Councillor Romero here. Councillor Salome. 00:00:20
We have a quantum. 00:00:23
And we have Jaden Miller here. 00:00:25
He's gonna meet up. 00:00:30
You're good. 00:00:36
Pledge allegiance to 1. 00:00:38
And to. 00:00:43
Yeah. 00:00:45
One patient and their God. 00:00:46
Yeah, that's what's wrong. 00:00:50
Ohh, thank you. 00:00:53
Yeah. 00:01:02
Mr. Who? 00:01:03
Romero, I move We approve the consent agenda. 00:01:06
Thank you. 00:01:09
Moved and seconded discussion all in favor, aye? 00:01:11
We have Jason. 00:01:16
Is he here? I know. 00:01:19
No. 00:01:21
No, Jason Frame. 00:01:22
He man, he was going to talk about the Socorro County Community Alternative program. Are they still going to have their. 00:01:25
Celebration. I think that's what he wanted to talk to you about. Tell me, do you know much about it? I don't know anything about 00:01:32
it. 00:01:35
OK. And they were gonna use the. 00:01:38
The Rodeo arena for that? 00:01:41
So anyway, I thank you for the compliance program and. 00:01:44
They do a lot of good work. We are right here off the Plaza. 00:01:47
And I have. 00:01:51
The. 00:01:53
Proclamation. 00:01:54
For. 00:01:56
Immigrant Heritage Month, where generations of immigrants from every corner of the globe have built our country's economy and 00:01:58
created the unique character of our nation. 00:02:02
Whereas immigrants continue to grow businesses, innovate, strengthen our community economy and create American jobs in Socorro. 00:02:07
And whereas immigrants have provided the United States with a unique social and cultural influence, fundamentally enriching the 00:02:12
cultural extraordinary character of our nation. 00:02:17
And whereas immigrants have been tireless leaders not only in securing their own rights and access to equal opportunities, but 00:02:23
also have campaign to create a fair and more just society for all Americans. 00:02:28
Whereas despite the countless contribution, the role of immigrants in building and. 00:02:34
Enriching our nation has frequently been overlooked. 00:02:38
And undervalued throughout our history and continuing to the present day, Now therefore be it resolved by the city of Sikora. 00:02:41
City Council and Mayor Ravi Vasquez assembled that June 2020 third is designated as Immigrant Heritage Month. 00:02:47
And as you know, I'm an immigrant. 00:02:55
And we certainly have a lot of. 00:02:56
Problems at the border. 00:02:59
But we're talking about legal immigration. We're not talking about illegal immigration. 00:03:01
I think it's important to note that. 00:03:05
I I have something to say about that this proclamation? 00:03:09
And as we know, these proclamations are public announcements of matters of great importance. 00:03:13
And so. 00:03:19
For someone to put forth a proclamation to the City Council to have it voted on means that it's a very important matter. 00:03:20
And in my reading of this proclamation, I think it falls short. 00:03:29
Um, the proclamation in the fourth paragraph says, despite these countless contributions, the role of immigrants in building and 00:03:35
enriching our nation has frequently been overlooked and undervalued. 00:03:42
Throughout our history and. 00:03:49
Continuing through the present day. 00:03:51
To me, that that raises eyebrows. That's that's a concern. That's a problem. And for someone to put forth a proclamation. 00:03:53
To say that, yeah. 00:04:02
City Council votes on it. It's an issue. It's it's a it's a it's a a problem and move forward. 00:04:03
I think they're underestimating the UH. 00:04:10
Purpose of. 00:04:14
Public officials in terms of. 00:04:16
People vote, People elect, people run for these office, for these chairs to sit up here. And the reason that we do that is we're 00:04:18
here to try to solve problems. 00:04:23
Not just announcing proclaim that there's a problem and then sweep it under the rug. 00:04:28
And and looking at this. 00:04:34
I look at the folks out there and and I want to know how many folks out there are you guys are. 00:04:36
Direct. 00:04:42
Immigrants. 00:04:44
Or descendants. 00:04:45
Of immigrants. I know I am. I'm, I'm a descendant of multiple of immigrants. In 1910, my grandfather came from Lebanon and I bet 00:04:47
if we look back, every one of us sitting in this in this Chamber. 00:04:54
Are immigrants everybody in Socorro? If you're not a Native American, you're an immigrant. 00:05:02
That's that's my view of this and I think for us to not bring forth to the table the folks that asked. 00:05:09
The mayor to put forth this proclamation to discuss some of the issue. Who's undervaluing the immigrants contribution? Who's doing 00:05:19
that? 00:05:23
We need to know who's doing that, who will under appreciate the immigrants contribution to this beautiful country that we have. 00:05:28
Doesn't say who, but I think if we bring those folks forward to the table, we can sit down and maybe we can work on resolving that 00:05:36
issue rather than proclaiming that the problem and then moving on to the next item. 00:05:42
So. 00:05:49
I'm going to abstain from voting on this proclamation. 00:05:50
Because I would like to sit with. 00:05:54
And talk to the folks that that brought this proclamation forward to the mayor. 00:05:57
And see what their views are on it. Maybe we can come to some kind of a issue that this, that this council can vote on an 00:06:02
ordinance, a resolution, another proclamation that helps with that horrible issue of of being undervalued. 00:06:09
And overlooked because that's a problem. 00:06:16
Mr. Mayor, how are these initiated? 00:06:21
I have got a request from a group. 00:06:24
That supports immigrants and since I have a personal. 00:06:27
Investment in that type of thing. 00:06:34
And they asked me to do that. 00:06:37
But I don't ask City Council to vote on it. 00:06:39
I'm making that proclamation on behalf of the City Council, Mr. Soulmate says. He would like to abstain, and that's fine. 00:06:41
But I don't usually get the City Council to sign off on these things. 00:06:48
I basically make a proclamation, you know, as we did on the motorcycle that we did on different things. And and this one, I had a 00:06:53
real specific concern about it because my I'm, I'm, I'm a. 00:06:58
Immigrant. I'm not even first generation Mr. Ocampo. 00:07:03
Yeah. Mayor, we're we're there. Were there issues that they did bring up to you or were they just trying to highlight the. 00:07:07
No, I think with the atmosphere of the country at this point, with the people at the border right now trying to get into the 00:07:12
United States is the best country in the world to come and and be able to bring your children to have a future. 00:07:19
Uh, but this is a this is more of a routine thing, as Mr. Shlomi said, doesn't really have a lot of. 00:07:26
Underlying questions and through things under the surface, as Mr. Swamy pointed out, and I would be more than happy we've gotten 00:07:32
in touch with them and ask them to come and have a dialogue with us. 00:07:37
Right. 00:07:43
Mr. Brown, Yeah, on on this proclamation. If it did come to a road, I'd be willing to vote on it, but also. 00:07:43
If, if Mr. Solomon. 00:07:49
Was to have some kind of a meeting on this I I'd be more than happy to attend and and discuss it. But immigration is a big problem 00:07:53
in this country and like I said, I got my green card. 00:07:58
In 1965 because. 00:08:03
I actually my family when my parents came. 00:08:06
They came on a student visa. My dad was a doctor and once he finished his training. 00:08:09
We had to leave to go to Canada because we couldn't stay here on a student visa. 00:08:14
So we had to leave the country for two years. 00:08:19
Then we came back on a green card. 00:08:22
Legally. And he had a job and he had a place to, you know, go. But we came back on a green card and I didn't become a citizen. 00:08:25
Until 1965. 00:08:32
When we had the ceremony with the daughters of the Revolution, they give you a flag. 00:08:34
And then you, you, you, you pay. You pay your commitment to the Constitution. 00:08:39
He answered those questions to give you a book to read. 00:08:45
So. 00:08:48
Those are the things, but that's not what's happening with the border. 00:08:48
That's a totally different situation and I think we could certainly have a more. 00:08:52
More of a a. 00:08:56
Conversation about it later, as Mr. Swamy said. 00:08:58
I think, being that it is a matter of such importance that we we do owe it to them to. 00:09:02
Uh. 00:09:08
To kind of follow up on, you know the we'll do that. 00:09:08
I would do that. Thank you. You're welcome. 00:09:13
