Second moved and seconded discussion. 00:00:58
All in favor, aye. 00:01:01
Public forum. 00:01:04
Who is here? 00:01:06
I had I had a request from the farmers market that I just met with before the meeting. 00:01:08
And they wanted a porta potty. 00:01:13
Which we're going to try to work on, but it can't be a permanent one. 00:01:16
And they also wanted signage and a perhaps a speed bump. 00:01:19
And I'm going to have them meet with Lefty. 00:01:23
And make sure that the. 00:01:25
Pam. 00:01:27
I don't know her last name, but. 00:01:28
We'll get in touch with him by doing something about the. 00:01:30
The. 00:01:33
Circulation of traffic is what their biggest worry is. 00:01:34
And so I just let you know they wanted to be on the public forum if they were kind enough to meet with me before that, so. 00:01:38
And we took care of that. 00:01:44
Anybody else at the public forum? 00:01:45
I have one of my relatives from Iceland here who's taking pictures, so don't mind if he does. 00:01:50
He's married to my niece. He's a doctor in Iceland. 00:01:55
Ohh, wonderful. And he's a cinematographer. They wanna. 00:01:58
Prize for the best. 00:02:02
Horror movie. 00:02:04
And they accepted the prize in Vegas just last weekend and they're visiting with us for the week. 00:02:07
And I'm showing them how to put up political signs. Congratulations. 00:02:12
Actually, he's he's doing it. He's pounding. I'm sorry. And I'm not letting you know anyway. 00:02:18
Welcome. 00:02:24
The. 00:02:25
Resolution for. 00:02:27
TPF Fowler St. Donald. Did I get that sign? 00:02:28
Yes, Mr. Mayor, we actually. 00:02:32
Approved this at the last meeting, but I jumped the gun and didn't have the control number on it from the highway department, so 00:02:35
we need to get it reapproved. 00:02:38
Did I DocuSign it? 00:02:44
Oh, that was for our actual transportation department. OK. And I emailed the director and I've not heard back. OK, Mr. Oldham, 00:02:45
I'll follow up on that. 00:02:49
And Motion to Approve Resolution #23-10-038. 00:02:54
2nd. 00:02:58
Moved and seconded discussion. 00:02:59
All in favor, aye. 00:03:01
We're also doing another St. 00:03:03
Now that was Fowler St. That's up there by Spanish Hills. 00:03:05
This one is capital Outlay for Leroy. 00:03:08
Walkway Cassidy and Mary Place No. 00:03:10
Yes, Sir. We've been waiting on the grant agreements to come in for capital outlay. It was approved back in. 00:03:13
February, and it takes this long. We're still waiting on the grant agreement for Finley Gym. 00:03:19
We have the grant agreement for the police cars and. 00:03:24
Like I said, now we have this one. So I believe Lloyd's planning on them starting the work, you know, this month once it cools 00:03:30
down a little more. 00:03:33
And once the company gets into Core, we're going to work on some speed hump requests along with these streets. 00:03:37
Mr. 00:03:43
Remember. 00:03:45
When we approve resolution #23-10-03B for 2nd that. 00:03:45
Moved and seconded discussion. 00:03:52
All in favor? Aye. So we got another DFA, Law enforcement fund Grant. Ruby, you want to tell us a little bit about that? You know, 00:03:53
we initially had one for. 00:03:57
750,000 and. 00:04:02
Chief has filled out his. 00:04:04
Staff already? 00:04:06
But this one is also for police and ancillary. 00:04:08
Yeah, Mayor Council. So we applied for extra position, so we got 393. So I'm working with. 00:04:12
Intel and we're looking at some different positions. We're probably going to add an officer. I know the schools are wanting an 00:04:18
SRO, so we're seeing what we could do with that money, but it's 100%. 00:04:24
Second year 50% and then 25. So we have to have positions that are sustained. 00:04:30
You know, going forward. So that's what we're working on. 00:04:34
This is what this grant is for. How much is it 393? 00:04:37
Mr. Romero, will we approve resolution #23-10-03C second that moved and seconded and just to clear as 393,000 on top of the 750 00:04:42
that we got? Yeah. So all in favor, aye. 00:04:49
And then the fire department automatic aid agreement chief. 00:04:57
Tell us a little bit about that. 00:05:02
All that, all that that is, is we're just updating our old automatic agreement with San Antonio Midway Fire Department. 00:05:08
How that works is if we get our structure fired in the city. 00:05:15
Or in the county, dispatch is automatically dispatching all departments to respond. 00:05:18
And what that does, it helps us with our ISO rating when it comes when the fire, the state fire Marshall comes down to. 00:05:25
Inspect us. 00:05:31
And it gives us points and in order for it to in order for us to qualify for those points, we have to. We had to update that 00:05:32
because the last time that was up there was back in 2014 I believe. 00:05:36
So all we're doing is just updating it. 00:05:41
So that's what that's about and that just means more funding for us, so we can get that. Isolating from A4 to a three, you're 00:05:44
