:20
Councillor. 00:00:22
Councillor Fleming. 00:00:24
Councillor Ocampo. 00:00:26
Counselor Ogene. 00:00:28
Councillor Partridge Prison. 00:00:30
Councillor Romero. 00:00:33
Councillor Salome, we have a quorum. 00:00:35
I'll rise for the Pledge of Allegiance. 00:00:39
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation. 00:00:43
Indivisible with liberty and justice for all. 00:00:53
Approval of the consent agenda. 00:01:03
Approve agenda moved and seconded discussion. 00:01:07
All in favor. 00:01:12
And we have the public forum. People that are not on the agenda would like to make a comment. 00:01:16
Yes, Sir. 00:01:22
Forget me, not. 00:01:25
Thank you. We're not strangers here now, huh? My name is Don Medeiros. For those of you who don't know me, I'm along with Roxanne 00:01:27
Scott and my wife, Darlene. We're the founders of the Forget me not. 00:01:33
Thrift Store, Veterans Park and the Veterans Center now in town. 00:01:40
I'd like to keep the City Council because they've been really helpful in a lot of the things that we're working at. I know this is 00:01:46
a huge and lofty project. We've recently had a grant denied. 00:01:51
Which may have been a little set back. However we do continue to go on working. We got House number 789 already slotted with no 00:01:57
government funding our grant recently though that was denied. 00:02:02
Was actually funding. 00:02:09
To fund young adults to train in. 00:02:12
A vocation like framing and electrical and plumbing to help build these tiny homes, and the grant was going to cover labor. 00:02:16
And materials. 00:02:24
To supply tiny homes to our Veterans Park. But it was also going to train up to a dozen workers in a vocational skill. 00:02:26
That would help this community not just not just to train these young people. 00:02:34
But then also to help the community fix the problem of homelessness. 00:02:39
And vocational training. 00:02:45
But the community can take that on with the help of the city, instead of relying on the city to fix all their problems. 00:02:47
You know, I appreciate all you guys do. I really do. 00:02:55
But I think it's so important for the community to get involved. 00:02:59
And this was a chance for us to do that. So it's a little set back. I don't think we're going to appeal it. We're going to 00:03:02
continue to work with houses 7-8 and nine. We've got a couple more on the way and we're going to continue to work our funding 00:03:05
opportunities. 00:03:09
And any way that the city can can find a way to maybe give us a hand? 00:03:13
I would really appreciate it. Do plan on me at the budget meeting because we're continuing to work. We've helped so far at the 00:03:19
Veterans Center, which was just going to be the Triad. 00:03:24
Or the hub of our triad of services. As I explained before, a veteran could come in and if they need clothing. 00:03:29
Or some vocational studies. We have people for that. They can go over to the thrift store and get nice clothes and be able to go 00:03:36
there. They need a place to live. We've got the Veterans Park, so this was a center. We were hoping to be the hub of our triad. 00:03:42
Well, it just so happened I got a call from the head of the veteran services, Robin Wilson, and she said, you know, you sent me. 00:03:48
26 Veteran Referrals in a Month and 1/2. 00:03:55
She says our VA office in Berlin helps eight a month. 00:03:58
You sent me 26 already. You've taken 9 veterans in the van that the city provided. 00:04:03
Taking 9 veterans up to the VA already. 00:04:09
You don't have vouchers, you guys are just doing it. 00:04:12
We made a deal today with the AA Council also that has been meeting over at the church, but they have new administration. 00:04:16
And she said I don't. 00:04:24
Yeah. 00:04:26
Do you have any ideas? We know the DA VS closed. I sure do. I'll meet you at 9:00 AM. 00:04:31
So there will be meeting on Tuesdays and Thursdays now at our office in Midtown, so we're already making huge strides. 00:04:37
You know the baby is closed. The veteran center has already picked up all the shipping opportunities. We did it last year as well 00:04:46
and all the surrounding schools. We provide those power that forgetting. 00:04:50
We've also picked up. 00:04:55
The Fishing Derby, we picked that up last year also when the DAV dropped. Oh, we picked that up. We plan on doing that. We've 00:04:58
already talked with Peter and a couple of the other. We'll be handling that. 00:05:03
On the 12th, which is just next Tuesday, we have a VA property tax event where the Veterans Administration is actually coming down 00:05:09
with their own veteran service officers are going to help any veteran with the taxes along with my niece just lines who in front 00:05:15
of the library sending over some tax people. So we're going to have a full event help invest with their taxes and their 00:05:22
deductions. We also have Victoria coming over from the NBD. 00:05:28