And Mr. Frame. 00:09:16
You're 2 minutes late. 00:09:17
Come on up. Tell us about your program. I'm sorry for being late. Not at all. 00:09:19
Well, tell the group to come and join us. 00:09:24
So my name is Jason Frame. I represent the Sport County Community Alternatives program. 00:09:28
We have asked this year for. 00:09:33
Ohh. 00:09:36
$3000 from Recovery Communities of New Mexico. 00:09:39
For a grant proposal for a 2023 recovery celebration. 00:09:43
So we can look at the Sequoia County Community Alternatives program. 00:09:49
Have come to understand that while change is something that is not easy. 00:09:53
For those struggling with mental illness and substance abuse, people can and do recover. 00:09:58
We believe that there are a number of things that the individual must change in order to be successful. This starts with 00:10:04
developing a new way of thinking. 00:10:08
Forming healthy habits and surrounding themselves with supportive community community members. 00:10:12
A support system can be comprised of people that work in our schools, universities, courts, hospitals, law enforcement. 00:10:18
First responders, churches, local business. 00:10:26
And a representative of a diverse ethnic. 00:10:29
Community. 00:10:32
This not only model. 00:10:34
A positive and healthy way of life, but embody a life. 00:10:36
That most addicts would love to have. 00:10:40
We would like to request. 00:10:43
Like I said, $3000 last year we got 2000. 00:10:44
To host the recovery celebration in the form of an all tribes, all Ethnicities. Powell. 00:10:48
On Saturday, September 30th. 00:10:54
2023 and hopefully. 00:10:57
Either the soccer. 00:11:00
Complex from the radio complex. Would like it to be in the rodeo complex. 00:11:02
If we can arrange such. 00:11:06
Well, that's true. 00:11:08
The event will welcome all of those diverse ethnicities. 00:11:10
And occupations to participate in a day of music, cultural and traditional presentations. 00:11:14
By those who may sing, dance, and play instruments, as well as express themselves. 00:11:20
Through the art of storytelling. 00:11:24
And we'll be selling their wares. We invite the community to come out and celebrate. 00:11:27
Those in recovery by performing providing. 00:11:31
Some kind of service? 00:11:34
Or selling crafts. These individuals would do so without having to pay service. 00:11:36
Fees or taxes? 00:11:40
We would also. 00:11:42
Like to ensure that this event be drug and alcohol free? 00:11:44
We strongly believe that this event will help to promote a sense of Wellness. 00:11:48
And belong in the community for those who struggle with mental illness. 00:11:53
And substance abuse. 00:11:57
So the reason why we've come, I've come today to ask for. 00:11:59
The rodeo arenas, because we've got several. 00:12:04
Different new agencies. 00:12:08
In Socorro we have full circle, full circle recovery. 00:12:10
Cornerstone Christian Counseling. 00:12:14
We've always had a Sequoia mental health. 00:12:17
Umm. 00:12:20
Alamo Behavioral Health is going to be on board also. 00:12:22
So in light of that, our whole community will be represented. 00:12:26
Then we would like to ask for the use of the rodeo complex. 00:12:30
And you know the. 00:12:35
All of the utilities have. 00:12:37
That it provides. 00:12:39
Well, you know, it's actually. 00:12:42
Kind of. We've talked on the messenger. I I think the council will certainly leave it to the Council, but I think. 00:12:44
If it doesn't conflict with any other event. 00:12:50
We'd be more than happy to support that. I think mental health is a big issue. 00:12:53
And it's not around Labor Day though, is it? Is it a? 00:12:57
It's on the 30th which is. 00:12:59
At the end of the month, yeah, so. 00:13:02
Maybe beginning at the beginning? 00:13:06
So when is the County Fair gonna get At the beginning of the month? I believe on the 14th through the 16th. As long as it doesn't 00:13:08
conflict with that, I I don't see any. Trying to avoid everything, especially Sequiro. What would what sectoral fest last year? 00:13:15
Yeah, we almost look like in competition with them, so it didn't go too well. 00:13:23
You know so. 00:13:28
If the Council approves, I mean we certainly. 00:13:29
And we'll make that available to you and the funding. 00:13:32
Where would that come from, you know? 00:13:35
Are you is that a state fund or did you say that so recovery communities of Mexico as a behavioral health? 00:13:37
Ohh. 00:13:43
Let's just see. 00:13:45
Ohh agency so they are providing. I believe it's. 00:13:46
$40,000 throughout. 00:13:51
The study he requested, the 3000. 00:13:54
Yes, but that's last year we got 3000. We haven't gotten an answer on, on how much they're going to give us this year. 00:13:56
From the state, OK, so you're not requesting funding, Not funding, just the use of the complex and. 00:14:05
You know, he's the facility manager, Steve Matthews. So yeah, I I spoke with. 00:14:12
Yeah, I was. I was waiting for a call from Daniel. 00:14:20
Um. 00:14:24
That was going to give us information. Did you have a comment? 00:14:25
Filter available. 00:14:39
And then for the. 00:14:40
If we could use the fields, that would be fine in that case. 00:14:42
Louie could use the city's tent. 00:14:47
Well, that's no, this is getting to be a longer thing. Alright, why don't you give me a written request? 00:14:50
As to what you need and then I'll present it to Steve. 00:14:56
And then we can designate the area. We're more than happy to cooperate with this. I just want to make sure there's no conflict. 00:14:59
And then if you give me a written request. 00:15:05
As to what you need and then let me see if we can comply with that. OK. And at the minimum, you can use the fields if that's OK 00:15:08
with Steve. 00:15:12
We we want to make sure it doesn't hurt the grass and no vehicles and things like that but on the on the field but but let's let's 00:15:16
get together and and. 00:15:20
Work with Steve and and Donald and try to put this together, but let's see if I could get a written request. It would be much 00:15:25
better. Yes, I will do that. 00:15:28
Thank you, thank you, thank you for the work you've done. 00:15:33
Mr. Miss. 00:15:39
They're moving. 00:15:40
Public comment on my public comment. 00:15:42
Done. 00:15:45
Let's move on to the ordinance. I'll make a motion. We approve ordinance number. 00:15:47
23-06-28. 00:15:52
And Mr. Mayor, Mr. Monette, anybody second? 00:15:57
Mr. Mr. Mr. Chavez, this is just the first reading of this ordinance. It will actually be up for a vote at the next meeting. 00:16:01
This is for the landfill grant, I mean loans 1.4 million to reimburse ourselves for the new self. 00:16:08
So this is just. 00:16:15
The first reading. 00:16:16
Ruby wasn't feeling good this evening. 00:16:18
OK. 00:16:20
OK. So all in favor for approval of publication? 00:16:22
Aye. 00:16:25
And the ordinance, 23-06. 00:16:28
Mr. Mayor, that is again, this is what I hope will be the final one this is for. 00:16:33
Splitting the Clean Water State Revolving Fund into the two different projects and this project specifically is for a belt press. 00:16:38
Mr. Again, I'll make a motion. We approve Ordinance #23-06-06 second. 00:16:49
Consecutive discussion, all in favor, aye. 00:16:55
So we have ICP Public Input meeting #1. 00:16:59
If we could go into public meeting or public forum. 00:17:06
Any comments stir Hogan like motion going to public hearing. I second. 00:17:10
Ohh. 00:17:18
Anybody here have a comment about the? 00:17:20
We need to do we advertise this pretty heavily or? 00:17:24
I. 00:17:27
I'm going to have three more meetings that will be advertising accompanied by surprise because if they moved up the due date, it's 00:17:29
due in August, now August 18th. 00:17:32
So I want to have four public hearings and we'll have three more that we'll be had for. So this is for projects that the public 00:17:37
feels necessary for the city to be placed on the IC IP's that the legislatures. 00:17:42
And the grant people look at us to see what our priorities are. 00:17:48
Estrogen and I know in the past we put them in the in the utility bills we do that again. 00:17:52
And do that again. And the newspaper, maybe the radio. 00:17:58
Is our, is our. 00:18:02
Ohh icon for the. 00:18:03
Public input is not up yet. 00:18:05
No. 00:18:09
Apple still hasn't approved the app. 00:18:13
OK. Because that would be one thing that could do. 00:18:15
To get information, shall we go out of public hearing? 00:18:17
Miss Match two again. Thank you Motion. We'll go back in regular session. 00:18:23