talking like $60,000 more. Do you know what I saw rating we have now or 4. 00:05:49
And then he hired the Can we get the lower or higher? 00:05:55
When you what's better, the lower, the lower the rate and the better. We're trying to get to a three right now. We were 10 points 00:05:59
short of a three from the last time. 00:06:03
And this is one of the ways that the state fire Marshall came and did a pre inspection. 00:06:08
And he kind of helped us and told us which ways we can get. 00:06:13
Points to help us get to that and that directly affects our insurance rates, insurance potential. 00:06:16
And Mr. Mr. Mr. again motion we approve the fire department automatic agreement 2nd and Mr. Mayor moved and seconded discussion 00:06:21
Mr. Bucca. 00:06:25
Just manage, Donald. 00:06:30
We're over here. One thing, one change we did make was. 00:06:32
The snow is in perpetuity, so it won't expire like it was doing before. So we with 30 days notice we can terminate, but at least 00:06:37
we don't have to renew it every two years and also. 00:06:42
Under the job descriptions by ISO rating. 00:06:47
They're adding to the fire recruit job descriptions, adding a couple items and that will also. 00:06:52
Help us going with 10 points out of how many? 00:06:59
There's just a bunch of points for OK, yeah, you know that that's that's. 00:07:03
Money directly in people's pockets, just like the once we get the floodplain done, it'll be decreasing the insurance for that, 00:07:07
right? So that's important to do. And the other thing Donald had mentioned was the. 00:07:12
That's something we're already doing with our recruits as far as the the state requiring them so many hours for driver training. 00:07:18
We're already doing that, but we didn't have it in our job descriptions. 00:07:23
So we just wanted to add that to that so we can get those that you're doing. OK. OK. 00:07:26
All in favor. Thank you. Thank you. 00:07:30
The next item is a kind of an exciting item. I don't know if you read all those stories in the journal. 00:07:33
About and we've already known about this, but they never spoke to us about it. 200 people moving. 00:07:39
Into Albuquerque because the VA is doing a $2 billion expansion over the next 10 years. And and I looked at it and go, Huh? 00:07:45
There are, and they wanna move to Albuquerque well. 00:07:54
Our biggest problem in my opinion here, is that we don't have housing. 00:07:57
And we should have been working on trying to get somebody to. 00:08:02
Come and help us. 00:08:05
Do a planned community. 00:08:07
When a public private. 00:08:10
Way of doing it. 00:08:12
Cheryl Marlow is a real estate agent and I'm going to induce her. 00:08:13
To the City Council and we're working towards getting a relationship. 00:08:17
Between someone like her and I could have to say this is not an exclusive, but this is first of. 00:08:21
Our first introduction to trying to get. 00:08:27
Housing. 00:08:30
A metal income upper income type housing built and I'm recommending by the Rodeo grounds. 00:08:31
And because Hwy. 60 is going to get built. 00:08:37
It's gonna have an entrance exit. They'll have good approach. 00:08:40
And so Cheryl has a lot of collection of connections, and she'll tell us about it. 00:08:43
And there's a start in trying to find someone. 00:08:48
To to. 00:08:52
Planet. 00:08:53
To to develop it as a developer. Contractors to build houses. 00:08:54
And then real estate agents just market it. 00:08:59
And we're trying to get in front of the NRL. I've talked to President Lopez, I've talked to. 00:09:02
Region president Jerry Armijo. 00:09:08
And we're trying to get a private meeting with the NRO. 00:09:11
Has to. 00:09:14
What happened? 00:09:16
The villas at the plains of Saint Augustine is not in Rio Rancho. 00:09:17
And we would hope that some of these people that are going to be working at high paying jobs at the newspaper quote. 00:09:22
Would be living here in Sakura. 00:09:29
And so we're trying to fulfill what I think is probably the number one thing. 00:09:31
And I can't bring a target here. 00:09:36
You know, and I can't bring up. 00:09:38
Costco. 00:09:40
Or whatever they want to do in Albuquerque. But then again, I'm not. 00:09:41
Getting people. 00:09:45
Stabbed and shot here every night either. 00:09:46
So I think that's something that we want to propose to them, but we're trying to get a meeting with NRO. But right now surely you 00:09:49
want to tell us a little bit about what we've been talking about. 00:09:53
The microphone I haven't. 00:09:59
No, you gotta use the mic. What? You're in, You're in Sakura. 00:10:00
With that, Mister Salomi. 00:10:05
Uh. 00:10:06
There was a There's a company in town that writes software for government agencies. 00:10:07
And they hire probably 7 folks from tech and software programmers. They've. 00:10:12