To just be part of that, to show them how they can save, you know, certain veterans and certain disabilities will get that for 00:05:35
free. 00:05:39
So it's going to be a full event. We'll be barbecuing Outback because the other Camino is closed. So next Tuesday from 9:00 to 00:05:42
3:00 and I'm buying CS, we're not slowing down. 00:05:46
I would have been nicer to you if I forgot Chelsea was your niece. 00:05:53
I know so so their their program of tiny houses. 00:06:01
Although they're out of city limits. 00:06:08
I'm going to try to work with them to try to. 00:06:11
Legally work on trying to get the city to help and if we do, and you know we're going to work our way to having to control 00:06:14
Saraceno is to. 00:06:19
Make that kind of the start of a VO Tech school. 00:06:25
That would help train not just high school, but people who don't go to college, are still looking for a job and want to trade. We 00:06:30
can start thinking about maybe. 00:06:35
A city. 00:06:41
VO tech type school. 00:06:43
Working with the school board. 00:06:45
And and the first thing would be to because those houses need plumbing and electrical and carpentry and and other things so it's 00:06:47
not something that will happen tomorrow but and they had a time to to to to. 00:06:54
Appeal that but. 00:07:02
In the next year if we can work on trying to do a get a vehicle to be able to get those houses made. 00:07:04
Under our auspices, training auspices. 00:07:11
And then the product of those houses is used out there at your park. Would have to figure out ownership and legal issues. 00:07:14
But I think that's one of the things that we would like to try to work towards. 00:07:22
I thought that was AI, thought it was a secret meeting that it was not. 00:07:29
Yeah. 00:07:47
You know it's the word. The word donate is anathema in centipede because anti donation clause. So we have to figure out a legal 00:07:49
way. 00:07:54
That is benefiting. 00:08:00
And that we can then have the ownership. 00:08:02
With us there have to be a legal mechanism for that and so that you can lease it from the city. 00:08:05
For an X number of years. 00:08:13
At no dollars and then after that lease or depreciation of it, it turns out to be yours. So I mean something, some sort of a 00:08:16
vehicle that we can do, but the concept the. 00:08:21
No, but the concept, the concept would be to continue building them. 00:08:29
But then. 00:08:34
That then the city just gets out of the way once you have them for habitation. That's that's that's the part I don't want to deal 00:08:35
with. 00:08:38
Building them training is the best way to do it. 00:08:42
Yeah, well, that would be great. You know, I drove down from Flagstaff to a little place called Mounds. 00:08:49
Mountains Arizona have look they have, must have. 00:08:55
200 little houses sitting there. Beautiful little community. So, yeah. All right. Thank you. Come again. 00:08:58
Anyone else? 00:09:08
Yes, come on up. 00:09:09
My name is. 00:09:18
And. 00:09:20
And I am the new festival of the praise manager for this year. 00:09:23
My supervisor, Devin, I met with Robbie Perfect the other day and he's got to stop on by and introduce themselves. Say hi to you 00:09:29
all. Or do I do? 00:09:34
Lots of planning right now we. 00:09:42
Probably added to you, Peter. Peter. 00:09:50
Peter Councillor Romero, could you close the door? 00:09:53
I feel so official. 00:10:04
All right. I think that's Peter Sheila. Is that OK? Oh, that's loud. All right, so let me start over again. My name is Carrie 00:10:09
Powell. I work for Friends of Bosco Dell Apache, and I am the new festival, the Cranes Manager this year. I've worked for friends 00:10:16
for about two years. I manage, in addition to the festival, I manage the Desert Arboretum, the Cactus Garden down at the Refuge. 00:10:23
And right now, I'm currently also managing A pollinator habitat enhancement project down there as well, so. 00:10:30
I am a busy gal. 00:10:37
But I'm really excited to be to be taking over this position this year. We're excited. We've got a lot of big changes coming up we 00:10:38
are going to use. 00:10:43
I don't know if Desiree has let you know yet. We are planning to use the City Convention Center this year. My supervisor, Deb and 00:10:49
I toured that a couple times and we really think it's it's a beautiful location, it's really going to fit our needs. So we're 00:10:54
really excited about that change. 00:11:00
We're working on some early advertising, getting the word out or looking at doing some different sorts of. 00:11:06
Classes and stuff. Getting people out to our partner. Partner references like Bernardo up north. 00:11:16
Out to the VLA, maybe up to about or so. 00:11:23
Still still still working on all of those plants, but yeah, Mayor Basker just wanted me to stop by and introduce myself. We 00:11:28
appreciate you coming, Deborah Dean. Oh, thank you. Good question. It's going to start Wednesday, December 11th and it will run 00:11:36