2nd. 00:18:27
On the second, on favor both. So there will be another two more meetings. 00:18:28
Three more meetings, 4 meetings total. Yes, Sir. 00:18:33
So we really recommend to the public that they come and speak up. 00:18:35
On behalf of any projects they have in mind, and that would mean any kind of projects really, There's no specific. 00:18:40
Thing. 00:18:47
A good example of that is last year, I believe Councillor Solomon requested the streets north of Tech. 00:18:48
To be. 00:18:54
Added And they were funded at a level of 600,000 this year through capital outlay. So the process does work. 00:18:55
That's great. Thanks. 00:19:02
Are we going to be getting the? 00:19:05
List of all the new projects that we've had. Again, updated projects. Yes, underscoring seats. 00:19:07
Now you do have a list. 00:19:13
That's like. 00:19:16
40 projects going on right now. 00:19:18
So anyway, thank you the this is the preliminary engineering design for electric utility substation and distribution system at the 00:19:22
industrial park. 00:19:26
Mr. Mr. Login. 00:19:30
I'll make a motion that we postpone this bid award or anything dealing with the electricity until after the election. 00:19:32
That should be ridiculous. 00:19:40
Who told you to say that? The electric coop. 00:19:42
I kill myself. 00:19:45
Well, anyway, is there a second for that postponement? 00:19:48
I'm I I guess I'm OK with postponing that. I don't know. 00:19:52
And figure out. 00:19:56
Is that it's not discussion right now. Would you want to second it? We can take it second. 00:19:58
So, so I guess when Mr. Olguin is saying that the I'm seconding, you seconded. OK, all in favor? 00:20:06
No, no, no. This is a. This is a. This is. I'm sorry. I'm sorry, Michael. 00:20:12
Mr. Hogan asked to postpone this item till after the city election. 00:20:17
Which means would be January, not November, right? 00:20:22
Because then, I'm still the mayor, by the way. 00:20:27
Till January. 00:20:30
So just to let you know. 00:20:33
So if you want to postpone it till January. 00:20:35
You want to say that after you say after the election? 00:20:37
The election isn't is November, but then. 00:20:40
I still carry my. 00:20:43
My. 00:20:45
I just want to clarify this. 00:20:47
So you're saying November or January, January, January 2024? 00:20:49
And it's been seconded. So discussion Miss Chavez, Lopez. 00:20:52
The only problem that I have with it is that it's stating. 00:20:55
Preliminary. 00:20:59
Well, this is this is a rewarding for for engineering. You called it a PDR. 00:21:01
Disciplinary engineering. 00:21:05
Report to get this thing started so we can bid on it. Let me give you a little background on the coop. 00:21:07
United Power that gives power to Denver. 00:21:14
Over a billion dollars of electricity bought from. 00:21:18
Tri-state. 00:21:21
Is leaving tristate. 00:21:23
They're paying a fine of something like $400 million, but they're gonna they're gonna leave tri-state. 00:21:26
Tri-state, in my opinion, is going to go bankrupt. 00:21:32
Is going to be probably bought up by a company in Salt Lake City called Basin Electric. 00:21:35
We've had for six years a resolution and another resident an ordinance that the City of Sequoia is going to be a. 00:21:41
Electric utility. 00:21:49
This is the beginning of it. 00:21:51
I've had meetings with the coop. 00:21:53
Uh. 00:21:55
Trustees. 00:21:56
They sent me a boilerplate. 00:21:57
Franchise agreement, so we could just stamp it and go on for another 25 years getting choked to death with electric bills. 00:21:59
I'm not gonna go for that. 00:22:07
I'm going to put my election of that if we're talking about my election. 00:22:09
I'm going to put that, you know. 00:22:13
On the chopping block. 00:22:16
Obviously that's what the cop wants to do, is to have another mayor that's going to change the the. 00:22:18
City Council's direction and trying to continue getting our utility bills like the coop had nothing to do with my motions. I heard 00:22:24
you the first time. My my motion was merely by the fact that yeah, we you give us information, but I think that it's beneficial 00:22:28
for the council. 00:22:33
I mean you. You. 00:22:38
You can say. 00:22:40
What's being done in Colorado? Five states going to go bankrupt? 00:22:42
Coop is saying this. Coop is saying that. 00:22:47
But until we conceive and have, both sides have. I don't know what you said about the call, but do you mean the cooperation that I 00:22:51
said, whatever you you're saying about the coop? 00:22:55
The meetings that you have with the coop, everything that's going on. 00:23:00
I think the council should be Privy to the information that's being said. 00:23:03
The information you just gave right now with Denver? 00:23:07
And we have as a Council this information. 00:23:10
To help support our vote whenever we come time for the vote for the electric utility. 00:23:13
Not to say you're wrong, I'm not saying you're wrong, but I think that we need the information. 00:23:18
In order to move forward and fast to move forward from both sides. 00:23:21
Of the table. 00:23:25
Let me ask you, Mr. Logan. 00:23:26
Number one, I've given you information for the past six years. I don't know if you absorbed it, but you also voted for the 00:23:29
ordinance for the city to become a utility. 00:23:33
Mr. Panetta sent you sent all the Councils. 00:23:37
Information. 00:23:40
About gift Carson. 00:23:41
How much money they've saved, I don't know if you read it. 00:23:44
But he sent you that e-mail. 00:23:46
About how much money did Carson has save? 00:23:49
And also talking about. 00:23:51
You know, and if you Google, just all you have to do, Google is United power. 00:23:54
Denver, Co and you'll see what they're talking about. tri-state. 00:23:57
I can't spoon feed you everything I think you're gonna have. We haven't. This hasn't come up on on you. I've never seen you at 00:24:02
City Hall even asking about not come up. 00:24:06
With the with the intent of the Council. 00:24:10
What in the past, however many months you want to wait till the elections coming up, now that we're having this discussion and we 00:24:14
want to move forward and I feel like me personally, I don't know about the other councillors. 00:24:18
But it feels like it's going to be round down or throw before the selection happens. Nothing been rammed down your throat for 00:24:23
seven years. You've been taking it for that long. I think I just feel like, OK, Pandemic set things back. We all know that and we 00:24:29
haven't talked about this since before the pandemic. We haven't had meetings about it. We have. You had mentioned that the Co-op 00:24:34
offered an olive branch, but what did they offer? We don't know that we we don't want up to speed on anything at this point. 00:24:39
That's what my feeling. 00:24:45
The coop. 00:24:51
I guess you don't want to take my word for it hasn't offered anything. 00:24:52
But this, this is what we're seeing is a lot of times we're not included. You might include us, but it'd be welcoming to us if you 00:24:55
would at least invite one of us to attend your meeting. 00:25:00
Why did you come to the meeting that we had? 00:25:07
I mean that in public. Nobody showed up. This Dean was here for a second, I think, and you have another thing going on on on my 00:25:10
way. And I invited all of you to come to that meeting. I if you want to see the minutes in my video. 00:25:16
About inviting you to that meeting. 00:25:22
Between us and Guzman and and we invited the coop and actually the coop was here and when they saw no city councillors here, they 00:25:24
left. Mr. Havana was sitting outside. 00:25:29
I did invite you. I mean, I'm not sure what the Council is doing here. 00:25:35
If you want to stop it, that's up to you. We're going to take a vote. We're going to postpone it till January. 00:25:39
The the Council gave me a mandate to proceed with the Socorro Municipal Electric Utility. 00:25:44
And I'm doing it. 00:25:50
And that's what I've been elected to do if you guys had killed the Socorro. 00:25:51
Municipal electric utility. 00:25:57
Well, I would have gone on to another project. 00:25:59
But this is a project I've been doing very slowly and trying to get to it. 00:26:01
If if you want to wait till January and I'm guarantee you, I'm going to win. 00:26:05
And so you know and and so just like who's the guy on the basketball team said he was gonna win but he lost five point but but you 00:26:10
know. 00:26:14
If that's what you're waiting for is through my defeat and and I've been after this for so long. 00:26:18