Over the past 2530 years, they've probably added about $40 million to Sephora. They just received another grant. 00:10:19
That would allow them to write software for the Air Force. 00:10:29
Which would which would increase their staff by 16 people. 00:10:32
And so he's a local. 00:10:37
Our local programmer. 00:10:39
And he wanted those folks to live here. 00:10:41
And write programs here. 00:10:46
But they cited 2. 00:10:48
Two things. The housing issue. 00:10:50
As well as the school issue. 00:10:53
And I know the housing issues that we're gonna address that right now, but as far as the school issue goes. 00:10:55
We we have very good schools. 00:11:01
But I don't think we're doing enough. 00:11:04
To promote our schools. 00:11:07
Because there are a lot of very highly successful graduates. 00:11:09
From our school system that went from pre-K all the way through 12 through. 00:11:14
Higher Ed. 00:11:19
I don't think we're letting folks know. 00:11:21
What's available to them? They see some test scores, they see some. 00:11:24
Some grades that the state throws out there, and they're they're, they're they kind of shy away from here. But you know what? We 00:11:29
have a whole bunch of very highly successful kids and men and grown-ups and adults. 00:11:35
That they went to school here and and did just fine. So I think we as a council need to work with the schools and promoting. 00:11:43
How good our schools are not how bad they are or how, how, how they're not meeting the grade at the the New Mexico Public 00:11:51
Department has established. 00:11:57
So I think that we should maybe put some because education is economic development. 00:12:03
And so if we put some money into that, have somebody a professional person. 00:12:08
Really promote it with the schools. 00:12:12
And say, you know what, come on down, we have good schools here, you know, and we get the housing going. I think it can really 00:12:14
maybe change the game for us. That's and I think Cheryl. 00:12:19
Is that market or two And I I think that'll that'll help us, but anyway go ahead just. 00:12:24
So. 00:12:28
City Council members and the public thank you for allowing me just a couple of minutes. And if I. 00:12:29
Go too long. We have a plan over here, right? So let me introduce myself. Some of you might know my voice or my name from I'm the 00:12:34
KB real estate expert. 00:12:38
I was on with TJ last week for an hour. I'm on with Bob Clark every week, so I definitely am not the average realtor and I and I 00:12:42
say that with all due respect, I have a lot of great. 00:12:46
Coworkers and people in the industry, tremendous respect for what they lack is they don't have the development background. And so 00:12:52
after Joshua Kearns introduced me to the pro, to the potential of what you all needed in seeking someone that could help. 00:12:59
And by the way, a good friend of his is a really rock star realtor, doesn't know anything about development. OK, So what we bring 00:13:07
to the table is a big background in development. I've been a realtor for 37 years, 31 years. Of that, I've been involved in 00:13:12
significant subdivisions, starting from Roger. 00:13:18
Helping create the master plan, open space, roads, et cetera. Bringing in developers and builders. I know all of them. They know 00:13:23
me and they respect me. Doesn't mean I don't trust them. That's another story. 00:13:29
So we've talked about some sort of a loose agreement that I could comfortably promote a possibility of bringing money into your 00:13:36
city by getting a developer builder because you need housing. 00:13:43
And do I say the same name correctly? Mr. Solomon, did I say it correct? He talked about the schools. Now that's something I 00:13:50
haven't yet researched, that they can't be any worse than Albuquerque. I'm just telling you right. So quality of life, we were 00:13:57
talking about Albuquerque and even Los Lunas land where you've got a lot of growth there. People would prefer to live in Socorro. 00:14:04
Right. I drove in today and they have the little farmers market and it's very that's friendly. 00:14:12
You don't have the crime issues. So one of the things that we bring to the table, one of the things we see is you need housing, 00:14:18
you're losing money for the city. 00:14:22
You're losing quality members of the community. 00:14:27
You have a hospital to draw from. 00:14:30
You have New Mexico Tech, one of the most successful people I know. Commercial development, by the way. 00:14:33
Went to New Mexico Step Tech. He's worth $100 million and started with 0. 00:14:38
OK, we just came from Sequoia. He's not Sacro brand bread. He's a graduate. 00:14:43
One of the most successful people I know. You guys have a great story. 00:14:48
If we become, if we come to an agreement that I can become involved, I'm going to ask you to help me create the story about why 00:14:51
Sapporo and we're going to. 00:14:55