through Sunday, December 15th. We decided to include both days of the weekend this year. We are really interested in attracting 00:11:43
young professional folks and we know that they can't come on Wednesday through Friday during the day during the work day. 00:11:51
We also wanted you know families to be able to come and enjoy that too. Although our traditional wildlife zone, we separated it 00:12:00
out from festival, it's in October now, we'll still have a couple of kid friendly activities at at festival, so we really want to 00:12:08
get back into making this a big community event. I know COVID happened and the world kind of got shook up so we're we're. 00:12:16
Buffet on the ground, getting going on the atmosphere. 00:12:26
You know they had to push it back. 00:12:30
Mainly for the change in the weather. 00:12:33
Exactly what the temperature staying warmer and longer? The cranes are staying N longer, I mean. 00:12:37
I wouldn't get out of my home and go anywhere until it got cold if I didn't have to either. 00:12:43
And then the next two years Thanksgiving is. 00:12:49
Very, very late in the month. And so, umm. 00:12:53
We really had to push it back a little bit to make sure that we had time the week before to get everything we needed and. 00:12:58
Yeah. Thank you for coming. Any other questions or? 00:13:04
And then I also would like to invite you all to our Spring Migration celebration, which is the first Friday and Saturday. I 00:13:08
believe it's the 3rd and 4th of May. The 1st Friday and Saturday we'll have birding classes. There's two dedicated kiddo birding 00:13:14
classes. Of course, my favorite part is the Arboretum stroll and come look at all the flowers. Our Friends annual meeting will 00:13:20
occur that weekend as well. 00:13:27
Could you send us a link to that puller? We can put it on our. 00:13:35
I will. Well, certainly, I will certainly do that. 00:13:38
Let me write that down. 00:13:44
All right. OK. Thank you for coming. 00:13:48
No T-shirts or glasses, anything for us. 00:13:52
We'll see. We'll see how you do with helping us out with the festival. 00:13:56
Thank you. Thank you. Give me a check for 15,000 this year. Buy a few T-shirts. 00:14:02
And I know like there's tax just opened last Friday, right? So. 00:14:10
Yeah. If we if we get a committee together, that's the biggest problem. Thank you. 00:14:19
Thank you. 00:14:25
Anyone else? 00:14:26
Council Romero is. 00:14:31
The Now we have, I'm going to let Councillor Partridge introduce them. We can open the door and let them in. 00:14:33
This is a Socorro High School wrestling team and Tasha McNeil is also here, but maybe you can give us an introduction as to what's 00:14:42
going on and then we can introduce Tasha and the coaches. 00:14:47
Come on in. 00:14:54
Come in, come in, come in. 00:14:56
Get the French chairs and get come and sit down. 00:14:58
No, no, that's right. Yeah. 00:15:06
I'm good and you? 00:15:08
Alright. 00:15:13
I let Councillor Partridge kick off the. 00:15:22
Introduction about the high school wrestling and and how far you've gotten with that and then then we can introduce some of the 00:15:25
coaches and Tasha and. 00:15:29
Everybody. 00:15:33
All in here, but he gets on. 00:15:35
Well, and I've never been on this side of it. 00:15:39
They the city has always done a real nice job of honoring the wrestling team and supporting. 00:15:44
The wrestling team. 00:15:48
Matter of fact, Councillor Salomi, 7 years ago, I believe you were the interim Superintendent at the time. 00:15:50
And we were looking to. 00:15:57
Take the kids that we. 00:16:00
A group of kids. 00:16:02
Coach McNeil, oldest boy and my son and get into the high school and compete. 00:16:04
And we called the enemy and said, hey, can we compete? And I said we'll let you guys be a club. And I said no, you know, we want 00:16:09
to compete. We have kids that will do well now. 00:16:13
So we're going to have to get your Superintendent, and I didn't. You know, you must have. Slowly. 00:16:18
I went and had a meeting with him. He's very supportive at the NBC. Yeah, absolutely. What I got to do so from there was seven 00:16:23
years ago and. 00:16:26
I coach John in the back. He did some numbers from me the other day because we were curious on it. Seven years ago we started and 00:16:30
and. 00:16:33
And those years we've had 20 state placers for the boys, that's top three finish at State. 00:16:39
11 champions that were boys or state champions. 00:16:45
And the girls with. 00:16:49
They didn't get sanctioned like the boys until five years ago. 00:16:51
And we've had 11 state placers with the girls and then we had our first girls state champion. 00:16:56
This year was our first goal. 00:17:01
And so. 00:17:05
Joshua Garrison the you know she put us on the agenda today so. 00:17:06
This year we had five state placers, so we had Jada Castillo. She's. 00:17:11