I'm in public saying I'm still going to be forward in January. 00:26:24
Mr. Showing. So what were you saying, Jayden? 00:26:29
We have one. 00:26:32
Hello. 00:26:35
Uh. 00:26:36
So this. 00:26:37
Bid award for the preliminary engineering design for an electric utility substation. 00:26:40
Is a an approval of companies that build? 00:26:46
Electric utility substations, 3 companies put in their proposal to the City of Socorro saying this is what we can do for you. They 00:26:51
didn't say how much it's going to cost. They say what did they say? Can you give us some? 00:26:57
This is less than $200. I think Polo has it. 00:27:05
It's 176,700 and 52150 for the design. Well, this will be a design. 00:27:08
For the leg of the industrial park, about 10 megawatts. 00:27:16
With solar. 00:27:19
With two megawatts of solar, 2 megawatts of storage. 00:27:21
And it will serve. 00:27:26
Tech. 00:27:28
The hospital high school nursing home. 00:27:29
The mind. 00:27:32
Squirrel complex. 00:27:33
And it is. 00:27:35
You're right. It's the first shot heard across the mouth. 00:27:37
That they need to, you know, come to term fast. Two things of them. 00:27:42
I asked decreased rates, which I can promise you this will do. 00:27:46
For that group. 00:27:50
And I asked them. 00:27:52
To have more public. 00:27:53
Oriented. 00:27:55
Kiara. 00:27:56
That requested the same thing too. On that we they did not comply. And I'll show you the franchise agreement. I sent it to Jerry. 00:27:58
A lawyer. 00:28:05
And then winner, our lawyer. 00:28:07
And. 00:28:09
That is a blueprint of what we had with them before. 00:28:10
That they didn't offer anything. And the other thing they said we're going to continue going on with broadband. 00:28:14
I've got a company that came in and spent $8,000,000 putting in a broadband on their own. 00:28:19
And they're still going to put it. You know, we couldn't get a deal with them to put broadband on the line. This has been an 00:28:25
ongoing process that we've been doing for many, many, many years. 00:28:29
If you want to scuttle it because you're thinking the election is going to change. 00:28:34
That's great right there. But here's The thing is that I just want to make sure that we're all being we we all have the right 00:28:38
information and and. 00:28:42
We're proceeding in the we're giving everything, still being a good faith effort. 00:28:46
I don't want to. I don't plan to kick this can down the road like you might want to. I've been working on this for 7-8 years and 00:28:50
I'm not going to stop now. 00:28:53
So if you guys want to postpone it till the. 00:28:57
January 2024 election. 00:28:59
I'll just go out and start campaigning for a little bit more. 00:29:02
So anyway, Mayor, the ordinance that that. 00:29:05
We approve that we voted on unanimously. 00:29:08
Said. 00:29:11
Uh. 00:29:12
Can can you revisit exactly what that ordinance said? It basically said the city of Socorro will move forward in making these 00:29:13
electric utility for this city of Sikora. 00:29:18
Or was it to to allow the city to have a municipal? 00:29:24
Electricity. 00:29:29
Having this publicity, was it to move forward with it or was it to allow the city to have it? 00:29:30
This is kind of what I'm getting at. We don't nobody knows, you know, so long. I mean, we're not clear. 00:29:35
I voted for the city just in case the city would would need to have a municipal electricity. 00:29:42
That's what I voted for. 00:29:48
Well, if you give me a hint that you're going to have this problem, I would have brought the ordinance up. I don't have the 00:29:50
ordinance right now, but if you got to postpone something because you haven't looked at the ordinance yourself. 00:29:54
In my mind, the ordinance basically said the city of Sequoia will. 00:30:00
Not May. 00:30:04
Will form a utility to deliver electricity to the city of Socorro. 00:30:06
That's what Norton in my mind that's what it said and if you can bring it up or not. But. 00:30:12
I'll. I'll find it and e-mail that out with the article. Yeah. But I guess they want it right now so they don't have to, you know, 00:30:17
make a decision. 00:30:20
Anyway, let's talk about unlike. 00:30:26
We're voting to postpone this until. 00:30:29
There's a new mayor in January 2024. 00:30:32
Yeah. 00:30:36
I speak German, so I understand it's. 00:30:38
You know people are passionate about this deal. 00:30:42
I'm passionate about. 00:30:44
Something happened with our electricity. Something happening with our electricity that can help the. 00:30:47
The people's equal. And I'm fired up about it and I understand like. 00:30:51
Things need to be done for people to take us serious so but I understand. 00:30:56
Everybody else is coming from, too. 00:31:01
I am not in favor of tabling this that long. 00:31:02
But I am in favor of if there's any other information that would make. 00:31:05
Other councillors. 00:31:09
More confident in making a decision if we could get that and maybe tabling it till the next meeting. 00:31:11
But this is my personal opinion. I am not in favor of tabling it that long. 00:31:17
I think that uh. 00:31:21
But they have, they're not ready. You have to amend the motion. 00:31:23
I mean that's because the motion is what's my motion. So and whatever, how you get a minute. 00:31:26
I'm gonna make a motion. 00:31:31
2nd. 00:31:34
I can amend it, I amend the motion for it to be for the next City Council meeting. 00:31:35
You can postpone the motion. 00:31:41
I don't think you're a separate councillor. Cannot amend another councillor motion. Why not? You could. I'm sorry. Well, let's 00:31:44
vote on this one, then you can make another motion. 00:31:48
Or you can make this one pass. 00:31:52
So roll call please. 00:31:53
And what we brought in on the boarding is to. 00:31:55
Postpone this till January 2024 and Mr. Mayor, one other point to keep. 00:31:58
In mind when you're voting, the Franchise Agreement expires in May of 2024. 00:32:03
So that shortens our window to five months. 00:32:08
You know what? How can I say one more thing? You know when industrial electric rates are 85% higher than the state average? 00:32:12
You're not going to draw anybody here to live here and build here and create. 00:32:22
Jobs here because that's a fixed cost. 00:32:28
Think that we need. 00:33:01
To reduce those rates. And you know what? It's a shame. 00:33:03
It's a shame that they don't agree to get together and say, you know what, we're going to lower this rate. We can't lower this 00:33:07
one, but we can lower this one and we can help people put poles outside of here and there and we can, we can work through this 00:33:12
that's been tried for seven years and hasn't been done that we've been getting moved so much. 00:33:18
And this makes it There are other, there are other co-ops who? 00:33:24
Who opted and pull up and tell us more. 00:33:29
To. 00:33:32
Go partially. 00:33:33
Away from. 00:33:34
The rates that. 00:33:36
Yeah, him as Electric is is opting. 00:33:38
This cop had the chance about. 00:33:42
Ohh, what was it four or five months ago to vote on this? 00:33:44
But they had a chance that it came before them where they could opt in. 00:33:47
50% they could stay with tri-state 50% go out on their own 50% and and one Co-op which is the largest cop. 00:33:51
In the state of him as electric Optical 5050. So which electric? 00:33:58
Him as electrical, him as. 00:34:03
So they they opted to go, I mean this quote. Well, I mean, you gotta do it. You heard it. We know it. You know, Mr. Panetta 00:34:05
republished on this, on this vote to postpone this till January 2024. 00:34:11
Councillor Chavis Lopez. 00:34:19
Councillor Dean, Yes. 00:34:23
Councillor. 00:34:26
Ocampo. 00:34:27
No. 00:34:29
Councillor Ogin, Yes. 00:34:30
Councillor Romero No. 00:34:35
Councillor Salomi. 00:34:38
Nose window. The motion fails now if you want to make another motion. 00:34:40
For the next meeting and tell me what you want. You want the ordinance? 00:34:45
You want the. 00:34:49
Agreement that the franchise agreement that the proposed. 00:34:51
What else would you like to see with you? I hope you read the e-mail we sent you from Kit Carson. 00:34:55
That tells you about the cost that they've saved. They've saved $10 million. 00:35:01
For their people. 00:35:05
So if you if you want to make that motion, I I'm, I'm all for it. I mean that's fine. So what I want to do is make the motion that 00:35:07
we look at our cost, how much is it going to cost us. 00:35:13
We want to. I want to see the ordinance again. 00:35:19
And. 00:35:23
