City Council and Mayor Ravi Vasquez assembled that June 2020 third is designated as Immigrant Heritage Month. 00:02:47

But we're talking about legal immigration. We're not talking about illegal immigration. 00:03:01
I think it's important to note that. 00:03:05

And as we know, these proclamations are public announcements of matters of great importance. 00:03:13

For someone to put forth a proclamation to the City Council to have it voted on means that it's a very important matter. 00:03:20
And in my reading of this proclamation, I think it falls short. 00:03:29
Um, the proclamation in the fourth paragraph says, despite these countless contributions, the role of immigrants in building and 00:03:35
enriching our nation has frequently been overlooked and undervalued. 00:03:42
Throughout our history and. 00:03:49
Continuing through the present day. 00:03:51
To me, that that raises eyebrows. That's that's a concern. That's a problem. And for someone to put forth a proclamation. 00:03:53

City Council votes on it. It's an issue. It's it's a it's a it's a a problem and move forward. 00:04:03

Are immigrants everybody in Socorro? If you're not a Native American, you're an immigrant. 00:05:02
That's that's my view of this and I think for us to not bring forth to the table the folks that asked. 00:05:09
The mayor to put forth this proclamation to discuss some of the issue. Who's undervaluing the immigrants contribution? Who's doing 00:05:19

We need to know who's doing that, who will under appreciate the immigrants contribution to this beautiful country that we have. 00:05:28
Doesn't say who, but I think if we bring those folks forward to the table, we can sit down and maybe we can work on resolving that 00:05:36

For those struggling with mental illness and substance abuse, people can and do recover. 00:09:58
We believe that there are a number of things that the individual must change in order to be successful. This starts with 00:10:04
developing a new way of thinking. 00:10:08
Forming healthy habits and surrounding themselves with supportive community community members. 00:10:12
A support system can be comprised of people that work in our schools, universities, courts, hospitals, law enforcement. 00:10:18
First responders, churches, local business. 00:10:26
And a representative of a diverse ethnic. 00:10:29
Community. 00:10:32
This not only model. 00:10:34
A positive and healthy way of life, but embody a life. 00:10:36
That most addicts would love to have. 00:10:40