She's not here, but she's was a senior and she took fourth in the girls division. Was pretty special too about the girls division 00:17:17
is it's it's all one class so there's no 1A or. 00:17:22
To a You know that they have to wrestle all schools. Volcano Vista, you know Cleveland. So if you're top six in that division, 00:17:27
there are truly top six in the state amongst all. 00:17:32
So it's pretty impressive, you know, to be top four stuff, and she's consistently getting top three or four for a long time. She's 00:17:38
done a really good job for us. 00:17:41
As she's graduating this year. 00:17:45
Katie McNeill is an eighth grader. 00:17:48
A stand up case, maybe everybody can see like attention, it doesn't mind it. 00:17:50
He doesn't mind attention. I say nothing but Kaden's 8th grader this year, and he's in a pretty tough weight class. One of the 00:17:55
deeper weight classes, 139 lbs, and he took third. 00:17:59
And the four a division which is. 00:18:03
It's separated into two divisions for Blazes 4A and 5A, and there's 38 teams in 4A and there's 28 teams in five. 00:18:06
So he was third amongst the 30. Eighteenth did a great job for us so. 00:18:16
Isaiah Estrada, He's a 9th grader for us and he's a state champion this year, so he won first place. 00:18:25
And David Gutierrez, junior. 00:18:36
He's a two time state champion so he defended his title this year. 00:18:39
I don't see Sasha. 00:18:47
Sasha. No Sasha. Sasha is not here tonight, I guess, but she was. 00:18:50
35 and oh, she was undefeated. 00:18:57
She's like 105 and seven in her career, so you have like a 6% chance of beating Sasha and wrestling nuts. You're not. Not very 00:19:01
often did she lose. She did a really good job. She's been in the state finals a couple of times and come up short. So she is a 00:19:06
state champion this year and she did a great job. 00:19:11
A couple of other kids here that qualified out of selling Modino right here. She qualified for us and went to the state 00:19:16
tournament. Jayden Kaiser qualified, went to the state tournament for us. She's a senior. She's getting some offers from colleges. 00:19:21
Let's see what she decides to do. 00:19:26
Kalina Van Landingham. She's an eighth grader. She's over fighting with the state. Marius Lucero qualified and went to the state 00:19:31
tournament. 00:19:34
Angel Perez Hey, why don't you see over there? Smile is infectious. I love that kid. 00:19:38
He did a great job. He qualified and went to state. Had a brutal side of the bracket but wrestled his tail off. Did a good job. 00:19:46
So I thank you guys for having them here. Our coaches, I'd like to recognize Coach David. 00:19:51
To go to Terrace House, so you know obviously works for the city, is great. He gives up a lot of his time. 00:19:57
Coach McNeil, you know our right hand over, my right hand over there took the Neil. 00:20:04
One puts the armrest gutter in the back. He's big. He helps us with a ton of things. 00:20:09
Coach. 00:20:18
Well, Coach Sammy is not here, but I mean, Coach Sammy started wrestling in Socorro. You know, we named the tournament after him. 00:20:20
He's there every day at practice with us. No matter what he shows up. 00:20:24
You know, can't go without saying thank you to Coach Sammy, too. He's phenomenal. 00:20:29
Jason, our bus driver who drove us all year long. He's not here, but he drove us. He, he picked up, gave up shifts to go take his 00:20:34
places that you know, we didn't have a driver when he first went and he gave a. 00:20:39
Just to drive us. And he solely drove us all year long, so we were hungry. 00:20:45
And of course our Mamas that take care of everything, Tasha, that takes care of a lot of stuff for us. I thank you Tasha and all 00:20:49
of our wives for putting up with us to this dresses. 00:20:54
We got our room back, so we're going to start rebuilding that. Then we got the keys, so we should be in there soon, so. 00:21:02
A couple of big tournaments in the summer coming up at the Rodeo Arena, Rocky Mountain Nationals will be here and then Under the 00:21:09
lights Tournament. So. 00:21:12
Lot of wrestling taking place and a lot of events coming to Socorro. So from as a coach removing the Councilman hat, thank you all 00:21:16
for continued support of the program. You have been supporting it. So we'll be very grateful for that and I thank you all for that 00:21:22
too. Why don't we get everybody to come up, We'll take a picture. 00:21:27
Let's get all the wrestlers and the coaches and. 00:21:34
We'll get a picture. 00:21:38
Ketan Keter. 00:21:45
What's going on? Ladies too? I wanna think they do. 00:21:47
There you go. 00:22:06
Squeeze in a little. Squeeze in a little. Squeeze in a little, guys. 00:22:21
Great job. 00:22:47
I forgot it, I know no. 00:22:49
This has tried to be. He's trying to be. 00:23:08
See you guys. 00:23:14
Breakfast at 7:00. 00:23:15
7 to 8 practice at 7:00. 00:23:17
Bye. 00:23:22
Council Partridge, how many do you have participating in your in the whole program 117? 00:23:25