More information, more information. You want the well, but you don't have to be on the franchise agreement that they offer. Yes, 00:35:24
and. 00:35:28
I can I can give you. 00:35:33
And the and the cost to the consumer as well. That way we know that we're doing that. Again, I was going to say I can give you 00:35:35
that. 00:35:39
In broad terms. 00:35:43
But I can't. You know, we already been to bed for. 00:35:45
Electricity and Guzman. 00:35:50
For what? 00:35:52
Trash data charging eight and a half cents a kilowatt. Guzman was going to charge 4.7 cents. 00:35:54
And it was fixed for seven years. 00:36:00
+4 00:36:04
So. 00:36:05
I can. I can give you round figures as to what it would end up, but I can't give you I can say 11 cents or $0.12 but I can't give 00:36:07
you a specific number. 00:36:10
Until we start getting this. 00:36:15
Substation and make an agreement with Guzman person and then they go by themselves as well. 00:36:18
Kick Carson. They did. They paid $16 million penalty. 00:36:25
Guzman bankrolled that penalty. 00:36:30
They took five years and they have paid the penalty off. 00:36:33
And if you read that e-mail, it'll tell you how much money they've saved. 00:36:37
And on top of that, they're going to be 100% alternative energy. 00:36:41
And 20. 00:36:45
40. 00:36:47
I'm not sure exactly when. 00:36:48
30. 00:36:50
2030. 00:36:51
But that's that's good person who actually close to it. When I talked to Kit Carson there, it said maybe 30. 00:36:53
So you know why you know then, Then if you talk to Luis Reyes, who's the manager there? 00:36:59
They did. 00:37:04
There they There's still a coop. 00:37:06
But they don't buy their electricity from Christ State. 00:37:08
They buy it from this other company called Guzman. 00:37:12
And and so does, so does Laplata. 00:37:15
In in. 00:37:19
Southern Colorado as short as Aztec. The city of Aztec owns their electric coop, their electric company. They buy their their. 00:37:21
Electricity from Guzman. Bloomfield is about getting ready to do that at all. Also the city utility and thereby their electricity 00:37:30
from the coop. I mean from the Guzman and not from tri-state. 00:37:35
So we have different cities that do that Delta Montrose one of those Delta Montrose Tri states largest coops that's them to go 00:37:42
small. 00:37:46
So I'm giving you that, you know, you guys can take that information up yourself, but I'm giving you that information right now 00:37:51
they they start losing more customers especially. 00:37:55
The the big one there in Denver, they start losing that. Who's going to absorb the cost? It's going to be Coral Electric and the 00:38:00
smaller co-ops. All these larger crops are leaving them. 00:38:04
It's gonna leave the bulk of the OHS to the smaller courts. The three things I'll get you. I'll get you the ordinance. I'll get 00:38:10
you the franchise that they offer. 00:38:14
And I'll give you a round Number to break. 00:38:18
The cost of delivering electricity included is included a cost of electricity. 00:38:21
The cost of what they call Wheeling which is comes over the line, that's what it costs you to. 00:38:27
You know you're using. Actually you're using tri-state lines. 00:38:32
They're going to charge you two cents, probably. 00:38:35
And then it cost of debt service because we're going to have to borrow money. 00:38:37
All that. 00:38:41
Right now it's $0.17. As far as the coop is concerned, we're hoping to be at 11 or $0.12. 00:38:42
And I'm gonna breakdown as to what we're going to ask for. I I haven't asked. 00:38:49
At the meeting with the. 00:38:53
Prestige and they never got back with me with Mr. Harada there. Please give me a breakdown of how you charge. 00:38:55
For your electricity, when you somebody gets a bill, break it down and tell me what you charge and how much you charge. 00:39:02
I never got that information. 00:39:09
This is a month ago. 00:39:11
So you're not willing to sit down and deal with us at all in good faith? 00:39:14
They just want the franchise and get it done. Maybe the next mayor will do that, but that's what you want. But I'll get you those 00:39:18
three. There's not gonna be another mayor. You said you're gonna win. 00:39:22
Well, I don't know. You might win, Mr. Racy, you might win. But anyway, I'm just we are we are we in this country about it? We 00:39:27
still in discussion on this? Yes. No. Well, let's make a motion on those three things. 00:39:32
At the next meeting, that's my motion. 00:39:38
I said. 00:39:40
Yes, Sir. Thanks Mayor. And then so my, my again, it was not because I was running for mayor or anything like that on that last 00:39:41
one of my last hope was that. 00:39:45
Obviously the Cooper knows that the council and the mayor serious about moving forward this. 00:39:49
We got a little bit of time. Maybe there still could be time for negotiation and move and some room to move forward. 00:39:53
And that's why I was hoping that a little bit of time could help make that happen. Like you said, it's been, we're going on 10 00:40:00
years now trying to get this stuff settled and nothing's happening now. The coop knows that, the council and the mayor. 00:40:06
Are serious about moving forward so. 00:40:11
It is what it is on them. 00:40:14
Well, I mean, I. 00:40:16
Are you telling me you had no discussion with any of the trustees or with the coop? 00:40:18
I've I've had discussions with them. 00:40:22
So I'm saying. 00:40:24
That. 00:40:27
We continually move. We continue to say we're going to do it. The mayor, you're not going to do anything. Well, it took me this 00:40:27
long to put all this together, isn't that? 00:40:32
What they they haven't moved. They actually they. 00:40:38
They've even added that they're going to put broadband. 00:40:41
They're gonna, they're gonna sell broadband, I think. Good luck, you know. But anyway. 00:40:44
Any other discussion? 00:40:49
So as I say all in favor of Miss Travis Lopez's. 00:40:51
Mr. Bennett, you got it. 00:40:55
Rocco, yeah. 00:40:57
This is just to clarify, this is to postpone this. 00:40:58
This meeting, so the next meeting with the information, with the information. 00:41:02
Councillor Travis Lopez, yes. 00:41:08
Councillor Dean, Yes. 00:41:10
Councillor Ocampo? Yes, Councillor Ogeen, Yes, Councillor Romero, Yes, Councillor Salome. 00:41:12
I would like to add. 00:41:20
The money from this for this is coming. 00:41:22
From a fund. 00:41:25
That the Council approved. 00:41:27
To be used for electrification of Sikora. 00:41:29
It was also meant for economic development. 00:41:32
But it was meant that was secondary. There is a motion already been made. 00:41:34
I don't know when. 00:41:39
For using that those funds for legal and. 00:41:41
Who start their own. 00:41:45
Like electrification of the of the city. 00:41:47
And so those funds are not being taken from any other fund except that fund. 00:41:50
To pay for this preliminary engineering and and is the economic development going to be reimbursed? 00:41:55
You'll be reimbursed by lower rates. 00:42:03
But but but I need. 00:42:05
What they've made it very clear. 00:42:08
Design made this PR this preliminary engineering report. 00:42:10
To take to a. 00:42:14
Funding Agency to be able to. 00:42:16
Fund the substation and the Funding Agency is New Mexico Finance Authority. 00:42:19
Now they can't come back and have more money, correct? OK, the person that we got, who was it? 00:42:24
They always come back Sunday, Finley Consulting, They always come back, but I don't know, it was pretty well set. 00:42:30
You know they're going to be designing A10 MW substation. 00:42:37
And we're also we are already in, we're already in control, actually, you know the gentleman Rabbi Motra. 00:42:41
We're dealing with him for for solar. 00:42:47
And he's trying to get us grants for two men. 00:42:51
Solar battery storage. 00:42:54
Out here at the industrial park. 00:42:56
So we're already dealing with that with with people that are going to give us solar and and you know. 00:42:59
The coop has not moved a inch and matter of fact people who put solar and they spend 1015 thousand I think. 00:43:05
Representative Harmil did that for her, for her business, and she's paying zero rates. 00:43:12
But she could put electricity back into the grid, which we all need right now because we're energy poor. They won't they they 00:43:17
won't be able. I think they give her one cent. Maybe used to be $0.09, used to be $0.08. 00:43:23
Truly gone down. 00:43:29
So I I can go on and on about this. I I I thought you guys knew about all this, but I'll make sure we inform you more about this. 00:43:31