About eight years now. So just to lay the groundwork so he knows it or. 00:45:33
And thank you, Mayor. And and prior to that, I was at the New Mexico Finance Authority for about 9 years. So very familiar with 00:45:39
the city and also the county lent a lot of money when I was there at that time and also with the school district. 00:45:45
So very much appreciate the opportunity to be in front of you this evening. So the Mayor's absolutely right. Pattern Energy last 00:45:52
year acquired Sunza Transmission. This is, and as I think most of you are aware in the past, somebody has been under development 00:46:00
since 2006. And in the past, it was 2 proposed transmission lines. One is a 3000 MW DC line, the other is a 1500 MW AC line. What 00:46:08
we acquired was the DC portion, so we acquired the 3000. 00:46:15
GW direct current line. 00:46:23
UH Southwestern Power Group, which is a subsidiary of Mr. They are still retaining the rights. 00:46:25
To the second line, the 1500 MW transmission line. 00:46:32
MMR is a large construction company out of Louisiana and they are the parent company of Southwestern Power Group. 00:46:37
So we acquired the transmission line. Since that time, we have been working through the final permitting with the NEPA process 00:46:43
with BLM as the lead federal agency. There are a number of cooperating, cooperating agencies involved in that process including 00:46:50
Squirrel County and a number of others. Fish and Wildlife of courses along with all of your federal agencies are cooperating in 00:46:56
the agencies. The NEPA process has been wrapped up. 00:47:03
For the most part after since like I said it's been since 2008, we've been going through the NEPA process in one form or another. 00:47:10
That process is now wrapped up. The final environmental impact statement was recently released here in May. The notice to proceed 00:47:16
we are expecting later this month, possibly in July and at that point we will have achieved all of our final permitting at the 00:47:23
federal level for the Sunday transmission line. 00:47:30
In addition to that we received all of the permits and approvals that we need at the state level and we are nearing a point where 00:47:37
we are looking to begin construction as we were going through the final design on some of the transmission as part of the NEPA 00:47:45
process. We are actually going to be Co locating the transmission line on Tri States existing transmission line through the 00:47:52
Sevilleta Wildlife Refuge And the reason for that is we are able to place. 00:48:00
The transmission line within the same footprint, the same right of way without actually expanding that or having additional impact 00:48:08
on the National Wildlife Refuge. So that's the reason why. 00:48:13
Um. As part of that Co location though, the Tri-state Bernardo substation does need to be expanded per Tri states rules and So 00:48:18
what we are asking. 00:48:23
Is right outside the fence and there is a packet of information I believe that you should have. At the back of that there is an 00:48:29
exhibit and what it shows is the existing Socorro natural gas line. 00:48:35
UH runs just outside the fence line of the Bernardo substation. 00:48:42
And So what we are requesting is consideration by the City Council. 00:48:46
Uh, to move the? 00:48:51
Natural gas line entirely at our expense. We will also pay for the induction studies. We'll pay for the easement and convey that 00:48:54
to the city. We will cover all of the costs. We'll reimburse the city for staff time spent on this. 00:49:00
And in addition to that, what we are proposing and what we've talked with the mayor and the manager about is a compensation of 00:49:07
225,000 paying the bull to the city for the right to move the gas line. As I said, that will be done entirely at our expense. 00:49:16
Um, and what we are proposing to do is begin construction later this year. We are working on a $10 billion financing right now. 00:49:26
About 2 billion of that is the Sun Zia transmission line. The remaining 8 is the 3500 MW wind farm that I lead development on 00:49:33
located in San Miguel, Torrance and Lincoln counties. 00:49:40
And we expect to close financing hopefully in October. 00:49:47
And actually go ahead and start full construction at that time. 00:49:52
And being construction all the way through 2026, April 26 is when we will be done with both the wind and the transmission line. 00:49:56
But we are already starting on site development work. There's site grading activities already happening on private land and we are 00:50:03
gearing up for full construction in anticipation of getting that notice to proceed and the whole financial close. So again, what's 00:50:10
in front of you today is a request. 00:50:17
Uh, to give us the ability to move. 00:50:24
The natural gas line at our expense about 90 feet outside of the fence line. So the tri-state can expand that Bernardo substation. 00:50:27
And it's about 690 feet long. And we again will cover those costs as well as the induction studies and cathodic protection studies 00:50:36
to make sure that there is no impact to the city and that's. 00:50:44

bypassed and then they put then they jumped in and they put it back like so that's that's the only drawback. 00:51:53

For someone to put forth a proclamation to the City Council to have it voted on means that it's a very important matter. 00:03:20
And in my reading of this proclamation, I think it falls short. 00:03:29
Um, the proclamation in the fourth paragraph says, despite these countless contributions, the role of immigrants in building and 00:03:35
enriching our nation has frequently been overlooked and undervalued. 00:03:42
Throughout our history and. 00:03:49
Continuing through the present day. 00:03:51
To me, that that raises eyebrows. That's that's a concern. That's a problem. And for someone to put forth a proclamation. 00:03:53
To say that, yeah. 00:04:02
City Council votes on it. It's an issue. It's it's a it's a it's a a problem and move forward. 00:04:03

That's that's my view of this and I think for us to not bring forth to the table the folks that asked. 00:05:09
The mayor to put forth this proclamation to discuss some of the issue. Who's undervaluing the immigrants contribution? Who's doing 00:05:19

We need to know who's doing that, who will under appreciate the immigrants contribution to this beautiful country that we have. 00:05:28
Doesn't say who, but I think if we bring those folks forward to the table, we can sit down and maybe we can work on resolving that 00:05:36