117 congratulations. That's a. 00:23:31
Little and I. 00:23:40
We continue to help as much as we can. 00:23:41
Great. Thank you. 00:23:44
Mr. Saloni, I'd like to. I'd like to thank the Chieftain for those wonderful pictures in the Chieftain, their articles. Those are 00:23:46
great photos, really nice. 00:23:50
Yeah, he really did a really nice job. And state champions. I mean, my goodness. 00:23:56
That's that's a big success for him. 00:24:00
OK, now there's another one. Lego League Savannah Morris. 00:24:04
Thank you guys. 00:24:08
And they got the Red Hot Chili Peppers hat. 00:24:12
Everybody got a Mayor Bhaskar, City Council, men and women, I'm going to actually turn it over. 00:24:17
Oh, hi, I'm Sebastian. This is Miles Riley, Jacob NLT. We are the Rock and Red Hot Chili Peppers from Sakura, New Mexico. 00:24:24
You may remember us from last year. 00:24:35
We participated in the FLL First Lego League where last year we got to go to an Invitational for internationals. 00:24:38
And this year we also made it to internationals. 00:24:48
FIRST Robotics or FIRST Lego League gives students ages 9 to 14 the opportunity to research and solve real world problems, present 00:24:51
their work and potential solutions to their peers. 00:24:58
And learn and teach coaches and mentors. We are the only team in Sakura, New Mexico. 00:25:06
You're the only say that again, you're the only team in New Mexico. 00:25:12
And also New Mexico. 00:25:18
You got the only Lego team in New Mexico. 00:25:21
So now they're the only Lego team in Sapporo and. 00:25:25
In New Mexico, that is going this competition. 00:25:31
Hi. Like he said I'm Miles was there there's my mom. But so this is our second year doing this first leg again it's been amazing 00:25:38
so far our so we're going to an international competition so there's going to be teams from. 00:25:47
A whole bunch of different countries and also United States and we're the only ones from Mexico that get to go to this 00:25:57
competition. 00:26:02
And we've been invited and you can only go by invite, so luckily we have competed in other competitions. 00:26:07
Such as a Alamogordo qualifier where we were to receive a robot design award. So this is our robot that we've built a lot of Legos 00:26:16
goes to. 00:26:23
To complete tasks around a pre built map app that we program to do ourselves. Then we also had a statement that one is motorized. 00:26:31
Lego Motor, Lego Brand Motors. 00:26:41
And then we also competed in another in the state competition. 00:26:44
In Albuquerque and we've got this trophy for having an innovation project in our innovation project is something that we do to 00:26:49
benefit. 00:26:53
Our community and with a kind of set. 00:27:00
Topic or. 00:27:04
And we get to decide. 00:27:06
What in that range of topics that we can do? 00:27:08
Oh, but yeah, this year we received an invite and we're going to an international. 00:27:11
Competition. 00:27:18
What was your theme? 00:27:18
What was the topic we've built? We've designed a whole bunch of prototypes, hips and stuff to make drawing easier for people that 00:27:20
have disabilities such as arthritis or or other movement disabilities that create make it hard for people to draw. 00:27:27
We're going to Daytona Beach in Florida. 00:27:36
Can we talk before the meeting? I'm going. 00:27:45
At this first Lego League Florida Sunshine Invitational event that we are going to, these teams will. 00:27:49
These teams will experience 3 days of competition. 00:27:59
2 ceremonies. 00:28:03
As in several professional and social interaction opportunities with other teams. 00:28:06
This event includes 8017 from around the United States and 20 teams from around the world who have also received top recognition 00:28:13
in their region. 00:28:18
We will attend the Florida Sunshine Invitational in Daytona Beach from June 19th through 22nd, 2024. 00:28:24
This is far away from New Mexico and we need all your support to get there. 00:28:39
Our goal is $18,000. 00:28:45
We provided you a cost. 00:28:48
Breakdown. 00:28:50
We will put your name on our banner for your sponsorship. As one of our team supporters. This will help a lot and we feel like 00:28:54
this opportunity is an amazing experience for us and we look forward to being our hometown representatives in such a diverse 00:28:59
competition. 00:29:05
Yeah. Well, let's see if we can help. It has to be for advertising, of course. And what we'll do is we'll look at our budget and 00:29:14
see what we didn't. We provide you with something last year. 00:29:18
Yes. You guys graciously covered our registration fee. Yeah. So we look at that and then it's not like Battle Bots. Is it where 00:29:24
you get to kill other people's? No. Because I remember last year you showed us stuff that was on the ground that was moving 00:29:30
around. So does that thing move around? Let's see. 00:29:36
Does it have a pre programmed? 00:29:43