So we'll make sure we get those three things and I think make available Kit Carson's. 00:43:37
Uh. 00:43:43
Information also again. 00:43:44
Yes, Sir. And Speaking of Kick Carson, they are 100% solar during the daytime. 00:43:46
Currently. 00:43:51
Currently 100% so. 00:43:52
Anyhow, well, we'll stay in the dark ages, I guess. 00:43:55
Kind of a fun. 00:43:58
No. OK, here we go one more time. This is engineering service for Evergreen www.collectionsexpansion and Spring Street. 00:43:59
Shoreline replacement. 00:44:07
Bit of work. 00:44:09
I make the motion we accept. 00:44:10
Second moved and seconded question discussion. 00:44:12
All in favor, aye. 00:44:15
Well, it's about time we got. 00:44:18
We have a you heard the Sensia right, everybody heard of Sanzia. Well, they were kind of partly acquired by the company by the 00:44:20
Path Pattern Energy. 00:44:24
And we have a presentation. 00:44:29
Which I think you need to take an action on, but if I don't know if you know there was a substation. 00:44:32
And a gas line. 00:44:40
Right around. 00:44:42
Bernardo, if you go West. 00:44:44
Pattern Energy is putting a high or Sanzia putting a high energy line that's going from the east of the state. 00:44:47
Across country to Arizona, California, but I'll let coming up and we will introduce you and then. 00:44:55
Ohh, OK you can explain it much better than I can, but the gas line that belongs to the city needs to be moved because it's too 00:45:02
close to the substation. 00:45:06
And and we're going to try to do a joint agreement with them with some compensation to the city. 00:45:10
To do this. 00:45:16
Thank you Mayor and councillors. My name is Jeremy Turner. I'm the director of New Mexico Project Development for Pattern Energy. 00:45:17
And Jeremy actually was. 00:45:23
We know him from. 00:45:25
Work he did with Forsgren. 00:45:27
Electric electricity with How long ago was that? 00:45:29
About eight years now. So just to lay the groundwork so he knows it or. 00:45:33
And thank you, Mayor. And and prior to that, I was at the New Mexico Finance Authority for about 9 years. So very familiar with 00:45:39
the city and also the county lent a lot of money when I was there at that time and also with the school district. 00:45:45
So very much appreciate the opportunity to be in front of you this evening. So the Mayor's absolutely right. Pattern Energy last 00:45:52
year acquired Sunza Transmission. This is, and as I think most of you are aware in the past, somebody has been under development 00:46:00
since 2006. And in the past, it was 2 proposed transmission lines. One is a 3000 MW DC line, the other is a 1500 MW AC line. What 00:46:08
we acquired was the DC portion, so we acquired the 3000. 00:46:15
GW direct current line. 00:46:23
UH Southwestern Power Group, which is a subsidiary of Mr. They are still retaining the rights. 00:46:25
To the second line, the 1500 MW transmission line. 00:46:32
MMR is a large construction company out of Louisiana and they are the parent company of Southwestern Power Group. 00:46:37
So we acquired the transmission line. Since that time, we have been working through the final permitting with the NEPA process 00:46:43
with BLM as the lead federal agency. There are a number of cooperating, cooperating agencies involved in that process including 00:46:50
Squirrel County and a number of others. Fish and Wildlife of courses along with all of your federal agencies are cooperating in 00:46:56
the agencies. The NEPA process has been wrapped up. 00:47:03
For the most part after since like I said it's been since 2008, we've been going through the NEPA process in one form or another. 00:47:10
That process is now wrapped up. The final environmental impact statement was recently released here in May. The notice to proceed 00:47:16
we are expecting later this month, possibly in July and at that point we will have achieved all of our final permitting at the 00:47:23
federal level for the Sunday transmission line. 00:47:30
In addition to that we received all of the permits and approvals that we need at the state level and we are nearing a point where 00:47:37
we are looking to begin construction as we were going through the final design on some of the transmission as part of the NEPA 00:47:45
process. We are actually going to be Co locating the transmission line on Tri States existing transmission line through the 00:47:52
Sevilleta Wildlife Refuge And the reason for that is we are able to place. 00:48:00
The transmission line within the same footprint, the same right of way without actually expanding that or having additional impact 00:48:08
on the National Wildlife Refuge. So that's the reason why. 00:48:13
Um. As part of that Co location though, the Tri-state Bernardo substation does need to be expanded per Tri states rules and So 00:48:18
what we are asking. 00:48:23
Is right outside the fence and there is a packet of information I believe that you should have. At the back of that there is an 00:48:29
exhibit and what it shows is the existing Socorro natural gas line. 00:48:35
UH runs just outside the fence line of the Bernardo substation. 00:48:42
And So what we are requesting is consideration by the City Council. 00:48:46
Uh, to move the? 00:48:51
Natural gas line entirely at our expense. We will also pay for the induction studies. We'll pay for the easement and convey that 00:48:54
to the city. We will cover all of the costs. We'll reimburse the city for staff time spent on this. 00:49:00
And in addition to that, what we are proposing and what we've talked with the mayor and the manager about is a compensation of 00:49:07
225,000 paying the bull to the city for the right to move the gas line. As I said, that will be done entirely at our expense. 00:49:16
Um, and what we are proposing to do is begin construction later this year. We are working on a $10 billion financing right now. 00:49:26
About 2 billion of that is the Sun Zia transmission line. The remaining 8 is the 3500 MW wind farm that I lead development on 00:49:33
located in San Miguel, Torrance and Lincoln counties. 00:49:40
And we expect to close financing hopefully in October. 00:49:47
And actually go ahead and start full construction at that time. 00:49:52
And being construction all the way through 2026, April 26 is when we will be done with both the wind and the transmission line. 00:49:56
But we are already starting on site development work. There's site grading activities already happening on private land and we are 00:50:03
gearing up for full construction in anticipation of getting that notice to proceed and the whole financial close. So again, what's 00:50:10
in front of you today is a request. 00:50:17
Uh, to give us the ability to move. 00:50:24
The natural gas line at our expense about 90 feet outside of the fence line. So the tri-state can expand that Bernardo substation. 00:50:27
And it's about 690 feet long. And we again will cover those costs as well as the induction studies and cathodic protection studies 00:50:36
to make sure that there is no impact to the city and that's. 00:50:44
Basically what's in front of you tonight? Happy to answer any questions on the wind or transmission or anything associated with 00:50:51
it. Thank you. 00:50:55
It's just to give you a background. Isaac has looked at it. 00:51:00
We had some work done about. 00:51:04
Six years ago to change the valves in the gas line. 00:51:06
And we didn't. We went live every time on that. They didn't stop any gas delivery. 00:51:10
So we're hoping that the contractor that does this, which they will pay for and all that will jump it. 00:51:17
And we'll do it live. 00:51:24
And but there is a caveat that there might be a chance that the city might be without natural gas. 00:51:26
For. 00:51:32
Half a day or something like that. But we're hoping that and and I'm just telling you how this happened when we changed the. 00:51:34
The valves to give us more pressure in that line. I don't know if you remember about 6-7 years ago we changed these. 00:51:41
I don't know what they call them pig valves or something like that. And and so they did it live when they changed them, which they 00:51:47
bypassed and then they put then they jumped in and they put it back like so that's that's the only drawback. 00:51:53
I think. 00:51:59
That the the 225, they're going to give us 25 up front. 00:52:00
And the rest is after the gas lines been. 00:52:03
Moved Or is it as when your project is funded? 00:52:06
Mayor and Councillors, the second the $200,000 payment will be paid after financial close or no later than December 31st of this 00:52:10
year. So we'll pay 25,000 within these 30 days after it's approved and signed by the city, and then we'll pay the remaining amount 00:52:16
no later than the end of the year. 00:52:23
And so that that's that's. 00:52:29
Or, or the deal, Mr. Romero, I guess the plan for that money that's coming to us is. 00:52:31
Going to improvements of course. 00:52:36
Yeah. 00:52:40
We do have Mr. Miller. I'm a We approve the Pattern Energy agreement. The City of Support. 00:52:41
I second. 00:52:47
Some of the second discussion. 00:52:48
Jeremy, thank you all in favor, aye. 00:52:52
Thank you for taking the time to come. 00:52:55
And good luck with your and you're gonna supply. 00:52:57
California with this. 00:52:59
Mayor and councillors, that's correct. Most of the power will be sold to California. We do have another project located in the 00:53:01
states, the largest single phase build in North American history already operating. A portion of that power is sold here in New 00:53:07
Mexico. And at this point we would be happy to sell power here, but at there's nobody's RFP for power at this point in time where 00:53:12
we've been able to win a bid. 00:53:18
Thank you Mayor, councillors, appreciate your time. Thank you. 00:53:25
You're selling it for? 00:53:29
Mayor and Councillor, all of our agreements, our power purchase agreements are confidential, but they are. 00:53:32
I will say it's self attentions. 00:53:39
I'm sorry, it's South of $0.10. 00:53:42
So. 00:53:44
But you know, and and we always said, well, you've got this line going through here. Can you drop a line for it cost a fortune to 00:53:45
drop a line. I didn't know that, but Jerry was trying to drop a line. 00:53:51
So that we could use some of that because it's supposed to go by tech also I think. 00:53:57
But how much is that mayor? 00:54:01
Because it is a DC direct current line, those are typically used for long haul transmission. So there's one on ramp basically and 00:54:05
one off ramp. 00:54:09
And the reason being is the average cost of a. 00:54:13
500 Gilbo DC converter stations, about 350 to 400 million each. 00:54:17
Whereas on an AC system you can build a substation for. 00:54:22
15 to 16 million probably depending on if it's a 345 or a 500. So that's the difference. So the intent here is we will build and 00:54:28
connect at the wind farms as I said located in San Miguel, Torrance and Lincoln and from there we'll transmit the power all the 00:54:35
way into Arizona and then it will use the existing transmission network to get. 00:54:42
To California. 00:54:49
Thank you, thank you very much. Thank you Mayor councillors. 00:54:52
Excuse me? 00:54:57
Mr. Mayor. 00:54:59
Mr. Logan, we passed resolution #23-06-06A. 00:55:01
2nd. 00:55:06
Who can second it? What is it? 00:55:07
Collection. 00:55:10
City Clerk what is that Ohh. 00:55:12
That is a. 00:55:15
Resolution for the election one mayor and four councillors. 00:55:16
That will take place. 00:55:20
November 7th. 00:55:22
Great. 00:55:25
OK, we have moved and 2nd on favor, aye. 00:55:26
The. 00:55:31
Metuchen Ave. on Center St. 00:55:33
Local Rosman fund. 00:55:37
That's true again, I'll make a motion to pass resolution #23-06-06D. 00:55:39
So moved and seconded on discussion. 00:55:45
I just missed your minute. Let the council know that we picked this. 00:55:48
Project. 00:55:53
Because of thinly being remodeled, we wanted the street to look nice as well. 00:55:54
And we asked for 400,000. 00:55:58
To do the entire project, we were awarded all of its We'll probably have to. 00:56:00
Do McCutcheon separate and then center St. on its own? 00:56:04
Have a question, Is it just an overlay or is it? 00:56:10
Like, really doing the road. 00:56:13
It would. It would not. I don't know much about the road construction process, but I'm pretty sure it's just an alternate. It's 00:56:15
not. 00:56:18
Look, yeah. No. 00:56:22
Yeah, why not? 00:56:24
And there's not Bullock. I mean that was that was all the way down to the dirt and it's this one has to be a they grind it up and 00:56:25
then they. 00:56:28
You know which. 00:56:33
Which lasts maybe 10 years, 15 years. 00:56:34
And I'm not touching. They'll go from Park Street to California Street, and on Center Street is both from. 00:56:37
McCutcheon to Spring Street. 00:56:44
Well I hope you can pass this one. It's an authorizing development of pro forma financial statement the city of sucrose for 00:56:48
Manipal electric utility. This a resolution just to try to get everything set together So if you do pass the our ability to. 00:56:56
Get that utility started. We'd have something ready to get this financed. 00:57:04
Mr. 00:57:10
Rommel Make a motion to approve resolution #23-06-06C. 00:57:12
7. 00:57:19
Moved and seconded discussion Mr. again. 00:57:20
The city staff does this. Who does this? Pro forma sheets. 00:57:24
Financial statements that they're going to be within the city that does it or are we? 00:57:29
Hiring somebody to do those statements. 00:57:33
Work on those statements. 00:57:35
Our our consultants. 00:57:37
Mr. Ed. 00:57:40
Race and. 00:57:41
Mr. Hyde from Guzman. 00:57:44
And then winter will help us put this together and. 00:57:47
It may have been some cost associated to it, but I don't think it's. 00:57:50
Didn't I mean? 00:57:58
It's something the city has to do anyway, to have any kind of. 00:57:59
Perform machine that would do any projects to show that because it's kind of a general statement, it'll be staff that compiles all 00:58:02
the numbers and this is based on anticipated rates and cost and distribution and all that stuff. Is that where this comes from? 00:58:09
No, this is the health. 00:58:17
This is the health of the city, where to do it and and the revenue that could be gained from. 00:58:19
This line that we're going to put up, yeah. And by August 31st, we'll have a briefing from the administration on this. 00:58:25
We'll have everything on by the administration on this, but it says in the resolution, the performance. Sure, absolutely. 00:58:32
Brazil. 00:58:40
New business. 00:58:43
As you may or may not know. 00:58:46
We are having an event. 00:58:49
That's still me. 00:58:52
OK, we're having an event here on Saturday. 00:58:56
And it is a funeral, which we certainly. 00:59:01
Recognize as something that's. 00:59:06
Remembering somebody who passed away and died. 00:59:09
It is. It is, however, an event that. 00:59:12
That. 00:59:15
The whole state knows about. 00:59:17
And. 00:59:19
Many of the cities who have motorcycle rallies have canceled them. 00:59:21
The person, the person whose funeral were having. 00:59:27
Will be at the Convention Center. 00:59:30
And we're expecting a fair number of people. 00:59:32
From the group that he belonged to. 00:59:36
So. 00:59:40
Saturday it will start about. 00:59:41
9:00 o'clock. 00:59:43
It'll probably end around 3:00, but they say 3:00 o'clock. 00:59:45
So just to. 00:59:50
Informed the public that there it is. 00:59:52
It'll be a good time for an impact in the city, because they'll more than likely be. 00:59:55
Around 300 to 500 people. 00:59:59
Coming into town? 01:00:02
So I just wanted to. 01:00:04
Inform me of that. 01:00:06
I wish Ruby was here, everybody who was in business. 01:00:08
Received the letter. 01:00:11
About the gross receipts tax. 01:00:13
The governor vetoed that .5 that they were going to take away from. 01:00:17
The gross receipts from the States point. 01:00:21
4.75. 01:00:24
Out of the. 01:00:27
Out of the gross receipts that we sent to. 01:00:28
Santa Fe. 01:00:32
We. 01:00:34
The stake holds 4.75 cents. 01:00:36
And the governor had made a proposal that she was going to give back with five. 01:00:39
And the state was going to take that away. Was she vetoed that? 01:00:43
So I don't know if you got a letter and my office got a letter, people got a letter that are. 01:00:46
Gross receipts tax was. 01:00:51
Seven point. 01:00:54
Three or something like that. 01:00:56
And actually it's not it's you have to add the .5 back, so. 01:00:58
Just to let the businesses know that make sure that you call into Ruby or finance to make sure what the city gross receipts, 01:01:02
taxes, because there was an additional tax. But we got 2 letters, right? Yeah, we got one. The first one was wrong, I guess. And 01:01:07
we got another letter. Yeah. So and then just to let you know, it wasn't the city who raised that gross receipts. It was the 01:01:12
county who raised it, but it was in the city also. 01:01:17
That .3 I think it was, wasn't it? 01:01:22
But just to if there's a confusion, there was confusion then. 01:01:25