A strip that it follows, let me tell you. 00:29:46
Everything has to be Lego brand. 00:29:50
Including the rubber bands and the string. 00:29:52
It is very expensive, yeah. 00:29:58
Don't knock it off the table though. Oh wow. 00:30:02
And it's and what's the? What's the purpose? 00:30:10
May feel that we get to practice for months to program. 00:30:19
And get ready to set up like obstacles. 00:30:26
OK. 00:30:33
So we practice on Tuesdays at Zimmerly School. 00:30:35
Anybody were from after school till 5:00. We have it all set up and you guys are more than welcome to come and look at it. 00:30:40
And and then from scratch. 00:30:48
With motors and stuff like. 00:30:52
How many hours do you guys spend making that? 00:30:55
Hours and hours. 00:30:58
Started practice probably in September and then January was the first competition and then February was state competition and so 00:31:03
now we. 00:31:08
Go to Florida and. 00:31:13
June so that sanction like the schools, right, you guys are or is it like a club? So yeah, we're not actually affiliated with any 00:31:15
school, so we're just a private team. 00:31:20
Yeah, there used to be. It used to be huge in Saguaro and then covet happened and so. 00:31:26
Well and. 00:31:33
One of the ladies that started it kind of has passed away. 00:31:34
Mr. Klinger Smith, yes. Yeah, she was kind of a the. 00:31:38
That's cool. That's really cool. How much? I'm sorry. 00:31:42
No, no. Why are you called 1056827? So that's. So you have to register with the first Lego league and so that's the, the number 00:31:46
they gave us, yeah. 00:31:51
Yeah, that's good. You guys speak well too, because kids speak really well. Part of it is they have to have a presentation and so 00:31:58
they go into a room of judges. The coaches are allowed to go, but I don't like going because I think I get more nervous when 00:32:03
they're speaking and. 00:32:07
This is Lt. So he is really nervous and he has grown so much in public speaking. 00:32:13
Sebastian as well, Riley is shy too and they've all done such a good job and like their presentation, we have to do data. And so, 00:32:20
Jacob, those are data collection and makes graphs and stuff. And I'm just so proud of these boys. They've done good and we have. 00:32:26
You can't forget our parents out back there, Jenna, Lynn and Wendy, they're. 00:32:33
Great support. I mean, just like wrestling, have the coat, the the wrestling moms, we have our homes too. Yeah, we just have a 00:32:41
good, a good system. 00:32:45
He's done a good job with him, Savannah. That's really cool, guys. 00:32:52
Thank you for coming. Hey, wait, wait. We're going to take a picture too. 00:32:58
Come on, they. Over here, even with those chilly heads. 00:33:05
Show me your clothes. 00:33:12
Head. 00:33:15
Thought you on your parted. 00:33:17
Wonderful. Thank you. 00:33:28
Kids are doing great in Socorro. I'm really proud of them. 00:33:38
It's really good to see. 00:33:43
We have the resolution for local Rd. fund program for street and dim dam drainage. 00:33:46
Yeah, Mr. Money, Mr. Mayor, this application is due on Friday and though the resolution is not a requirement of adds to our our 00:33:52
application package so. 00:33:58
Or requesting the city approve this resolution showing their support of applying for the funds and the streets were trying to. 00:34:04
The qualified. 00:34:14
Are between Neil. 00:34:16
And School of Mines on the eastern side towards Tech. 00:34:18
I can't remember the names of them, Gordon. 00:34:22
I remember all the streets. 00:34:24
Anyhow, you want me to, Sam? Sure. 00:34:27
Yeah, the. 00:34:31
On those but not limited to a Fitch, Hayden Place, Douglas Place, Gordon Place, Houghton. 00:34:34
Place and Nelson Place. Yes, Sir. 00:34:40
Mr. Sholomi and seconded by Mr. Romero. 00:34:44
Discussion on favor. 00:34:49
Aye, you'll you'll also notice that you know we're finishing up. 00:34:52
Walkway and those streets there finally got the weather nice enough to do that. 00:34:57
We'll be trying to start on manzanaris. 00:35:05
And what's the other one, Fowler, Fowler, so that those are next, those are already paid for and we'll be doing it and McCutcheon 00:35:09
and around that area. 00:35:14
Was there, I mean, around the courthouse? Yes, Sir. That's, I believe the the gas departments. 00:35:20
Done replacing the gas line, so that should be by the end of March also. 00:35:26
And we're getting ready for speed bumps. 00:35:32
So we have limited amount of money. 00:35:37
But we're going to be putting out speed bumps. 00:35:40
Real interesting. 00:35:43
Comment period for speed bump, but we're going to, we're going to start doing that. We've got a list of over 20 right now and we 00:35:45
probably can afford. 00:35:49
Maybe 5. So you kind of need the. 00:35:54
Prioritize them, but just to keep going with the street projects, there was some supplemental funding in the CDBG project because 00:35:58
our. 00:36:02