Our business as to what? Which one to pay? 01:01:29
So I think that needs to be clarified. 01:01:31
And maybe we did get the 2nd letter out, but I think it's important to people don't. 01:01:34
Ignore the 2nd letter and pay the first one. 01:01:39
Because that included an extra .5. I think that goes into effect July 1. 01:01:42
July 1. 01:01:46
Right. So just to let you know, have any questions? We have a lot of our city directors here. 01:01:47
Any questions? 01:01:52
Commands. 01:01:55
Look at How is the animal shelter? Are you making any? 01:01:59
Transports. 01:02:02
Active. 01:02:05
If they have the Utah, but they got in a little bit of hot water through infected. 01:02:08
They're accepting our rental because head of accepting. 01:02:13
Cities. 01:02:16
So they put a hold on it. So helpful are you? 01:02:17
You've been forced into January. Ohh gosh. 01:02:21
And how about your dispatch? How are you doing with that dispatch? All my 3 cadets at the Academy graduated in top five. 01:02:25
Andrew Garcia was given Leadership Award in the Academy. 01:02:33
Genetic decay mists. 01:02:38
That would be formed by half a percent. 01:02:42
And. 01:02:45
Our third one was place #5. 01:02:46
So they're all back. We have one left to go and you'll probably either go in August or November. 01:02:50
Christy, we're getting ready for the new health insurance. 01:02:59
What's going to happen? 01:03:04
Oh, oh, come on, you're OK alright. 01:03:07
I can't hear you either. Put your microphone. 01:03:11
So are we getting ready for the? 01:03:16
So for. 01:03:19
Um. 01:03:20
Open enrollment won't be till October. 01:03:21
Everything's on a calendar year now now that we're with state of New Mexico, but we did find out that 2024 there are no increases 01:03:24
20 of our premiums. 01:03:28
You already found that out. Yeah, I emailed you. Ohh, that's one e-mail I should have. Yeah, no. If they emailed us that for the 01:03:33
2024 rates, there's no increases to any of the policies, so. 01:03:38
That's good. 01:03:44
Instrumental in this, league has sent out some letters, apparently. I can't remember the bill number, but a bill was passed 01:03:45
clawing back. 01:03:49
Health insurance fees from municipalities. 01:03:54
In the last year, so they're fighting that, but luckily we weren't on the plane back then so it shouldn't affect us. 01:03:57
They still send us, uh? 01:04:04
An amount though that we would have to pay so. 01:04:06
And they're still factoring us in there, but yeah, we we didn't have state of New Mexico. So it's. 01:04:10
We're just waiting for a little favor there. 01:04:17
Alright, thank you. 01:04:19
Any other comments, Steve, anything? 01:04:21
Ohh, here comes the enforcer. Alright, we've got. 01:04:24
Enforcement Office. 01:04:29
There you guys are. 01:04:34
This month we're doing spring cleaning with the Landfill Street Department. We're trying to get out there. 01:04:36
Pick up. 01:04:42
Whatever you guys don't want, so you know. 01:04:43
Potential. 01:04:47
Uh, so this week we'll be doing. 01:04:48
The Mike. 01:04:51
Yeah, two days pick up. 01:04:54
And then next week we'll be doing Wednesdays, week after Thursdays, so. 01:04:56
All this month. 01:05:02
That means put your sofas and mattresses outside. Yeah, we'll get after it, but since the beginning of the year means we've been 01:05:03
able to pick up about 7 tons with their little trailer and truck and since we started doing it. 01:05:10
We have about 18 tons so. 01:05:17
Congratulations. Great. Great. 01:05:21
Do you do you spend anytime at the schools or is this always over the summer? No. 01:05:23
But I mean when you did. No. Yeah. scooby-doo. 01:05:27
At least two hours in the beginning for a pickup. 01:05:32
Or for drop off sorry and then I would do 2 hours at the end of the day for drop off or pick. 01:05:35
So the council knows that we, you know, we have resource officers at the junior high. 01:05:41
Yeah. 01:05:46
Sorry, Majang. 01:05:47
I don't. 01:05:48
OK. Thank you. 01:05:49
Does he? 01:05:51
So we're planning the 4th of July event. 01:05:59
Um, it just sent out an e-mail today asking for vendors since we have the. 01:06:02
10 new electric water hookups back there in Vendor Alley. 01:06:07
Um, so yeah, anybody that wants to be a vendor? 01:06:10
They can e-mail me and we can get them going. 01:06:14
By the 4th. 01:06:17
It's going to be an all day event just like every year. 01:06:19
We're still trying to get a July 3rd event, yes, but that'll be next year. 01:06:22
Because we we got, we did get somebody. 01:06:26
Little Texas. 01:06:29
But they sent us like. 01:06:30
A laundry list of stuff that they have to have. 01:06:32
Like fresh lunch meat. I mean, they went down to the littlest things. 01:06:35
And we didn't think we could come up with that right away. It was get up and send it back. 01:06:40
But we're trying. We're going to try to get a personality people know. 01:06:46
At the so we can have an event before July 4th. 01:06:51
So maybe next year. 01:06:54
Good job. 01:06:58
Good luck this Saturday. 01:06:59
Anybody else? 01:07:02
Chelsea. 01:07:04
Chief. 01:07:06
The first part of the had hired some officers. 01:07:11
To those cadets. To those officers. Just graduated from Mexico Law Enforcement Academy last week. 01:07:15
Uh. 01:07:20
On that grant that we've got. 01:07:21
Or officers. 01:07:24
There's the, like you said, a big event this weekend that we're all prepared for. 01:07:27
Can have a lot of meanings. 01:07:31
In reference to that. 01:07:33
If you guys have any questions, I'll be glad to answer them after. 01:07:34
The meaning. 01:07:37
Are you seeing any fentanyl coming over you you catching guys that have that? 01:07:41
Yeah, We had spent almost on a daily basis, so yeah. 01:07:46
Yeah. 01:07:51
That's not a lot, but when you catch them. 01:07:51
Quite often. 01:07:54
Yeah, that's not a good thing. No, Sir. Thank you, Sir. 01:07:56
Thank you. 01:08:03
Don't tell me, don't tell me, one of the garbages. Don't tell me. It's wind out there and you're closing the landfill. 01:08:06
It was a beautiful day today. 01:08:14
This is a new one, so the garbage doesn't seem to stop. We've seen. 01:08:20
Celtic collective it. 01:08:25
We're not open on the new cell yet because we haven't got approved through enemy yet. 01:08:28
But you're ready to go to the Orlando, no? 01:08:33
We don't have the ordinance, we get approved to open it, but if you, but if you get the approval to tomorrow, yes you will start 01:08:37
closing that other one that last. 01:08:41
I'm gonna say a good 6 1/2 years going on seven years. 01:08:48
They were actually designed for five years and we actually stretched it out pretty good. 01:08:52
So we've been 12 years in both of themselves. 01:08:57
So. 01:09:00
Hopefully this next two cells will last. 01:09:01
A good 12 years. 01:09:03
I won't be here to see the end. 01:09:05
And I won't be here to see the the next two, so. 01:09:07
You gonna retire today? 01:09:12
Maybe it's end of the year? 01:09:14
No one. 01:09:17
But anyway, I just want to add to the Council that. 01:09:18
Now, a lot of small towns have their own landfill. I mean, this is a. 01:09:21
And. 01:09:24
Las Monas Balan Tier C. 01:09:26
They're all tricking their stuff, and so to run a landfill is something that Mikes done a great job and just keeping those 01:09:28
certified in. 01:09:31
And doing well, we get a lot of. 01:09:35
Los Lunas Belen piercey, so yeah. 01:09:38
Mr. Mayor. 01:09:42
I have a question for you. So the. 01:09:43
Last two cells lasted over 10 years. 01:09:45
Yes, OK. I was just concerned because that bond we were talking about earlier or that 1.4 million financed for 10 years and I want 01:09:48
to make sure the life of the sales was longer than 10 years. What do you care? 01:09:54
He's going to be here for the next. 01:10:01
Great. Thank you. Thank you, Mike. 01:10:04
Alright, anybody else questions? 01:10:06
Mr. Mayor, under new business, I don't know if it's new business. I just want to send out a reminder because the time is coming 01:10:09
up. 01:10:12
About us passing that 4th of July ordinance. 01:10:17
Ohh yeah, that limits the amount of time, how or how often people can light fireworks. You want to put that in the bills. 01:10:20
Is it time every time to do it? 01:10:26
And we put a little make sure that at least the timing of the yeah and one one way that I that I as a visual thing if the standard 01:10:29
up and open you can light. 01:10:34
Fireworks. If they're closed, you can't. 01:10:39
Make it very simple so that people know. 01:10:43
Thank you. 01:10:45
Saint Chris out there to enforce it. 01:10:46