Where quoted cost was what? 00:36:09
Over 400,000 more than what the CDBG application we are approved for. 00:36:12
Could match. 00:36:18
So that's supplemental funding applications due on March 21st I believe. So we applying for supplemental funding for that and then 00:36:20
the the map project comes out. 00:36:27
Sometimes the end of this month. So we are playing applying for Otero St. again by Supermarket or John Brooks and then. 00:36:34
The TPF projects will be coming out and we are going to apply for additional funding for Manzanaris because again, the funding 00:36:45
didn't match the scope of the project. There wasn't enough funding to do as much of the project as we wanted to. 00:36:51
So we're going to ask for additional funding for. 00:36:58
Continuing the men's project and the streets that have not been repaid around the courthouse. 00:37:02
So it's spring season, so it's grant application season. 00:37:08
I know that there's a road that's still a dirt road, and I think it's in city limits. It's right by in between. 00:37:12
It's right down on Terrell St. 00:37:23
Umm, on 6th St. and then there's like a Rd. 00:37:28
That curves out in between. 00:37:31
6th St. 00:37:34
The apartments. 00:37:36
It is. 00:37:38
But there's a road there that's that's not paved or anything. 00:37:41
It had been blocked at one time and then I think you asked them to remove some of the. 00:37:45
The trucks make extra yeah, right next to Hammer Alleyway to the Alex, right next to the Hammer Museum. 00:37:51
Yeah, yeah, yeah. That's towards towards your village, right. Yeah. And I think we can work on trying to get at least chips. You 00:38:07
can't do something with that. Yeah, that's, that's Neil St. 00:38:12
So another nail St. Yeah, yeah, that's right. OK. So we'll get, we'll start to work on that. Thank you. 00:38:17
And new business. 00:38:25
I I I would bring that up today to Donald and Marianne. I'm going to ask the Budget Committee to. 00:38:28
Set up aside some money. 00:38:35
To at least do the exterior of her cemeteries is to landscape them. 00:38:38
And I'm going to try to get a landscape engineer to come and design at the Pythias, the Catholic and the the Masons cemetery. But 00:38:44
I really, and perhaps just put some money for the roads there. I think it really deserved it. It's been long in coming, but I 00:38:52
think when I see other cities have cemeteries that are really much more approachable than ours, it may take 100,000, it may take 00:39:00
50,000. I'm not sure, but I think we really need to. 00:39:08
Trying to spend some money there, Mr. Salami. 00:39:17
Maybe having? 00:39:26
City, Cemet. 00:39:29
Partnership with some of the churches in town to set up a nice cemetery over there by the rodeo grounds up on that hill. 00:39:32
There's infrastructure there, there's. 00:39:42
Maybe there's a chance that we we can like start them off and charge charge the the churches and so they can have their section 00:39:45
of. 00:39:50
Of area for the folks that that that will be using it, but because there's not a lot of room in the Catholic cemetery. 00:39:56
And we've been, we have looked at property out there, yeah. And but you know, we've been back and forth with the Pythias. 00:40:05
That cemetery, in a way, has gotten abandoned. 00:40:13
And so that's so let's look into that, although I just worry that that if we start a new cemetery, it's a city cemetery that those 00:40:17
will become more in disrepair and feel abandoned. I just that would be that would be difficult for our love of dead love and that 00:40:23
cemetery will be probably for us. 00:40:29
But but that but that one. I just afraid if we start another one. 00:40:37
I would like to do something I'd like if we can do a memorandum of understanding between the people who run those cemeteries to. 00:40:42
Not to invade any of their space, but. 00:40:49
To try to just have better aesthetically have it look better. 00:40:52
Because it just, it just, I mean, I've looked at it for a year, 50 years since I've been here and it's like not the nicest. I 00:40:57
mean, she could be improved on. 00:41:02
So anyway, I just wanted to throw it up. Mr. There's just a little bit more information for Counselor Salome back in the mid 50s. 00:41:06
I believe is when. 00:41:14
The city deeded that land to the different organizations to build their cemetery, so they owned the land. 00:41:16
That the cemetery said I'm not the city. 00:41:24
Different ownership, kind of. 00:41:28
Ideas. But I mean, I'm also working with a surveyor to come look at some city land for us because. 00:41:30
When it comes to the land. 00:41:37
Lands they were never needed. So I don't have. Don't have parcel ID numbers and they don't have legal descriptions. So if you want 00:41:39
to go get them appraised to try to settle them, you don't know what you have. So I just got a gentleman's phone number today to 00:41:47
start working on that. So I will do that, Mister Mayor, that that land across from the new San Miguel Cemetery. 00:41:54
The Crown, as you're going up towards the City of Cemetery, that's San Miguel property, right? 00:42:03
Those hills going up to the flood control. 00:42:08
I do not know. I think it is. 00:42:13
But we'll probably need to get in discussion with them as to what what it is that can be done. But we just, I think we just kind 00:42:16
of need to. And you know, at one time we were thinking of trying to apply for the veterans cemetery because they were giving out 00:42:21
money about 5-7 years ago to have it out there. We didn't, we didn't get the money, but we were thinking of making that into a 00:42:26
veteran. 00:42:31
A veteran cemetery. I know you remember that we would try to do that so but but again, the idea would be just the present 00:42:36
cemeteries to have a approachable. 00:42:41
You know entrance. 00:42:46
Then we could then landscape and put water to and lighting perhaps even that just to make them. 00:42:48
At least the entrances. And then as you get inside, you know I will leave that to the people who own the cemeteries. 00:42:54
But at least the outside be more approachable, maybe signage and things like that, lighting and just. And what I do is get a 00:43:01
landscape engineer to do that. 00:43:06
So, Mr. I want to Councillor Romero, are you talking about if you pass the Catholic cemetery and if you would go straight? 00:43:12
Instead of turning right. 00:43:20
That is part of one of the. 00:43:22
Current leases, but I can't remember which organization that leases with. I don't believe it's either the Masons or the Catholic 00:43:25
Church. 00:43:28
Any other new business that might be coming up, old business? 00:43:34
All right, Executive session. 00:43:40
We have job descriptions, Mr. Monet. 00:43:43
I can serve people and didn't plan anything. 00:43:49
You know, if you know anything about our area. 00:43:54
Bosque Farms just had a spill. 00:43:59
About 30,000 gallons in of their wastewater about. 00:44:02
Six months ago, maybe. A lot of it had to do with their personnel. You know, they don't have personnel that. 00:44:06
Have to be certified and all that we have every every little town is having trouble so we're trying to upgrade our laboratory 00:44:15
technician and. 00:44:19
The chief wastewater treatment plant operator just to try to keep. 00:44:23
I'll keep them going. So this is what this is about. 00:44:28
So if you guys if it's OK. 00:44:33
And again, it's for the laboratory technician 3 and we're lucky enough to have one. And chief, our greater wastewater treatment 00:44:36
plant, Mr. American understand that again. 00:44:42
I believe the governor has until the end of tomorrow to sign the budget. 00:44:49
And one of the bills that I'm not sure if she has signed yet or not, but it's a retention fund for. 00:44:54
Police officers that have retired, what's not the retention fund? And I haven't read the bill, but it's something with PRA to 00:45:00
allow our officers to come back to work as employees again rather than like they're doing what contractors and eventually we're 00:45:06
going to need that for a wastewater treatment plan. That's every job in every city. 00:45:13
And then you know this this always been a political thing and. 00:45:20
The irony of it is, if you're a politician and getting a retirement like me, I could go back to work without losing my retirement. 00:45:24
But if you're an employee. 00:45:29
And retired and want to go back to work. 00:45:35
You can't. 00:45:38
Is unfortunate, and that's just always hit up. 00:45:41
But they and and so that's one of the things I think firefighters are going to be involved in that retention also so. 00:45:45
All right, let's do the personnel changes. 00:45:55
We've got a lot of gas. 00:45:59
Cumin. 00:46:01
Aldo Ruiz Gomez again, we're trying to keep him, keep him on our utility crew. Alberto Dean, Michael Benavides and James Padilla. 00:46:03
This is gas operators. 00:46:08
Louise Chavez, his new hire, if you remember the name Luis Chalice. 00:46:14
He retired. He's coming. 00:46:19
Raul Contreras, he completed probation at the Rodeo. And Cody Polston, This is one of the gentlemen that we want to keep. 00:46:21
We reclassified his job and gave him a raise. 00:46:29
Fabian Silva? Resignation, Antonio Munoz Resignation. Andrew Garcia. 00:46:32
V Hill resignation. 00:46:38
Mr. Romero. 00:46:41
For example, I second. 00:46:44
Discussion all in favor, aye, And we have. 00:46:47
This is Bustamante Farms Retail Produce Market. 00:46:52
RJ Oh, it's not Chick-fil-A. RJ RJ Chicken. 00:46:56
Check in 400 California St. Mark Martin Restaurant and here it is in Nails 2 Sammery Wilkinson here in Salon. 00:47:02
Mr. Move to approve the business registration. 00:47:12
Seconded All in favour, aye? 00:47:16
And the next council meeting, March 19th. 00:47:19
And we're done. 00:47:27

Sneezing. That's all I do. All right, here we go. 00:00:00

here.
scroll up
